The application will help district administrations to respond in a better and coordinated way in the face of election violations and to ensure fair play during the election campaign. The Urban Unit team also organized a training programme on the use of this application for system analysts/ IT personnel of all the districts of Punjab on Sunday 7 of April at the Urban Unit office in City Tower, Lahore. The application has been installed in their android cell phones for its successful implementation. Induction Training Program for the 2 Batch

of Town Officers (P & C)

The induction training of 10 newly recruited TownOfficers (Planning & Coordination) was organized bythe Urban Unit within its own premises from 21January to 2 February. The training mainly comprisedlectures by renowned urban sector professionals andexecutives from the governing and coordinatingentities, moderated discussion sessions, documentarieson urban issues and field visits to TMAs.

Important themes covered in the training includedplanning, conservation and governance in TMAs suchas Land Use Rules, revenue record management,human resource management, municipal finance, urbansustainability, master planning and public litigation.

More than 25 resource persons from different urbansector government departments and privateorganizations acted as trainers including Mr. NadeemAslam Ch. (Director General LG&CD), Dr. GhulamAbbas Anjum (Chairman City and Regional PlanningDepartment, UET), Dr. Rizwan Naseer (DirectorGeneral, Punjab Emergency Service, 1122), Mr.Mehmood Tammana (Executive District Officer

Municipal Services, CDGL), Ms. Saman Rai (DSDevelopment, LG&CD) and Mr. Raja Jahangir Anwar(Additional Secretary, LG&CD).

The trainees were awarded certificates of completion inthe closing ceremony chaired by Dr. Saqib Aziz, thethen Special Secretary Local Government DepartmentPunjab.

In his address, Dr. Nasir Javed, the CEO of the UrbanUnit narrated the trail of the Urban Unit's efforts forraising the bar of the urban sector human resourcecapacity in Punjab.

The two members of the previous batch of TOs Mr.Ramin Chaudhry and Ms. Zahra Nasreen also sharedtheir memories and gave practical suggestions based ontheir field experiences.

The trainee officers will assume their duties in differentTehsil Municipal Administrations (TMAs) of Punjab toperform tasks such as spatial planning, land use control,building control and coordination of development plansand projects. The appointment of TOs will contribute tobetter urban planning and human resource capacitydevelopment of their respective municipalities.

Solid Waste Management Plan for

Gujranwala City

The Urban Unit is developing the Solid WasteManagement Master Plan for Gujranwala City throughthe technical and financial assistance of JICA. TheSigning Ceremony was held on February. Mr.Takatoshi Nishikata (Chief Representative JICAPakistan Office), Mr Sikandar Sultan Raja (SecretaryLG&CDD), Mr Najam Ahmed Shah (DCOGujranwala) and officials from the Urban Unit werepresent on the occasion.

The project aims at developing a comprehensive systemof waste management for Gujranwala city, capacitybuilding of the local stakeholders and technologytransfer. The urban unit team is working with wastemanagers of city district government Gujranwala andJICA experts on this project that will directly benefitmore than 1.8 million city residents by improving theenvironment, human health and economic conditions ofGujranwala.

The Urban Unit has facilitated Literacy and Non-formalBasic Education Department by developing SMS basedsystem for tracking the attendance of students in nonformal schools and monitoring and inspection of thefield staff working on different projects. The system hasbecome operational with the latest GIS basedtechnology and its web based interface. It has resultedin reduced student absenteeism in the non-formaleducation sector, increased accountability and

community oversight and better schoolmanagement system. The system is expected toameliorate the situation in rural districts ofPunjab where the high rate of student and staffabsenteeism in the non-formal sector is the main causeof poor literacy rate. The application will help thedepartment in its efforts to mainstream the childrenfrom non-formal education sector into formal system,improve the adult literacy in terms of quality, quantityand income generating skills and impart literacy to themarginalized segments of the society. In his letter ofthanks to Dr. Nasir Javed, the CEO of the Urban Unit,Dr. Pervez Ahmad Khan, Secretary of Literacy and NonFormal Basic Education Department wrote:

“I am highly appreciative of the efforts and initiativesof the Urban Unit for sharing their expertise andenhancing the capacity of the Department. Kindlycommunicate my thanks to your whole team.”

The Urban Unit, in association with the World Bank'sWater and Sanitation Program of South Asia, hasdeveloped a GIS and SMS based application forCommunity Based Organizations that are operating andmaintaining a number of water supply and sewerage/drainage schemes in rural areas of Punjab. Theapplication allows all the CBOs send simple SMS withinformation on different performance and functionalindicators and enables Public Health EngineeringDepartment (PHED) to receive data on indicators suchas water supply, number of connections, connectionfees etc. Entirely automated communication mediumsare used for real time updation of the database whichcan be viewed through a web based interface. The keybenefits include easy, quick, cost effective andtransparent monitoring of all the 4058 rural WaterSupply Schemes in Punjab and GIS based complaintmanagement system. The application is expected toincrease community participation and empowerment forsustainable water supply and sanitation by using theadvantage of high mobile phone penetration (68%) inPakistan.

Public Health Engineering Department

The Urban Unit is facilitating the Punjab SmallIndustries Corporation (PSIC) to launch GIS basedsurveys of all the core industrial centers in Punjab.

The exercise is in the initial stages of datacollection and will cover all the 21 industrialestates that PSIC manages in 7 key districts in the

province – Bahawalpur, Faisalabad, Gujranwala,Lahore, Multan, Rawalpindi and Sargodha.

As part of the capacity building component, the UrbanUnit is providing the requisite technical and humanresources for designing the study, data collection,management and analysis. On the basis of this study, acomprehensive spatial database will be developed bygeo-referencing each industrial unit. Some of the keynon-spatial attributes will include an inventory ofindustrial production strengths and the type andquantum of waste generated. The planning standardsand guidelines will be formulated within the strategyframework. This database will help plan the industrialestates in proper way, improve the services, promoteinvestment in industrial estates and at the same timeimprove the overall environment of these estates. Basedon this data, the industrial land use typology willeventually be developed for land reservation and theprovision of standards and location guidelines forindustrial developments including developmentparameters and planning criteria such as plot size andratio, site coverage, workers' density, traffic engineeringrequirements and supporting facilities.

As part of the stakeholders' consultation andinformation dissemination, PSIC in collaboration withthe Urban Unit organized a workshop at the GujranwalaChamber of Commerce and Industry on 15 ofDecember, 2012. The Urban Unit team, working on the

project, presented the objectives of the study and themethodology for data collection to the participants andconducted the consultative session on the expectedoutcomes of the survey. The field team has completedthe surveys in Lahore and Gujranwala, Sialkot,Faisalabad and Multan Divisions. This initiative isbeing carried out under the supervision of Dr. KiranFarhan, who has a background in EnvironmentalEngineering and a PhD in Solid Waste Management,and Mr. Ehsan Saqib – GIS Development Specialist atthe Urban Unit.

About 15 probationary officers belonging to variousoccupational groups of the 40 batch of the CSSOfficers undergoing 'Common Training' at the CivilServices Academy Lahore visited the Urban Unit on16 and 17 of December, 2012. The objective of thisactivity was to sensitize the probationary officers aboutthe need for integrity, discipline and effectiveness foroptimization of public welfare and providing improvedservice delivery to the people - particularly the poorand the disadvantaged.

The officers spent the first day in the Urban Unit office.They studied in detail working of the different sectors.Senior specialists of various sectors gave detailedpresentations to the officers on their respective sectors,ongoing projects and future growth plans. At the end ofthe day, the officers visited different sections at theUrban Unit including GIS Labs, Scanning Section,Library, Audio/Visual Room, Learning ResourceCentre, Administration and Sector Blocks. especially its GIS sector. The participants were givenpresentations on different initiatives and the UrbanUnit's role in promoting urban development on modernlines. They appreciated the multi-sectoral approach anddevelopment work being done by the Unit and provisionof solutions to different governance issues especiallythose involving GIS and web based technologies. Thedelegation also visited Arfa Kareem SoftwareTechnology Park in Lahore to view the operations ofCommand and Control Center and Intelligent TransportSystem for Lahore Metro Bus that has been successfullyinstalled and commissioned by the Urban Unit team.The delegates were of the opinion that there were manyuseful lessons to be learnt from the Urban Unit modelfor their replication in Sind for better urbandevelopment and municipal services.

second day, the officers visited the Lahore WasteManagement Company (LWMC) head office atShaheen Complex, Lahore. The Managing Director,LWMC gave a detailed presentation on the company'sscope and operating procedures. They learnt about thepractical implementation of innovative new system ofsolid waste management in Lahore. In the afternoon theofficers visited WASCO office and “Changa PaniProject” aimed at community level management ofwater supply and sanitation schemes in low incomeareas of Union Council 60, Lahore. The officers werealso sensitized on the role of the Urban Unit inaddressing the problems of the disadvantaged andmarginalized segments of the society and briefed on theUnit's work at the service delivery level. Theyappreciated the Urban Unit's role in introducing various

Urban Planning and Development Course for

Civil Services Academy (CSA)

Ms. Nadia Qureshi, the Urban Architect at the UrbanUnit coordinated a full-fledged course on UrbanPlanning and Development as part of the SpecializedTraining Program (STP) at Pakistan AdministrativeServices (PAS) campus of Civil Services Academy,Lahore. STP is a 10 months residential program for thenewly recruited officers of Pakistan AdministrativeService.

The objective of the course was to apprise the officerson the relevant areas of urban planning, developmentand management. The course will enable the trainees towork effectively within the planning and developmentsectors in urban contexts at policy or field levels anddevelop a deeper understanding of the processes thatgenerate urban change. The course will also enhancetheir diagnostic and strategic capacities to respond tosuch change within the framework of urbangovernance.

The course has been designed to be a mix oflectures, presentations, discussions andinteractive field visits. The specialists in thefield both from within and outside the Urban Unitassured the quality of each topic covered in the course.The Urban Unit has received a very positive feedbackfrom the trainee officers. The CSA administrationintends to offer the course on regular basis.

This initiative is in line with the Urban Unit's endeavorto build synergies and inter and intra sector linkages foreffective human resource and expertise development inthe country. Consultative Session on Murree Byelaws Held

in the Urban Unit

The draft Murree Byelaws have been developed by theUrban Unit. A one day consultative workshop ofprofessionals from private sector and LocalGovernment Departments was arranged at the UrbanUnit office to get professional feedback on the proposedMurree Byelaws. The session was conducted by Dr.Nasir Javed, the Chief Executive Officer of the UrbanUnit. The consultative meeting was attended byeminent officials, town planners and professionalsincluding Dr. Ghulam Abbas Anjum, Mr. MuhammadAslam Nadeem, Mr. Muhammad Aslam Mughal, Mr.Khalid Hassan Lodhi, Mr. Shaukat Jamal Khawaja, Mr.Tariq Manzoor and others.A training session at PAS campus

The Urban Unit and Lahore Waste ManagementCompany established their joint stall at the 27 annualLahore International Book Fair from 14 to 18 ofFebruary at Expo Center Johar Town Lahore.

The purpose was to portray the Unit's work forsustainable urban development and raise awareness ofthe general public on pertinent themes throughpublications and other resource material. The UU teamactively responded to different queries made by thevisitors and imparted knowledge and information onkey urban development & planning issues.

The Urban Unit Participates in Lahore

International Book Fair

The theme of the five day book fair was Education forAll; Books for Peace. The event was inaugurated byChief Minister of Punjab and attended by more than700,000 people including people from other cities ofPakistan and foreign delegates.

The Urban Unit Becomes Member of IMF

E-Library

The Urban Unit is the first and only institution ofPunjab government which has subscribed toInternational Monetary Fund's E-library. The E- Librarysimplifies analysis and research with direct access tothe IMF's periodicals, books, working papers andstudies, and data and statistical tools. The researchersand institutions can find information and perspective onmacroeconomics, globalization, development, aid andtrade, technical assistance, demographics, policy adviceon emerging markets, poverty reduction and muchmore.

The Urban Unit continues to provide the state of the arttools and information resources to its staff andresearchers from other institutions to promotegeneration of knowledge and dialogue for modernurban planning and development in Pakistan.

IEP Convention

The Urban Unit team members presented researchpapers the 45 IEP Convention 2012 which highlightedthe array of the Unit's work in GIS sector especially itsweb-based applications for disaster and municipalitymanagement. Electro-Mobile (EM) Governance wasintroduced through these papers which facilitatesdecision makers in different public domains especiallyin the disaster management and response.

The convention was organized by the Institute ofEngineers Pakistan (IEP) in collaboration with NEDUniversity of Engineering and Technology to providean opportunity to the Engineers' Community to discussthe current and contemporary issues for “building aBetter World”. The inauguration ceremony of the 45IEP convention was chaired by Dr. Abdul Qadeer Khan.

facilitates the decision makers to make a properresponse in case of disasters by providing them reliableand precise information. The Urban Unit has developedexpertise in Real-time Integrated Disaster ManagementSystem (RIDMAS) which is a combination ofGeographic Information System (GIS) along withInformation and Communication Technology (ICT) tomeet the needs of precise disaster management in aparticipatory manner. It facilitates the administrativeauthorities to take important decisions in an efficientand transparent manner for rescue, rehabilitation,response and recovery functions.

Ms. Farah Rashid presented her paper on EmergencyResponse Geo-Meeting System, a Real–TimeParticipatory Spatial Decision Support Tool in Disaster.It is a web-based real-time application designed tosupport live meetings, effective decision making,response planning, discussions and many other tasks ina synchronous manner. ERGMS provides a platform topolice, fire brigade, municipality and disastermanagement authorities to acquire, process and analyzedata judiciously, alleviate the effects of crises,coordinate the response and thus reduce suffering. Thepaper focused on public participation and geo-collaboration. By utilizing geospatial ERGMSapplication, relevant personnel can locate damaged

buildings and injured residents for promptresponse immediately after the disaster.

Ms Sana Khushi presented her paper on Designand Evaluation of GIS Based Real Time MunicipalityManagement System (RTMMS) which is used foranalysis of municipality management issues, like solidwaste, water drainage situation, waste disposal,recycling etc to improve municipality system. Thefocus of her research paper was to show theeffectiveness of the system for visualization of waterdrainage situation in Lahore and its benefits for thedecision makers. The RTMMS efficiency, interestingfeature, likability and group feedback were presentedwith the help of statistical software.

The participants showed keen interest in the UrbanUnit's work in GIS sector and asked questions on itsapplication and replication in different urban sectorsand disaster management.

Mr. Awais Azhar Attended Architecture

Convention in India

The Urban Unit team member, Mr. Awais Azharattended the 55 Annual National Association ofStudents of Architecture Convention at the GatewayCollege of Architecture and Design in Sonipat, Indiafrom 25 to 28 of January. He was invited to representPakistan and participate in the Archumen QuizCompetition.

The Convention was attended by architecture students,academics and researchers from fine arts andarchitecture institutions of India, Pakistan, Nepal andSri Lanka and other countries of the region. Prominentarchitects and professionals including Ar. ChristopherBenninger, Dr. Anupama Kundoo, Prof. Anil Laul andothers gave lectures and conducted workshops on a vastarray of relevant themes and issues.

The Urban Unit Team Participates in NUST

Training on Composting Technology

A five member Urban Unit team attended the trainingcourse on Composting Technology from 6 to 8 Marchat the Center for Waste Management of NationalUniversity of Science and Technology (NUST) inIslamabad.

The team members got an overview of modern SolidWaste Management (SWM) techniques such asWindrow Composting, Aeration Windrow Composting,Bag Composting, Vermi Composting, HomeComposting technologies and their implementation.

The purpose of the course was to provide knowledgeand skills on SWM at macro level which had been animportant environmental and municipal services issue.Composting is a promising option especially forcountries like Pakistan where waste has higher portionof organics, land is economical and climate isfavorable.

Renowned SWM experts, Mr. Azhar Ali and Mr.Muhammad Khalid were the main trainers who had anextensive exposure to theory and practice of the subjectincluding the latest composting techniques availabletoday.

Guest Lecture on Urban Planning

at CIMLA

Ms. Sanie Zahra, the Senior Urban Planner of theUrban Unit delivered a lecture on issues of mega citiesat Cantonment Institute of Management & LandAdministration (CIMLA) on 21 of February.

She covered different issues of Urban Planning,Internal Migration, Transportation, Solid WasteManagement and Water & Sanitation especially in theperspective of Lahore which has yet to achieve a megacity status.

She said that rapid and unplanned urbanization wasbeing caused by an influx of migrants fromAfghanistan, Bangladesh and India and lesserdeveloped areas for education or jobs.

The immigrant population had not only added newdynamism to the cities' culture but it had alsocontributed to ethnic tensions and rivalries, which attimes resulted in deadly violence.

High pollution from outdated modes of transportationand the lack of regulation over land use are becomingmajor problems in cities like Karachi and Lahore whichneeded to be controlled and checked.

She urged that if Lahore had to maintain its historicalaura, its physical infrastructure would have to bemaintained and modernized especially its housing andtransport sectors.
