    Governors audit reveals $877 million unspent at VDBy Stephen GrovesVirginia Statehouse News

    ALEXANDRIA, Va.- An audito the Virginia Departmento ransportation (VDO)revealed $877 million oavailable unding, Gov. BobMcDonnell announced onTursday.

    At a press conerence in Rich-mond, the governor showedhow an outside audit o thestates transportation depart-ment wrung out money thatwill now be made available orroad construction over the

    next six years. VDO will beusing the money immediately,awarding $800 million to $900million in contracts beore theend o the year.

    Teres been money sittingin accounts while people havebeen sitting in trac, Mc-Donnell said.

    He also mentioned a ewprojects that will be a priority the HO lanes on I-95, in-terchanges on Route 66, andthe MLK tunnel in HamptonRoads.

    During the 010 scal year,the state didnt spend $480million that it was given orroad and bridge maintenance.

    Tat carryover, on top o un-used money rom previous

    years, gives the state $59 mil-lion that it is not using. Overhal o that, $318 million, iscommitted to contracts. But$00 million has not evenbeen allocated to a contract.

    Te audit says this is a resulto projects taking too longto be approved and movedthrough the system. VDOCommissioner Greg Whir-ley said that all projects seethe same approval process,no matter how large or smallthey are.

    We manage a simple turnlane just like we do a major in-terchange, he said.

    Funding rom the ederalgovernment under the Amer-ican Recovery and Reinvest-ment Act also covered someprojects that normally would

    have been paid or by thestate. Also, VDOs manage-

    ment would not let any workstart on a project beore allunding was approved or theentire project, which haltedprojects.

    But McDonnell said now isnot the time to slow down.Construction bids are lowdue to the recession, and theCommonwealths roads needimprovement.

    Our systems are too slow,theyre too bureaucratic, thegovernor said.

    He said he will be streamlin-

    ing VDO. A large chunk omoney, $00 million, comesrom changing the amountthe agency keeps in its re-serves. Instead o a ve-and-a-hal month reserve, VDOwill keep two months wortho money on hand.

    MOMS Group Gives Moms and Kids a Br

    Acronym spells relief for stay-at-home moms

    Moms Oering Moms Supportis a support group or stay-at-home moms and mothers whowork part-time. It is an interna-tional organization or mothers,but this local chapter o MOMS isspecically or moms who live in

    the Stephens City and White Postarea. Te group has a monthlybusiness meeting at a designat-

    ed location, but meets or otheractivities during each month aswell. Te monthly business meet-ing usually involves a speaker andan activity.

    Te group was started or thepurpose that its name impliesmoms giving each other support.Even the kids get a break romtheir daily routine. As their moms

    meet with other moms, they geta chance to play with other kidsand learn how to interact with

    non-amily members.Last Wednesday, MOMS had

    an open house in the StephensCity area in an eort to attractmore moms to join the group.Tere were eighteen women at

    the open house, some o whichwere already members. For Mi-chele Bowers, it was her rsttime coming to MOMS. Shecame with a riend and says herdaughter needs more interac-

    does two activities a week. Oncea month, they have a Sugar-N-Spice get-together where theymeet at one o the membershomes. Everybody brings a de-licious treat to share with the

    group. Each month, MOMS hasa kids day out where they takethe kids somewhere to play, suchas Marker Miller Orchards. Tatlocation has a great playgroundwhere kids can enjoy the out-doors while expending their en-ergy.

    MOMS has a variety o commit-tees. Some o the committees areActivities, Sunshine and Ser-vice. Some o the service projectsMOMS participate in involve theSalvation Army, the soup kitch-en, and the Relay or Lie. PeggyStrange is in charge o charity andis also the assistant vice presidentor MOMS. Tey are currently inthe process o orming a Relay orLie team. Last year, MOMS hada garage sale to help raise moneyor the charity. Te group has abook club and plans a monthlymoms night out or its mem-bers. MOMS gives baby show-

    ers to its members and also has aSecret Sisters group. Te momsgroup organizes parties or Hal-loween, holidays and spring. Teyalso have banquets.

    Maura Guntang is the secre-

    tary or MOMS. She sends out amonthly newsletter via email orsnail mail that keeps membersinormed about upcoming eventsand activities. Tere are two up-coming activities planned or themonth o October. MOMS will behaving a amily Halloween partywhere there will be a potluckmeal and everyone can dress up.MOMS is also planning a trip toHill High Farm sometime in Oc-tober. Te kids will get to enjoya hayride and each will receive apumpkin and an apple.

    During last weeks meeting, onemember described MOMS as anamazing network o moms. Allthe moms and kids seemed tobe enjoying themselves. As anymother knows, there are timeswhen you just need to get outo the house and talk to othermoms with whom you have com-mon interests. MOMS is the per-

    April 011 will now be knownas Civil War in Virginia monthrather than Conederate His-tory Month, Gov. Bob McDon-nell announced on Friday.

    Te governor addressed the150th anniversary conerenceo the Civil War at NorolkUniversity, apologizing or hisblunder in omitting slavery asa cause o the war in his decla-

    ration o Conederate HistoryMonth this year.

    Tis was an error o haste

    and not heartand it will beremedied, he said to the ,000people gathered in the univer-sitys L. Douglas Wilder center.

    He encouraged the coner-ence to tackle the tough stuo Civil War history, reerringto slavery, which is the topic othe conerence.

    A prosperous, dynamic, anddiverse Commonwealth is at-

    tempting to remember, un-derstand, and put into properperspective one o the most

    painul and bloody periods inthe history o western civili-zation. Tis is not going to beeasy. I know that rom rsthandexperience, McDonnell said.

    McDonnell drew wide criti-cism over racial segregationand Civil War commemorationthis year. Even President BarackObama chided him over his

    omission o slavery as a causeo the war.

    But he may have struck a

    compromise. Te Rev. RayeldVines, president o the Virginiastate conerence o the NAACP,praised McDonnell or his ad-dress.

    He then changed it to a procla-mation in remembrance o thesacrices and honor o all Vir-ginians who served in the CivilWar.

    Democratic Govs. im Kaineand Mark Warner decided notto touch the subject in theiradministrations. It sat idle oreight years until McDonnellapproached it again.

    But when Gov. McDonnellrevived the proclamation this

    year, it drew support rom hisconservative base, along withcriticism.

    In his address, the governortried to pull in all sides. He said

    his proclamation or next yearwill remember all Virginiansree and enslaved; Union andConederate. It will be writtenor all Virginians.

    Tis strategy should pay o orMcDonnell, said Farnsworth.

    Conederate history monthis not a winning political posi-tion in Virginia, he said.

    With voting power shitingto the suburbs and urban cen-ters o Northern Virginia, es-

    pecially with the approachingredistricting, Republicans willneed to appeal to a dierentdemographic, he said. Strikinga compromise with Coneder-

    ate History month is a step inthe right direction.

    Farnsworth added that con-servative voters who may notlike the governors announce-ment will still vote Republican.

    Schools students have earned AP Scholar Awards from the College Board for their

    exceptional achievement on the college-level Advanced Placement (AP) exams.Thirteen of the students received the APScholar with Distinction Award. To qualifyfor that award, a student must earn an av-erage grade of at least 3.5 on all AP examstaken, and grades of 3 or higher on five ormore of the exams.

    Storing Window Screens

    Q:Last year I took my win-dow screens down and putup my storm windows. I stored

    the screens in the garage, stackingthem on their sides along the wall.But at least four of the screens weredamaged somehow over the winter.How can I prevent further damagethis winter? Hank T., Knoxville,Tenn.

    A:Youll probably want to eitherfind a new location to store thescreens, or adjust the layout of yourgarage (if possible) to prevent equip-ment or people from accidentallybumping against the screens or thingsfrom falling off shelves onto them.

    Screens should be stored either bylaying flat or standing upright, in adry area where the temperature is keptfairly constant. To keep dust and dirtoff of them, cover the stack with plas-

    tic.One thing Ive found in older garag-es of the northeast U.S. is that theinterior walls of many of the garageswere lined with the screen windowsfrom the house. Homeowners simplyrigged up the lightweight windows tohang along the walls, protecting themfrom weather, dirt and falling objects,then reinstalled them come spring.

    Another option is to reserve the topshelves of your heavy-duty garagestorage shelves to lay the screens flat,if theyll fit. This will keep the screens

    off the floor, away from dampness,most dirt, falling objects and curiouschildren, and in a decent airflow situ-ation (an important consideration ifthe screen frames are wood).

    If the damaged screens havent beenrepaired yet, make a note to fix themover the winter so theyll be ready toput up right away come spring. Smallholes or dings can be patched eas-ily. If the screen has a big tear or youjust want it to look uniform, replace

    the entire screen. Kits are availableat your local hardware or home-improvement store.
