When it comes to giving at Christmas time, few organizations can compare to the Marine Reserves Toys for Tots Foundation. And, if you really want to talk about “giving”, as many of you know, prior to 1970 the Marine Reservist would spend their drill time in the fall and winter months refurbishing used toys, such as bicycles, dolls, and games, etc., for the needy children in their area. Of course nowadays they only deal with new toys and the Detachment is once again doing its part to support the local toy drive this year and we will be collecting new unwrapped toys at the upcoming Detachment Christmas Luncheon on Wednesday 12/15 (see pg. 4) and our next General Meeting on Thursday 12/16. Also, while on the subject of giving, I would again like to thank everyone who donated canned food goods to our Thanksgiving food drive at the last Membership meeting on 11/18. It was a pleasant surprise to see all of the food that was collected that evening for the local area food banks and kitchens that feed the hungry over the holidays. So, as we look forward to Christmas, I would like to wish everybody a wonderful, safe, and happy holiday. Also, I would like to take the opportunity to express my appreciation to all of the Detachment staff, officers, members, and friends who have worked and supported us throughout the year. Finally, as we are constantly reminded during this holiday season, please keep all of our troops in your thoughts and prayers as many them will be away from their families this year, in their effort to serve and defend freedom around the world. God bless them all! When it comes to giving at Christmas time, few organizationscan compare to the Marine Reserves Toys for Tots Foundation. Meeting was called to Order by Commandant Scott Vulpis at 7:30 P.M.

Opening Ceremony: Sgt. at Arms Bob Coleman posted the colors and lead the Detachment in the Pledgeof Allegiance. He then declared the meeting open for the official Detachment business. Chaplain RobertPowers read the Opening Prayer.

Adjutants Report: Copies of minutes of the last General meeting on 10/21/10 were passed around for themembers review. Sr Vice Comdt. Scott Egan entered a motion to accept the minutes and Past CommandantBart Reno seconded the motion which was carried to a unanimous vote and none opposed.

Correspondence: Commandant Vulpis reported that MCL National HQ had mailed out announcements for: the annual MCL Battlefield Tours for 2011 and raffle, the Mid-Winter National Conference in Falls Church,VA, a request for a donation to The United States Marine Youth Foundation’s “Tree of Lights” fundraiser, anda request for donations to the Marine Corps Leagues, Memorial Certificate Program. Sr. Vice Comdt. ScottEgan motioned that we make a $50.00 donation to the “”Tree of Lights” fundraiser in honor of all of theDetachments deceased members. The motion was seconded by Jr. Vice Comdt. Marty Winston which wascarried to a unanimous vote and none opposed.

Paymaster Report: The Paymaster report was read by Commandant Vulpis and a motion to accept thereport was made by Past Commandant Bart Reno. The motion was seconded by Past Commandant BobPowers, which was carried to a unanimous vote, none opposed.

Sickness & Distress: Commandant Vulpis reported that Paymaster Kyle Austin’s mother was doing wellafter a recent surgery.

Old Business:

1. USS Jason Dunham Commissioning. Comdt. Vulpis said that he, his wife Amy, and Marines CharlesDipaola, Ed Johnson, Dave Benner, and Joe Kules, were present at the commissioning. Also, he stated thatthe Commandant of the Marine Corps and the Sgt. Major of the Marine Corps were present as event speakers.2. Washington D.C./ Quantico Trip: Senoir Vice Commandant Scott Egan stated that the trip was still beingplanned on. Comdt Vulpis reported that he looked into the Amtrak Auto Train for travel purposes and that itwould not be feasible as there were no connections south of Orlando and that the cost would most likely begreater than flying up and leasing a bus.3. Detachment Bylaws Amendments Approved. Judge Advocate John Jordan announced that the 2010Detachment bylaw amendments that were recently voted on by the members, were approved by theDepartment of Florida’s Judge Advocate Bill Cona. Sr Vice Comdt. Scott Egan stated that Department. Sr.Vice Comdt. Lou Callega had reviewed the bylaws as well, and was very impressed with the content. Comdt.Vulpis then recognized and thanked JA Jordan for all of his time and effort on the matter.4. Formation of Detachment Competitive Shooting Team. Comdt. Vulpis reminded the members that wewere continuing the formation of a shooting team and we are invited to to travel to the Ocala area andcompete with the Villages Detachment 1267 MCL. He said that he was looking into travel and accommoda-tions for the trip and would report back on his findings..

5. 2010 Birthday Ball Recap. Comdt Vulpis reported that the Birthday Ball turned out very well and thatthere were a number positive comments from the attendees and a good time was had by all. He alsocommented that the food and service was very good and that the Marriott staff had done an excellent jobsetting up the room.

New Business:1. Schedule a Detachment Tag Sale. Sr Vice Comdt. Scott Egan was given the floor to explain to themembers that a “Tag Sale” was basically a giant yard sale fundraiser, where we would collect donations ofunwanted items from members, friends and family, that could be re-sold, and stow them unitl there areenough items to hold a sale. Marine Kevin Bolender replied by kindly offering the use of his storefrontage/parking lot area for the sale location.2. Toys for Tots Golf Tournament. Past Commandant Bart Reno announced that the tournament was stillon schedule for 0900 on Sunday Dec 5th at the Country Club of Boca Raton. While on the subject, Sr ViceComdt. Scott Egan stated that Diane Schmidt, owner of Casey’s Bar and Grill, donated $200 and a load oftoys to the Toys for Tots gift drive.3. 2010 Christmas Luncheon. Sr. Vice Comdt. Scott Egan announced that the Detachment ChristmasLuncheon was on schedule for Wednesday December the 15th and that all members and a guest wouldreceive a complimentary Christmas lunch. He also suggested that we invite Diane Schmidt to attend as ourguest.

Announcements: Commandant Vulpis announced that the National Mid-Winter Conference was scheduledfor February 10- 12, 2011 in Falls Church Virginia at the Fairview Park Marriott. The room rate is $95.00 pernight, single or double. Please make your room reservation direct to the hotel no later than January 26, 2011at 703-849-9400.

Closing Ceremony: The closing prayer was given by Chaplain Robert (Bob) Powers. The Colors wereRetired by Sgt at Arms Bob Coleman and Commandant Vulpis adjourned the meeting at 2035 hrs.

Marine Corps HistoryOrigin and Evolution of Toys for Tots

Toys for tots Began in 1947, when Major Bill Hendricks, USMCR and a group of Marine Reservists in Los Angelescollected and distributed 5,000 toys to needy children. The idea came form Bill’s wife, Diane. In the fall of 1947,Diane crafted a homemade doll and asked Bill to deliver the doll to an organization, which would give it to a needychild at Christmas. When Bill determined that no agency existed, Diane told Bill that he should start one. He did.The 1947 pilot project was so successful that the Marine Corps adopted Toys for Tots in 1948 and expanded it intoa nationwide campaign. That year, Marine Corps Reserve units across the nation conducted Toys for Totscampaigns in each community in which a Marine Reserve Center was located. Marines have conductedsuccessful nationwide campaigns at Christmas each year since 1948. The initial objective that remains thehallmark of the program today is to “bring the joy of Christmas to America’s needy children”. Bill Hendricks, aMarine Reservist on weekends, was in civilian life, the Director of Public Relations for Warner Brothers Studio.This enabled him to convince a vast array of celebrities to support Toys for Tots. In 1948, Walt Disney designedthe Toys for Tots logo, which we use today. Disney also designed the first Toys for Tots poster used to promotethe nationwide program. Nat “King” Cole, Peggy Lee and Vic Damone recorded the Toys for Tots themecomposed by Sammy Fain and Paul Webster in 1956. Bob Hope, John Wayne, Doris Day, Lorrie Morgan, TimAllen, Kenny Rogers and Billy Ray Cyrus are but a few of the long list of celebrities who have given their time and

talent to promote Toys for Tots. First Lady Nancy Reaganserved as the national Spokesperson in 1983. First LadyBarbara Bush served as the national Spokesperson in 1992and in her autobiography named Toys for Tots as one of herfavorite charities.

From 1947 through 1979, Marines collected and distributednew and used toys. On Reserve drill weekends during Octo-ber, November and December, Reserve Marines refurbishedthe used toys.

From Christmas 1980 through the present, Marines have col-lected and distributed only new toys. Three factors dictatedthis change. First, the Secretary of Defense’s Total ForceProgram, introduced in the 1970’s, assigned Reserves agreater role in America’s defense posture. As a consequence,Reservists had to dedicate every minute of weekend drill timeto honing and polishing combat skills. No time was availableto refurbish toys. Second, public awareness of the health andsafety aspects of toys that developed during the ‘70s madedistribution of used toys legally inadvisable. Third, distributing“hand me down” toys does not send the message Marineswant to send to needy children. The goal is to deliver amessage of hope, which will assist in building self-esteem and,in turn, motivate less fortunate children to grow into responsi-ble, productive, patriotic citizens and community leaders. Ashiny new toy is the best means of accomplishing this goal.

In the late 1980s, the Marine Corps determined that a non-profit charity was needed as an integral part of theoverall national Toys for Tots program. Based on this need, the Secretary of Defense, in August 1991, authorizedthe Marine Corps to recognize and work with a charity committed to supporting Toys for Tots. Based on thisapproval, the Marine Toys for Tots Foundation became an operational organization in September 1991 and hasbeen the fundraising and support organization for the U. S. Marine Corps Reserve Toys for Tots Program sincethat date.

The Foundation was able to satisfy the five needs identified by the Marine Corps. First, the Foundation couldprovide toys to supplement the collections of local units that had fewer Marines due to military cutbacks of the‘80s and ‘90s. Second, the Foundation could arrange and pay for the creation, publication, manufacture and dis-tribution of promotion and support materials to Toys for Tots Coordinators. Third, the Foundation could enableindividual and corporate donors to Toys for Tots to take a charitable deduction on their income tax returns.Fourth, the Foundation could enter into contracts with corporations to conduct promotions, which would produceroyalties for Toys for Tots. (Needs three and four were two important elements of this charitable endeavor thatthe Marine Corps, as a federal agency, could not fulfill). Fifth, the Foundation could ensure that the Toys for Totsprogram operates in compliance with IRS regulations, state laws and regulations and charitable standards.

In 1995, the Secretary of Defense approved Toys for Tots as an official activity of the U. S. Marine Corps and anofficial mission of the Marine Corps Reserve.

In 1996, the Commander, Marine Forces Reserve expanded Toys for Tots to cover all 50 states by authorizingselected Marine Corps League Detachments and selected local community organizations (generally veteran Ma-rine), located in communities without a Marine Reserve Center, to conduct toy collection and distribution cam-paigns in their communities as part of the U. S. Marine Corps Reserve Toys for Tots Program.

In 1999, the Commander, Marine Forces Reserve delegated authority to the President, Marine Toys for TotsFoundation to approve and manage local Toys for Tots campaigns conducted in communities without a ReserveUnit.

2001: Despite the trauma the nation experienced as a result of the September 11th attacks in New York City,Washington, DC and Pennsylvania, the economic downturn and the anthrax scare, the 2001 U. S. Marine CorpsReserve Toys for Tots Campaign was the second best in the previous 54 year history of the program. Localcampaigns were conducted in 388 communities covering all 50 states, the District of Columbia and Puerto Rico.This was the most extensive coverage to date.

The Marine Toys for Tots Foundation celebrated its 10th anniversary as the fundraising and support organizationfor Toys for Tots in 2001. The highlights of the year were that the Foundation had its most successful campaignto date plus was ranked #289 in the 2001 “ Philanthropy 400”. This was the first time the Foundation earned aranking in the “Philanthropy 400”.

In 2002, Charity Navigator awarded the Foundation a 4-star rating and the Chronicle of Philanthropy ranked theFoundation #267 in the “Philanthropy 400”.

In 2003, the DMA Nonprofit Federation named the Foundation the “Outstanding Nonprofit Organization of theYear” for 2003. The Chronicle of Philanthropy ranked the Foundation #341 in the “Philanthropy 400”. Starburstranked the Foundation website #9 of the “Top 100 Toy Websites”. Reader’s Digest, in the November 2003 edi-tion, named Marine Toys for Tots Foundation “America’s Best Children’s Charity”. In December 2003 edition,Forbes included Marine Toys for Tots Foundation in its “Gold Star List” of charities.

From 2004 to the present the Foundation has continued to receive, on an annual basis,the accolades noted above.

Over the 62 years of the U. S. Marine Corps Reserve Toys for Tots Program, Marineshave distributed more than 400 million toys to more than 188 million needy children. Thischaritable endeavor has made U. S. Marines the unchallenged leader in looking afterless fortunate children at Christmas. Over its 18 year life span, the Marine Toys forTots Foundation has supplemented local toy collections with more than 81.3 mil-lion toys valued at more than $487 million; plus has provided promotion andsupport materials valued at over $6.3 million.
