Theewaterskloof Gazette Letters - Briewe Tuesday 10 March 20154
Existing bylaw still validExisting bylaw still validWith reference to the article “Overgrownplots unsafe” in the Gazette of 24 Februa-ry, the TWK’s Stiffie Cronje is guilty ofmisleading the readers of the Gazettewhen he states that the plots concernedshould be reported to TWK law enforce-ment, who, after serving a 14-day notice, will have the plot cleared and the costscharged to the land owner’s utility ac-count.
This is not true as some time ago, whenTWK implemented this policy, they weretaken to court as there was no bylaw au-thorising this action and TWK lost thecase.
This is the reason that in Bot River, inparticular, there are numerous danger-ous plots and some residents have takenthe law into their own hands and burntthe offending plots (which in itself is adangerous practice and also illegal).
The reason that TWK is powerless isthat although Council has looked at all itsby-laws and where necessary rectified theerrors and omissions, the by-laws are notyet legal as they have not been promulgat-ed in the official Government Gazette.
Mr Cronje should know this. If hedoesn’t, he should be informed, but he hasa history of being evasive and not solvingproblems but just trying to placate com-plainants.
NOEL GREEFF, Bot RiverStiffie Cronjé, woordvoerder van Theewa-terskloof-munisipaliteit, het by navraaggesê klagtes oor oorgroeide erweword inge-volge hul Openbare Oorlaste-verordening
hanteer.

Interesting encounters of the polymathic kindDon’tknowwhy,whethereveryoneorno-oneknows the answer to my recent riddle aboutthe rising and setting of the sun over the sea,but I got nothing, despite the sweetener. Asevery West Coaster knows, Stompneuspuntis the place in South Africa from where youcan (sometimes) see the sun rising over StHelenaBayandsettingintotheAtlantic.Thislatter spot is also where Vasco da Gama setfoot in Southern Africa in 1497, heraldingsunrise for the visitors, sunset for the locals.
Talking of encounters: somewhere to thenorth-west of Grahamstown, there is a littlechurchyard harbouring the grave of an un-fortunate soldier who fell in one of those nu-merous “Xhosa” wars. The inscription on thegravestone reads: “Sacred to the Memory ofEnsign XX of the XXth Border Lancers, whoduring a skirmish at XX River, bravely slewa number of the enemy before being foullymurdered by one of them”.
Iamalsoremindedofmyfirstcloseencoun-ter with the larger-than-life, ubiquitous poly-math Ben Dekker, forester, actor, artist, TVpersonality, lover, naturist, politician, spyand African explorer.
It went like this: As owner of a motor car,Iwasapproachedbyafellowstudent interest-ed in military architecture. He needed a liftto an isolated Settler farm, miles off the beat-en track, where, on the edge of the Great FishRiver Valley, stood an interesting Britishblock-house. This construction was remark-able for having no doors or windows atground level and for the breathtaking viewit offered over thousands of square kilome-tres of pristine Border country from its sec-ond storey, which could only be reached byscaling three metres of bare stone wall.
The trip on a Thursday afternoon involved50 km of tarred road, 15 km of farm road andfinally a hike of 2 km along a rocky track. We
arrived at the farm in late afternoon andwalked the last stretch. Rounding the cornerofwhatweexpectedtobeadesertedfort, whatdid we find? New office to help tackle social illsANNETTE THERON
“Unfortunately Bredasdorphas been in the news for all thewrong reasons lately. Themostvulnerable segments of our so-ciety – our women and chil-dren – have suffered greatly atthe hands of people who haveno regard for human life.”With these words Minister
Albert Fritz, MEC for SocialDevelopment launched the De-partment of Social Develop-ment’s Bredasdorp local officeat the Albert Myburgh hostelon Wednesday 4 March.Fritz believes the launch of
this officewill help to empowerthe community to tackle the so-cial ills they face – in partner-ship with government.“Anene Booysen, a young
woman in the prime of her life, was brutally raped and mur-dered over a year ago. And onthe anniversary of her death, the body of 5-year-old KaydéWilliams was found dumped inthe bushes in Bredasdorp.”He said the question many peo-
ple from this community and therest of the province have asked is“when will the violence stop?”“I believe that the only way we
can put an end to this senselessviolence is if all of uswork togeth-er to protect our women andchildren.”He said that, when speaking
about a whole-of-society ap-proach, the department envisa-
ges all three spheres of govern-ment, religious leaders, business,non-governmental organisationsand communities working inpartnership to tackle violenceand its root causes, including al-cohol and drug abuse.“We envisage that our Bredas-
dorp local office will play an im-portant rolewhen it comes to pro-viding critical services to thecommunity that will help themovercome these problems and im-prove their lives.”
He said the Bredasdorp offi-ces bring the total number oflocal departmental officesacross the province to 38 – allof which fall under the depart-ment’s six regional offices. The office will provide child
care and protection services, probation services, substanceabuse interventions and fami-ly and parenting support servi-ces to the surrounding commu-nity.He thanked the social work-
ers who will be working at theoffice for their commitmentand hard work.“While we will be offering
support to families, it is criti-cal that parents, especially fa-thers, take greater responsibil-ity for thewell-beingandsafetyof their children. No govern-ment can substitute commit-ted, caring parents, who serveas role models for their chil-dren.“This is the foundation stone
of any functional society.“I hope this office space serves
as ahub fornewcollaborative ini-tiatives and interventions aimedat improving the lives of resi-dents in Bredasdorp in the fu-ture.”He said thedepartmenthaspro-
vided this space and services inthe community, “but now it’s upto you, the public, to work withus. I am certain that if we workbetter together, we can create astronger and safer Bredasdorp.”
