Sonn is van mening hulle het voor- keur op die keuringslys geniet omdat hulle ’n beskikbare perseel gehad het en daar dus nie veel ontwrigting was gedurende die twaalf maande boutyd- perk van die nuwe skool nie. Hy sê die bouery het vlot verloop en die oortrek van die ou na die nuwe skool is binne twee dae afgehandel. “Daar is egter onderrigtyd ingeboet wat ons hierdie kwartaal moet inhaal. Die departement het nuwe meubels en toerusting voorsien, met die uitsonde- ring van rekenaars.” Sonn sê die skool is gebou om 700 leerders te akkommodeer met 20 klas- kamers asook spesialis-klaskamers. “Daar is ook voorsiening gemaak vir kapasiteitsprobleme sou die leer- dertal styg met tussen 50 en 100 leer- ders (na 750 of 800 leerders in totaal) in die nabye toekoms. Die planne maak voorsiening vir die aanbou van ekstra klaskamers.” Sonn sê die eerste fase is so te sê klaar en die tweede fase behels die slo- ping van die ou skool en die aanlê van sportgronde oor die volgende drie maande. “Die ou saal gaan gebruik word vir funksies en die laaste blok klaskamers bly behoue en gaan omskep word in ’n volwasse-onderwysopleidingsen- trum. Bertram Loriston, direkteur van Overberg Onderwysdistrik, sê hy is geweldig opgewonde oor die groot aan- wins vir Caledon en net so opgewonde omdat Swartberg Primêr ook in die toekoms ’n nuwe skoolgebou gaan kry. Loriston sê die nuwe gebou vir Swartberg Primêr is reeds in die be- planningstadium. Die direkteur dié infrastruk- stuurprogram word deur die nasiona- le departement van onderwys onder- steun ten einde plankieskole in die land uit te wis. Hy het ter verduideli- king gesê plankieskole is die tydelike strukture waarmee skole gebou is, “en die skole word nou oorgebou as gevolg van gesondheidsrisiko’s wat dit moontlik kan inhou.” Loriston sê al die skole wat as plan- kieskole geklassifiseer word moet bin- ne die volgende vyf jaar vervang word. “In die Wes-Kaap is ons plan binne dié tydraamwerk.” Hy het gesê die Wes- Kaap se infrastruktuurplan word as die beste in die land beskou. Die plan dra ook daartoe by dat die leerruimte van die leerder verbeter word, wat tot beter leeruitkomstes sal lei. Die leerder voel daar word omge- gee oor sy of haar omgewing en wel- stand. Dis ook ’n pluspunt vir die gemeen- skap, want enige skool is ’n skool vir die gemeenskap en hierdie is ’n skool om op trots te wees. Loriston het die hoop uitgespreek dat die gemeenskap meer betrokke sal wees by die skool. Michaela Sauls, ’n gr. 11-leerder sê sy is baie opgewonde oor hul nuwe skool. “Die nuwe elektroniese borde gaan die manier van lesse aanbied ver- beter.” Marcel Appolis, ’n gr. 12-leerder sê sy wil die nasionale onderwysdeparte- ment bedank. “Ek hoop dat al ons leer- ders die pragtige nuwe skool opreg sal waardeer.” Blancé Buys, in gr. 10, sê as huis- houdkunde-leerder is sy baie opge- wonde oor die praktiese klaskamer. “Dit is baie meer gerieflik in vergely- king met die ou een.” Sonn sê groot dank gaan aan Over- berg Agri, Sydney Armoed, Anré Be- grafnisdienste, Wimpie DIY, opvoe- ders, leerders, niedoserende perso- neel, Dawie Abrahams, Howard Brikkels en almal wat gehelp het in hierdie geskiedkundige gebeurtenis. If the Theewaterskloof Municipality’sdraft budget is accepted and approved asit stands, municipal accounts will in-crease by between 8% and 9%.

This increase will comprise of a 9,5% in-crease in property rates, an electricity tariffincrease of 12,2%, refuse removal, which isset to go up by 16%, sewerage by 9% and wa-ter, depending on consumption, by 7%.ExecutivemayorChrisPuntsaid inhispre-

sentation of the budget to council on 26March, thatthemunicipalityisacutelyawareof the impact of the tariff increases on themu-nicipal bill, but can assure residents that itis unavoidable and still insufficient for guar-anteed municipal sustainability.Punt said drafting the budget was not an

easy process. “Given the limited municipalrevenue sources and the great need for a rap-idly growing population, of which 53 % arenot contributing to taxes and tariffs, the needfor continued growth in delivery and the up-gradinganddevelopmentof infrastructureaswell as the costs associatedwith it, thebudgetwas compiled with circumspection, wisdomand sound financial management skills.”Puntsaidhecan,however,report thatsome

encouraging progress has been made in im-proving the financialhealthof theMunicipal-ity. “Three years ago the Municipality wasrated as amongst the least financially sus-tainable municipalities in the country.“The recent independent financial assess-

ment of INCA, however showed that our fi-nancial sustainabilityratinghas improved tothat of average when compared to that ofother municipalities.”He said the Revenue Collection Committee

he established is starting to show positiveresults.“In 2012/13 ourdebt recovery ratewas 84%.

In 2013/14 it increased to 86,7%. Currently itis 89% and we have set ourselves the target

of increasing it to 92% in 2015-’16 and to 95%over the medium term.”Punt said the Municipality is still able to

cope with immediate and critical infrastruc-ture and bulk service capacity challenges.“Our concern is not now but three or four

years from now.”He added the municipality received a sec-

ond clean audit in succession.Some of the aspects Punt highlighted in-

clude that operating revenue is projected togrowwith2,6%fromR454million toR466mil-lion.Of this income the largest chunkwill come

fromservicecharges (38%),operatinggrants,(29%), property rates (16%) and capitalgrants (8%).The operating expenditure for 2015-’16

amounts to R450,6 million, an increase ofR39,9 million (9,7%).Punt furthermore said a capital budget of

R60,9 million is proposed for 2015-’16. “Thecapital budget is primarily funded by grants(R38,5 million), borrowing of R11,5 millionand own funds of R10,8 million.He says some of the major capital projects

that will be undertaken in the 2015-’16 finan-cial year include the upgrade of thewastewa-ter works in Villiersdorp (R12,5 million) andtheupgradeof theCaledonmainoutfall sewer(R3 million).Also the upgrade of bulk water storage ca-

pacity in Riviersonderend (R3,5 million) andnewstormwater infrastructure inPhukominVilliersdorp (R3 million).Further capital projects include the Gra-

Firstly Susannah is quoted assaying that the main stage musicstarted at 14:00 Saturday and ended16:00 Monday, however the vibra-tion started on Friday evening.

Onthiswebpage -http://www.in-tothevortex.co.za/ it was adver-tised as the gates are open for camp-ing and a warm-up party on Fridayfrom 12:00.

She is then quoted as saying thatthey got consent from the majorityof their neighbours. I attended ameeting of some local farmers on 16April and having been shown a mapof farms in the immediate areamarked with who was consultedand who not, it would seem that herstatement is not accurate.

Thirdly she says “we can safelyassume that at least R250 000 was

spent in Caledon over the Easterweekend”. This is a completethumb suck in my opinion.

Further on she is quoted as say-ing that “we live in a multi-denomi-national society where freedom ofworship is a constitutional right”.

Theabhorrencesomanyofus feeltowards this type of event has gotvery little to do with any of the ma-jor religions.

It has to do with disturbance ofthe peace...uit en uit rusverstoring.

In our South African tradition itis the accepted thing over longweekends to “get away from it all”and visit family and friends, espe-cially those in the quiet platteland.Many guests on a farm will have topitch in and help the farmer withchores as their staff also chill outthen. Nights around the fire are im-possible with such a noise.

Memories of days gone byAllow me, dear reader, to share afew more memories with you aboutmy grandfather Du Toit, the onebamboozled by Rhodes and Co, andsome of his offspring, because itsheds light on the vagaries of us Eu-ropeans here in Southern Africa.

Re grandpa: after selling his farmDutoitspan he moved to the West-ern Free State, where he bought asmallholding in a place called Pe-trusburg, by then being dragged in-to the 19th century by the new rail-road to the Rand through it.

It also achieved modest fame bybeing the birthplace of one AndriesBorstlap, aka actor André Hugue-net (later humourously reinventedby Herman Charles Bosman as Jac-ques le Français).

Grandpa had by then married aVoortrekker girl, tough and re-sourceful, mother and grandmoth-er to numerous similar daughtersand granddaughters.

Grandpa made ends meet by dig-ging a well and building a dam onhis plot to grow fruit and vegeta-bles.

These he carted to the KimberleyGoldfields, along with biltong,dried fruit, firewood and – odd tomodern ears – dagga.

This herb was not illegal in thosedays. The locals used it wisely withno damage to themselves or anyone

else.Workers on the gold

mines bought the dagga ata penny a “stop” to helpease the unrelenting, dead-ly task of digging down apit all day long.

The proceeds from thistrade went to my eldest un-cle, who went on to becomea noted linguist, author,translator, poet and lexi-cographer.

After he married my Ou-ma, Oupa once took her tomeet his folks at Alexan-derskloof.

They travelled in a two-horse“kapkar” for their journey thereand back to the Free State, whichlasted two years.

The interesting and telling thingabout this uncle of mine was thatalthough he could speak passableDutch, German, Latin and Greekand could read French and half-a-dozenGermanic/Gothic languages,he did not learn more than a wordor two of Sesotho or Setswana.

By contrast, my father’s fore-bears, who had started moving tothe Eastern Free State from the lateeighteenth century, all spoke Seso-tho before they spoke Afrikaans orEnglish, a fact which had a pro-foundly liberalising effect on their

political views.What does all this have to do with

Akkedisberg?Nothing much, except that most

of the above would not have hap-pened and none of it written down,had Oupa Du Toit stayed on Alexan-derskloof.

So, if my parents had not beenbornwhereandwhentheywereandhad not married and I had conse-quently not been born, how couldI ever have speculated about any ofthis?

As 55-year old I felt welcome and revived at VortexAs 55-year old I felt welcome and revived at VortexI am 55 years old and currently livein Napier.

I attended the Vortex Easter,which I thoroughly enjoyed. It wasgreat fun being with a group of greatdiversity from young to quite a num-ber of party goers who were mucholder that I am.

It was especially heartening to feelvery welcomed by all, and perhapseven more so because of being partof the “older” segment of the gather-ing – it really felt like everybody wasa close friend and shared jokes, sto-ries and many hugs with people whoI’d never met before, but definitelyhope to meet again at next year’s par-ty.

One of my mottos is that life maynot be the party you expected, butwhile we’re here we might as welldance – and for this reason I reallylook forward to being able to dancewith energetic abandon and forgetabout all my worries and frustra-tions and just let go, while having a

great work out.I also felt that all my belongings

were quite safe wherever I left themwhen dancing, which is somethingI don’t normally feel in most publicvenues.

It was great to have this event out-doors as it enables many more peopleto attend and has the added advan-tage of not being cramped on a dancefloor in a possibly smoky environ-ment.

I know there may be some peoplewho view these events negatively,and I’m not quite sure why – if itsthe type of music that bothers themthen maybe its because they preferclassical music – but this genre is themusic of the youth.

If they think there is anything sin-ister about it then they obviouslyhave never been to one or cannotfathom how so many people can beso happy, maybe they resent peoplebeing happy for no apparent reason.

If they think that there are lots of

drugs involved – well I saw no evi-dence of that and was never ap-proached by anyone trying to sell oroffer me any illicit items.

There was also no nudity as waspart of the Flower Power era that theolder generation might have experi-enced or think that this is in any waysimilar.

I do hope this helps you get a clear-er picture of the great fun that washad by all who attended and I for onefelt re-energised and it restored mybelief that our human nature is notin as bad a shape as one may experi-ence in the “world out there” andthat if civil society were to collapseI hope to be able to live in a communi-ty made up of the people that attend-ed the Vortex Easter party.

Long may it continue. And thanksvery much for an excellent party toall who made it possible
