SCOPE:

To select and identify a vendor who will provide all materials, labor, supplies, etc. to:

Project A.) Refurbish the aquatic play structure, including attached run-out slide, on site at Rob Fleming Aquatic Center (6535 Creekside Forest Dr. The Woodlands, TX 77389).

Project B.) Refurbish the large waterslide also on site at Rob Fleming Aquatic Center (6535 Creekside Forest Dr. The Woodlands, TX 77389).

Project C.) Refurbish the foam/urethane & fibercrete Dragon theme slide at Sawmill Pool (2200 Millpark Dr. The Woodlands, TX 77380), Crocodile theme slide at Lakeside Pool (5001 W. Alden Bridge Dr. The Woodlands, TX 77382), and Frog theme slide at Falconwing Pool (5610 Rush Haven Dr. The Woodlands, TX 77381). The Woodlands Township reserves the right to reject any or all bids, including without limitation the rights to reject any or all nonconforming, non-responsive, unbalanced or conditional bids and to reject the bid of any bidder if The Woodlands Township believes that it would not be in the best interest of the project to make an award to that bidder, whether because the bid is not responsive or the bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by The Woodlands Township.

The Woodlands Township also reserves the right to waive all informalities and defects in the bids and the bidding process not involving price, time of submittal or changes in the work and to negotiate contract terms with the successful bidder. Discrepancies between the multiplication of units of work and unit prices will be resolved in favor of the unit prices. Discrepancies between the indicated sum of any column of figures and the correct sum thereof will be resolved in favor of the correct sum. Discrepancies between words and figures will be resolved in favor of the words. In case of ambiguity or lack of clarity in stating

the prices in the bid, The Woodlands Township reserves the right to consider the most advantageous bid thereof or to reject the bid.

By bidding, the bidder acknowledges and will adhere to all bid specifications as stated within this bid packet.

Contractor shall behave and operate in an environmentally sound and professional way, as to not create damage or cause exposure by virtue of negligence or omission.

Manufacturer's specifications (design guides), when used, are to be considered informative to give the bidder information as to the type and kind requested. Proposals of any reputable manufacturer's regularly produced product of such item similar and substantially equivalent will be considered.

Evaluation of bid takes into account the following considerations: price and proposed project timeline.

A conditional bid may be cause for rejection.

A non-mandatory pre-bid meeting will take place at 10:00 A.M. on Friday, February 13, 2014. The meeting will begin at Rob Fleming Aquatic Center (address above) and proceed to other locations as needed after the lesser of approximately 45 minutes or when all bidders present are ready to move on. Alternate pre-bid meeting dates may be arranged but are not able to be guaranteed. Please enquire if you wish to set up a meeting.

Bid prices shall be firm for 60 days from the final bid submittal date unless specifically indicated on the bid tabulation form.

All work must be completed within 30 calendar days of notification of approval.

A bid includes the General Specifications & Acknowledgment, Addendum Acknowledgement, Bid Tabulation Form, References, Subcontractors List, Statement Of Company Qualifications and other items identified in this bid packet. Bids must have all blanks spaces filled in, in ink or typewritten, and must be submitted in a sealed envelope. Each sealed envelope containing the bid must be clearly marked on the outside “Bid for 2015 Play Structure & Slide Refurbishment” and the envelope should bear on the outside the name of the bidder and their address. Each bid must be completed and received by The Woodlands Township, Parks and Recreation Department, 8203 Millennium Forest Dr., The Woodlands, TX 77381 no later than 1:00 P.M. on Thursday, February 26, 2015.

Payment will be made by The Woodlands Township within thirty (30) calendar days after invoice based on the Account Payable calendar which will be provided to the successful contractor.

No taxes shall be included in the bid price since The Woodlands Township is exempt from all sales tax. The Woodlands Township will provide selected vendor applicable proof of sales tax exemption.

Any questions about the meaning, the intent or the specifications must be inquired by the bidder in writing by 5:00 P.M. on Monday, February 23, 2015. Email all questions to Karl Shaw, Aquatics Superintendent, at [email protected]. Any and all questions will be responded in the form of written addenda. All addenda that you receive shall become a part of the contract documents and shall be acknowledged and dated on the bottom of the Addendum Acknowledgement page. All addendums will be uploaded to the

same location as the Bid Request on The Woodlands Township website and emailed to known interested bidders.

This packet is expected to be presented to the Board of Directors for approval in March of 2015, which will result in an award date during the final week of March and a preferred start date during the first week of April at the latest. All projects must be finished prior to April 25, 2015. If completion by this date is not possible by any bidder, any or all Projects A, B, or C, may be deferred to the 4th quarter of 2015 - and possibly re-bid. The Bid Tabulation Form provides space to indicate Bidder’s timeline.

GENERAL SPECIFICATIONS & ACKNOWLEDGEMENT: Bidder shall complete every space in the bidder proposal column with either initials to indicate the item being bid is exactly as specified or a detailed description to indicate any deviation from the specifications of item being bid on.

ITEM #: DESCRIPTION OF REQUIREMENTS: BIDDER’S INITIALS OR ALTERNATE PROPOSAL:

1 No taxes shall be included in the bid price since The Woodlands Township is exempt from all sales tax. The Woodlands Township will provide selected vendor applicable proof of sales tax exemption.

2 Contractor shall provide all equipment, labor, trucks, and material necessary to perform the required service. No equipment, material or personnel shall be provided by The Woodlands Township to Contractor.

3 Contractor shall securely close the facility each time it is left unattended for any period of time. This includes properly arming security alarms and closing and locking gates/doors.

4 Contractor will only work between 7:00am and 7:00pm Monday through Saturday.

5 Contractor shall behave and operate in an environmentally sound and professional way, as to not create damage or cause exposure by virtue of omission.

6 At Contractor's own cost and expense, Contractor shall comply with all laws, ordinances, rules, and regulations of the federal, state and local and OSHA authorities and departments relating to or affecting the work hereunder, and shall secure and obtain any and all permits, licenses, certifications and consents as may be necessary in connection therewith.

7 Contractor shall provide to The Woodlands Township proper and verifiable insurance as outlined in the bid document.

8 In the event of any discrepancy in service, this agreement may be terminated by The Woodlands Township with a thirty (30) day written notice. At any time during this 30 day period, vendor may respond in writing as to the corrective measures to be taken. Continued like discrepancies will be cause for immediate cancellation.

8 All specifications below are derived from manufacturer’s guidelines, whenever available, and should be followed as closely as reasonably possible. Deviations from these specifications should be made known to the Township in writing and must be approved in writing before proceeding.

Project A) PLAY STRUCTURE REFURBISHMENT:

Metal Portions of Structure:

9 Contractor is to remove existing paint from the all metal portions of the play structure with 200 grit sand paper using an orbital or dual-action sander in order to create a good adhesion profile for the base coat primer.

10 Contractor is to use a portable grinder and wire brushes combined with an aqueous acidic cleaner to remove rust from all surfaces.

11 Contractor is to remove all deposits and other surface contaminants such as dirt, grime, and calcification. These deposits and other surface contaminants by using a pressure washer and an acidic cleaner designed for use on metal. Once all deposits are removed, the acid cleaner is to be pH neutralized and rinsed thoroughly with de-ionized water to eliminate microscopic hard water mineral deposits from clinging to the cleaned surface. Contractor is then to let surface dry completely and wipe area to be coated with a clean lint-free white cloth and Methyl Ethyl Ketone (MEK) solvent prior to applying the adhesion base coat primer.

12 Once all surfaces have been cleaned, a rust preventative adhesion base coat primer for metal surfaces coating is to be applied to a dry film thickness (DFT) of 1.5 – 2.5 mils by the contractor with any of the following:

Brushes – short bristle, nylon/polyester/foam and non-shedding.

Rollers – short nap/non-shedding

Spray gun - ten to twelve inches from the surface and in motion while spraying

13 Contractor is to apply an industrial waterproof paint with a spray gun, spraying cross hatching patterns with two coats building to a 14 to 16 wet mil thickness. All colors used are to be selected and approved by The Woodlands Township prior to the start of the Play Structure Refurbishment.

14 After the paint has is fully cured, contractor is to apply an abrasion, UV ray, and chlorine resistant coating, permanently sealing the paint to prevent further oxidation and color fading to a minimum dry film thickness (DFT) of 3.0 mils with any of the following:

Brushes – short bristle, nylon/polyester/foam and non-shedding.

Rollers – short nap/non-shedding

15 Exception: The red metal roof panels of the structure may be left as they are unless otherwise later agreed upon as part of a Change Order. Those panels were replaced in the summer of 2014 and should be in good condition. Contractor should plan on removing those panels only if necessary to complete other work on the structure.

Fiberglass Portions of Structure:

Step 1.) Cleaning:

16 Contractor is to remove all deposits and other surface contaminants such as dirt, grime, and calcification. These deposits and other surface contaminants by using a pressure washer and an acidic cleaner designed for fiberglass surfaces and/or waterslides. Once all deposits are removed, the acid cleaner is to be pH neutralized and rinsed with de-ionized water.

Step 2.) Waxing:

17 Contractor is to apply a carnauba wax coat to all fiberglass sections as applicable, excluding the textured non-slip portions and side skirts of structure referenced below.

18 Contractor is to apply wax directly onto a dry surface in a swirling motion using a clean, white, dry cloth or applicator pad. After a light haze appears then polish the surface with a gentle buffing machine using a micro-fiber bonnet or by hand using a clean, white, dry cloth.

19 Contractor is to apply two full coats of even thickness, waiting a minimum of thirty (30) minutes before applying the next application.

Textured Non-Slip Portions of Structure:

20 To insure good adhesion contractor must first sand the surface aggressively using 36 or 40 grit paper to ensure the removal of all gloss from the substrate.

21 Contractor is to ensure that the surface is free of waxes, previous textured surfaces, and other protective additives that may interfere with adhesion of new texture.

22 Contractor must clean and completely dry surface.

23 Contractor is to prime the surfaces with a water-based, two-component epoxy primer for fiberglass.

24 Contractor is to test for adhesion before applying any product.

25 Contractor is to apply a marine, non-skid, water-based, single-pack acrylic/urethane co-polymer with rubber crumb as an aggregate coating. Ex: Tuff-Coat or similar product.

26 Contractor is to apply coating with a textured roller specifically designed to apply marine, non-skid, water-based aggregate coatings.

27 Contractor is to pour product into paint tray or hang roller grid into 5 gallon bucket, making sure to completely saturate roller with product leaving no bare spots on roller, apply the first coat as a thin coat, and re-saturate roller after each pass. Accumulatively the coats are to have a minimum thickness of 4-5 mm dry film thickness (DFT).

28 Apply according to manufacturer’s specifications: Contractor is to make consecutive passes in the same direction, with each pass right next to the other. When applying, the contractor is to roll in one direction first, then roll in the opposite direction in order to properly blend the product and create a uniform textured surface. Then, once an area is covered, run the roller very lightly over it to ensure even distribution of color and rubber crumb.

29 Contractor is to apply the subsequent coats once previously applied coats are touch-dry and while avoiding “mud cracking” caused by coats that are applied too thickly.

Structure Netting – Rope Bridge:

30 Contractor is to include cost of replacement and installation for the existing rope bridge that is part of this structure.

Project B) LARGE FLUMED WATERSLIDE REFURBISHMENT:

Step 1.) Cleaning:

31 Contractor is to remove all deposits and other surface contaminants such as dirt, grime, and calcification. These deposits and other surface contaminants by using a pressure washer and an acidic cleaner designed for waterslides. Once all deposits are removed, the acid cleaner is to be pH neutralized and rinsed with de-ionized water.

Step 2.) Joints Repair:

32 Contractor is to create one continuous “seamless” joint between ride sections by applying joint caulking that is recommended by the waterslide manufacturer.

33 Caulking is to be applied to clean, dry surfaces at temperatures near 70°F (21°C). The minimum application temperature is 50°F (10°C). If outdoor temperatures are above 90°F (32°C) when attempting to caulk, Township staff will be advised by Contractor and will need to approve caulking ability in writing - or else work will need to wait until the following morning.

34 Contractor is to remove all existing caulk in the joints with a utility knife and clean the joint by spraying a degreaser for waterslides in the joints as well as a ½” on each side of the joint in the ride path (halfway up all sides of the flume).

35 Contractor is to sand interior sides of joints and the top side of the joint with 200 grit wet sandpaper to create an adequate adhesion profile, rinse the area with clean water, wipe joint with a clean white cloth and let dry.

36 Prior to applying the joint caulk the contractor is to spray an adhesion promoter/primer on the area to be sealed. Once the solvent evaporates then the joint caulk is to be applied in the joints in a continuous bead. If tooling is required, shaping of the bead must be done within five (5) minutes after application.

37 Once the caulk reaches a functional cure it is to be sanded to create a smooth surface. If a second application is needed after sanding it is to be done within 24 hours of the first application.

38 Prior to the caulk reaching a final cure, the joint must be primed with a clear epoxy primer and top coated with a clear, chlorine-resistant coating.

Step 3.) Restoration

39 Contractor is to apply a chlorine-resistant coating, permanently sealing the gel-coat to prevent further oxidation and color fading.

40 Prior to applying product to any waterslide surface the contractor is to clean surfaces as described in Item 30 above. For tough-to-remove surface contaminants and scale the surface should be sanded with 100 grit silicon carbide sandpaper using an orbital or dual-action sander in order to create a good adhesion profile for the adhesion base coat clear epoxy primer. After sanding, rinse thoroughly with de-ionized water to eliminate microscopic hard water mineral deposits from clinging to the cleaned surface. Contractor is then to let surface dry completely and wipe area to be coated with a clean lint-free white cloth and Methyl Ethyl Ketone (MEK) solvent prior to applying the adhesion base coat clear epoxy primer.

41 The initial coating finish coat must be applied as soon as the epoxy primer is tack free. The second finish coat, if necessary, must be applied as soon as the initial finish coat is tack free.

42 Once all surfaces have been cleaned and primed, coating is to

be applied as appropriate with:

Brushes – short bristle, nylon/polyester/foam and non-shedding.

Rollers – short nap (¼" max.) non-shedding, mohair or high density foam roller cover with a Phenolic core.

Pads – ¼" synthetic applicator pads.

43 For interior body/tube riding paths, the surface profile should be a minimum of 7.0 mil dry film thickness (DFT). For all exterior surfaces, the minimum thickness is 3.0 mils.

44 Contractor is to wet sand the interior surfaces to remove any undesirable surface imperfections, airborne contaminants and positive or negative surface profiles that may arise after the functional curing stage.

Step 4.) Waxing

45 Contractor is to apply a carnauba wax coat once all previously applied solvents are dry.

46 Contractor is directly onto a dry surface in a swirling motion using a clean, white, dry cloth or applicator pad. After a light haze appears polish the surface with a buffing machine using a micro-fiber bonnet or by hand using a clean, white, dry cloth.

47 Contractor is to apply two coats, waiting a minimum of thirty (30) minutes before apply the next application.

Project C) THEME SLIDE REFURBISHMENT:

48 Contractor will use only products and colors that have been selected and approved in writing by The Woodlands Township from an available pallet.

49 Work on themed slides may be done either on-site or at Contractor’s warehouse (or elsewhere off-site) but, if transporting, bid should include any and all charges required to transport slides to -and back from- the alternate work site. Please keep in mind the 30 calendar days to complete.

50 All slides consist of a mixture of both foam/urethane surfaces and solid fibercrete surfaces. The ratio varies between pieces but in general the sliding surfaces are the only foam/urethane surfaces on each slide and the rest of the structures consist of formed, solid fibercrete with a hollow underside for plumbing. Approximately 10% foam/urethane surfaces and 90% fibercrete.

Foam/Urethane Surfaces:

51 All foam/urethane surfaces on all slides should be renewed as described below.

52 Crocodile Slide: Bid should include a proposal to remove the hard surface from the standing platform (approx. 6 sq. ft.) at the top of the slide stairs and replace it with a safe, non-slip foam/urethane surface as applicable and possible.

53 Remove all calcium, dirt, grime and oils from the exterior soft foam play feature surface(s) using a de-scaling cleaning solution and detergent, a surface cleaner and degreaser formulated for use on soft foam play features.

54 Remove damaged foam from inside the repair area.

55 Remove the existing color top coat by sanding it down with 80 grit wet sandpaper to the gray undercoat primer in order to create an adequate adhesion profile.

56 Add new foam (closed cell polyethylene foam) to the damaged areas and bond it to the existing foam with a heat gun.

57 Seal the foam and create a molecular bonding tie coat between the exposed foam and the base coat.

58 Apply a foam sealant in order to create a suitable bonding film for the colored finishing coat.

59 Apply multiple layers of the finishing coat in order to create a tough and flexible finish coating.

60 Apply a shielding layer to provide an added envelope of protection to the soft water play feature from chlorine, UV rays and rider abrasion.

61 Ensure that slide feature steps have an added gripping texture to protect against potential slipping hazards.

Fibercrete Surfaces:

62 Remove all calcium, dirt, grime and oils from the exterior fibercrete play feature surface(s) using a de-scaling cleaning solution and detergent, a surface cleaner and degreaser formulated for use on fibercrete play features that is color-safe and will not cause short- or long-term damage to paint.

63 Dragon Slide: Fibercrete painting renewal should consist only of the head and neck of the slide where calcification and discoloration is present. The rest of the structure’s color is in good condition and only cleaning should be necessary.

64 Frog Slide: The color scheme of the Frog is meant to be changed to more closely approximate a natural-looking frog by using colors present in nearby playground equipment and shade structures (green, blue, orange, and white).

65 Crocodile Slide: The color scheme of the animal itself is meant to be changed to more closely match colors existing in the surrounding shade structures, building, and the swim team

that makes this facility home. Colors can be chosen after awarding of bid. The ‘rock base’ on which the animal rests is in good condition and only cleaning should be necessary.

66 Where applicable as described above, remove the existing color top coat by sanding it down with 80 grit wet sandpaper to the fibercrete surface in order to create an adequate adhesion profile.

67 Where applicable as described above, apply a primer in order to create a suitable bonding film for the colored finishing coat.

68 Where applicable as described above, apply multiple layers of the finishing coat in order to create a tough finish coating. A single layer should be applied and allowed to dry before the second coat is applied, unless otherwise agreed in writing.

69 Apply a shielding layer to provide an added envelope of protection to the feature from chlorine, UV rays and rider abrasion. This step should be done on all fibercrete surfaces whether specifically mentioned for repairs or not.

70 Ensure that all slide feature steps have an added gripping texture to protect against potential slipping hazards.

Ropes and Netting on Slides:

71 Two of the three slides (Sawmill Dragon and Lakeside Crocodile) have a set of ropes and/or netting that Contractor will need to replace with new material of equal thickness and strength. Both sets are pictured at the end. Sawmill’s Dragon has a complex pair of nets located on the back and non-entry side of the slide platform. Lakeside’s Crocodile has two simple guides or handle ropes – one on either side of the staircase.

INSURANCE REQUIREMENT: Vendor agrees to maintain and require its subcontractors to maintain at all times the following coverage at no less that the limits indicated:

Worker’s Compensation Insurance - Statutory

Employers Liability - $100,000 Automobile Liability (Including Owned and Non-Owned autos) Bodily Injury - $250,000 each person - $500,000 each occurrence Property Damage - $100,000 each occurrence Commercial General Liability Combined Single Limits for Bodily Injury and Property Damage:

Vendor’s coverage must be written on an Occurrence (not claims made) basis with companies acceptable to The Woodlands Township, must stipulate that no take-out endorsements are included on the General Liability policy, and each policy providing coverage hereunder shall contain provisions that no cancellation or material reduction in coverage in the policy shall become effective except upon thirty (30) days prior written notice thereof to The Woodlands Township shall be named as additional insured with respect to liability imposed upon it resulting from the performance of Work under this Agreement. There shall be no right of subrogation against The Woodlands Township and this waiver of subrogation shall be endorsed upon the policies. Prior to the commencement of performance of the Work, Vendor shall furnish certificates which shall identify The Woodlands Township to The Woodlands Township in duplicate, evidencing compliance with all requirements herein. The limits of such insurance shall in no way be construed as limiting Vendor’s obligation to completely defend, indemnify and hold harmless The Woodlands Township.
