Basicservicesarethefundamentalbuildingblocksofimprovedqualityoflife.Adequatesuppliesofsafewaterandadequatesanitationarenecessaryforlife,well-beingandhumandignity
Localgovernmentlargelyunderstoodintermsofservicedelivery
Problem
Althoughthecountryhasmadegreatprogresssince1994toimprovethequalityoflifeofSouthAfricanresidentsbyextendingbasicservicestopreviouslyun- andunder-servicedhouseholds,particularlyinruralandinformalareas,theremainingbacklogisthemostdifficulttoservice
Inaddition,theexpansion ofservicewasoftendoneattheexpenseofexistingservicesasmaintenancewasneglected
