The Mace

The mace was a weapon of war originating with the loaded club and stone hammer of primitive man. It continued to be used as a weapon through the Middle Ages, but during this period it also became symbolic as an ornament representing power. Sergeants at anns, who were guards of kings and other high officials, carried maces to protect their monarch during processions. By the 14th century, maces had become more ceremonial in use and were decorated with jewels and precious metals, losing their war-club appearance. lhree hundred years later, the mace was used solely as a symbol of authority. Maces are used during sessions of legislative assemblies such as the U.S. House of Representa· lives where the mace is placed to the right of the Speaker of the House. However, maces are most often seen at university commencements and convocations, exemplifying knowledge as power.

The USUHS mace will be used for the first time at the 1995 commence-­ment ceremony. The mace being used today is handcrafted in sterling silver and carries the seal of the University along with the emblems of the Army, Navy, Air Forceand the U.S. Public Health Service. The University seal and service emblems are superimposed. on the globe of the earth to symbolize the world·wide mission of the University and its graduates.

The USUHS mace is a gift from Sam A. Nixon, M.D., and his wife, Elizabeth. Doctor Nixon was Chairman of the Board of Regents from 1988 Wltil 1992.

The USUHS Banners

The USUHSbanners were commissioned for the 1995commencementby Nancy E. Gary, M.D., Dean, F. Edward Hebert School of Medicine and Executive Vice President of the Uniformed Services University of the Health Sciences. The banners are carried by the Faculty Marshals for the School of Medicine and the Graduate School of Nursing. They announce the arrival of faculty members from each school during the processional and unite the faculty and graduates during the recessional.

Richard C. Reynolds, M.D.

Dr. Reynolds graduated from Rutgers University with a Bachelor of Science deg ree in 1949, and received his M.D. degree from Johns Hopkins University School of Medicine in 1953. His post-graduate education was on the Osler Medical Service of Johns Hopkins Hospital from 1953 through 1955. He then spent two years as Senior Assistant Surgeon with the U.s. Public Health Service Indian Health Service in Alaska. In 1957, Dr. Reynolds returned for a year as Assistant Resident on the Osler Medical Service and then spent an additional year as a Fellow in Medicine (Allergy and Infectious Disease) at Johns Hopkins Un iversity School of Medicine.

In 1959, Dr. Reynolds entered the private practice of internal medicine in Frederick, Maryland. In 1968, he was appointed Director of the Division of Ambulatory Medicine and Community Programs at the Universityof Fiorida College of Medicine in Gainesville. In 1971, he became the founding Chairman of the Department of Community Health and Family Medicine.

In 1978, Dr. Reynolds was named Acting Dean of the University of Medicine and Dentistry of New Jersey (UMDNJ) - Robert Wood Johnson Medical School. One year later he was named permanent dean. In 1984, Dr. Reynolds was named Senior Vice President for Academic Affairs of UMDNJ. In 1987, Dc. Reynolds joined the Robert Wood Johnson Foundation as the Executive Vice President.

The University community would like to take this opportunity to pay tribute to Nancy E. Gary, M.D., Dean of the F. Edward Hebert School of Medicine, and Executive Vice President of the Uniformed Ser­vices University of the Health Sci­ences. She came to the University in August, 1992, from her position as Senior Medical Advisor to the Ad­ministrator of the Health Care Fi­nancing Administration, Depart­mentofHealthandHumanServices. Prior to this very p restigious posi­tion, Doctor Gary was Associate Dean at the University of Medicine and Dentistry of New Jersey-Robert Wood Johnson Med ical School from 1981-1987 and Executive Associate Dean from 1987-1988. Doctor Gary served as Dean of the Albany Medical College from 1988-1990.

Doctor Gary has led a distinguished career. She has served on numerous national committees and is curren tly a Board Member of the National Board of Medical Examiners. Doctor Gary is also on the Advisory Board of the Generalist Physician Initiative Program, Robert Wood Johnson Foundation and is Deputy Chair of the Editorial Board of Academic Medicine. Most notably, Doctor Gary is a Master in the American College of Physicians.

One of Ooct9r Gary's first major d uties as Dean at our University was to oversee the reaccreditation processes of the Liaison Committee on Medical Educa­tion and the Conunission on Higher Education of the Middle States A'>Sociation. As a result, the F. Edward Hebert School of Medicine was reaccredited to the maximum levels by both organizations.

Dean Gary was instrumental in the expansion of the School of Medicine graduate education programs to include neuroscience and molecular and cell biology degree tracks.

Ouring her tenure at USUHS, Dean Gary was presented with the Women in Medicine Leadership Development Award from the Association of American Medical Colleges, in addition to the American Society of Internal Medicine Public Service Award. She also received the Alunmi Achievement Award and a Doctor of Medical Science, Honoris Causa, from the Medical College of Pennsylvania.

The 1995 commencement will be the last over which Dean Gary will preside. As of June, 1995, she will assume her new position as President of the Educational Commission for Foreign Medica l Graduates. Doctor Gary's leadership has touched all members of the University community. We all wish her continued success in her life's endeavors.

Richard C. Reynolds, physician, scholar, educator and humanitarian, you have devoted your professional life to the care of the ill, the education of medical students and physicians, and to bettering the health care of Americans. As a USPHS surgeon, you cared for the Fskimos in the Alaskan tundra, practiced in rural clinics, and made major conbibutions to academic medicine. As a foundation leader, you have used your wisdom, knowledge and judgement to guide projects that will benefit all Americans through enhancement of medical education, improvement of medical care to the ill, and betterment of the lives of the disadvantaged. Throughout your life, you never lost focus of direct health care delivery to the very needy. William Carlos Williams, poet laureate and New Jersey physician, describes in his essay, The Practice, the essence of medicine, "the calling on people at all times and under aU conditions, the coming to grips with the intimate conditions of their lives, when they were born, when they were dying, watching them get well when they were ill, has always absorbed." Your life's work shows that you, too, are absorbed by the practice of medicine. Your personal values and ideals and your professional integrity and conduct are an inspiration to your many patients, students, friends and colleagues whose lives you have touched. Strom Thurmond

Strom Thunnond was born on December 5,1902 in Edgefield, South

Carolina, the son of Judge John William and Eleanor Thurmond. He is a 1923

graduate of Clemson University and he received his law degree by studying

at night under his father's supervision, eventually being admitted to the

South Carolina Bar in 1930. His long and distinguished professional career

includes time spent as a teacher and athletic coach, COlmty superintendent of

education, city attorney, county attorney, state senator, circuit judge,

Governor of South Carolina from 1947 to 1951, and Presidential candidate.

His military service includes tenure as a reserve officer for 36 years. While

serving as a judge, he volunteered for active duty in World War U, the day

the War was declared against Gennany. He served with the Headquarters

Fust Army from 1942-1946, participating in the American, European, and Pacific theaters. He participated in the Normandy invasion with the 82nd

Airborne Division and landed on ~Day. He was awarded five battle stars

and 18 decoration medals with the awards including the Legion of Merit

with Oak Leaf duster, Bronze Star Medal with V, Purple Heart, Belgium

Order of the Crown, and French Croix de Guerre. He holds the rank of

MajorGeneral, United States Anny Reserves. He is a past national President

of the Reserve Officer's Association of the United. States.

SenatorThurmond has endowed 52 scholarships al4S colleges and

universities. He established. the Strom Thunnond Foundation which as&sts BO to 100 needy, worthy students annually. He was first elected to the United.

States Senate on November 2. 1954 as a write-in candidate, being the first

person in u.s. history ever elected to major office in this manner. He

resigned as U.S. Senator Apri14, 1956 to place the office in a primary

pursuant to a promise he made to the people during his 1954 campaign. He

was re-nominated and re-elected to the Senate in 1956 and has been with the

Senate since then, serving now as President Pro Tempore of the United

States Senate and Chairman of the Senate Anned Services Conunittee.

Senator Thurmond has been a strong advocate of the Unifonned Services

University of the Health Sciences and unifonned military medicine. It is with

pride that the Unifonned Services University of the Health Sciences bestows

the Honorary Degree of Doctor of Medical Jurisprudence on Senator
