    I THE FLORIAN LEAGUE IThe Florian League is a small in te r s te l la r confederation located on theSpinward edge of th e TrOjan Reach andthe t r a i l i ng edge o f the Beyond Sector . Made up of some 41 worlds, it isdominated by the Flor iani , a humanminor race native to F lo ria (YS9dras i1 , 02 0 3 ) . The y make up some 4 0 ofth e L ea gue's population, the remaining 60% cons i s t ing of 20% AsIan, 5 Vargr, and 35% various human races.THE FLORIANIThe Flo r iani are one of the s t rangesthuman minor races, in t ha t the y aredi v ided in to tw o d i s t i n c t groups: th eBarnai, 105m t a l l , t h in , weak, andthe leaders of the societ y; and theFeskals , 2m t a l l , large, muscular,and s tup id , making up the soc ie t y 'sworkforce. The average ra t io of Barnai to Feskals is 1:3, with men andwomen being equall y dist r ibuted .All Floriani have pinkish-tan skinand red or blue eyes, but onl y theBarnai have hair , which is usuall ybrown or black. The anatomy of theFloriani is s l ight l y different fromthat of Solomani and Vilani , in thatthey have no l i t t l e toes , no t a i l bone, and no appendix. They have veryl i t t l e bod y fa t , and are only comfortable in temperatures of around 25aC.Onl y Feskals exhibi t psionics.Floriani have no concept of ar t .But although they almost never createanything new, they are amazingly goodat data col lect ion and organization,and can ref ine items to astonishinge xtents. Staggered lo t ter ies existfor each level of gove rnment - - municipal , prOVincial, world, and League- - and the winners must s i t on government councils for a four- yearterm. Ten municipal d i s t r i c t s form aprovince, and there are ten provincesto a world. After serving one term,a ll of f ic ia l s must re t i re from gove rnment and may never be entered in aLotter y again. This form of democrac yprevents dictatorship and lus t forpower, and g i ves a safe, though cons tant l y changing, government. -ceunc i l s h ip (a s i t is cal ledl is notopen to Feskals .The government is supported by astandard beaurocracy, which also administers the Floriani legal s ystem.This legal s ystem is simi lar to Imper ia l law , with a jUdge (f r om thebeauroc racy) and a ju ry of f i ve.     The Flor ian i are not actualy a human minor race . Unbeknownst to anone, they are a race of androids dveloped b y the Ancients as an a l t enative to - rea l - humans. They wedesigned to be the per fec t se rvan- - hence t h e i r lack of emotion ac rea t i v i t y, and t he i r complete happness and loya l ty . All Flor ian i t ecnology i s copied from the Anciec i ty on Flor ia ; anything presentt he i r cu l tu re which did not or ig inathere was imported by other Leagmembers.During the Final W a ~ , the Droyabandoned Flor ia and des tro yed tupper leve l s of t h e i r c i t y.
