1. DAILY PROCEEDINGS OF THE ASSEMBLY The Thirtieth Assembly of the Western Australia District of the Church of the Nazarene convened at the Dianella Church of the Nazarene, Western Australia on Saturday 30

November 2013

The District Assembly was hosted by the Dianella Church of the Nazarene under the leadership of Rev. Tim Burton. The day commenced with singing of a Hymn. The W.A. District Superintendent, Dr. Bruce Allder, opened in prayer and invited Dr John Moore, Field Strategy Coordinator, to bring the devotion. The devotion was taken from Numbers 4:47-49 “All the men from thirty to fifty years of age who came to do work of serving and carrying the Tent of Meeting numbered 8,580. At the Lord’s commend through Moses, each was assigned his work and told what to carry.” Dr. Moore then became the chairman of the meeting and called the 30

District Assembly to order. The District Secretary, Rev. David Warren was asked to name his assistants and specify the business arrangements. The arrangements were as follows: Recording Secretary: Jenny Warren Board of tellers: Tony Jones and Charlton Kerr Page: Vasilis Kerr The Bar of the Assembly was set as delegates seated in the Church Sanctuary. Time of the Assembly was set from 9am till 5pm or until adjourned. Dr. Moore greeted new delegates. Some points raised in the discussion on proposed unification of the WA District with the ANPD

It was recognised: we are all Nazarenes, divided we will struggle and in unification we can be more effective together than apart.

We are one church, one identity and we would be supporting each other. It was also recognised that a merger may not solve all our problems but may solve some.

Bruce confirmed the assets of each District would remain with the same and each party merging would still be the “owners” of their assets.

Bruce encouraged us to look at the merger as a trial basis with a review at the end of two years.

Each district having a DS is the old model and the merger would see missional networks in place (something like the former zones that were in place)

A leadership team would be appointed.

In the merger there would be a greater involvement of using the gifts of people on each district with the Pastor not having to have everything go through them.

The WA District is already using the various technologies to link up with the NTC, DS and FSC and so we are already practicing what the merger is suggesting.

Technology also allows us to overcome isolation with the touch of a button.

The merger that took place in Korea gave greater strength in reaching out to people. As we are a missional church the merger in Korea opened up the possibilities of sharing resource people to reach out to people for God.

Whilst there would be equal representation in the merger what the actual model will look like is yet to be designed.

Lay people need to be aware of how the merger is progressing and need to be provided with information and updates on the progress taking place.

V. REPORTS.

1. District Officers

A-1. District Superintendents Report Greetings to you in the powerful and majestic name of Jesus Christ. It is hard to believe that this is my eighth report as DS, considering I took this position as “Acting DS” while I was FSC for the Australia and New Zealand Field, and was graciously farewelled back in about 2010 as “Acting DS”. Our District Advisory Board has been more than “advisory”. They have taken on tasks to fulfil the roles given traditionally to a DS. We have spoken with one voice, had robust discussions that have brought different perspectives, and brought to the task a love for Christ and His church that has inspired, encouraged and challenged. Here in Western Australia we have been at the forefront of changes that need to be made for the long term sustainability and mission of the Church of the Nazarene. Thankfully as a Phase One District we have had the liberty to be creative without the burden of an inflexible bureaucracy, or a long tradition that has hindered change. It is evident right across this nation that if the Church of the Nazarene is to be effective at reaching unchurched people with the Gospel, we need to be doing things differently. This is not a criticism of the past. It is a recognition that our context has changed enormously so that what we have done in the past no longer connects as it should. Through circumstances and the will of the District Assembly some years ago, it was agreed that this District would move to a DS that did not live in the State. The difference to past experiences was that, as I took that position, I did not have another DS role to fulfil. Hence there was no perceived conflict of interest with another District. Secondly, this is not a paid position so there was no perceived “leaching” of resources out of WA. Right from the start I have attempted to keep the decision making here in WA, and at the closest level to the local church as possible. While the tendency in the past had been to make the District the coordinator of all ministries, the key question I wanted answered on each issue was, “Is this a local church issue or a District matter?” By default, since the District is so small numerically, it had begun to micromanage the local church to the point that ministry initiative was held at the District level. While there is always the need for the local church to be asked robust questions about its ministry and governance, we do need to ensure that the District encourages and facilitates resource sharing, and not become the controller of ministries. My being absent from the operational level of the District allowed for a devolving back to the local church. This decentralising of authority and the empowering of pastors and key leaders to make decisions did not necessarily solve all our problems –in fact it created some. However, I want to say that it did begin to create “good” problems, not “bad problems”. I define “bad problems as issues of survival, and issues of power struggles to control personal agendas. The good problems are those that are created by creative approaches to ministry, new people having to learn the ethos of the Nazarene church, and a need to develop a unified vision out of a multiple array of visions etc. Discussions have been going on for the past three years concerning the possible merger of the three Australian Districts. While it is not off the agenda on the Australia Southern District, it appears that more time is needed for them to think through the possibilities. It is only in recent times that key members of the District there have acknowledged that this is an idea worth looking at seriously. However, you will recall that we as a District approached the ANPD to consider a merger. Please understand, this is never intended to be a takeover, or simply sharing of a DS – the ANPD is simply not capable of such a move. The pooled personnel resources (not physical resources) and an intentional

engagement with brothers and sisters passionate about the Wesleyan holiness mission, can create a whole new level of connection and effectiveness. In some ways we have been operating in a similar way to which a merged District is envisaged to work. Critical to this is a reformulating of our understanding and expectations of what a DS needs to do. Unfortunately in Australia, we have tended to move a DS into an administrative role, rather than a missional role. Administration is very important and many of our problems have been created by poor administration and management. We have also often thought of the DS as the “pastor of the pastors”- a role that is not designated in the Manual. Such a perspective narrows our vision to an internal one. I do care about each of our pastors, but it is important that we care for each other, not expect one person to take on that role. The DS role is to be an apostolic role. We have tended to “wait on tables” and neglect the essential task of spiritual leadership (Acts 6). The focus became about us, instead of God’s mission. We have tended to be content to maintain the status quo instead of look for areas where God’s Spirit is moving. Once we have correctly discerned the move of the Spirit, we need to release the task of managing the mission to those with administrative abilities. We dare not disregard the important regulatory environment in which we live. We need the appropriately gifted people involved in these areas. I am thankful for the skills of David Warren and Graeme Castlehow, just to name two, who have assisted us in keeping our approaches legal and robust. It really is a partnership between the apostle and the manager, the teacher and the server, a clear vision and the strategic plan. The ANPD at their recent District Assembly have voted to merge with the WA District should that also be the desire of this District Assembly. Their resolution will come to this Assembly for discussion. Should this be agreeable, 2014 will be a year of transition as both DAB’s begin to work with what a merged District would look like. You will notice that not all the answers have been determined about what the structure would look like, who would be involved etc. because this really is a case of the two Districts determining together the best way forward. Pastor Gabin has done a great job in chairing the DAB this past year. He has done so with clarity, openness and efficiency. I appreciate each member of the DAB who have given of themselves to this important task of reviewing, administering, but empowering the local church to be the local church. Thank you to David Warren, Jongil Kim, Gabin Nzoyihera, Graeme Castlehow, Robert Buggins and Jenny Warren. There are a couple of immediate changes that feed into the discussion for change. Regardless of the merger discussion and outcome, this is an important time of change with the retirement of David Warren from the role of DAB member and District Secretary. He has served the church in many different capacities over the years and his experience and attention to detail has been something we have benefitted from these past few years. He is a man of faith and courage. But it is time to allow David to ease back and enjoy his family and friends at a level where he does not need to take responsibility for so much. He steps back with our blessing and heartfelt thanks for a job well done. Thank you!! Additionally, we will lose the services of Brother Jongil Kim on the DAB and as pastor of the Pearsall Church. We will not lose him to the mission of the District, however. For a number of years now we have been operating outside of Regional policy guidelines regarding the use of Regional Missionaries in the Church of the Nazarene. With a new Regional Director it is time to bring our operations into line with Regional policy. The good news is that Jongil Kim will now be free to pursue the Aboriginal ministry exclusively, continuing to receive some support from the Region. Jongil will also be able to tap into resources through the official Regional missionary channels such as the Korean church. This move will not alter what Brother Yousin does in Aboriginal ministry through his own ministry, nor will it affect the People’s Church at Pearsall on a Sunday afternoon. However, it will mean that Jongil will be replaced as pastor of the Sunday morning Pearsall congregation. I have appointed Rev Elisabet Easson to that task and

she has accepted it. Elisabet has a passion for serving people in the area around the Pearsall Church property and it is time now for us to build the local area church there. With some adjustment to the membership of People’s Church and the Pearsall Church we anticipate seeing two viable congregations established very soon. Pray with us that we will see the Church of the Nazarene making a difference in the lives of the people surrounding the church at Pearsall. We are there to serve the community, not just be a meeting point for people to drive into. 2014 will also be a year of mentoring as we seek to develop new leaders into the church. The Church of the Nazarene is not a generic evangelical church. It has a specific identity and ethos which I believe is ideally suited to the needs of the unchurched. We do ourselves a disservice if we fail to disciple and mentor people, not just to Christ, but also to the life and mission of the Church of the Nazarene. It is of paramount importance that we do not short cut the educational and mentoring process of preparation for ministry as we seek to cultivate a new generation of leaders into the theology and ethos of the Church of the Nazarene. We will seek to find a time this year to launch the Leadership Development Initiative that John Moore has been rolling out across the Field. This is an intentional mentoring initiative targeting young people. I am also hopeful that we can locate a mature Nazarene pastor from overseas who will donate time to mentor our pastors on the District. It is important that everyone be a discipled discipler. These are tangible steps to that end. Be encouraged! God is doing new things in our midst. In the midst of the challenges, God is still on the Throne and He continues to build His church. Shalom and Thank you for being here. It is my privilege to bring you my second report for this thirtieth Annual Assembly of Western Australia District of Church of the Nazarene as your District Advisory Board Chairman. In Philippians 1:3, The Apostle Paul says so well what I feel today; “I thank my God every time I remember you. I always pray with joy because of your partnership in the gospel from the first day until now, being confident of this, that he who began a good work in you will carry it on to completion until the day of Christ Jesus.” What a joy, blessing and privilege to serve our Lord and Saviour Jesus Christ with all of you. As your DAB Chairman, I chaired DAB meetings, coordinated Pastors monthly breakfasts, represented Church of the Nazarene in WA Heads of Churches meetings and attended various other meetings. I am thankful for the wonderful opportunity to serve as your District Advisory Board Chairman. It has been a great year to see all that God is doing across our district. I am happy to report that each district event that was held this year in our local churches was an amazing success and members of all ages grew in their walk with Christ. I appreciate our District Superintendent, Rev Dr Bruce Allder, your strong leadership and encouragement have been so meaningful and model of the support of Pastors and the local churches. My appreciation for our District Secretary and District Treasurer Rev David Warren it is difficult to put into words. Rev David has done a wonderful job across our District, his administrative and accounting skills are so much appreciated, and his patience and devotedness are incomparable .Your sacrificial investment into our District is well acknowledged. Many thanks go to our District NMI President Mr Graeme Castlehow, you have a heart for missions and a desire to see great things accomplished for the Lord. Your creative ideas in leading people to support missions with prayer and giving, is so encouraging. Thank you Rev Yousin for leading our District Sunday School Discipleship Ministries International this last year. Rev Tim Burton, you have been an exceptional and wonderful District NYI President. Your coordination in this year was so excellent, you organised successfully many youth events.

I was delighted to work with talented DAB members, thank you for your dedication. With the help of God I served with a humble heart the WA District as DAB Chairman .I coordinated the activities and roster of Pastors monthly breakfast. Each first Saturday of each month, was another opportunity for Pastors to fellowship, sharing and praying for one another .Each Pastor was rostered to prepare a breakfast and devotion, many thanks go to all Pastors for responding positively to this program. I represented Church of the Nazarene in the WA Heads of Churches meetings. The recent one I attended was with WA Heads of Churches with the Premier of WA ,It was a good time to express our concerns such as prostitution and government housing etc… which our communities are facing .I chaired DAB meetings ,I attended different meetings and participated in many decision making discussions at District level .I attended different seminars . of August this year, WA District was blessed to hold National Board meeting with various Church leaders across Australia visiting our District. It was on that day where some members of WA District met for the first time with members of Australian Northern Pacific District to discus possibility of a merger of both Districts. Region Director Rev Mark Low, Field Strategic Coordinator Rev Dr John Moore, District Superintendent Rev Dr Bruce were present and their constructive inputs made the meeting successful. We were blessed by the Message our Region Director Rev Mark Low preached on Sunday following the conclusion of the National Board. We were excited to have both Danielle Castlehow and Abi Burton who were selected for the Kimberley Mission trip in June 2013, thank you for all of you for your prayers and support. It was good news to see Kaili Kim attend General Assembly in USA as a page. It was indeed a blessing for WA District to see one of our Youth attending so important event in our Church. Many things happened in our local churches

Rev Tim Burton continues to lead with wisdom Dianella Church of the Nazarene. Pastor Peter continues to be associate Pastor of Dianella Church of the Nazarene as well as focusing on Mission Station ministry. This ministry continues to reach out to Asian youth who wish to learn English in Perth Maddington Church of the Nazarene continues to be Church of the Nazarene identity in the southern area of Perth under the leadership of Pastor Gabin Pearsall Church of the Nazarene and Peoples Church are blessed to have 3 pastors, Rev Jongil, Rev David and Rev Elisabet who worked together as a strong team to advance the Kingdom of God and to preach the message of Holiness. City Church under the leadership of Pastor Hoonmoo, is introducing Jesus Christ in the city of Perth Rev Yousin is expending the aboriginal ministries in Cullacabardee, Narrogin, Wagin and Coginup). Rev Jongil is still devoted to Aboriginal ministries across Kimberly region.

Nazarene Theological College is continuing to facilitate and organise Pastors Continuing Education program through seminars .We are blessed to have our Video Conference facilities in our District centre, It is an incredible tool for equipping our Pastors through distance speakers or lecturers .All our Pastors participated in seminars. One of the seminars we attended was Dr Noble’s seminar which was so beneficial to our ministries. We have a wonderful and blessed year. Let us give thank to God to all achievement and fulfilment. Our discipleship attendance have increased by 27% .Even though our membership has decreased slightly by 0.6% I can tell you a good news that Our baptisms have jumped from 16 to 25 which represent the increase of 56%, , worship attendance has increased by 2%, our discipleship membership has increased by15%, our discipleship attendance has increased by 27% The amount raised by churches for this year has increased from $225,737.00 to $268,094.00 that means 19% increase. What about our Future?

When we talk about the future of the WA District, I have been asking these questions: What are the things that we need to change? Focus on? Dream about? How do we best address the future? How can be move further into God’s mission with more passion and intentionality? With the possibility of a merger of our WA District and ANP District ,we are looking for more potential ,opportunities and expansion of our new district ,otherwise ,our main goal is to win more souls to Jesus Christ by increasing Church membership of 25% by next year, plant 5 news Churches and train 10 more news Pastors . I want to thank all of our Pastors, leaders, teachers, and all other volunteers who have been used by God for making a difference in the lives of individuals and families in our district. B. N.M.I. President I thank God for the privilege of serving Him in the role of NMI President for the WA District for the 2012/13 church year. As we all know, the Nazarene Church has a strong missional heritage, and it’s pleasing to see the heart for missions perpetuated across the District and from one generation to the next. From an NMI perspective, this year has been one of blessing in a number of ways. The highlights for this year include the following:

1. The Nazarene Theological College (NTC) Gap Year Mission Trip, which saw two of our young people, Danielle Castlehow and Abbi Burton, join with others on a mission outreach to Aboriginal peoples across the Kimberley. The experience has fanned the missional flame within each of the participants, and it has affirmed God’s calling for a number of them. It has also been a blessing to people in the Kimberley, particularly young Aboriginal children. Australia still has a way to go to overcome the disadvantage and challenges faced by many of our indigenous brothers and sisters, and trips like this are a way of positively impacting that;

2. The prayers and financial support given by churches on the WA District to help Danielle and Abbi participate in the Gap Year Mission Trip. This has been an encouragement to both of them and their families; it is also a healthy sign of the District’s interest in developing our youth and the leadership of tomorrow;

3. The presentations and testimonies given by Danielle and Abbi to Dianella Church and Pearsall / Peoples Church upon their return from the Kimberley mission trip. These presentations were both informative and encouraging, with many of our young people hearing about the difference they can make. My hope and prayer is that others will follow and get involved in subsequent outreaches;

4. Visits by Hellenic Ministries’ missionaries Nic Bougos and Karin Schultz, both of whom shared about the spiritual needs within Greece and the outreach that is occurring there. Greece continues to be a country which is dear to the hearts of a number of families on the District. It also presents an opportunity to get involved in projects like Operation Joshua which, God willing, will see Bibles hand-delivered to all homes across Greece;

5. At a more local level, we saw the introduction of Faith Promise at Dianella Church as a means of encouraging regular giving towards the World Evangelism Fund. The financial blessing that has flowed from that has been an encouragement for many. Faith Promise is something that other Churches in the District may want to consider as a means of encouraging regular giving towards the World Evangelism Fund.

Over this past year we have seen a financial outpouring as people on the District have strived to do their bit to help the District achieve its World Evangelism Fund target of $11,831. This year we have continued the tradition of sharing missions DVDs and magazines as a means of educating our people about missions and opportunities to serve. Relevant e-newsletters from the Church of the Nazarene have also been shared via the Pastors and NMI representatives. C. N.Y.I. President

Dr Moore, Dr Allder, Delegate and Friends, This is my first report as WA District N.Y.I. President. The mere fact that I am bringing this report tells us something about our District Church: We need to develop young leaders who can take on roles like this one. It has been a labour of love to serve my Church in this capacity for 2013. First Things In being granted this opportunity last Assembly, I contacted the relevant youth workers and leaders of our local ministry points. Our first meeting was one of sharing my idea that the primary work of youth ministry was through the local church, and the District role was one of support and resourcing. This resourcing lead to a subsequent meeting with Kenny Wade of NTC where ideas for youth leadership were shared. Kenny conversed

via our Video-link with a small group of youth workers in WA representing Maddington, Cullacabardee and Dianella. This was practical teaching as questions were asked and answered. We are grateful for the insights Kenny provided. Brother Yun, in the book of his life entitled, “The Heavenly Man”, talks about the priority of ministry being the training of leaders. While our efforts this year were modest, I believe we have acknowledged that need and hope to do more in this area for development. More of that later. Focus Points Our initial plan for a District youth event over the Australia Day weekend got washed away by the very first rainfall in 2013. Apart from that one other event was organised: A dinner in August that heard reports from three young women who had opportunity this year to travel in mission. Danielle Castlehow and Abi Burton travelled to the Kimberley region with the NTC-sponsored GAP year mission team, and Kaili Kim went

all the way to the USA for General Assembly ministry. While it may have been exciting for us as a District to see them go, have them return and tell their stories, it was so much more for these young women to be in ministry, doing and going. District monies were offered to assist with the travel plans of all concerned, and they travelled with our prayerful support. Foundations It was at the General Assembly that the new Quadrennial theme of “BE, DO, GO” was

unveiled. We will speak more on that tonight at our scheduled District Assembly Youth rally. Suffice it to say hear that those three small words are powerful. All are verbs, demanding a response to the grace of God at work in our lives, and in the world around us. The District can support the action of these words by providing pathways for mission for any/ all called to serve. My personal goal would be for us to double the number involved in a mission-trip or practical ministry in 2014. Steps have been taken elsewhere on our Field to develop a systematic mentoring program to encourage and support. We can do the same here with the people-resources God has already provided. Can you play a part? There is energy and enthusiasm in the lives of so many of our young people. Let us be guided by God’s Spirit as to how to offer opportunity to direct and release it for His glory in the years ahead. Respectfully Submitted Tim Burton

D. Sunday School Discipleship Ministries Chairperson

Dr John Moore, Dr Bruce Allder, Delegates to the Assembly, brothers and sisters in Christ Every time I reflect on the past year, I am reminded of things I could have done better. But even in the midst of these regrets, I am reminded of God’s amazing grace and love. Although there were no district events this year, I am planning a Sunday school teacher seminar, holiday bible club and family camp next year. I personally thank God for the commencement of Sunday schools in Kojonup this year. We are continuously serving in children’s ministry in Narrogin and Wagin. Many children in Narrogin are being fed with the Word and are praising the Lord through songs and dances. As we do not yet have our own place for worship in Wagin, around 10 to 15 children regularly gather in a local park, where they learn about God. The children in Wagin are especially dear to my heart, as God gives me strength and comfort through them. I thank God for parents and children in Wagin as they are worshipping the Lord in spirit and in truth, and share their joy through the worship. Children’s ministry is a valuable ministry. And I believe that it is our future. We have many ministries planned out for the future, but I believe that children’s ministry should become a central ministry. With such important ministry, I believe that we should spend more time and effort. I will do my best to make teacher education and seminars happen next year. I am also praying that many will commit to children’s ministry. I believe that as we dedicate ourselves in obedience, the children will increasingly be nurtured with the Word and come to seek first the kingdom of God and His righteousness. The District Advisory Board met formally on four occasions this past year, and an accurate record of the minutes of those meetings has been kept. Throughout the 2012/13 year the District Advisory Board has continued to monitor with interest the achievements and progress of each of the churches on the District. The District exists through the activities of local churches, and the District Advisory Board has been keen to support that. The District Advisory Board has focussed on the following over the past church year:

The development of a District Mission Statement, a discussion that is on-going;

A District Health Assessment, which has included documenting the history of the

Nazarene Church in Western Australia;

A leadership development initiative, which will focus on our young people to help

them develop as leaders;

The potential amalgamation of WA District and Australian Northern Pacific District, a

subject that will be discussed at District Assembly;

Pastoral development, which has included access to NTC classes thanks to the

video conferencing facilities we have; and

The potential further development of the Pearsall property, recognising that the

future direction must come from the local church, with the District Advisory Board

playing an advisory and supporting role; and

A range of governance issues which will strengthen the approach we take over the

years ahead.

Please continue to pray for those who serve on the District Advisory Board as they

seek God’s direction and guidance in all that they do.

Finance 2013/14 We, your Committee on Finance, make the following recommendations: Preamble 1. That the new fiscal year runs from 1

st October 2013 to 30 September 2014.

2. That each local Church Board prepare a complete operating budget within the first month following the District Assembly to cover the local churches fiscal year and a copy of this budget be sent to the D.A.B.

3. That all churches pay District Budgets in ten equal monthly payments beginning December 2013, and that these are forwarded to the District Treasurer, along with the remittance slip.

4. That the report of the Committee on Finance be presented at the first board meeting of each local church after District Assembly, and that each church formulate a plan to pay all budgets in full.

5. That the board of each local church arrange for a Counting Committee, in line with Manual provision 129.23. This committee is responsible for providing the pastor and treasurer with a weekly report of all financial income.

6. That the District Assembly approves an Assembly Finance Committee composed of the District Advisory Board, the District Treasurer, the Pastor and Treasurer from each local church. In the absence of the local Treasurer another board member may be substituted by the pastor.

7. That as soon as practicable, following, the annual meeting of the local church, each treasurer send to the D.A.B a copy of the treasurer's annual report and a copy of the external auditor's report (Manual 129.23).

8. That each local church strives towards becoming and remaining self-supporting as soon as possible.

5. That each local church set aside an amount to cover the expenses incurred by the Pastor and spouse attending 2014 Conferences or District meetings.

6. That pastor is granted three months paid long service leave after ten years of ministry at the same church, dating from the time of appointment, and to have pro rata recognition if terminating a pastorate before that time. This is to be paid on the total salary package, and each church should set aside an amount each month to prepare for this eventuality.
