Dear Friends,
The Salvation Army of Dane County was established 128 years ago to serve the human
needs of a growing community. While much has changed in our society in the ensuing
years, some things have remained the same. People still suffer from poverty, home-
lessness, and hunger. The Salvation Army is still here to lift them up by providing phys-
ical, emotional, and spiritual care.
Since 1890, The Salvation Army of Dane County has grown into a major social service
provider, with a shelter location on East Washington Avenue and a community center
on Darbo Drive. It offers a wide range of programs and services for the homeless, the
hungry and youth. Within the covers of this annual report you will see the breadth and
scope of our work.
The dedication of our incredible staff and generous friends make this work possible.
For all the support of the general public, corporations, foundations, and men and
women who donate their time and treasure to our work, The Salvation Army is deeply
grateful.
Together, we are a powerful force for good. The future will have its challenges, but
together and by God’s grace, The Salvation Army will continue to lead Dane County in

COMMUNIT Y IMPACT
Housing Programs That Work to End Homelessness
Yolanda and her four children entered the DAWNS (Dane County Assists with New Starts) program after five months of home-lessness. With rental assistance and case management, she overcame financial, medi-cal, and employment issues and obtained permanent housing. Once in her new home, Yolanda was able to maintain employment, budget her income, pay overdue bills, and establish care for her children. She success-fully completed the DAWNS program and is proud to be supporting her family.
Kristin and her three children were living in shelter at the YWCA and were reaching the 90 day limit. She was accepted into The Salvation Army’s RISE rapid rehousing program and secured permanent housing shortly thereafter. Utilizing budgeting skills she learned through the program, Kristin was able to pay her bills on time and set up a manageable payment plan for past due bills. She was recently promoted by her employer, and her landlord offered her a renewal lease for her apartment.

HOUSING PROGRAMS
SADC has seven innovative and award-winning programs that work to prevent homelessness and move families from shelter to permanent housing, including Holly House transitional residence for sin-gle women. All programs include inten-sive case management and life skills coaching.
SHELTER SERVICES
The Emergency Shelter for homeless families serves an average of 392 peo-ple per month. East Washington Ave-nue is home to the only single women’s shelter in Dane County, accommodating up to 45 women per night. Services in-clude case management, meals, show-ers, and laundry.
EMERGENCY DISASTER SERVICES
When requested, our EDS team provides on-site assistance and comfort to first responders and disaster survivors. Our trained staff and volunteers offer every-thing from food and drink to warm clothing and spiritual care.
YOUTH SERVICES
The Afterschool Program for grades K-5 provides help with homework, focusing on literacy and math skills, plus enrich-ment activities. Summer day camp is offered for grades K-6 with morning edu-cational curriculum and afternoon field trips. The community center offers sports and recreation programs, computer lab and open gym time.
HEALTH SERVICES
SADC runs a Medical Shelter for homeless individuals and families with acute medi-cal conditions. Shelter residents and cli-ents receive free medical care through the UW MEDiC program. No-cost, full-service dental care is provided for home-less people and at our in-house dental clinic through More Smiles.
FOOD PROGRAMS
Meals and snacks are provided for the Emergency Family Shelter, Single Wom-en’s Shelter, children’s After School Pro-gram, and summer day camps. The Food Pantry located at the community center on Darbo Drive serves approxi-mately 594 individuals per month.

PREVENTING HOMELESSNESS
THROUGH DIVERSION
New Program Spotlight
The Salvation Army of Dane County implemented its new Diversion Program in January of 2018. The goal of the program is to help families avoid homelessness by providing them with counseling and short-term assistance, including help with rent, groceries, and other household expenses. The program is quickly proving to be extremely effective in preventing homelessness and its associated trauma. It is also a much more cost effective approach than the traditional shelter model. In its first three months, 91 of 126 families avoided homelessness, and 66 were connected to longer-term case management services. Recently, a mother called the Emergency Family Shelter looking for help for herself and her three children, who were losing their home and had no place to go. After engaging with the Diversion Specialist, it was determined they could stay with a family member for two weeks, provided they helped with expenses. Diversion funding was used to provide gift cards for groceries and household supplies. The Diversion Specialist also assisted with completing housing applications and paying for the application fee. Within two weeks, the family moved into their own apartment.
