Message FroM the waitakere PaciFic Board chairPerson

The Waitakere Pacific Plan 2010-2012 is a document that all Pacific people residing in the west can be proud of. It represents a statement by Pacific people that they can and will determine their future development and place within the wider society.

The release of the Waitakere Pacific Plan 2010-2012 will ensure that Pacific people continue to contribute positively to this city, and also put in place mechanisms to begin to realise their own self-determined futures.

On behalf of the Waitakere Pacific Board I would like to thank members of the Pacific community who attended the consultation meetings and freely shared their views and opinions. We would also like to acknowledge all the central government agencies that supported the development of the Plan.

In particular we would like to make special mention of the Ministry of Pacific Island Affairs for their advice and ongoing encouragement proved invaluable to the project.

The launch of the Waitakere Pacific Plan 2010-2012 marks the beginning of a new journey for our Pacific communities… a journey filled with optimism, hope, and excitement.

By 2030, half the population of New Zealand will reside in Auckland and a quarter of those people will be Pacific people. It is critical that all Pacific peoples in Auckland use their strength, work together, and grow a new generation of leadership to ensure that collective effort is heard loud and clear throughout Auckland, throughout New Zealand, and indeed throughout the whole of the Pacific Ocean. I expect this strategy to help this to happen.

This is a moment of leadership change for us all - a time to pass the baton on to younger generations to lead many of Auckland’s Pacific peoples into a new future, together. After 20 years, Waitakere City’s work is done, but the people of the land, and the peoples of the Pacific, live on forever.

Pacific peoples in Waitakere are descendants of, and have strong traditional, heritage and historical links to, Polynesia, Melanesia and Micronesia, including connections with Tangata Whenua of Aotearoa New Zealand. This linkage is a reminder that the culture and history of Te Moana nui a Kiwa, Pacific Islands, is recognised both within Maori and Pacific lore and culture as reflected in this whakatauki (Maori proverb):

“E kore e ngaro he kakano i ruia mai i Rangiatea”

The seeds from Rangiatea shall not be lost

This is a reference to the physical and spiritual taonga that voyaged from central Polynesia to Aotearoa New Zealand with the first Polynesian settlers.

“O le mavaega nai le tai e fetaia’i i i’u o gafa”

The last farewell at the seashore, with the promise to meet again in the children

Intrinsic in this Samoan proverb is an understanding that the departure from the home shores for the unknown journey ahead is a departure only in the physical sense; with the knowledge that although a reunion may never occur during one’s physical lifetime, the bonds of family and genealogical ties, culture, heritage and ways of life will continue to live on through the descendents – to be sustained through the children and successive future generations.

The proverb also reflects the migration pattern of peoples of the Pacific to Aotearoa New Zealand that spans more than 100 years. It is symbolic of their aspirations and dreams as they strive to maintain and preserve their ways of life within the context of their new country.

The Waitakere Pacific Plan is an attempt to capture some of these dreams and aspirations through the strengthening of our local Pacific communities so that they can become true navigators of their own self-determined futures.

what is the waitakere PaciFic PLan?The Waitakere Pacific Plan is a document that outlines three key “community development” projects that should be considered as a way to achieving the dreams and aspirations of Pacific communities in Waitakere.

• The role of the church (faith-based community development)

• Preparing our communities for the establishment of the new Auckland Council and

• Supporting and nurturing our Pacific youth.

Attached to each of these projects will be specific actions that will be led either by the Waitakere City Council, the Waitakere Pacific Board or the Ministry of Pacific Island Affairs.

who was involved?

The Waitakere Pacific Plan was developed through a partnership between the Waitakere City Council, the Waitakere Pacific Board and the Ministry of Pacific Island Affairs. It also included an extensive consultation process with the local Pacific community and central government departments.

what is the vision?

The vision of the Waitakere Pacific Plan is: “Prosperous Pacific families”.

It is about providing a range of opportunities and access to services and information and programmes for Pacific families living in Waitakere to improve their lives.

Progress report

A community fono will be held by August 2010 to provide an update on the actions associated with each of the three project areas. Details of this fono (date, venue, time) will be communicated to our Pacific communities closer to the time through the appropriate channels.

introduction

The proverbs presented at the beginning of this document spoke about dreams and aspirations of our Pacific people. Realising these dreams and turning them into reality is what sits at the heart of this plan. To achieve this, we need to look at some of the core socio-economic issues in our society that are stifling the progress of our Pacific communities within Waitakere.

Pacific people play an important part in the everyday life of Waitakere, contributing to its economy, social services and labour force. Despite this, there are still many challenges facing Pacific people within the city.

In an attempt to begin to address these challenges, the Waitakere City Council, Waitakere Pacific Board Inc and the Ministry of Pacific Island Affairs agreed to develop a plan for Waitakere’s Pacific communities known as the Waitakere Pacific Plan.

what is the waitakere Pacific Plan?

The Waitakere Pacific Plan outlines some initial key actions that should be considered as a “starting point” to achieving the dreams and aspirations of Waitakere’s Pacific communities. The disparities faced by Pacific communities are well known. These can only begin to be adequately addressed through mechanisms that genuinely engage populations, build on their strengths and have a degree of certainty to them. With this in mind, the Waitakere Pacific Plan has adopted a “community development” approach which focuses on strengthening Pacific communities to enable them to:

1. advocate effectively with key stakeholders to provide the best outcomes for their families;

2. deliver a number of services or programmes for their communities which would otherwise be provided through mainstream agencies, non-government organisations and Pacific providers.

The vision of the Waitakere Pacific Plan is:

“Prosperous Pacific families”It is about providing a range of opportunities, and access to services and information and programmes for Pacific families living in Waitakere to positively shape their lives and ultimately their futures. Prosperity for our Pacific families means enhanced social, cultural and spiritual wellbeing as well as financial wellbeing.

Pacific cultural Values

There are a number of cultural values common amongst many of the islands within the Pacific that underpin the work of the Waitakere Pacific Plan.

In developing the plan we have endeavoured to ensure that these values have been embraced and embedded throughout the entire development process as well as the final document.

Key Pacific values include spirituality, respect, love, honesty and trust. Within a Pacific worldview, the family unit (which can include both immediate and extended family members) is a very important social structure that operates very much under a “collective” or “holistic” type framework.

Therefore, solutions/practices/services and/or policies developed to assist Pacific families need to be holistic in nature with a clear focus on the collective rather than the individual.

definition of the term “Pacific people”

The term “Pacific people” refers mainly, but is not limited, to the descendants of the Pacific communities who are residing in Waitakere and have ancestral links to the islands of Samoa, Cook Islands, Tonga, Niue, Tuvalu, Fiji, Tokelau, Kiribati, Tahiti and the Solomon Islands.

According to data collected during the 2006 Census, Samoa, Cook Islands, Tonga, Niue, Tuvalu and Fiji alone represent 98 percent of the total Pacific population living in Waitakere.

Although the term “Pacific people” is a convenient term to use when referring to people from the different islands, it inadvertently reinforces the misconception that people of the Pacific can be viewed as one homogenous group. Although there may be some commonality amongst each of the different islands, in reality each has its own language, customs and protocols that uniquely define it as a nation within the Pacific.

a history of the development of the waitakere Pacific Plan

The need for the Waitakere Pacific Plan stemmed from the Waitakere Pacific Board’s desire to develop a document for its Pacific communities that would capture their needs and aspirations. This idea was then presented to the local Pacific communities who overwhelmingly supported the prospect of having a document that would capture their wants and needs. In an effort to progress this, an approach was made to the Waitakere City Council seeking its support of the idea and a possible partnership to begin work around the development of the document.

The council was keen to assist and, as part of the Community Partnership Agreements signed with both the Waitakere Pacific Board in 2005 and the Ministry of Pacific Island Affairs in 2007, it committed to the development of a Waitakere Pacific Plan that would encapsulate objectives, outcomes and actions shared by all three parties and the local Pacific communities.

In developing the plan, three distinct phases were identified through the project brief: firstly, the development of the Community Consultation Document, secondly the development of the Key Stakeholder Discussion Document and finally the development of the Waitakere Pacific Plan.

At each of these stages the documents were written to reflect the audience they were intended for. This ensured that the information contained in the reports was consistent as well as accessible.

In April 2008, the council engaged the services of the Pacific Economic Development Agency (Pacific EDA) to develop a document that would capture a clear snapshot of the current “state of play” for Pacific peoples residing in Waitakere. To assist the Pacific EDA with the development of this document, a project steering group was established comprising officials from the council, the Waitakere Pacific Board and the Ministry of Pacific Island Affairs.

In July 2008, the Pacific EDA completed the report and this was then used by the steering group as a basis on which to develop a consultation document to engage with local Pacific communities. The consultation document highlighted a range of issues affecting Pacific people in Waitakere across a range of sectors, including education, health, employment, economic development, housing, cultural and spiritual development and justice.

In February 2009, two consultation fono were held at the council for the Pacific community to provide feedback on the issues identified in the consultation document. Strong and robust community input during the consultation phase was seen as critical to ensuring community support and to initiating some useful dialogue towards meeting the needs of Waitakere’s Pacific communities.

In March 2009, at the completion of the consultation phase, a report was prepared that captured the issues and concerns highlighted during the consultation fono. This report was then used to initiate discussions with central government agencies and other key stakeholders around how they could assist in addressing some of the issues outlined. After much analysis and discussion, a “community development” type approach was agreed on by the steering group as the best way forward in terms of the information received through the community fono and the government agencies.

In 2010, the draft Waitakere Pacific Plan was tabled and endorsed by the project steering group and was subsequently officially signed-off by the chairperson of the Waitakere Pacific Board, Taha Fasi, and the Mayor of Waitakere, Bob Harvey.

The Waitakere Pacific Plan articulates a way forward for Pacific communities in Waitakere to achieve the vision of “Prosperous Pacific families”. It should be viewed as the first of many strategic documents that will need to be developed to assist Waitakere Pacific communities to achieve their needs and aspirations.

This vision is supported by three underlying principles.

Principle 1: a Partnering aPProach

The development of a well co-ordinated and collaborative approach between government, non-government, the private sector and community organisations.

The potential benefits of a robust partnering approach include improved relationships, better co-ordination and planning across the sectors and more efficient use of resources.

Principle 2: LeadershiP at aLL LeVeLs

Identifying key individuals, organisations and groups that will lead and support the community to navigate a clear path towards achieving the vision. When leadership is strong, communities become connected and vibrant. Effective leadership and quality governance are essential prerequisites to the effective implementation of the plan.

Principle 3: adoPting a youth Focus

Ensuring that our young people feel valued, are well informed and have the opportunity to actively participate and engage in society. Waitakere has a youthful population. Therefore we need to ensure that we support our young people to acquire the necessary skills and attitudes required to actively take part in our community now and in the future.

• Pacific peoples comprise 15 percent of the total population in Waitakere

• The largest Pacific population groups in Waitakere include Samoa, Cook Islands, Tonga, Niue, Tuvalu, and Fiji

• Waitakere has a very youthful Pacific population, with over half aged under 25

• The majority of Pacific people living in Waitakere reside in the areas of McLaren Park, Parrs Park, Ranui, Kelston, Massey, Lincoln, Henderson and Glendene

• Around 33 percent of Pacific peoples in Waitakere own their own home

• Pacific people living within the Waitemata District Health Board catchment area (which includes Waitakere) generally have a healthier lifestyle than Pacific peoples living in other parts of New Zealand

• As of September 2009, the unemployment rate for Pacific peoples in Waitakere was 13.2 percentthe recession

While the recession has impacted on all sectors of society there is a disproportionate impact on New Zealand’s Pacific community. For example, in the Auckland region, 13.5 percent of Pacific peoples were unemployed in the September 2009 quarter, nearly double the figure (7.7 percent) of a year earlier.

This unemployment figure was the highest for the main ethnic groups, with Maori at 11.2 percent, Asian at 7.1 percent and European at 4.9 percent and more than double the rate (6.5 percent) for all Auckland unemployed.

The Pacific community in Auckland, and the Pacific Islands generally, has an excess of labour, i.e. there are more workers than jobs available. In the Pacific islands the unemployed or under-employed ranges from a third to over a half of the working age population. In Auckland, over two-thirds of Pacific peoples have no post-school qualifications, further limiting their economic wellbeing options.

auckland regional governance

The evolution of Auckland’s eight existing councils into one Auckland Council poses new challenges and opportunities for the 200,000 strong Pacific community who comprise 15 percent of the region’s population. Auckland is the biggest Polynesian city in the world. What happens here has an immediate effect on Pacific peoples and the flow-on effect to related communities in the Pacific islands region.

In November 2010, the new Auckland Council will come into being, effectively replacing the roles and responsibilities the eight existing councils currently perform. The Auckland Council will be responsible for creating a vision for the region, making regional decisions and managing regional assets. Under the new structure, one mayor will be appointed, elected by residents and ratepayers of the Auckland region.

The mayor and his councillors will be responsible for implementing Auckland-wide initiatives and policies.

It is proposed in the draft legislation that the mayor of the Auckland Council must establish, before 31 March 2011, a Pacific Peoples Advisory Panel. The panel will remain in place until 1 November 2013, when it will be disestablished. The role of the Pacific Peoples Advisory Panel is to “....identify and communicate to the Council the interests and preferences of the Pacific peoples of Auckland in relation to –

(i) the contents of the strategies, policies, plans and bylaws of the council; and

(ii) any matter that the Panel considers to be of particular interest or concern to the Pacific peoples of Auckland; and

(iii) to advise the mayor and the council’s governing body and local boards, of the council processes and mechanisms for engagement with Pacific peoples and communities in Auckland”1

To ensure the needs and aspirations of our people are addressed, it will be important for our communities to be educated on what structures or avenues will be in available to allow our Pacific “voice” to be heard by the new Auckland Council.

An action plan has been produced as part of an extensive consultation process with government agencies and the local Pacific community. Responses received from government agencies to the issues raised by the community were analysed by the steering group and, after much discussion and thought, an action plan was finally developed which will hopefully begin to map a way forward in terms of achieving the vision of “Prosperous Pacific families”.

Focus on community development

The focus of the action plan is on community development. With a number of government agencies focusing resources and funding on region-wide initiatives, it became apparent that local solutions to local needs and aspirations would need to be determined at a community level. For this to happen, the community would need to establish and implement a number of structures or systems that would assist it to advocate and work effectively in order to deliver the best outcomes for its people. This is even more important given the new Auckland regional governance structure alluded to earlier in the document, which proposes the establishment of a Pacific Peoples Advisory Panel. Communities should be preparing themselves to work in partnership with local and central government agencies to achieve their own self-determined outcomes.

government agency responses

In terms of the responses we received from the government agencies, collectively there is a quite a bit of work that is being undertaken by these agencies that affects our Pacific communities. Unfortunately, however, there appears to be a general lack of knowledge from our Pacific peoples as to what services and products are actually available from these organisations. This has led to the misconception that government agencies “are not doing anything” when in fact they are doing quite a lot. This was obvious when we received the responses from each of the agencies and analysed the information we received. Copies of the completed templates received from the various government agencies are attached as Appendix 1.

Therefore, another key focus of the action plan will be to educate and inform the community as to what services and products are actually available to them through the various government agencies. It is our hope that through the development of a communications strategy, our Pacific communities will then become better informed and be in a position to know how to access a range of support services and products currently available to them.

Priority areas

To strengthen the community to advocate effectively for themselves, three project areas have been identified that build on the issues raised in the community consultation. The steering group believes that these areas need to be addressed from the outset to lay the foundation on which further work can be developed. They include (in no particular order):

• The role of the church (faith-based community development)

• Preparing our communities for the establishment of the new Auckland Council and

• Supporting and nurturing our Pacific youth.

The project areas also align closely to key priority areas identified in strategic documents which support the work of the Waitakere City Council, the Ministry of Pacific Island Affairs and the Waitakere Pacific Board.

These three organisations will be responsible for leading and developing the initial actions associated with each of the project areas.

Faith-Based coMMunity deVeLoPMentFaith-based community development is a community development approach that is gaining popularity internationally, particularly in the United States of America amongst its African-American communities. In summary, faith-based community development is about utilising churches and other similar faith-based organisations, such as the Salvation Army, to provide and deliver social services, programmes and information to their local community in partnership with local and central government agencies.

In recent years, policy makers have begun to look at churches and other faith-based organisations to play a greater role in strengthening communities. In fact, in New Zealand there is a steady increase in faith-based organisations engaging in activities that extend beyond worship.

Pacific peoples are, for the most part, deeply religious. Therefore, a faith-based approach to develop, deliver, educate, and inform our Pacific communities is very appealing and has developed some strong support amongst a number of the public as well as private sector agencies.

Taking into consideration the responses received from the agencies as well as discussions with officials, there was clear support for a similar approach to be trialled here in Waitakere for our Pacific communities.

Therefore, the following action points will begin to lay the ground work on which a faith-based community development model for Waitakere’s Pacific communities can be established.

action 1: estaBLish a waitakere counciL oF Faith-Based organisationsBy May 2010, the Waitakere City Council, the Ministry of Pacific Island Affairs and the Waitakere Pacific Board will host a fono for local faith-based organisations, seeking their support for and membership onto a proposed council of faith-based organisations for Waitakere.

In order for such an approach to work, we need to ensure that Waitakere’s faith-based organisations are aware of what each other are doing. Therefore, the council, in partnership with the Ministry of Pacific Island Affairs and the Waitakere Pacific Board, is committed to establishing a council of faith-based organisations in an attempt to ensure that community development efforts across Waitakere for Pacific people are well co-ordinated and targeted.

action 2: goVernance and ManageMent trainingBy July 2010, the Waitakere City Council will identify and assist with the provision of governance and management training for those faith-based organisations that request it. The council will also set up appropriate governance and management systems and structures for the proposed council of faith-based organisations.

Governance and management training will be offered to those that require some support in this area, as is typically the case with community based organisations. With strengthened governance and management in place, faith-based organisations will be in an even better position to deliver services and programmes for our people.

action 3: deVeLoP a PrograMMe oF actionBy August 2010, the Waitakere City Council will assist in the development of a 12-month programme of action for the council of faith-based organisations.

Once established, it would be beneficial for the council to develop a programme of action that would outline key dates as well as goals and objectives that it would like to meet for the 2010/2011 financial year.

PreParing For the estaBLishMent oF the new auckLand counciL in noVeMBer 2010The Pacific population in Auckland reflects the growing blend of cultures and identities in New Zealand. All the evidence regarding the attributes of successful world class cities includes the diversity of its peoples and the embracing of the vibrancy of cultures.

A key challenge facing the Auckland Council when it finally comes into being is how it will appropriately address the needs of its current and rapidly increasing Pacific population. As mentioned earlier, the evolution of Auckland into a super city poses new challenges and opportunities for its 200,000 strong Pacific residents.

In order for Pacific communities in Waitakere to be heard in the proposed new structure, we need to know what mechanisms will be in place to allow us to meaningfully engage with the Auckland Council.

Although the establishment of a Pacific Peoples Advisory Panel is proposed in the draft legislation currently before Parliament, membership to this body is likely to be limited to the chosen few. One avenue to voice our opinions and concerns to the Auckland Council will be through the local boards. Local boards will be a new form of local government. They will be responsible for making decisions about “purely local matters” and for communicating the interests and preferences of the people in their community. To prepare for this, action points have been developed that will focus on information sharing and educating our people as to how they can ensure that the Waitakere Pacific voice is heard within the new Auckland Council structure.

The actions below articulate three practical ways with which our Waitakere Pacific communities can better prepare themselves for the establishment of the new Auckland Council in November 2010.

action 1: inForMation sharingBetween July 2010 and October 2010, the Waitakere Pacific Board, the Waitakere City Council and the Ministry of Pacific Island Affairs will organise and host six information evenings on the new Auckland governance structure for Pacific communities in Waitakere.

It is important for our Pacific people to know what the implications of the new Auckland Council are for them. Once established, the Auckland Council will represent a whole new way for communities to work with local government. Therefore, it is critical that once the Auckland Council comes into being, Pacific People and their communities feel comfortable and confident to engage in the new set-up.

action 2: coMMunications strategyBy July 2010, the Waitakere Pacific Board and the Ministry of Pacific Island Affairs will develop a communication strategy using a range of media options, such as radio language programmes and local ethnic newspapers, to ensure that important messages and information relating to the Auckland Council is accessible to all Waitakere Pacific communities.

Outside of the information evenings, there still needs to be some form of communication strategy in place that will assist in keeping our communities updated with the latest news and developments relating to the Auckland Council. The use of various forms of Pacific media will be vital to ensuring that messages and information are communicated to our people in a manner that they can clearly understand.

action 3: LocaL Body eLection ProcessThe Waitakere Pacific Board, the Ministry of Pacific Island Affairs and the Waitakere City Council will identify, encourage and support respected community leaders and spokespeople to become involved with the local body election processes.

Local boards will be the new voice of our communities to the Auckland Council. In order for the Pacific voice to be heard, we need to encourage our Pacific people to stand for election on the various local boards and the Auckland Council. The Pacific community will need councillors and local board members who will clearly advocate for the needs of the Waitakere community at large, as well as the Pacific people within that community.

suPPorting and nurturing our PaciFic youthAuckland is home to two-thirds of New Zealand’s Pacific population and is the city with the largest Pacific population in the world. This in itself presents a valuable opportunity to not only celebrate the diversity of Pacific cultures as a unique dimension to Auckland city but also to harness the goodwill and effective engagement of what is the most youthful and fastest growing population.

Waitakere’s youthful Pacific population means that we need to ensure that we support them to acquire the necessary skills and attitudes required to actively take part in and make informed decisions for the betterment of our Pacific communities both now and into the future.

A forum that currently provides a voice for the general youth population of Waitakere is the Waitakere Youth Council. The youth council is an initiative that was originally established by the Waitakere City Council to provide an official voice for young people of our city to have input into council decisions. Membership on the youth council is drawn from all the secondary schools within the district and also includes community representatives.

action 1: estaBLish a PaciFic youth caucusBy May 2010, the Waitakere City Council will begin discussions with appropriate staff and youth council members around the possible establishment of a Pacific Youth Caucus to support the work of the wider youth council.

To ensure the needs and aspirations of our Pacific youth are captured in this forum, it would be useful to explore the idea of establishing a Pacific youth caucus to work within the youth council in order to strengthen the Pacific youth perspective on issues raised within the Youth Council and the Auckland Council arena.

A community fono will be held by September 2010 to provide an update on the actions associated with each of the three project areas. Details of this fono (date, venue, time) will be communicated to our Pacific communities closer to the time through the appropriate channels.
