Normally closed on Mondays, Enki Brewing sponsored a Monday evening of Christmas Carols led by the adult choir from the St. Victoria Catholic Church. Part of the proceeds are donated to the church. Thank you, John Hayes and Dan Norton.Reserve Captain Steers Recognized by Tamera Froemming, Carver County. Reserve Captain Tom Steers was recognized by the MN Sheriffs Association as the 2019 Volunteer of the Year.Cole Hoffman Receives MSA Scholarship by Tamera Froemming, Carver County. Our son Nick and his family traveled five hours from the Cities to North Sioux City for inlaws and then four hours back to Victoria, everyone arriving safe and sound.Christmas with St. Victoria by Sue Orsen. There was a sell- out crowd at the St. Victoria Catholic Church for this years annual Blue Advent Dinner. That means about 250 tickets were sold and all the tables were filled to capacity.Christmas with The Ladies by Sue Orsen. It was a lovely winter evening in Victoria, five days before Christmas. The inside tree lights and outdoor lights, reindeer lights and porch lights told us it was Christmas everywhere in our neck of the woods.Christmas with The Helpers by Sue Orsen. It was good to have the Heenies (Winchester & Rye) returning to cater a dinner at St. Victoria for the LaNoche Azul evening.A Review of 2019 by Randy Maluchnik, Carver County Commissioner. With the end of the year (and decade) here, its only natural to look back, reflect, and be grateful for the many positive happenings in our community and throughout Carver County.A Story Wrapped Around a Transit Bus by Eric Sieger, Carver County Communications. Carver County has partnered with SouthWest Transit and the Carver County Community Development Agency to wrap a bus in county branding. The wrap includes scenery from around the county, including the parks, and touts the countys ranking as the nations happiest county and one of the top ten healthiest in the nation.A MN Vikings Game in Minneapolis by Sue Orsen. This past Sunday, Allan and our son Nick went to the Vikings vs. Chicago Bears game at the US Bank Stadium. The tickets were a gift from Nicks wife Jen who works in the Legal Department at Thompson Reuters, a multi- national company that owns luxury suites at the Stadium.Remember When by Sue Orsen. Remember when the Stieger Lake Condos were not part of the Victoria scenery? Prior to the condos, the property consisted of three single family homes on 79th Street.Lutefisk and Swedish Meatballs at Mount Olivet by Sue Orsen. We were seated in the large dining hall at the Mount Olivet Lutheran Church in Minneapolis. by Sue Orsen The Victoria Gazette As the years gets buried in the trash heap of history, it is advantageous to take notice of them. If we don't know where we've been, we hardly know where we're headed. Unlike with footprints in the sand that can get washed away before we turn around, the footprints made in Victoria get recorded in the Victoria Gazette one month after the other, for more than 40 years now. I'll notice some of the New Year's editions. In January 1999, I featured my photos of Victoria people that hadn't made it into print the previous year. I called it "Suckers for the Camera." In January 2003, I featured the innumerable accomplishments of Mayor Mary Meuwissen and her council as she ended a second term. I called it "The Right Time." In January 2005, I featured construction projects completed in 2004 that included the Stieger Lake Condos, the Mount Olivet Church, the Victoria Elementary School, the Victoria Auto Haus, Emerald Crest, and the new St. Victoria Catholic Church. I called it "Alive for 2005!" In January 2006, I noted the large number of "Bedrooms and Bathrooms" that arrived in Victoria the previous year, 174 homes and townhomes to be exact. Most of them were being constructed in Greenway on the Park, Laketown, Watermark, and Overlook at Tamarack. In January 2007, I featured the demolition of the old Lake Auburn Home for the Aged in "Out with the Old." In January 2008, I noted new businesses that had arrived the previous year, including Mackenthun's Gourmet Market, Parker Tannin's Wine, Joel's Barber Shop, Snap Fitness, Victoria Auto Werks, and Victoria Veterinary Care. In January 2009, I featured "A Year of Catting Around Town." Cats demolished the Acorn House at Diethelm Park in 2008, also the Victoria Cafe, the three homes (Johnson, Thiede, Wartman) on Quamoclit Street, and C.H. Carpenter Lumber. In January 2010, the "Bright Lights of 2009" included expansions of the Clocktower, the Field House, Floyd's, Tower Blvd, remodel of City Hall on Rose Street, opening of Fresh Seasons grocery store, and paving the parking lot at Lions Park. There's more, of course, and it all gives us a time and flavor of our past. Before we make too many new footprints in 2020, let's take notice of where we've been in 2019.

Remember when we left the century of the 1900's behind us? My grandchildren think it was in the dark ages. They also say that about their very own parents who were also born in that century. As we had turned the corner into the new millennium (twenty years ago, can you believe it!), the word "millennium" was pretty new to us, as was its plural, "millennia." It had always been obviously easy to say "nineteen sixty five" (the year I graduated from high school) or "nineteen seventy" (the year I got married) or "nineteen seventy nine (the year I started writing for the Gazette) or "nineteen ninety-nine." But how were we going to say 2003, for example? Would we be saying "two thousand three" or "twenty hundred and three" or "twenty oh three"? Seems it all fell into place and we can say most anything we want. In today's New Year of 2020, we're probably all saying, "twenty-twenty." So, Happy New Year to everyone. May 2020 bring you good health, peace, joy, and kindness from and toward everyone.

*** I just watched again the movie "Castaway" during the Christmas season on one of our TV channels. I couldn't pull myself away from it. Maybe you recall that it's a Tom Hanks movie from 2000 (when everybody came to say "two thousand"). At that time in 2000, I was writing letters to Father Ferdinand Jennen in Belgium, and I had told him about the great movie "Castaway" and that I was glued to it from beginning to end. When he subsequently responded, he said he went to see "Castaway" at my recommendation and that he found it long and slow moving. Over these last twenty years, I've doubted myself and my glowing review of the movie because of Father Jennen's comments. But a couple weeks ago, daughter Jenny mentioned she had also watched "Castaway" again and that it was outstanding for her, just like the first time. I rejoiced and felt immediate vindication, without having sought it. It is a great movie. It's about an amazing will to live and persevere, despite the odds, as well as about the ingenuity of mankind when pushed to the limits. Father Jennen, my dear departed friend and relative, missed the boat on "Castaway" but he was on the mark in every other way.

*** For whatever reason, New Year's resolutions are no longer on my radar. Over the decades I have, at various times, resolved to do the treadmill every morning for a half hour, lose ten pounds, be a kinder, gentler person, and quit smoking. Long ago I quit smoking. Sorry to say that none of the other resolutions have been as successful long term. Father Elstan used to call it concupiscence. I hate looking up that word. It tells us how weak we are.

*** There is a New Year's resolution, however, that I would like the Victoria city mayor, council, and staff to make. (Maybe they've made that resolution and I don't know it!) For a very long time now, city conversation has focused ad nauseam on "the 13.5 acres," on "Marsh Lake Road," and on "Wassermann Lake Park." They also talk incessantly about "Trails" -- new trails, trail connections, trail gaps, trail crossings. We have yet to see much fruit on the table in regard to any of it but it's probably coming. In the meantime, the city could make a New Year's resolution that wouldn't cost us taxpayers any dollars or any maintenance costs now or in the future. If the mayor, council, and staff would put a fraction of their time and talk into fighting for a Victoria zip code for the undeveloped land south of Victoria's current city limits -- land about to be annexed into the City of Victoria -- they could accomplish something for the future of Victoria just as significant, if not more so, than developing the 13.5 acres or Marsh Lake Road or Wassermann Lake Park or Trails. Connecting us with a common zip code on the ground level -- the land at this time is basically unpopulated -- should rank as high or higher than connecting us with trails, parks, and roads. A Victoria zip code would bear untold merit for the future of Victoria, for homeowners and business owners whose properties would increase in value because of the prestige of Victoria 55386. And it would increase clarity in the city's own communications with and for its citizens. When the current mayor, council and staff are gone, and half of the City of Victoria has been relegated to the Chaska 55318 identity, the legacy of their leadership will be clear. Maybe they're going to surprise us, but it seems they are not fighting for this pivotal and once-in-a-lifetime opportunity, when they can still get in on the ground floor.

RESIDENTS WANT MARSH LAKE ROAD TO REMAIN A CITY ROAD INTO FORESEEABLE FUTURE During the Open Forum at the start of the December 9th city council meeting, four residents spoke against the request that Carver County has made to the City of Victoria, to preserve right of way for the future should Marsh Lake Road become a county highway. Although a city road, it is identified as a county road on the 2040 Comprehensive Plan. COUNCIL PASSES/USES THREE MOTIONS VICTORIA TO KEEP WORKING WITH CARVER COUNTY At the end of discussion at the December 9th council meeting about the future of Marsh Lake Road, Council approved three motions, only one of them unanimously. It should be noted that the road is officially a city road, but it is identified as a county road on the Comprehensive Plans of both city and county. MARSH LAKE ROAD WILL BE BUILT AS A CITY ROAD WITH NO TRAIL More decisions were made regarding Marsh Lake Road at the December 16th city council meeting, again with split 3-2 votes. Council voted 3-2 to amend the city's 2040 Comprehensive Plan to identify Marsh Lake Road as a city road. Council then voted 3-2 to authorize design of Marsh Lake Road without a trail. Similar to a vote on Dec. 9th, council voted 5-0 to direct staff to work with the county as part of the development process in the acquisition of right of way. VICTORIA LOOKING FOR MUNICIPAL WATER TO SERVE PROPERTIES SOUTH OF MARSH LAKE ROAD City Engineer Cara Geheren reported December 16th on the progress of finding enough water to service as-of-yet undeveloped properties. Victoria currently has four municipal wells and needs another four wells, maybe more, considering that the borings done to date are projecting wells that are not great producers. DO YOU KNOW THAT HALF OF VICTORIA IS SLATED TO BE IDENTIFIED AS CHASKA 55318? Victoria currently has around 3,500 households, and the city engineer just reported that a lift station for the southern area (slated to be annexed into Victoria, piecemeal) is being designed for an additional 3,500 households! That means half of the population of future City of Victoria is slated to have a Chaska 55318 mailing address. The USPS has said so, and leadership in Victoria is allowing it to happen. FIREFIGHTER RUSS WALL RETIRES AFTER 21 YEARS IN THE VICTORIA FIRE DEPARTMENT "This is a bittersweet evening for us," said Fire Chief Andrew Heger at the December 9th city council meeting. "We are here to recognize Firefighter Russ Wall for 21 years of dedicated service to the Fire Department and the City of Victoria." AFTER 30 YEARS IN THE UNITED STATES DRUG COURT COMES TO CARVER COUNTY, MINNESOTA County Attorney Mark Metz attended the December 16th Victoria city council meeting and presented information about the Attorney's Office in Carver County, the Drug Court Program, and the Opioid Crisis. SHERIFF KAMERUD GIVES BRIEF HISTORY OF POLICING SERVICES IN CARVER COUNTY He referred to the fact that city managers and city councilmembers -change frequently over the years and sometimes don't remember or don't know that history. "The contracting model started in about 1966 with Sheriff Les Melchert," he said, adding that fines and revenue collected within a community helped offset some of the costs. LOCAL CONTROL IMPORTANT TO VICTORIA AND ALL METRO CITIES SHOULD GET LOCAL GOV’T AID Among the positions that the City of Victoria supports is local government aid to all metro cities. Victoria does not received LGA. Council approved strong local control versus state control. And Victoria is opposed, among other things, to unfunded state mandates. GETTING CITY COUNCIL DIRECTION ON BIG TICKET ITEMS IN 2020 BUDGET At the council workshop on November 25th, city staff asked for council direction related to several items and expenditures as they prepared to adopt the final 2020 budget and levy in December. VICTORIA’S FINAL 2020 BUDGET AND LEVY OVER $1 MILLION IN TRANSFERS TO SPECIFIC FUNDS At the city council meeting on December 16th, Council passed four resolutions, each of them unanimously, each related to the final 2020 City of Victoria budget and levy. Numbers are similar if not identical to those in the preliminary 2020 budget adopted this past September. FINDING A WAY TO PAY CONSTRUCTION COST FOR THE WASSERMANN LAKE PARK At the council workshop on November 25th, city staff asked for council direction related to paying for Wassermann Lake Park. Two options were specifically addressed to meet $2,387,336 in construction cost plus the 10% contingency, bringing the total construction cost estimate to $2,626,734. Sunday, during the first game of the playoffs, Minnetonka Blue beat CCHA Purple 6-2 with Kaden Anderson scoring both goals for Purple. CCHA Purple won the third place title in a rubber match against CCHA Gold 7-1. Every skater skated their hardest and made a huge contribution to the team. Most of you have likely taken Christmas down by now, since the twelve days of Christmas are once again history. Not me. I always wait until the New Year's edition of the Gazette is out. In any case, we can still sing "O Tannenbaum." Try these words to the popular holiday song:

"O Lutefisk, 0 Lutesfisk,

how fragrant your aroma.

0 Lutefisk, 0 Lutefisk,

you put me in a coma.

You smell so strong,

you look like glue.

You taste yust like an overshoe.

As you can see, I hid the fishhook last month on page 10 in the Ray and Rita Quist ad for Re/Max, in the Santa hat above the words "Merry Christmas." When I dipped into the lutefisk kettle, I mean the minnow bucket, I pulled out Doreen Walter of Cologne, Minnesota. Congratulations, Doreen. The ten bucks will be on its way to you soon. New Year's Day. Wednesday, January 1st. It is the first day of

the year on the modern Gregorian Calendar as well as the Julian

Calendar used in the Roman Empire since 45 B.C. The Gregorian

Calendar of 1582 was introduced by Pope Gregory XIII to include leap

days. The Julian Calendar had been introduced by Julius Caesar in 46

B.C. A Julian year averaged 365.25 days.

Epiphany. Monday, January 6th. An epiphany is a sudden

perception, enlightenment, or insight into the reality or essential meaning

of something. The Epiphany is when the Three Kings visited the Holy

Family and saw God in His Son as the divinely human Baby Jesus.

Full Moon. Friday, January 10th. The moon is fully illuminated

as seen from earth. At Full Moon, the moon and sun are on a line with

earth in between, as though the moon and sun are sitting on either end of

a seesaw.

Display ads in the paper edition of the

Victoria Gazette are charged at the rate of

$5 per column inch. A full page ad is four columns (10”)

wide and 15” high. There is no price reduction for running more than

one ad in an issue nor for running an ad on a regular monthly basis

because the $5.00 price can’t be beat as it is. There are sometimes extra

charges for photos ($5 to $10 each when they have to be separately

retrieved) and for ad layout and design ($5 to $50). The only color

option available is black and white. Camera ready pdf’s and high

resolution jpg’s work great. Average monthly deadline is the 22nd of

each month for printing and mailing near the 1st of the month. It’s

almost always the fourth Monday of the preceding month.

Political ads and announcements must be

prepaid and polite. The Gazette avoids advertisements,

announcements, and letters that contain distasteful and wrongheaded

insinuations or personal attacks. The Gazette avoids half-truths and will

not provide a platform to hoodwink or misinform citizens. Short letters

on behalf of a candidate are published without charge. Long letters are

edited. Number of letters is limited. No letters considered unless the

candidate also advertises in the Gazette, prepaid and polite.

Common ad space (5” wide x 4” high): $40

More Common ad space (5” x 5”): $50

Popular ad space (5” wide x 7.5” high): $75

No inserts. A full page ad is better than an insert. In the opinion of the

Gazette, an insert is like a pop-up ad that you want to avoid.
