1. Introduction 1.1 The Equality Act 2010 The key current legislation governing equality is the Equality Act 2010. The general aims of this act are:
to eliminate unlawful discrimination, harassment, victimisation and other prohibited conduct
to advance the equality of opportunity between people who share a protected characteristic, and those who do not
to foster good relations between people who share a protected characteristic and those who do not 1.2 The Public Sector Equality Duty There are additional requirements for public authorities which are referred to as The Public Sector Equality Duty (PSED). This means that The Rotherham NHS Foundation Trust (TRFT) is required to publish information to demonstrate our compliance with this duty on an annual basis. This information should be published in a manner that is accessible to the public, either in a separate document or within another published document. The regulations also state that the information a public authority publishes in compliance with the PSED must include, in particular, information relating to persons who share a relevant protected characteristic who are employees and other people affected by its policies and practices. The Regulations include a second specific duty, requiring the preparation and publication of equality objectives that are specific and measurable. Equality objectives must be published at intervals not greater than four years with an annual review.
1.3 Protected Characteristics The protected characteristics covered by the Equality Act 2010 are:

Sexual orientation 1.4 Single Equality and Human Rights Scheme (SEHRS) The Trust developed a Single Equality and Human Rights Scheme (SEHRS) and accompanying action plan in 2010. This demonstrates the Trust’s commitment to embed equality within the organisation and embrace diversity, and meets our legal obligations under the Equality Act 2010. The SEHRS sets out the actions that the Trust has taken or intends to take, in relation to equality. It identifies new and improved ways of working to ensure that the organisation is more efficient and effective in meeting the diverse needs of its staff and patients. The key drivers for the Trust are:
Developing a coherent framework that addresses diversity strands
Promoting partnership working with internal and external stakeholders
Preventing duplication and encouraging thinking across different strands of equality
Identifying clear priorities for the organisation
Maximising resources (time and money) for example, consulting across all diversity strands together
Providing an opportunity to address multiple discrimination The Trust will incorporate gaps identified through the Public Sector Equality Duties and through wider consultation. 2. Policies and Practice In light of the Equality Act 2010 the Trust has reviewed and updated its policies, services and strategies and all are measured for compliance and good practice through the use of an Equality Impact Assessment. This is an iterative process and will continue as new policies, services and strategies are developed and as existing ones are reviewed.
3. Rotherham Population Profile
Rotherham is one of four metropolitan districts which together make up South Yorkshire. The population of the area covered by Rotherham Metropolitan Borough was recorded at 257,280 in the 2011 Census. The comments below reflect statistical trends detailed in the 2015 Equality and Diversity report, next available Census data from the Office for National Statistics will be published in 2021. 3.1 Population trends The population of Rotherham has increased by 3.7% (9,100) since the 2001 census and has steadily risen year on year. This represents a reversal on the trend from 1991-2001, when the population fell by 2.7%. 3.2 Age profile Rotherham’s young population (under 15) has fallen in number by 2800 (5.8%) since the 2001 census, although there has been a higher birth rate which has reflected in an increase in the population under school age. The population aged 60 and over was recorded at 61,500 in the 2011 Census, an increase of 19% from the previous census in 2001. Nationally the increase in this age group in the same period is 16% - Rotherham’s population profile is becoming more elderly at a faster rate than the national average. 3.3 Gender profile According to the 2011 Census, the population of Rotherham comprises 131,033 females (50.9%) and 126,247 males (49.1%) which mirrors the national average and has been fairly stable in recent years. 3.4 Gender and age profile In most age brackets the mix between males and females is relatively even, although males do slightly outnumber females in the younger age brackets, and females more in the older ones. The only significant difference is in the age ranges exceeding 75, which is reflective of the greater life expectancy of women. 3.5 Ethnicity profile The population of Rotherham is 91.9% White British, significantly higher in comparison to the figure across England which is 79.8%. Population figures of all ethnic groups in Rotherham and England
According to data from the 2011 Census, almost 95% of Rotherham’s population were born in the UK, significantly higher than the national average of just over 86%, and just below 2% of Rotherham households have no residents that speak English as their main language. 3.6 Religion profile The overwhelming majority of the population of Rotherham follow the religion of Christianity (66.5%), no religion (22.5%) or chose not to state their religion (6.6%) in the 2011 Census. The largest minority religious group in Rotherham stated they followed the religion of Islam (3.7%), with other religions comprising just under 0.7% of the population. 3.7 Sexual orientation profile There are no definitive statistics on the number of people in Rotherham who are Lesbian, Gay, Bisexual or Transgender (LBGT) and this information is not currently collected via the Census. The Office for National Statistics (ONS) conducted a national experimental survey in 2011 and estimate that 94% of adults in the UK define themselves as Heterosexual/Straight, 1% as Lesbian/Gay and 0.5% as Bisexual. 0.4% defined themselves as other and 4.3% declined to provide a response. 3.8 Disability profile The 2001 Census revealed that 55,610 people in Rotherham (22.4 per cent of the population compared to 18.2% nationally) considered themselves to have a long term limiting illness or impairment that limits their daily activities or the work they can do, so the figure has slightly reduced to 22.0%. The Age & Gender Standardised Morbidity Ratio demonstrates that the rate of disability is much higher in Rotherham than nationally where the National rate is expressed as 100, the Rotherham rate as 126, showing a rate approximately 26 per cent above the national average. 3.9 Marital status profile The majority of the population of Rotherham reported themselves as either married (49.7%) or single (30.5%), similar to the national trend.

Totals 338271 144268 193995 8 196090 80751 45661 15769 The number of outpatients who do not state their ethnic group has reduced for Outpatients but increased for Inpatients but overall still remains high therefore ethnic group data remains less well represented in the total patient throughput than in the local population as a whole, though it would still suggest that outpatients are an equitable representation of that population. There are a greater percentage of females than males, though this would be a reflection of patient needs rather than inequitable treatment.
