Climate Analytics Event – New York, April 21st 2016MEETING THE OBJECTIVES OF THE PARIS AGREEMENT - LATEST UPDATE ON THE SCIENCE AND URGENCY OF THE ENTRY INTO FORCE
21/04/2016
Presentation titleCLIMATEANALYTICS
• Implementation is real test of the success of the Paris Agreement
• Ambition must be raised in order to achieve the purpose defined in the Article 2 of the Agreement
(a) Holding the increase in the global average temperature to well below 2 °C above pre-‐industrial levels and pursuing efforts to limit the temperature increase to 1.5 °C above pre-‐industrial levels, recognizing that this would significantly reduce the risks and impacts of climate change;
(b) Increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development, in a manner that does not threaten food production;
(c) Making finance flows consistent with a pathway towards low greenhouse gas emissions and climate-‐resilient development.
• Article 4: 2 of the Paris Agreement “Each Party shall prepare, communicate and maintain successive nationally determined contributions that it intends to achieve.”
• The early entry into force of the Agreement would also serve as a strong incentive for all Parties to the Convention to ratify the Agreement as soon as possible to ensure universal participation in its implementation, Information Note, prepared by the UNFCCC Legal Affairs programme, paragraph 11
Does implementation matter ?

Linking international obligations from the Paris Agreement to domestic processes
Obligations from Paris Agreements Related domestic processes relevant for implementations
Article 3 : NDC Parties to communicate NDCs
Article 4 : Mitigation NDC mitigation component and low emission development strategies, plans, programmes and project
Article 5 : Forest REDD+ activities in countries
Article 6 : Mechanisms Further clarity needed following development of mechanisms as well as their rules and modalities
Article 7: Adaptation NAPAs, NAPs, National communication ( report on Vulnerability Assessment and Adaptation) and NDC adaptation component where relevant
Article 8 : Loss and damage Further clarity needed -‐ Parties to further defined how and what kind of actions are or will be relevant in the context of implementation
Article 9 : Finance Financial and investment resource mobilization strategy
Article 10 : Technology Technology NeedAssessments, Technology action plans and projects in the area of technology development and transfer
Article 11: Capacity building Capacity needs assessments
Article 12 : Education and trainingArticle 20 : Signature and ratification
Knowledge dissemination, information sharing, national consultative processes, continued participation in the international processes and establishment of linkages between international and domestic implementation -‐ relevance for raising ambition discussion for example
Article 13 : Transparency Article 14 : Global stock takeArticle 15 : Facilitation of implementation and compliance
Enabling activities: national communication, biennial update report, international consultation analysis, design of national inventory and domestic MRV system

Key pillars of effective implementation framework
IMPLEMENTATION(application of
policy instruments and toolkits
enabled by MOI)
Comprehensive framework: Legal,
regulatory, institutional, and
operational
Long term strategy and policy framework for low emission and
climate resilient development
Political leadership and effective governance
ACTIONS PLANSNational, sectorial, strategic (e.g.
technology, capacity mobilization)
Resources mobilization strategy
finance delivery framework, and capacity building

Political leadership and good governance
Political leadership • Critical to :• set in motion and give impetus to implementation•prioritize CC high in the political agenda •maintain momentum•put in place effective governance and structure
Good governance• Critical to :
• ensure accountability• strengthen enabling environments• attract financing and investments
Presentation titleCLIMATEANALYTICS
Long term strategy and policy framework
•Provide a vision and direction for the travel
•Design strategic, policy and legal frameworks serving as the foundation for both mitigation and adaptation actions
•Ensure climate change is integrated in national development strategies
•Ensure development is climate compatible following a low emission trajectory and is climate resilient
Presentation titleCLIMATEANALYTICS
National and sectoral action plans
Low emission development/ mitigation
Planning for actions
Prioritize areas for the interventions
Identify and assess needs and costs
Define and synchronize timelines
Identify key actors and responsibilities
Build synergies between areas
Avoid duplication of efforts and inconsistency

Governance framework
Type Role
Legal • Support and enforce domestic climate action by law • Put in place effective policies and legislation to support climate actions
Normative • Adopt norms and rules to provide incentives and remove barriers (e.g. fiscal reforms)
Institutional • Provide overall strategic orientation consistent with national development priorities
• Coordinate and oversee climate change related issues by capable institution(s)
• Maximize synergy through inter/multi-‐sectorial consultative framework • Ensure participation through multi-‐stakeholders consultative framework
including private sector and local governments
• Track progress through national systems and schedules for inventory, MRV and vulnerability assessments based on national circumstances and on processes in place
Operational • Take action and implement through specialized agencies and national programmes
• Mobilize resources and support through national funding institutions / mechanisms
Presentation titleCLIMATEANALYTICS
Resources and capacity mobilization
• International and domestic •Public and private • Innovative instruments •Project development facility •Mobilization of both national and international expertise, including to: • ensure a transformational potential or to demonstrate climate attributions and relevance of the proposed intervention, or
• consideration of options for regional cooperation and implementation (emission potential, cost effectiveness/economy of scale etc…)
• assess and priorities technical and most cost effective options
