Equalized Land Valuation Compared to Assessed Values Welcome to the January “Topper Times” and Happy New Year to everyone. Last month all of us received our local and county December tax notices. Several people reached out to me with questions regarding their school portion of their tax statement. Particular were questions of how their school taxes went up, and/or how could that happen if their assessed value went down. Legitimate questions that deserve a more complete response.

For the purpose of supporting public and voucher schools, the state of Wisconsin generates revenue primarily through four sources, general aid/state, local property taxes, federal aid, and other non-property tax revenues (fees, interest earnings). In order to determine property taxes, the state places a dollar value on land, buildings, and property. Our local municipalities determine land valuation through an assessed value. For school funding the state applies an adjustment factor to the assessed value. This adjustment factor includes actual property sales in the municipality, over the past year. This is done to ensure that each type of property has comparable value regardless of how local municipalities apply their valuations. The goal of this formula, is to allow a comparable value of one property to another throughout the rest of the state. Property and land in Cambria-Friesland School District can have an “equalized land valuation” to other taxable property whether in Dane, Brown, Sauk, or any other county in the state. If your property taxes went up disproportionately from one year to the next, often the reason is because of a local municipalities revaluation or assessment. The Wisconsin school funding formula is complex and as you can see in the example of equalized land valuation compared to actual assessed values has its share of challenges. To address these challenges, and many others that burden or unnecessarily complicate our school funding process, the state has established the Blue Ribbon Commission on School Funding. The goal of the of this task force is to reform the school’s funding formula by the next state budget.

New Year - New Attitude

With the completion of the 2017 calendar year, the Fall 2017 semester is almost complete. With a break

before classes resume in the new year, it’s a good time to reflect on first semester and set some goals for

changes in the new year.

So many of our students are respectful of each other and our staff that outsiders and visitors frequently

comment on the positive difference between our school and other schools. However, these past few

months there has been a disturbing number of students, staff, and parents expressing concern about

behaviors that do not reflect our students in the best light.

Influencing teen behavior is a difficult task

under the best of circumstances. Most people

don’t need the wealth of research that has been

done to tell them that adolescents are heavily

influenced by their peers. It is the main reason

why a parent or teacher may lament that when

they talk or work with a young person

individually, they are great kids but as soon as

they are around their friends, they act out.

These students know right from wrong, they

recognize and avoid risky or bad decisions, and

are genuinely nice people to be around.

However, somehow, when they are in a group

of peers, they regularly take higher risks, make poorer choices, and can be very little fun to be around as

they say and do things that are hurtful to others. Something about being in a group of peers, leads them

to behave differently.

In the past couple years, another line of research has started to look at how the understanding of

adolescent motivation can be used for positive peer pressure. These studies suggest that teenagers learn

more quickly and more effectively when peers are present. They learn from both positive and negative

outcomes. When teens have a social motivation, they are more likely to remember something. There are

actual portions of the brain that become more active when students try to remember something that was

first taught to them in a social context.

This has implications for both the academic and

behavioral aspects of school. As a student, your

behavior is ALWAYS influencing others. You do not

need to follow negative examples; you can set positive

examples. Peers who are kind, loyal, and supportive

influence others to be the same.

Seniors: Remember that if a college requests your transcripts you can log into your ACT web account using the ID number provided by me. If you need assistance getting into your account, don’t hesitate to connect with me for help. If you listed colleges when you took the ACT, they should already have your transcripts. Please continue to check your email for scholarship updates as well as career cruising. Career cruising is where you will find the majority of local scholarships posted, as well as the scholarship board outside the office. If you would like help with applications, financial aid or anything related to your post-secondary goals, please come see me. I am here to help you!

Juniors: Your ACT and Workkeys are coming up on February 27th and the 28th. You will have a school day of being able to ask questions and practice on January 30th with a trained professional. On exam day, you will be at the Friesland Village Hall, just like you did for the practice exam. All juniors must take the ACT and Workkeys. There is no cost for these exams. Students not present on February 27th and 28th will need to retake the exam this summer or next year, and there is a cost involved. Also, if you have post-secondary questions you would like help with, please seek me out. Now is a good time to be looking at spring college visit dates and planning those visits with your parents/guardians. Your PSAT scores are back! If you took the PSAT and have questions about your scores, please see me.

Freshmen & Sophomores: I will continue to plan individual meetings with you to continue building on your 4 year academic and career plans. If you have not yet seen me, you can email me or stop in to plan a time. Otherwise, I will call you out during a study hall if available. In the middle school guidance course, the 7th graders are currently watching the movie, October Sky, as a way to learn about “fixed” and “growth” mindsets and achieving your goals. Elementary Counseling Corner

Welcome back! I hope you navigated the potential chaos of the holiday season with the greatest of ease. Many of us move from the constant hustle and bustle of familial expectations and obligations to a post-holiday lull. Right before you can catch your breath, class is back in session and your little one may feel like they’re starting school all over again. For the little ones, the excitement of the holidays and the loss of school for a period of time can be very stressful. The sudden switch from the structure and expectations of school to seeing family that they may have not seen in sometime, or spending time with different families, can have negative effects on attention, focus, and can undo all of the hard work you do as a parent to promote consistency in their lives. If you find your kiddo struggling with behaviors and expectations following the break from school, here are some tips from www.parentingideas.com:

1. Focus on priority behaviors. It’s difficult to be consistent with every single misbehavior, but it’s easy to focus on one or two. When you are consistent with one or two priority behaviors it has a positive impact on other behaviors.

2. Give yourself a tangible reminder about the behavior you want to follow up. Leave a note somewhere telling yourself that you need to “Walk away when a child whines. Don’t give in.” Or “Catch your kids doing the right thing when they resolve a problem without arguing.

3. Check your routines. Make sure you have simple routines for troublesome times of the day such as bedtime or mealtimes. While it may take more work up front, the payoff of having consistent routines can be seen in your children almost immediately.

4. Act rather than over talk or repeat yourself when kids misbehave. Sometimes it’s really inconvenient to set a consequence, as you may have to battle a tantrum that follows. But the stand-firm approach pays off in the long-term as kids learn eventually that you mean what you say, and say what you mean. That’s what firm, consistent discipline requires.

In other news, the elementary character trait for the month of January is Inclusive. Inclusive is making sure to include others in activities. Our students will be reminded to be inclusive throughout the month and will have activities and lessons geared toward promoting and fostering this important aspect of good character. Also, be on the lookout on the new school website for the 2nd grade TERRIFIC Kids video demonstrating the character trait “Inclusive”

The Cambria-Friesland Elementary School participates in the Kiwanis Terrific Kids award program. The Kiwanis Terrific Kids Program promotes character development, self-esteem, and perseverance. Students are encouraged to practice the character traits of the Terrific Kid, which are: Thoughtful, Enthusiastic, Respectful, Responsible, Inclusive, Friendly, Inquisitive, and Capable.

Each month the school staff will educate the students about one of the character traits. During the month, the students

will participate in activities that develop awareness of each trait. At the end of the month two students from each classroom will be recognized for consistently working at being Terrific Kids. Our goal is to create a school full of Terrific Kids.

The character trait for the month of November was “Respect”. November Kids’ Awards went to:

Congratulations to the Cambria-Friesland Volleyball program for being the top fund raiser of the Columbus Community Hospital’s “Volley for a Cause” fundraiser. The results, based on net profits, are as follows:

1. Cambria-Friesland $3,684.36

2. Rio $3,617.44

3. Pardeeville $2,694.12

4. Columbus $1,508.74

5. Marshall $1,479.16

For raising the highest net proceeds, the Cambria-Friesland volleyball program will receive a $500 check from Columbus Community Hospital. All the proceeds from the event remain local to better serve the women of our communities. The proceeds will be used to fund the CCH Wig Program, which provides CCH cancer patients with custom fitted wigs. Also, the funds will support after mammography care and educational kits; after biopsy surgical care kits, patient care kits, educational materials and equipment for the patients at Columbus Community Hospital. We would like to take this opportunity to thank the players, parents, school, and community for once again helping to make our “Pink Out” at Cambria-Friesland a huge success. To those that donated baskets, bought t-shirts and raffle tickets, enjoyed our meal and, of course, the games that evening, we appreciate the support. We could not continue to create such an amazing event without the help and generosity of so many people. We would like to extend a special thank you to Cheryl Schwark, Christa Smits, Denise Bancroft-Hart, Rita Burmania and Cherie Pulver for their work with the concession stand and basket raffle. We can’t thank the five of you enough for all of your time and effort. A huge thank you to the following for their donations to the concession stand or basket raffle: (We sincerely apologize if we missed anyone who donated.) Dave and Sharon Prochnow, Reed and Rylee Prochnow, Cherie and Jenna Pulver, Christa Smits, Angela Jensen, Columbus Community Hospital, CF Volleyball program, Alsum Farms and Produce, Homemakers, Denise Bancroft-Hart, Erika Keip, CF Hilltop Rider Club, Cambria-Friesland Youth Football, Cheryl Drews, Arianna Wiersma, Cambria Fire Station, Jill Kowald, Heather Gove, Lydia and Rayna Helmer, Mike Owen – Ho-Chunk Casino, and Mary Lou Neary – Thrivent Lutheran and The Cambria-Friesland Volleyball Program This is the ninth “Pink Out” Cambria-Friesland has hosted with a grand total of $31,769.96 raised. We are very proud that this is the sixth year in a row that Cambria-Friesland has been the top fund raiser with the “Volley for a Cause.” This event has become so much more than bringing awareness of breast cancer to our school and community. From the outpouring of support from friends, family, community members and past alumni who all show up in pink, some with signs to support the players, to the enormous smiles on the little ones’ faces that win their most desired basket, we continue to be amazed by our small community and its generosity and willingness to help others. We hope that one day soon there will be a cure for this disease that affects so many…

Thank You,

Roxanne Prochnow, Makayla Froehlich, Ashley Nemoir, Taylor Quade and the Cambria-Friesland Volleyball Program

K-Kids Update

During the months of November and December the K-Kids have been more than a little busy! Projects by our K-Kids have included, raking chips from the school lawn back into the playground area, baking bread with Mrs. Shipley’s Food and Consumer Science Class, and making Holiday decorations for local municipal offices and businesses to help celebrate the holiday season! Loaves of bread baked by the K-Kids and Mrs. Shipley’s class were donated to the local Community Bread Basket Food Pantry. K-Kids are supported by the Cambria Kiwanis Club and Cambria-Friesland Elementary School. Students involved in K-Kids are in grades 3-5 and are committed to community service and working toward a healthier and happier community for everyone. Mr. and Mrs. Raymond are the K-Kids advisors and they are extremely thankful for our Mom’s and Dad’s support of their children in our K-Kids Program!
