critical component in our efforts to confirm the significance of your support. We are

The 2006 UNBC Annual Report to donors recognizes

individuals, corporations, governments, associations

and others who share in the commitment to our

northern university.

We are grateful and proud that donor support is

fundamental to UNBC’s success, from its formation

and through each year of the university’s service. It is

especially gratifying that the relationships we cherish

with our donors are enduring, and it is equally

notable that a growing number of our 5500 Alumni

honour us with their financial support.

This annual report is intended as a celebration of

lives changed, discoveries made and all else that is

possible through donor support, and to remind all of

us that there is much work ahead.

year in review

UNBC is the best in the West

UNBC achieved its best-ever ranking in the

annual Maclean’s magazine ranking of Canadian

universities, placing fourth in the “primarily

undergraduate” category—which makes UNBC the

best in western Canada.

UNBC retained its #1 ranking for the proportion

of the library budget that is directed to new

acquisitions. In addition, UNBC placed first in

Canada for research in the social sciences and

humanities and fourth for the number of students

who have won national awards.

The Northern Sport Centre

Premier Gordon Campbell announced the province’s

contribution of $20.5 million towards construction

of the $37.5 million Northern Sport Centre (NSC).

The NSC is a partnership between the City of Prince

George and UNBC. The facility is expected to open

in fall 2007 and will include a triple gymnasium,

indoor track, two indoor fields, and services for

high performance athletes. The NSC will also enable

UNBC teams to compete at the varsity level.

The Teaching & Learning Centre

Construction of the new Teaching and Learning

Centre (TLC) will be completed in the spring of 2007.

The $31.8 million facility was funded by the provincial

government to increase UNBC’s capacity to expand

the undergraduate student body by 600 students.

The TLC will house classrooms, teaching labs,

research space, academic offices, and student areas

for a large number of UNBC programs including the

School of Business.

Excellence in research

The number of Canada Research Chairs (CRC) at

UNBC grew to eight, the second highest among

small universities in Canada. The CRC program was

created by the Government of Canada and UNBC’s

Chairs are leading world class research programs

on climate change, resource management, the

mountain pine beetle, small town issues, Aboriginal

self-determination and environmental literature.

One of these new chairs was made possible

through the Leading Edge Endowment Fund where

B.C. Leadership Chairs have been established via

cost-sharing between the government and the

private sector. Please see page 41 for more on this story.

Last June, UNBC announced the completion

of its $2 million Offshore Oil and Gas research

program in Prince Rupert. The project resulted in

the production of seven research publications and

involved more community involvement than any

other study on the offshore oil and gas issue.

2007 will have three majors: Biomedical Studies,

Environmental Health, and Aboriginal and Rural

Health. All majors draw courses from the sciences

and social sciences to provide students with a

broad understanding of issues while preparing

them for further studies in areas as diverse as

medicine, occupational and environmental health,

speech pathology, management and administration,

epidemiology, and community health. The program is

unique in BC and adds to UNBC’s expanding capacity

in health and human development.

Bachelor of Fine Arts coming soon

UNBC and the Emily Carr Institute signed a new

protocol agreement in February 2006 that may lead

to development of the first Bachelor of Fine Arts

degree to be offered in Northern BC. The proposed

degree will combine Creative Writing and Studio Arts

and be comprised of courses from both institutions.

The expected program start date is 2007.

The Northern Medical Programs Trust

The NMPT attracted major donations from CN

($300,000), EnCana Corporation ($150,000), Alcan

($500,000) and BMO Bank of Montreal ($150,000).

The NMPT is a partnership between UNBC and

northern communities to support medical students

interested in practicing in the North. To date,

more than $3.5 million has been raised towards the $6

million goal which is hoped to be achieved by 2008.

Since joining the Board of Governors as Chair, I have had the privilege of

observing an incredibly committed and enthusiastic community of students,

alumni, faculty and staff. There is a passion for the pursuit of knowledge in areas

that are critical to our community, region and humanity overall.

If you have recently made a gift to UNBC or have shared your time and talents

with us, you too are a part of that passion—your private support makes you a

leader in education.

UNBC’s leadership depends both on the generosity of its donors and on the

diligent stewardship of that generosity across the years. The University’s highest

aspirations encompass fulfilling its core commitment to teaching, and scholarship

and research, even as we expand the undergraduate and graduate student body,

construct major campus facilities, extend the regional reach of UNBC’s academic

and educational programs, and prepare a new generation of talented graduates to

lead in a demanding and complex new century.

A message from the Chair of the Board of Governors

The arrival of a new president is often associated with the launch of a new,

comprehensive strategic planning initiative. President Don Cozzetto will be

taking a slightly different approach and building upon some of the excellent

planning that has already been completed. In the next section, we’ll move on

to some of the university’s future plans, however, let’s begin by reiterating the

President’s six priority areas:

To fulfill the university’s mission and vision the focus will be on:

1. Enrolment management, with an emphasis on FTE growth

2. Implementing the Academic Visioning Initiative

3. External Relations, including fundraising and alumni

4. Research, community, business and industry partnerships

Let me start by saying how excited my family and I are to be in Northern BC.

I officially began my job as UNBC President on July 1 after moving here from South

Dakota, where I had recently been a Provost and Vice-President for Academic Affairs

at Northern State University. I had been in the United States for 18 years but coming

to UNBC represents a coming home of sorts for me. I grew up in the Kootenays and

I’ve worked all over the North so I’m familiar with the geography and the down-to-

earth nature of northerners. Together with my wife, Pat, and son, Domenik, we’re

really happy to be here and we’re looking forward to becoming active members of

our new community.

I am now getting settled at UNBC and have very much appreciated the support

and advice that I have received to date from donors, alumni, business and industry

leaders and the university community. I want to take this opportunity to share with

you a vision that I hope will guide UNBC as we move forward over the next few years.

It is clear to me that successful universities of the future must be adaptable

to the rapidly changing economic, social, and political environments that are the

reality of higher education today, while at the same time constantly striving to

future plans

promote excellence in teaching, scholarship, and service. From my perspective, it

is necessary that we embrace change in ways that promote excellence. This will be the

theme of my presidency at UNBC.

Competition for students, resources, and faculty is fierce and will only

accelerate over the coming years. The post secondary landscape is rapidly

evolving and the provincial government has recently announced a comprehensive

evaluation of how programs are funded and delivered. We must be proactive in

working collaboratively with our regional partners to articulate and strengthen

UNBC’s place as the North’s university.

I believe that the key challenges and opportunities for UNBC are clear and that

it is time to concentrate our collective efforts and resources on addressing them. I

have reviewed the Academic Visioning Initiative, the university’s three-year service

plan, and a variety of other documents, and sought input from individuals within

the university, the community, and government. Doing so has led me to identify the

six strategic priorities unveiled on page 21.

I have asked the UNBC Provost, Dr. Howard Brunt, to assume the primary

leadership role for creating an organizing framework for establishing objectives,

goals, and implementation plans to meet these strategic priorities. The objective

will be to build upon existing leadership, management structures, and systems.

A preliminary framework will be presented to the Board of Governors at its

October 2006 meeting. As appropriate, we will continue to consult with our key

stakeholders and seek final endorsement from campus governance.

I am interested in working with you to develop our priorities for the future,

become engaged in the development of the entire region and promote the

excellence of this university.

UNBC is entering a new chapter in its development. Each of us – faculty, staff,

students, alumni, founders, donors, partners, government, and communities – has a

role to play and each of us should be proud of what has been accomplished to date.

Included within the group of donors are several individuals,

foundations and corporations who have requested to remain

anonymous—thank you for your generous support.

A moral boost for one very deserving student

When Glenda Wagar was notified that she was

the recipient of the Minerva Foundation Award

worth $10,000, it was life changing. “Receiving

this award really improved my self-esteem and

motivation, “says Glenda. “The lifting of the financial

stress was enormous; I felt I was better able to

care for my children as I was not forced to work

several different jobs and all night hours to make

up for spending so much money and time on my

education—I wasn’t cheating them.”

The objectives of the Minerva Foundation Award

include, assisting single mothers in advancing their

education, re-training mature women returning

to the workforce after a long absence, advancing

women in non-traditional fields of study and

assisting immigrant and Aboriginal women to

overcome educational barriers.

Glenda Wagar was indeed a deserving recipient.

Glenda is a First Nations single mother of four

teenagers, a son-in-law and a granddaughter. She is

now working on her final practicum in the faculty of

Human and Social Development and will complete

her bachelor degree in Social Work with a major in

First Nations and Child Care. She is completing her

practicum through employment at a transition house

close to her home in Pouce Coupe, British Columbia.

“I am able to encourage women who have come

from similar background to mine” says Glenda.

“I tell them that they can not only survive but that

they can succeed.”

Glenda’s determination and accomplishments are

all the proof that one needs to know that success is

donated by BMO towards the end of 2005. The

former main branch of BMO was valued at $500,000

and the generous gift came at a time when UNBC

was facing a critical shortage of space at the main

campus. The Centre currently houses a number

of researchers, the UNBC Foundation and the

university’s Office of University Advancement. This

presence serves to strengthen the link between

UNBC and the community.

“The donation of BMO’s branch building to

UNBC fits in perfectly with our commitment to

the Prince George community, UNBC’s need to

expand, and the City of Prince George’s downtown

revitalization plans,” said Richard Rudderham.

BMO employee’s actively support UNBC as well.

Mark Stafford, Commercial Banking Area Manager

for Kamloops, Northern BC and Yukon Division, was

born and raised in Prince George. He graduated

from UNBC with a Bachelor of Commerce in 1996.

Mark has kept his connection to UNBC strong

by giving consistently to the annual campaign

and volunteering his time over the years to the

UNBC Alumni Association, the UNBC Charity Golf

Tournament and the Northern Medical Programs

Trust Prince George Committee.

“I have enjoyed both a challenging and rewarding

career, and I got here in large part due to my degree

from UNBC and the opportunities at BMO Bank of

Montreal, “says Mark. “BMO is proud of its strong

relationship with UNBC; it has been strategic for

possible even in the most challenging circumstances.

“Donors truly have the power to make a difference

in someone’s life,” stresses Glenda. Not only did the

award provide Glenda with the moral boost needed

at a time when financial pressures were looming

over her studies, her family also realized that their

daughter was pursuing something worthy of all

the strain. Glenda explains “My family had often

questioned why I kept going to school and what I

thought I was going to accomplish. They were very

surprised when I was given an award and I felt they

saw me in a little bit of a different light afterwards.

They may even have been a little proud!”

Aside from Glenda’s career goal of being an

outreach social worker, she is also very involved in

community work. She volunteers for Big Brothers &

Big Sisters, Peace River Barrel Racing, and Parkhill

Community Resources, doing respite for people with

brain injuries and children with special needs.

A downtown presence for UNBC

BMO Bank of Montreal has played a key role in the

establishment and development of UNBC since

its inception. Over the years, BMO has provided

financial support to the university start-up campaign,

an Aboriginal scholarship endowment fund, the DNA

sequencer for genetic research, and the Bentley

Centre. During this past year, BMO contributed

$150,000 to the Northern Medical Programs Trust

(NMPT) and donated their former downtown branch

to UNBC.

The new BMO Bank of Montreal Centre, located

in the heart of Prince George’s downtown was

A financial donation can contribute to the cost of

an expensive title, commemorate an individual or an

event such as graduation or retirement, or help fund

a journal subscription. The cost of purchasing new

titles and journal subscriptions is ever-increasing,

but it is a requirement for maintaining a library that

provides the most current resources possible for our

students and the community.

“Donor investments in the library at UNBC

produce significant benefits for students, faculty and

the wider community for many years to come, “said

Joanne Matthews, Acquisitions Librarian. Donor

support accounted for 49% of the book acquisitions

during fiscal 2005/2006 and that’s a significant

impact that we and the students truly value.”

A boat for the Quesnel River Research Centre

The Department of Fisheries and Ocean’s Institute of

Ocean Sciences donated a 26 foot aluminum hulled

cabin cruiser to the Quesnel River Research Centre

(QRRC) in November 2005. The cruiser was built in

1965 by Matsumoto Shipyards of Burrard Inlet and is

worth $100,000.

Richard Holmes, Manager of the QRRC

explained, “The vessel’s future at the Centre will

include multi-disciplinary research on Quesnel Lake,

known as the deepest fiord lake in the world with

a depth of 610 metres. We were thrilled to receive

both organizations.”

To date, BMO has hired more than 40 UNBC

grads and in the Prince George branch, BMO

currently employs 12 alumni and 4 students, which

represents 40% of their total branch employees.

Mark notes, “Recruitment and retention have

in the North, UNBC has reduced this challenge

considerably providing us with talented individuals

who are inclined to stay in the North.”

It’s no wonder that BMO Bank of Montreal is

among Canada’s leading corporate donors. BMO

Financial Group contributed more than $29.5 million

in corporate donations, employee gift matching,

sponsorship and events in 2005, supporting

hundreds of charities and not-for-profit organizations

in Canada.

1,746 Academic books for the library

The Geoffrey R. Weller Library was able to add 1,746

books to the shelves thanks to our generous donors.

This was made possible by cash donations to the

library through the Annual Campaign and gifts of

books from various donors throughout the year.

Donated books and other materials are an

important resource for the library. UNBC accepts

gifts of publications in all formats (books, periodicals,

microforms, sound recordings, maps, electronic

resources, data files, etc.). Some of the gifts in

kind to the library in fiscal 2006 included archival

collections, books and journals applicable to

Canadian international relations, forestry, Russian

history, northern studies, international studies and

medical studies.

Sciences because it increases our capacity to conduct

valuable research including limnological studies,

fishery research, impacts of development on aquatic

resources and more.”

The QRRC is located in Likely, British Columbia.

The 21.5 hectare site on the Quesnel River

immediately downstream of Quesnel Lake is ideally

situated for both land and aquatic based research

and university extension. The Centre was originally

utilized as a Fisheries and Oceans Canada fish

hatchery rearing more than 2.5 million chinook, coho

and rainbow trout fry annually.

Strong community pressure to save the facility

upon its closure in 1995 and the awarding of an

endowment fund for a Chair in Landscape Ecology

by Forest Renewal BC in 2002 resulted in the facility

being granted another life as a year round research

and educational centre.

It is the university’s vision to create a world-

class research centre that provides a setting for

collaboration involving researchers from other

provincial, national and international universities,

government agencies, other research centres, and

industry. The Centre offers field study opportunities to

undergraduate and graduate students, summer field

schools, as well as extension services and seminar/

workshop facilities for non-university user groups.

A new chair

In January 2006 the establishment of the Dr.

Donald B. Rix B.C. Leadership Chair in Aboriginal

Environmental Health was announced. The chair was

made possible by the generous support of Dr. Donald

B. Rix, the Rix Family Foundation and Cantest Ltd.

who contributed $2.25 million in total. As mentioned

in the Year in Review section, these funds were then

matched by the Government of British Columbia

through the Leading Edge Endowment Fund (LEEF).

The chair will be held by Dr. Laurie Chan who is

a nationally recognized researcher and contributor

to northern and Aboriginal research. “With a new

medical program and a long-standing relationship

with Aboriginal people, UNBC is a natural place for a

research program in topics that link together, health,

the environment, and northern communities,” said

Chan. “This is an incredibly exciting opportunity of

significance to B.C. and the whole country, and I

really wish to thank Dr. Donald Rix, the Rix Family

Foundation, Cantest Ltd. and the LEEF for providing

funding to establish this chair.”

The B.C. Leadership Chair in Aboriginal

Health will initiate a research program that will

link health and environment data to identify

potential health risks in the Aboriginal population.

Innovative approaches will be developed to improve

preventative, diagnostic, and prognostic approaches

to ecosystem management. This innovative field of

research has the potential to generate health and

community benefits. Dr. Chan’s work will help as we

act to close the social and economic gap between

Aboriginal and non-Aboriginal Canadians.
