Corporation of the Township of Central Frontenac COUNCIL MEETING January 14, 2014 Council met in regular session on Tuesday January 14, 2013 at 4:00 pm, at the Soldiers Memorial Hall, Sharbot Lake Ontario. Present: Mayor Janet Gutowski, Deputy Mayor Tom Dewey, Councillors Wayne Millar, Heather Fox, Frances Smith, Jeff Matson, Normand Guntensperger, and John Purdon. That Frances Smith be appointed Deputy Mayor for 2014 for the Township ofCentral Frontenac.

PUBLIC WORKSMike Richardson, Public Works Manager, advised council that with the freezing rainover the holidays that one of our trucks slide off the road and ?ipped over. He furthermentioned that the insurancecompany is sending out an adjuster to look at the truck andin the meantime we will be renting a truck.

Councillor Wayne Millar asked about a recently purchased truck that has not beenreceived. Mike Richardson explained that the truck was delayed due to a number ofcircumstances beyond our control, but is expecting it to arrive in the next few weeks.

That the Council for the Township of Central Frontenac allow businesses to start

selling Township garbage bags, to make it easier for residents to purchase bags soa special trip to the Waste Sites or Township office is not required.

Kyle Labbett Waste Management Coordinator gave further details regarding HouseholdHazardous Waste.

Resolution#10-2014

That the Council for the Township of Central Frontenac authorize staff to enterinto an agreement with Drain-All Ltd. to hold our annual Household HazardousWaste Day on Saturday July 19th, 2014 in Sharbot Lake.

A discussion took place regarding the eliminationof the Amnesty Load Program.Kyle Labbett Waste Management Coordinator outlined a number of reasons the programshould be cancelled. A number of councillors expressed their views on whether to keepthe program or cancel it.

Mayor Janet Gutowski asked Deputy Mayor Frances Smith to take the chair so that shecould express her opinion on the program. Mayor Gutowski stepped down and DeputyMayor Smith assumed the chair.

At the end of the discussion Mayor Janet Gutowski asked for a recorded vote. MayorJanet Gutowski then resumed the position ofchair.

BUILDING

Jeremy Neven Chief Building Official spoke on the letter received from the County ofLambton who are opposing the requali?cation of Municipal Building Officials under theOntario Regulation 332/12.

Jeremy explained what was needed to get the quali?cations for the 2012 code revisionsand if this regulation is passed it will mean that all Building Of?cials will be required torequalify by taking similar series of quali?cation exams again which will be more costlyfor municipalities.

Larry Donaldson CAO/Clerk, explained that the contractor is not renewing the groundsmaintenance in the last year of the contract and therefore this will allow some time for thecontract to be re-evaluated. Further discussions took place in regards to the groundsmaintenance and the service level for the Sharbot Lake Beach area as it is highly usedand that staff are to bring back further information to council at a later date.

Whereas Alzheimer’s disease and other dementias are progressive, degenerative diseasesof the brain that cause thinking and memory to become seriously impaired;

Whereas Alzheimer’s disease and other dementias most often occur in people over theage of 65 but can strike adults at any age; and

Whereas Alzheimer’sdisease and other dementiasaffect more than 500.000 Canadianscurrently and that this figure is projected to reach 1.1 million within a generation; and

Whereas Alzheimer’s diseaseand other dementias also takes their toll on hundreds ofthousandsof families and care partners; and

Whereasan estimated?mher three million Canadians face the burden and challenges ofproviding care for those suffering with Alzheimer’s disease and other dementias; and

Whereas there is no known cause or cure for this devastating illness; and

Whereas the cost related to the health care system is in the billions and only going to

increase, at a time when our health care system is already facing enormous ?nancialchallenges; and

Whereas Canada, unlike many countries, does not have a national dementia strategy; and

Whereas there is an urgent need to plan and raise awareness and understanding aboutAlzheimer’s disease and other dementias for the sake of improving the quality of life ofthe people it touches; and

Whereas MP Claude Gravelle Nickel Belt has introduced Bill C-356, An Act respecting aNational Strategy for Dementia, as he works for broad, all party and nonpartisan supportfor an issue that touches us all. His legislation calls for a national plan that includes thedevelopmentof strategies in primary health care, in health promotion and prevention ofillness, in community development, in building community capacity and care partnerengagement, investments in research and other (advisory board, objectives, investment inresearch.and caregivers and more)

Now therefore, the Township of Central Frontenac calls on all levels of govemment andthe Federationof Municipalitiesto adopt a nationaldementia strategy, and urges allcitizens of our communities to become more aware and engaged concerning the far-reaching effects of this devastating disease.

That Central Frontenac Council take ownership of the issue regarding theshortage of affordable housing, seniors housing and long term care in ourcommunity.

That Central Frontenac meet with: local not for pro?ts, neighbouringmunicipalities,the County of Frontenac, the City of Kingston, other levels ofgovemment and their agencies, our M.P., Mr. Scott Reid, our M,P.P. Mr. RandyHillier.and potential private partners for the purpose of ?nding solutions to theshortage of affordable housing, seniors housing, and long term care in ourcommunity.

That Central Frontenac take steps to identify sites with potential for development.And that Central Frontenac compile a package of community demographics andassets with the intention of developing and RFP to attract a developer.

And further; that Central Frontenac consider offering incentives to attract aprivate developer.
