Substance and Purpose of Proposed Instruments The securities regulatory authorities in Alberta, BritishColumbia, New Brunswick, Nova Scotia and Saskatchewan arepublishing for comment the proposed instruments, which to-gether would form a derivatives reporting regime that is largelyharmonized with regimes previously implemented in Manitoba,Ontario and Quebec. Derivatives data is essential for effective regulatory oversight ofthe derivatives market, including the ability to identify and ad-dress systemic risk and the risk of market abuse. These pro-posed instruments will improve transparency in the Over-the-Counter derivatives market and allow participating jurisdictionsto implement a derivatives reporting regime that will be consis-tent with international standards.
The proposed instruments are informed by the derivatives re-porting rules implemented in Manitoba, Ontario and Quebecand are informed by comments received on CSA Staff Consul-tation Paper 91-301 (published in December 2012), and CSAStaff Consultation paper 91-302 published on June 6, 2013.
