He will be missed. AMO extends its condolences to his family. Ontario Municipalities Create World’s Longest, Preferred Corridor for Testing of Autonomous Vehicles (AVs) and Related Technologies between Windsor and Ottawa

MARCH 5, 2019 - On Sunday, February 24, 2019, the Ontario Good Roads Association (OGRA) unveiled their “Windsor-Ottawa Preferred CAV Test Corridor” at their annual Conference. The Corridor is an outcome of a project by OGRA’s Municipal Alliance for Connected and Autonomous Vehicles in Ontario (MACAVO), where 30+ municipalities have collaborated and individually identified the first draft of Preferred (as well as “Avoid”) roads within their local municipalities.

World’s Longest Test Corridor for Autonomous Vehicles

“We are very happy to finally be able to share more details on the Windsor-Ottawa Corridor”, said OGRA President Rick Kester. He further said, “Through the municipal and provincial collaboration on this project, we have now identified over 5,500 kilometres of specific municipal roadways across thirty-three (33) municipalities located in the area of Windsor and Ottawa”.

OGRA Executive Director, Joe Tiernay said. “Based on our findings, this is by far the longest AV test corridor in the world today. Combining this with the fact that the province already has a solid AV Pilot Regulation in place, there is no better place in the world to grow and establish communities and businesses, than in Ontario.”

The Windsor-Ottawa Corridor builds on top of O. Reg. 306/15 (“Pilot Project – Automated Vehicles”), which opened Ontario for businesses looking to test AVs. The Corridor identified by MACAVO participants is designed to showcase the willingness of Ontario’s municipalities to actively participate in and facilitate the safe testing of AV technologies.

MACAVO and Ontario, Open for Business

The Chair of MACAVO, Thomas MacPherson shared that, “The OGRA was created in 1894 (125 years ago) to help municipalities prepare for the transition from horses to cars. We are now at a new transition, going from cars to self-driving cars. The decisions made during the transition from horses quite literally shaped our roads and municipalities in the century that followed. I believe this transition to self-driving cars has the potential to bring extraordinary changes that might just make the last transition look tiny in comparison. It is great to see OGRA taking an active role in assisting municipalities to not only prepare for but perhaps to even become leaders in this space”.

The Preferred and Avoid road selections have been marked by the participating municipalities on a live, online map that is powered by Transnomis Inc. - the makers of Municipal511. Since the map is online, any updates on road selections and re-classifications (e.g. to Preferred/Avoid) are shared with other MACAVO map users automatically within seconds. This allows for all participants to be consistently in sync with one another. Furthermore, the Windsor-Ottawa Corridor also includes sections of some of the provincial highways.

More Data Layers Added

The most obvious value of the Windsor-Ottawa Corridor is to enable auto manufacturers to have a clear understanding (during the AV tests) as to which are the Preferred municipal roadways, and which roads to Avoid. Also, through OGRA’s collaboration with Transnomis, several additional data points have been made available as layers. These layers include:

• Roadside Camera Feeds; • Construction Activities; • Road Restrictions; • Electric Charging Stations (via ChargeHub); • Google Traffic; • Weather Data; • Border Crossing Times; • and more.

A single window into these critical datapoints makes the MACAVO map an extremely powerful, and a must-have tool for not just the AV testers, but also other stakeholders that are actively working to further their products and services in the Connected and Autonomous Vehicles market in Ontario.

Access for the ‘Friends of MACAVO’

To date, access to the MACAVO map was only granted to the participating municipalities. However, with the first draft of Windsor-Ottawa now completed, OGRA will allow non-municipal organizations (public, not-for-profit, and private) to access the map as well. This category of access will be provided as “Friends of MACAVO”. Those organizations looking to access the MACAVO map should submit their email requests to Fahad Shuja ([email protected]) for review.

The Opportunity to Save Canadian Lives

“If a disease was taking lives of 3,000+ Canadians each year, what would our collective reaction as a society be? Would we not do everything in our power to find a cure? I would like to believe that we absolutely would! We are precisely at that stage today, where over 3,000 Canadians are dying on our roadways every single year, primarily due to human error…In the U.S., it is over 40,000 deaths per year. And across the globe, the annual rate of fatalities is a staggering 1.35 million…” said Dr. James Smith, Manager of OGRA’s Member and Technical Services. He further said, “We recognize that AVs are by no means ‘perfect’; however, they can play a major role in significantly reducing the fatalities on our roads. The municipalities participating in MACAVO fully recognize this great potential of AVs and have shown their support for the Windsor-Ottawa Corridor in a very big way. We can’t thank them enough”.

About MACAVO Online Map: This map is exclusively designed for Ontario municipalities looking to take part in the Windsor-Ottawa Preferred Autonomous Vehicles Test Corridor. The map enables each participating municipality to highlight their local roadways that they consider to be “Preferred” (or “Avoid”) for testing of Connected and Autonomous Vehicles and technologies. There is no cost to municipalities for using this service; however, in order to gain access to the MACAVO map, OGRA requires the respective municipality’s local council to assign a point-person (e.g. public works/transportation director), who will then become the representative of the municipality on the topic of Connected and Autonomous Vehicles. Georgian Bay General Hospital (GBGH) is a 105-

bed hospital serving residents and visitors in the

Southern Georgian Bay shoreline communities of

Midland, Penetanguishene, Tiny Township, Tay

Township, Beausoleil First Nation, Georgian Bay

Township and Springwater Township.

In order to identify a diverse group of Board mem-

bers for the hospital, GBGH’s Community Based

Nominations Committee (CBNC) is seeking expres-

sions of interest from members of our community

to fill four (4) vacant positions on our Board of Di-

rectors.

The GBGH Board is skills-based and provides go-

vernance oversight (as opposed to manage-

ment) of the hospital’s mission, vision, values and

strategic plan. Through recruitment, the hospital

seeks individuals who bring a variety of skills and

diverse perspectives to a Director role. All skills sets

and backgrounds provide valuable insights to the

hospital’s governance, and we are seeking

strengths in finance and political advocacy, as

well as individuals who reflect the communities

GBGH serves (including Francophone, First Nation,

3. Eligibility Criteria and Conditions of Appointment

(a) Directors must be at least 18 years old.

(b) Undischarged bankrupts are ineligible to serve as directors.

(c) Directors must be mentally competent and of sound mind and are ineligible if found otherwise by a court in Canada or elsewhere.

(d) Directors must reside or be employed in the Hospital’s Catchment Area

(e) A director is expected to commit the time required to perform board and committee duties. The minimum time commitment is likely 12-16 hours per month.

(f) Directors must fulfill the requirements and responsibilities of their position, for example, preparing for and attending board and committee meetings, upholding their fiduciary obligation to the hospital, and working cooperatively and respectfully with other board members. Directors must comply with the Public Hospitals Act and other legislation governing the hospital, the hospital’s by-laws and policies, and all other applicable rules.

(h) In the case of an elected Director, cannot be a spouse, child, sibling or parent of, or live in the same household with, an employee or member of the Medical Staff of the Corporation, or is the spouse of a child, sibling or parent of an employee or member of the Medical Staff of the Corporation, except by resolution of the Board.

Excluded Person” means:

- elected officials at the municipal, provincial or federal level

- any individual who has been within the preceding five (5) year period an employee of the Corporation.

TERM:

Directors shall not be elected or appointed for a term that will result in the Director serving more than nine (9) consecutive years or a cumulative total of more than twelve (12) years. After completion of nine (9) consecutive years such Director may also be eligible for re-election or re-appointment for another term or terms (to a cumulative maximum of twelve (12) years) if three (3) or more years have elapsed since the termination of his or her last election or appointment.

March is Fraud Prevention Month

(ORILLIA, ON) - The Ontario Provincial Police (OPP) Anti-Rackets Branch and its Canadian Anti-Fraud Centre (CAFC) partners are launching their annual Fraud Prevention Month campaign to help prevent Canadians from falling victim to fraud.

During the month of March, the OPP, the Royal Canadian Mounted Police, CAFC, Serious Fraud Office, the Competition Bureau of Canada and other partners are joining police services across the country to promote public awareness to help prevent all Canadians from becoming victims of fraud.

This year, the OPP Fraud Prevention Month education campaign will highlight four mass marketing fraud priorities as indicated by the CAFC:

· Advanced Fee Scam (Money Transfers)

· Phishing and Ransom Scam

· Romance Scam; and,

· Ecommerce Scam

During the past year, Canadians have fallen victim to fraud's destructive toll, causing losses totalling approximately $100 million, with Ontario victims losing approximately $45 million. Unfortunately, this only represents approximately five per cent of the fraud victims that report their crimes to police. Regardless of age, gender or location, everyone can take basic steps to better protect themselves from becoming a victim of fraud. Some basic tips include never giving out personal or financial information at the door, over the phone, by e-mail or through social media, or on to unsecured retail or dating websites. If you do fall victim to a scam, individuals are urged to continue to report these scams to police even if a financial transaction did not occur.

Fraud Prevention Month is about the fraud prevention community working together to create greater awareness and to highlight the various ways that all Canadians are being targeted by fraud. By emphasizing the education component, Canadians can be better prepared.

The OPP will be posting tips and links to various resources online. The public is encouraged to engage in the conversation to help them recognize, reject and report fraud" on social media by using the hashtags #FPM2019 and CAFC's new hashtag #knowfraud .

If you or someone you know suspect they've been a victim of fraud, contact your local police service and the Canadian Anti-Fraud Centre by phone or online by creating an account in the Fraud Reporting System (FRS).

Aerial Enforcement Initiative on Southern Georgian Bay Trails

(Midland, ON) - Members of the Ontario Provincial Police (O.P.P.) Southern Georgian Bay Detachment and Central Region Snow machine, All Terrain Vehicle, and Vessels Enforcement (S.A.V.E.) team conducted an aerial enforcement initiative with a focus on OFSC trails and areas near the waters of Georgian Bay. This initiative involved detachment and S.A.V.E. team members on motorized snow vehicle patrols supported by OPP aircraft to conduct enforcement in relation to high risk behavior on MSV's on local OFSC trails as well as ice crossing areas.

The initiative took place on Sunday March 3, 2019 and yielded 31 Provincial Offence Notices for a variety of charges. There are 9 OFSC trails that cross through the area and connect with OFSC trunk trails. There are also a significant number or anglers that regularly participate in ice fishing on the Waters of Georgian Bay.

In the 2017-2018 season there were 14 MSV related fatalities in OPP patrolled areas. Currently this season there have already been 6 MSV fatalities with a significant number of those being associated to unsafe ice/drowning. In Southern Georgian Bay patrolled areas there were a total of 2 fatal collisions, 3 Personal Injury and 3 Property Damage collisions for the 2017-2018 season.

The new penalties include a fine increase up to $1,000, three demerit points and a three-day licence suspension. The penalties increase with subsequent offences. For novice drivers in the graduated licencing system, there is no fine or additional demerit points but longer licence suspensions now apply. The deaths of 55 people and more than 9,115 collisions were linked to an inattentive driver on OPP-patrolled roads in 2018. The OPP laid 13,529 Distracted Driving charges last year against drivers who chose to make roads unsafe by dividing their attention between driving and using a hand-held electronic device.
