The Council has firmly believed and stressed on the holisticdevelopment of the child, in body, mind and spirit. While academics andexaminationsare theCouncil'sprimeconcern, it realizes the importanceandroleofsportsandgamesinachild's life.

The Council has therefore embarked on a mission to conduct the'Council School Sports & Games' annually in order to identify talent at theschool level and provide these children a suitable platform to develop andreach their full potential. This is also in keeping with the Government'sinitiative of identifying sporting talent among children at the school leveland developing Sports Schools through the Khelo India School Games andtheKhelo IndiaSchemerespectively.

It is the Council's aim to provide a suitable platform and anopportunity to all children studying in our affiliated schools to showcasetheir talent and skills in the various sporting disciplines. Once identified,the next step is to play on a bigger stage and represent the Council at theannual National School Games conducted by the School Games Federationof India (SGFI)andthereafterat theKhelo IndiaSchoolGames.

For the smooth conduct of the Council's National Sports & Games,theCouncil has compileda setof rules andregulations. Thesearemeant toguide those at the ground level, who are conducting and supervisingvarious games in an impartial and fair manner. The handbook containingthe rules and regulations have been framed in such a manner toincorporate those of the Sports Authority of India (SAI) and are alsomodified tosuit the local conditionswhere thegamesarebeingheld.

To help students develop an all-round personality andbring out the best in them to pave a bright futureassociatedwithsportsandgamesactivities.

Providing a plat form for various sports and games to beconducted annually, thusfacilitating a healthy mental,physical andpsychological exposure.

CISCE has framed a set of rules and regulations byincorporating existing rules and regulations of various sports andgames federations of India. These are essential to conduct theNational Events smoothly and successfully and should be strictlyadhered to by the host regions of the national events and theparticipants.

Thereshallbe fourcategories–

i) Junior Boys ii) Junior Girls iii) Senior Boys iv) Senior Girls

a) Age&Status

(i) Junior (Under 17) girls and boys born on or after01/01/2002 and studying in class 12 or below butnotbelow6 standard.

(ii) Senior (Under 19) girls and boys born on or after01/01/2000 and studying in class 12 or below but notbelow6 standard.

b) Membership:ParticipantsmustbeCISCEstudents.

c) Documents for verification: (i) A Photo affixedschool ID card with the Date of Birth (DOB) and theclassofstudycertifiedbythe Headof School/Principal.

1. Each participant must submit a copy of his/her AadhaarCard.

2. Participants must carry on their person apersonalphoto identity card with the Date of Birth and the classof study duly mentioned on it . The same must bepresented forscrutinyasandwhenrequired.

3. The eligibility forms of the participants duly completedmustbecertifiedand forwardedbytheregional secretaries.

4. All heads of delegations are requested to bring copies of theparticipants' mark-sheets of the previous class attended andbirth certificate issued by the competent authority of theState/Central Government, which may be presented beforetheorganizingcommittee, if required.

5. a) The final entries for each event must reach the host 7daysprior inadvance.

b) Intimation regarding participation must reach thehost15days inadvance.

6. The participants/teams must report and depart as per theschedule of the events. The travel details must be informed tothe hostwell in advance for suitable arrangements. Early arrivalsordelayeddeparturesmustbeavoidedas they shall not be theresponsibilityof thehost.

7. Parents of the participants are not allowed as escortingofficials; neither will they be permitted to enter the venue

except in thecapacityofa spectator.

8. Only those escorts approved by the regional secretarieswill bepermitted toactonbehalfof theparticipants.

9. Any escorts other than the managers and coachesapprovedby CISCE, willnotbecatered tobythehost.

10. The schedule and venues of the sports and games eventsare theprerogativeof theExecutiveCommitteeofCISCE.

11. Only the Executive Committee of the CISCE has the authorityto amend, modify, change, annul or interpret the rules,regulations and guidelines stated in this “Hand Book” ofNationalEvents.

12. The decision of the officials / judges / referees / umpiresis final andwill bebindingonparticipants.

13. The Code of conduct will be strictly complied by allofficials accompanyingstudents.

14. In case of disputes / misconduct, the team players areliable tobedebarred/suspended fromall futureevents.

1. Sports events will be conducted as per the rules andregulations of the various sports bodies in the country. Yet, incase of necessity, rules may be adapted as per the local needsand situations with the approval of the Sports Committee oftheCISCE.

2. The team manager/incharge should be present in themeetingof themanagers.

3. Fixtureswill be finalized in themanagers'meeting.

officials thirtyminutesbeforethescheduleof thematches.

5. The team tha t does not report on t ime wi l l bedisqualified after waiting for 20 minutes from thescheduled timeandtheopponentwill geta 'walk–over'.

6. The managers and coaches must ensure the discipline of theirrespective teamsfor thesmoothconductof thegames.

7. Each team should have its own proper colour (dresscode), as specified by the CISCE and the kit/ equipment asper therequirementof thegame inquestion.

8. Every member of the team will be compulsorily verifiedand the eligibility approved by the officials prior to thecommencementof thesportingevent.

9. The CISCE, in consultation with the Principal-Coordinatorand the Host, shall constitute an Organizing Committeeforeachevent tobeconducted.

10. The and the Host shall form a team ofwell qualified officials for the conduct of the events inquestion. Any incompetent official, if found, should bereplaced forthwith.

11. There shall be a three-member Jury of Appeal consisting of amember of CISCE National Executive and two persons ofknowledgeandexpertise fromtheplaceof theevent.

12. The Jury of Appeal will deal with all matters of disputes andsettle them amicably in all fairness and justice within arespective time. Itsdecisionshallbe final andbinding.

13. All matters of dispute must be filed in writing endorsed bythe manager and the coach with a fee of `1000/- within 10minutes of the announcement of the result of the event inquestion. If the appeal is upheld the deposit will be refunded;if not, the total amount will be forfeited. Participants are not

permitted toappeal to the jurydirectly.

14. It is mandatory for all participants to be in the properdesignatedcolors.

15. The manager or the coach must form part of thecontingent atthe opening and closing ceremonies of theAthleticMeetwiththeir respectiveregional flags.

16. During the duration of the event/ match, the Managershould ensure the required discipline of his / her teamasdirectedbytheofficials.

17. The official/s should scrutinize the identity card issued by therespective schools of the players before the event/ matchcommences. They shall ensure that no player is to bepermitted toparticipatewithout theproper identification.

GoldMedal -1 Position– fivepoints.

SilverMedal -2 Position– threepoints.

BronzeMedal -3 Position–onepoint.

Note : In case of a 'tie' for any position the points of that position alonewill beequallysharedamongthe 'tied'participants.

a) Gold, Silver and Bronze medals will be awarded forthe First, SecondandThirdpositionsrespectively.

b) Merit Certificate for the winners and participationcertificates will be awarded for the rest. Both meritand participation certificates will not be awarded to thesameparticipant.

c) While preparing the certificates, details mentioned intheEligibilityFormwillbe treated as final.

1) Overall Championship will be decided, considering the totalnumber of points scored by the participants. The same willapply todecide theteamchampionships ineachcategory.

2) In case of a 'tie' in championships the same will be broken byconsidering thenumberofGolds scoredby the tiedregions; if itremains inconclusive, then the Silvers scored will beconsideredandsoon.

3) Participants should be prepared for any eventualityduring the events such as injury, postponement, changein schedule, collision in schedule, bad weather etc. forwhichappropriatemeasuresmustbe taken inadvance.

4) No participant is to be absent from the venue even if his/herevent is not scheduled. Changes will be notified only throughthe P/A system. No protest will be accepted for missing anevent due tounforeseensituations.

5) Teams must adhere to the daily time table for meals etc.without fail.

6) Any shopping, sightseeing etc. will be the sole responsibility of theteamescortsonly.

7) TeamEscorts :TeamManager–1Onecoacheachforeachcategory.Any other escorts other than the above mentioned will becharged separately as per the rates decided by the OrganizingCommittee.

17) All the games / matches will be conducted on a “league cumknockout” format. The rules may be adjusted to facilitate theleagueroundsbutnot thesemi-finalsand finals.

commencement of each event. They should clearlyinstruct the participants regarding the track or lane rules,changing the track, pushing or tripping the competitorswhich will eventually lead to disqualification from aparticulareventorevents.

i) Some of the events require heats to select the participants forthe finals. The timings, and not the position at the heats, willdecide thequalifiers for the finals.

j) The track umpires are assistants to the referee, without thepowerofdecision.

k) During the 4x100 Relay, the baton must be carried in handthroughout the race. In case the baton is dropped, it shouldbe picked up. The race will be invalid for a participant whofinishes theracewithout thebaton.

l) The baton shall be made of wood or light metal, which shallnot be more than 300 mm and not less than 280 mm long; thethickness shall be 120 m and with a weight less than 50 gram.The baton shall be coloured, so that its visibility is noticeableeasily during the race. The referee can disapprove of anybaton if it isnotmadeaccording to thespecifications.

m) Every regional team is required to use its proper uniform,tracksuit and sports kits. The participants can use spikesand starters (optional). No participant will be allowed to runbare foot.

a. The game will be conducted as per the rules and regulationsof AIBA (All India Badminton Association). However, therules may be changed according to the local needs andsituations.

b. Two Singles and one Doubles event will be conducted foreachcategory.

d. The duration of the match officially is 90 minutes; dividedinto two 45 minutes haves with an interval of 5 minutes. Ifrequired 30 minutes extra time will be give; 15 minutes oftwohalves.

e. Each team must carry a standard prescribed size footballwhile reporting for thematch.

f. Thereshallbeone teamineachcategory.

b. The duration of the match officially lasts for 70 minutes; twohalves of 35 minutes each with an interval of 5 minutes.Extra time will be given – 15 minutes of two halves each, ifrequired.

c. The total team will consist of 16 players, inclusive of the goalkeeper.

d. Eachteammustadhere to thedress codeandtheproperkit.

e. There will onlybe one team from each region which maycompriseof theplayers frombothcategories.

b. A participant can compete only in 3 events excluding theFreestylerelay.

c. The costumes of all competitors and trainers shall be in goodmoral taste. Theymustbenon-transparent.

d. The Referee has the authority to exclude any competitor,whosecostumedoesnotconformto this standard.

e. There shall be a Technical Committee to oversee the smoothconductof thecompetition.

f. Dutiesof theTechnicalCommittee:

i. To ensure the rules for swimming and implement themasper theSFI (SwimmingFederationof India).

ii. To ensure the specifications of the pool as per thenational standard.

iii. To ensure that the participants have suitable swimmingsuit, chestnumbersandthe lanes for thecompetition.

iv. To deal with any dispute or indiscipline during theevent.

v. Toprovideemergencymedical aid for theparticipants.

vi. To ensure that the event is conducted by qualifiedofficials.

vii. To ensure the accurate distance for all the events in therespectivedisciplines.

viii. To ensure that there are referees for each lane to avoidanydisputes.

ix. To ensure that the time keeper keeps the record of thetimings clocked during the competition and displaysthemonthedisplayboard.

x. To ensure that disputes, if any, are submitted to the JuryofAppeal in theproperway.

g. Disqualification, if any, can be made only by the official in-charge foravalidandgravereason.

b. Entries by name will be submitted in duplicate in theenclosed formduringaccreditation.

c. No change or re-arrangement of contestants will be allowedafter the entries are submitted. A contestant who fails toqualify at any stage will be disqualified and no othercontestant canbesubstituted inhis/herplace.

d. A contestant must fit exactly into his/her weight category andcannot contest in a higher or lower weight category. Eachcontestant shall be permitted upon the scale only onceduring the official weigh-in. If the contestant's weight isabove or below the prescribed limits of that particularweightcategory,he/sheshallbedisqualified.

e. No tolerance will be allowed either, above or below theweightcategory.

f. Weight-in shall be conducted on the same day on whichmatches in that categorywill beplayed.
