THE HONOURS LIST.The Distinguished Service Order has been con-

ferred upon-Captain Stanley Alwyn Smith, No. 3 Field Ambulance,Canadian Army Medical Corps.

For conspicuous gallantry and devotion to duty atFestubert on the night of 20th May, 1915.

Captain Smith, with a party of eight men, went outvoluntarily to remove the wounded from an orchard whilstunder heavy fire, and eventually succeeded in bringing allinto safety. Four of the eight men of the rescue partywere wounded, and two of these have since died.

The Russian Order of St. Anne, 4th Class,inscribed " For Valour in War," has been conferredupon-

THE WAR EMERGENCY COMMITTEE.—A meetingof the War Emergency Committee was held at the offices ofthe British Medical Association on Wednesday, August 25th,when Mr. E. B. Turner, chairman of the RepresentativeMeetings of the British Medical Association, presided.There were present Sir T. Clifford Allbutt, Sir RickmanGodlee, Professor Harvey Littlejohn, Dr. Edwin Rayner,Lieutenant-Colonel Sir James Barr, Lieutenant-ColonelR. A. Bolam, Major J. Galloway, Dr. C. Buttar, MajorRussell Coombe, Major Albert Lucas, Mr. N. BishopHarman, Dr. Alfred Cox, the Editor of the British MedicalJournal, and the Editor of The Lancet.

The earlier part of the proceedings were occupied bydiscussing a resolution put forward by Dr. Buttar,who, as chairman of the Executive Subcommittee, desiredguidance from the Committee as to the present positionof the work and as to future activities. Dr. Buttar

pointed out that so far only a statement had been madeto the medical profession that the position is a " serious

"

one in which medical men "may" enrol for personalservice. He asked for a resolution which would bringbefore the profession the fact that the War EmergencyCommittee was willing to enrol medical men under 40

years of age for full-time service, and urging that whensuch enrolment had taken place the men should be calledup as required. He said that the available men in manycases wanted just such information. The resolution wasseconded by Major Galloway, who said that such a coursewould make the Register which had already been compiledfar more effective. It would let the men of military age knowexactly when they were wanted, while the War Office wouldkeep the Committee informed as new drafts were required.

Dr. Alfred Cox read a report on the work done in com-piling a Medical War Register. The report showed that agreat deal of well-directed energy had been expended insetting up the nucleus of a war-locum bureau, in issuingofficial forms of applications for commissions, in givingpersonal interviews, and in answering questions by corre-spondence. The following is the summary that was givenof the results of the compilation of the Medical War

Register up to date :-" 1. The number of men already on whole-time war service,

total 5265. 2. The number of men of 50 and over offeringwhole-time war service, total 447. 3,. The number of menfrom 40 to 49 offering whole-time war service, total 436.4. The number of men of 40 and under offering whole-timewar service, total 633. 5. The number of men of 40 andunder not on or offering whole-time war service, total 6555up to date. It is seen, therefore, that there are approxi-mately 6555 men of military age in England and Wales andIreland. Of these it is necessary at present to obtain theservices of about one-third. Upwards of 900 men over militaryage are offering whole time, and the feeling cannot be helpedthat if these could be induced to take up war locum work,as they are for the most part not wanted by the militaryauthorities, they would be instrumental in setting free anumber of men who are quite unable to go unless they canobtain substitutes, local help not being available."

Professor Littlejohn pointed out that the War Office

required at the present moment 2000 out of the 6555 men ofmilitary age still available in England, Wales, and Ireland,for the proceedings of the War Emergency Committee didnot deal with Scotland, where an effective National Com-mittee exists. He explained the procedure of the ScottishWar Emergency Committee, and the letter of the Director-General of the Army Medical Service to this Committeewas circulated to the meeting.lMajor Lucas alluded to the large number of young military

men at the base hospitals, many of whom had, in ordinarycircumstances, not enough work to fill their time. He

pointed out the difficulty of impressing upon the medicalprofession the need for more medical officers with the armywhen such a position was believed to exist.The Chairman said that it was not possible to go behind

the statements of Sir Alfred Keogh and the War Office thatmedical officers were needed and would be required withthe army. and he alluded to the large numbers of medicalofficers who had proceeded to the Dardanelles.

Sir James Barr pointed out that it was the number of

younger men, some of whom he understood had joined onlyfor home service, which was the objectionable feature.

He said that these younger men ought to be with theExpeditionary Force and not at the base hospitals.

Other speakers having emphasised the urgent requirementof medical officers with the army, Dr. Buttar’s resolution wasadopted unanimously that the urgent need for enrolmentshould be brought before the medical profession.

It was announced that Dr. Frederick Taylor and SirRickman Godlee had accepted cooption as members of theWar Emergency Committee.The minutes of the Executive Subcommittee were

adopted containing some important recommendations ; one

among them bearing on the previous discussions ran as

follows :-That the Director-General be requested to give instructions to

D.D.M.S. and A.D.M.S. not to accept for work in military hospitals athome medical practitioners of military age who are physically fit. butthat they should encourage these practitioners to accept commissionsin the R.A.M.C.

The Committee added to this recommendation that the

request referred also to medical practitioners employed inRed Cross Work and V.A.D. hospitals.

Sir James Barr detailed clearly the grievances of the sur-geons of the R.N.V.R., whose status is notoriously a difficultone, and it was decided to make a representation to theauthorities of the Royal Navy on the subject.A discussion on the position of civil institutions or

companies advertising for medical men of military ageclosed the proceedings.
