AE/018/2015-2016/HQ/C/31 SUB: Letter of Transmittal The reference is made to the above heading and your letter Ref No AE/018/2015/2016/HQ/C/31/9– 13 dated 9th March 2016. According to the evaluation results as summarized in Table 3 of this report, Ten (10)

firms out of thirteen (13) firms that submitted their Expression of Interest to Government Procurement Services Agency on Wednesday, 7th March 2016 at 10.00am qualified to the criteria for short-listing. Ten (10) firms found to be eligible by showing their experience in undertaking similar assignments and have appropriate skills among staff by scrutinizing the submitted CVs and consultants profiles and therefore can be invited to submit proposals to undertake the consultancy services for preparation of detailed design and supervision for building of PPRA office at Kurasini. On the other hand three (3) firms found to be ineligible due to the reason that had no experience in undertaking similar assignment and has failed to illustrate the availability of appropriate skills among staff which are required to perform the project. With this brief explanations we submit,

1.0 INTRODUCTION

1.1 The Government of the United Republic of Tanzania has set aside funds for the operation of the Public Procurement Regulatory Authority

(PPRA) during the financial year 2015/2016. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for the Provision of consultancy services for preparation of detailed design and supervision for building of PPRA office at Kurasini.

1.2 Interested firms were supposed to provide information indicating that they are qualified to perform the services by submitting consultant‟s profile, description of similar assignments, experience in similar conditions and availability of appropriate skills among staff

2.0 INVITATION FOR THE EXPRESSION OF INTEREST

2.1 Tender Board approved this invitation for EoI through circular resolution no 27/2015/2016 of 11/11/2015

2.2 The invitation for Expression of Interest (EoI) for Provision of

consultancy services for preparation of detailed design and supervision for building of PPRA office at Kurasini.

2.3 the following newspapers and websites used: i. Daily News of 12nd February 2016

A copy of the advertisement is appended in this report as Appendix 1

2.4 Eligible firms were required to indicate their interest in providing

statement indicating that, they are qualified to perform the service, by providing consultant‟s profile, evidence of legal registration as consultants, Valid and relevant Tax registration certificate, experience in similar assignments, availability of appropriate skills among staff, etc. Consultants were also allowed to associate for enhancement of their qualifications.

2.5 The deadline for submission of Expression of Interest was set on Monday 7th March, 2016 at 10:00 am local time.

3.0 SUBMISSION OF EXPRESSION OF INTEREST

3.1 Prior to the deadline for submission, thirteen (13) envelopes of EoI were received. Opening was carried out on Monday 7th March, 2016 from 10.00am to 10.30am.

3.2 The list of firms that submitted EoI for this assignment is summarized in

4.0 EVALUATION OF EXPRESSION OF INTEREST

4.1 On 9th March, 2016, the Accounting Officer, Government Procurement

Services Agency appointed the Evaluation Committee (EC) to carry out evaluation of this EoI through letters with Ref. No.AE/018/2015/2016/HQ/C/31/9– 13 The letters are attached to this report as Appendix 2.

4.4 EoI submitted documents were evaluated for the purpose of short listing

consultants with qualification for the intended service to be invited to submit their proposals for undertaking the assignment mentioned in the introductory note above. The evaluation was carried out based on the requirements of the invitation for EoI as advertised in newspapers stated in No.2.0 above.

4.5 Criteria for short listing

The following criteria were used for short-listing of consultants as per Para four (4) of the Invitation for EoI:

a) Eligibility Here we looked if the firm and its associates have valid Business Licenses, TIN/VAT, and Certificate of registration

b) Submission of Consultant‟s profile. Here we looked at firms‟ establishment and services of the main consultant and its associates.

c) Description of similar assignments Here we looked at past works performed by the firm and its associates that are similar to the tender.

d) Experience in similar conditions Here we looked at geographical locations of works performed by the firm and its associates if they are within the continent of Africa.

e) Availability of appropriate skills among staff Here we looked at the CVs of three key staff of the firms and their associates. Particularly, we looked at their education level and membership in professional bodies.

Reasons for rejection NO1 - The bidders submitted business licenses that had expired since 2004 NO2 – The main consultant shows the works with no similar assignments; as the evaluation committee looks similar assignment of structural buildings, where by the consultant shows the civil works of [construction of Roads and Bridges] NO3 - The main consultant has three key personnel who has signed CVs but the rest has no signature. Also the sub-contractor submitted CV without signature.

5.0 CONCLUSION

Based on the above information ten (10) firms have been found to be eligible, have undertaken similar assignments, and have appropriate skills among staff provided and therefore can be invited to submit proposals to undertake the consultancy services for preparation of detailed design and supervision for building of PPRA office at Kurasini.

6.0 RECOMMENDAITONS

6.4 According to the evaluation results as summarized in Table 3 above,

ten (10) firms out of thirteen (13) firms that submitted their Expression of Interest to Government Procurement Services Agency on Monday, 7th March 2016 at 10.00am qualified to the criteria for short-listing.
