ARCHITECTURAL/ENGINEERING DESIGN SERVICES FOR MAINTENANCE OF WAY FACILITY

1.0 OVERVIEW

1.1 The Metropolitan Transit Authority (METRO) requires an Architectural and Engineering (A/E) Consultant (Consultant) to prepare all documents necessary to design, bid and construct the new Maintenance of Way (MOW) facility, herein referred to as (the project); review METRO's draft concept plan; and review and rely on all related reports and technical data furnished or made available to the Consultant.

1.2 The Consultant shall: supplement all surveys, as needed; provide all A/E services, CADD, and quality

assurance/quality control (QA/QC); obtain the signed approval of all appropriate governmental agencies; and perform all project management services as required to complete this project. The Consultant shall also provide A/E services during and after construction of the project.

2.0 PROJECT DESCRIPTION

2.1 A new MOW facility is being proposed for the METRO owned parcel located at 1507 Keene Street on the northeast quadrant of the IH 45 and IH 10 interchange. This parcel is approximately 2.66 acres and would include a main building and a shop located in front of the main building, surface parking, and storm water detention facilities. The proposed facility will encompass approximately 25,000-32,000 GSF for the MOW (excluding the 6,000 SF area for the shop.) Most work is proposed within the existing right-of-way (ROW) or on METRO-owned property. Approximately a total of 2.45 acres of new right of way is anticipated to accommodate the MOW laydown yard. Majority of the laydown yard would exist on a single 2.36 acres parcel with a partial piece of 0.09 acre being needed from an adjacent parcel for access. Keene and Brooks Street reconstruction are also part of the project. Please also refer to the space requirement spreadsheet.

2.2 As part of METRO’s urban design initiative, which explores the role of designing transit infrastructure as public

space, the new MOW facility, as a development project, is central to the renaissance of its area. The project is charged with illustrating how transit facility design can contribute to maximizing ecological infrastructure in an urbanizing environment. The core design team will be embarked on a process of gathering, brainstorming, studying and developing ideas for the future of the new MOW facility. The design should incorporate universal accessibility and urban design elements to enhance the customer experience. The design firm should have satisfactory experience and performance on the design of similar rail maintenance of way facilities. The mission is to reinvigorate the site by creating an active, participatory design tailored to the surrounding community.

2.3.1 Purpose & Need

2.3.1.1 The new MOW facility is needed to improve operational efficiency, enhancing the customer experience, and improving resource allocation. The MOW would enhance operational efficiency by improving the response time, service delivery, and improve inventory control. The centralized location of the proposed new facility would provide a significant reduction in both the travel time and staging/preparation time necessary to complete maintenance or repairs. If a substation goes down during rush hour, it can take at least 45 minutes to travel from the current ROC (Rail Operation Center) facility to the repair site. The current location is anticipated to reduce this travel time to approximately 15 minutes. If track work is required at the ROC, it takes an average of one full day to mobilize all the equipment and materials from the decentralized facilities. This project would allow for near instant access to all the required equipment and materials. The more centralized MOW also allows for greater inventory control since it will be physically housed in one location. Currently, the laydown yard is undersized and located at the S&I facility as well as scattered across multiple sites throughout the service area. The ROC has also been at capacity for a while. In addition, the spools of wire are kept outdoors which draw potential copper thieves to the area. The proposed MOW facility will have adequate space based on the current inventory list and valuable material will be stored indoors.

2.3.1.2 Currently, employees are housed at multiple facilities throughout the service area and some of

these facilities do not have the space for the additional staff. For example, the “Track & Power” department is located in a printer room at the S&I facility, while the “Signals & Communications” department is in a tool room at the ROC. The proposed new MOW would accommodate the entire team, which allows for both staff and supervisors to be on the same site (approximately 85 individuals.) This would inherently strengthen communication and coordination, which would also extend to improving operational efficiency. The proposed MOW would also reinforce

personnel safety by enabling a shift from manual loading of vehicles to using cranes and similar equipment since they would be available on-site.

2.4 METRO proposes the design of the following.

2.4.1 Site Improvements:

Combined Building The structure would consist of:

2.4.1.1 Elevators & Stairs for vertical access 2.4.1.2 Locker rooms (Men’s and Women’s restrooms with Showers are required)

(approximately 75 men and 10 women will be using the facility)

2.4.1.3 Mechanical, Electrical, & Plumbing (MEP) facilities

2.4.1.4 Office space

2.4.1.5 A meeting room and restrooms available for community use

2.4.1.6 Surface parking spaces (please refer to space requirements spreadsheet for parking space counts)

2.4.1.7 Urban design elements

2.4.1.8 Shop and inventory control facilities (Make note that the shop shall have 25 feet head room minimum to accommodate bridge crane)

2.4.1.9 Adjacent laydown yard

Drainage Existing storm water drainage along Keene Street is open ditch/drainage swales and enclosed curb and gutter system along Trentham Street, Brooks Street, and N. Main Street. Storm water detention ponds are proposed on-site. Utilities Water, Sanitary, Storm, Telephone, Electrical, and Gas are in the Keene Street ROW and would need to be extended into the property. Pedestrian Facilities An existing sidewalk is located along N. Main Street. New sidewalks would be proposed on the 1507 Keene Street parcel and would connect to the existing sidewalks within the Keene Street ROW (along with complete re-design of Keene Street from Trentham to Brooks and new piece of Keene St. from Brooks to Harrington. Brooks needs to be redone from Main to Keene Street). The traffic signal on Brooks St. and North Main Street will be relocated to Trentham Place at North Main St.

3.0 CONSULTANT RESPONSIBILITIES

3.1 Site Plan Alternatives and Evaluation Upon receiving the project Notice to Proceed (NTP), the Consultant shall initiate Preliminary Design efforts.

Preliminary Design efforts (approximately 15% of completion) will include the review of all background materials, the development of a program development and verification memo, identification and evaluation of three conceptual site plan alternatives, and the selection of the preferred site plan.

3.0.1 Upon receiving the project Notice to Proceed (NTP), the Consultant shall review all background materials

provided by the Client, commence project team coordination efforts, and prepare a draft Program Development memo that will outline Consultant’s initial understanding of the project elements, assumptions, and questions.

3.0.2 The draft Program Development memo shall be submitted to the Client in advance of a scheduled

Program Development workshop with client and consultant. The workshop will review and address all project elements, assumptions, and questions, and provide clear direction to the Consultant regarding the design parameters for the project.

3.0.3 The Consultant shall prepare a Final Program Development memo that will summarize the results of the

Program Development workshop and will identify the agreed upon design parameters for the project. 3.0.4 The Consultant shall develop three (3) conceptual site plan alternatives based on the program elements

contained in the Final Program Development memo. 3.0.5 The Consultant shall evaluate the three (3) conceptual site plan alternatives based on a set of evaluation

criteria to be developed by the Consultant in conjunction with the Client. 3.0.6 The Consultant shall prepare a Draft Preliminary Design Report and submit to the Client in advance of

a scheduled Preliminary Design Workshop with Client and Consultant. The workshop will review the results of the evaluation of the three (3) conceptual site plan alternatives and will result in the identification of a preferred site plan for the project.

3.0.7 The Consultant shall prepare a Final Preliminary Design Report to document the selection of the

preferred site plan for the project.

3.1 Environmental Review and Re-Evaluation

3.1.1 The Consultant shall evaluate the selected preferred site plan for the project with respect to the previous environmental clearance document prepared by the Client and approved by the FTA.

3.1.2 The Consultant shall review the findings of the environmental review with the Client and determine if the

project definition has changed to a degree that would require additional documentation with the FTA. If a re-evaluation of the FTA Categorical Exclusion is required, efforts to advance this work will be scoped and negotiated under a separate work authorization and funded from project Allowances.

3.2 In general, the facility will include a main building structure with surface parking spaces; underground surveillance,

communications and control (SC&C) facilities; security-sensitive landscaping; enhanced pedestrian crosswalks and bicycle parking; lighting of the facility; traffic control; traffic signs and striping; and water; sanitary sewer, storm sewer and drainage provisions.

3.3 The Consultant shall provide as a member of ‘key personnel’ a qualified Urban Designer with experience relevant

design. The Urban Designer shall have expertise in universal access acceptable design.

4.0 DESIGN SERVICES

4.1 Design Criteria

4.1.1 The Consultant shall follow METRO's Design Criteria Manual for METRO Park & Ride and Transit Center Facilities, Urban Design Guidelines, Crime Prevention through Environmental Design (CPTED), City of Houston Building Code (IBC 2012), State accessibility requirements (Texas Accessibility Standards) and the Americans with Disabilities Act (2010 ADA Standards) as well as recommendations that exceed the minimum accessibility requirements, (universal design), City of Houston building and fire codes, and all other applicable codes unless noted otherwise within this scope of services.

4.1.2 The Consultant shall follow the City of Houston’s Infrastructure Design Manual (COH IDM) (Dated July

2020 or any updated version) for design requirements.

4.2 Project Management

4.2.1 The Consultant shall perform and manage the complete project design effort. Subcontracting of surveying, geotechnical, civil, structural, MEP, surveillance, communication and control (SC&C), traffic engineering, traffic control, landscape architecture, cost estimating, environmental engineering, accessibility and universal design and other services will be permitted with prior written approval by METRO. The main Consultant must perform at least 30% of the work as per contract value by themselves.

4.2.2 The Consultant shall be responsible for the professional and technical quality, accuracy, adequacy and

comprehensiveness of all documents they prepare for the project, and those produced by their subcontractors and subconsultants, including but not limited to: designs; surveys; quantity estimates; cost estimates; supporting calculations; investigations; analyses and backup materials. Consultant and its subconsultants’ opinion of probable costs and of quantity estimates shall be made based on experience and qualifications as a practitioner of its profession. Consultant does not guarantee that actual

Project costs will not vary from Consultant's or its subconsultants' cost estimates. Quantities shall accurately reflect the design plans.

4.2.3 Once identified, subcontractors can only be changed with METRO approval. 4.2.4 Consultant shall coordinate with City of Houston, TXDOT, and other relevant public entities to provide for

an integrated design of the facility. 4.3 Submittals

4.3.1 Preliminary Report – Program Development and Verification

4.3.1.1 Consultant shall review Client-provided information and data and prepare a draft Program Development Document (PDD) to be reviewed by Client to be used as the basis of design. The PDD will define the project needs and will included narratives, charts, spreadsheets, diagrams, etc. by each design discipline for the Project.

4.3.1.2 Consultant shall perform additional research and information gathering including a

verification workshop with the Client to complete the PDD for Client review and comments. 4.3.1.3 Consultant shall incorporate Client Comments and issue a Final Program Development

Document (PDD).

4.3.2 15% Preliminary Report

4.3.2.1 Consultant shall continue to develop Designer of Record (by discipline) narratives to assist in program confirmation and initial estimate of probable cost for the project.

4.3.2.2 Consultant shall develop three (3) site options for review by client including preliminary

estimate of probable costs. 4.3.2.3 Consultant shall develop site plans and 3D massing images for each of the three (3) site

options. 4.3.2.4 Consultant shall submit options and present to Client for approval and selection of preferred

option to proceed with 30% Preliminary Design.

4.3.3 30% Preliminary Submittal

4.3.3.1 Consultant shall incorporate client comments on approved site option and issue concept to proceed into design.

4.3.3.2 Consultant shall develop plans to 30% submittal deliverable. 4.3.3.3 Consultant shall develop outline specifications. 4.3.3.4 Consultant shall develop renderings and 3D animation of approved option. 4.3.3.5 Consultant shall submit 30% Preliminary Deliverables to Client for review and comment. 4.3.3.6 Consultant shall conduct a review meeting with Client to finalize for incorporation the Comments.

4.3.4 60% In Progress

4.3.4.1 Consultant shall incorporate client comments on approved 30% Preliminary Deliverables and

proceed into 60% design. 4.3.4.2 Consultant shall develop specifications for the 60% Submittal Deliverable. 4.3.4.3 Consultant shall develop plans to 60% Submittal Deliverable. 4.3.4.4 Consultant shall submit 60% Submittal Deliverables to Client for review and comment. 4.3.4.5 Consultant shall conduct a review meeting with Client to finalize for incorporation the Comments.

4.3.5 100% Final Submittal

4.3.5.1 Consultant shall incorporate client comments on approved 60% In-Progress Deliverables and proceed into Final submittal to the City for permit review.

4.3.5.2 Consultant shall develop specifications for the 100% Submittal Deliverables. 4.3.5.3 Consultant shall develop plans to 100% Submittal Deliverables. 4.3.5.4 Consultant shall submit 100% Submittal Deliverables to Client for review and comment. 4.3.5.5 Consultant shall conduct a review meeting with Client to finalize for incorporation the Comments.

4.3.6 Final Submittal (submittal to City for permit review)

4.3.6.1 Consultant will incorporate client comments on approved 100% Final Submittal Deliverables

and submit Final submittal to the City for permit review.

4.4 Level of Work Effort for Each Submittal

Unless otherwise directed in writing by METRO, the Consultant shall adhere to the level of completion for design drawings submitted to METRO for review as shown in the table below. Areas shaded in black indicate work that is to be included in each incremental submittal:

4.5 Utilities

Provide a complete review of existing and planned utilities within and adjacent to the project site and identify potential conflicts between those utilities and METRO’s conceptual outlines. Verify capacity and availability of all utilities to serve the project.

4.6 Water and Sanitary

Verify required capacity and availability of utilities for sites. Separate potable and irrigation water meters shall be provided. Provide one hand hole with both meters located inside along with shut-off valves and backflow preventers, etc. Meters shall be clearly marked’ potable ‘and ‘irrigation.’ Submit preliminary information with the Preliminary Design Report.

4.7 Storm

Determine methods of site drainage and verify availability of such. Provide design based on current COH IDM Standards.

4.8 Surveys and Replatting

4.8.1 Perform all survey work necessary for the design of the project. The Consultant shall determine if

replatting of the property is necessary and if so shall prepare and submit all documents required by the City of Houston, Harris County, or any other government entity having jurisdiction, to replat the METRO property. Any information provided by METRO must be verified by the Consultant.

4.8.2 Survey data verified by field measurements shall be the basis for all project design and drawings. The

surveys shall recover and tie-in for cross-referencing on the drawings existing monuments and baselines of METRO, the City of Houston, Harris County Flood Control District (HCFCD), and any other government entities as required. All survey work shall be done in accordance with the Texas Surveyors Association Manual of Practice and Land Surveying in Texas for a Category 6, Condition II survey (topographic survey).

4.9 Geotechnical Investigations

Produce a Geotechnical investigation report, including boring logs and boring location map, in sufficient detail to determine, for the Project, the design of structural foundations (i.e. Building & Shop, Laydown Yard material supports, etc.), lighting pole foundations, closed-circuit television (CCTV) pole foundations, pavement thickness, pavement base material, utility trenching, backfill and shoring requirements, and any other items necessary for the project. Unless otherwise provided in this Agreement, Consultant and its Subconsultants shall have no responsibility for the discovery, presence, handling, removal or disposal or exposure of persons to hazardous materials or toxic substances in any form at the Project site. A separate environmental site assessment may be needed as

part/extension of the geotechnical investigations under the current project.

4.10 Grading and Drainage

4.10.1 The Consultant shall determine if on-site detention should be required and design accordingly.

4.10.2 Pavement grading shall be in accordance with METRO design criteria and shall be shown on the drawings with 0.20-foot contour intervals.

4.11 Storm Water Pollution Prevention

The design and drawings shall include all required elements of the Storm Water Pollution Prevention Plan (SWPPP) in accordance with the National Pollutant Discharge Elimination System (NPDES).

4.12 Site Geometry and Layout Plans

The Consultant shall develop detailed site plans showing locations and dimensions of all pavements and other features included in the project. The site plans shall include a general site layout showing all proposed improvements and locations of all cross sections detailed elsewhere in the plans. Horizontal and vertical control monuments for construction and the project shall be shown on the site and survey control plans. Horizontal control sheets shall include layout dimensions and state plane coordinate locations enough to construct said improvements.

4.13 Structural

Structural design to follow the City of Houston Building Code (IBC 2012), State accessibility requirements (Texas Accessibility Standards) and the Americans with Disabilities Act (2010 ADA Standards) as well as recommendations that exceed the minimum accessibility requirements, (universal design), City of Houston building and fire codes, and all other applicable codes unless noted otherwise within this scope of services. Structure to be designed to handle hurricane force winds prevalent to this area.

4.14 Signing and Pavement Marking

4.14.1 The Consultant shall prepare signing and pavement marking plans, plus any additional signage METRO

has indicated during project reviews, to METRO standards.

4.15 Landscaping, Irrigation and Fencing

4.15.1 The Consultant shall provide Landscape Architectural services including hardscape design for pedestrian pavement layout and design for sidewalks, platforms, plazas and enhanced crosswalks. Hardscape design will include layout and design for site furnishings that include benches, trash receptacles and bike racks. These hardscape design and furnishings will be inclusive to the Site Geometry and Layout Plans.

4.15.2 The Consultant shall design and prepare landscape planting and irrigation drawings. Fencing and slide

gates shall be shown on both the horizontal control drawings and the landscape drawings. Security Intrusion Fence detection required around entire facility including the laydown yard. Need clear view around perimeter with lighting and SC&C.

4.15.3 No Tree Survey and Mitigation Plan needed.

4.15.4 The Consultant shall prepare an Irrigation Plan. Irrigation lines running through the parking lot shall not

be pressurized. The irrigation system shall be separate from the potable water system. Locking wall or floor hydrants shall be located spaced 100 feet center to center or required as per applicable fire code and fed from the irrigation main. Landscape areas located within the parking lot shall be drained.

4.16 Illumination and Electrical

4.16.1 The Consultant shall design and provide complete electrical and illumination plans for the project. The

design and details shall be in accordance with METRO design criteria and shall include, but not be limited to: luminaries, poles, supports, conduits, pull boxes, cable sizing, panel boards, control devices, fusing, grounding, disconnects and service entrances required for the project. All proposed light emitting diode (LED) lights and components must have established track records of reliability. Specified equipment manufacture must have demonstrable reliability and longevity.

4.16.2 All electrical control systems for the driveway, parking, and pedestrian pathways shall be located within the facility. Provide METRO standard foot-candle light levels within the plan set for the site. The building lighting, shop lighting, laydown yard lighting needs are to be accounted for in the design.

4.17 Traffic & ITS

4.17.1 Consultant shall compare three (3) conceptual alternatives in terms of traffic impacts to all modes within

the project site and area roadways. The Consultant shall evaluate only the intersections with direct access to and from the facility. Consultant shall include a chapter on traffic impacts in the preliminary design report.

4.17.2 Consultant shall conduct a traffic impact study using approved concept for METRO and City of Houston

review and approval. This study shall evaluate up to three (3) signalized intersections in the vicinity of the project site.

4.17.3 Consultant shall submit a draft Traffic Impact Analysis (TIA) study report as part of 30% design submittal.

The report shall be prepared in accordance to the TIA requirements listed in Chapter 15 of the City of Houston Infrastructure Design Manual.

4.17.4 Consultant shall prepare construction phasing and traffic control plan for safe handling of all modes of

transportation on project site and area roadways during construction. Consultant shall submit construction phasing with 30% design plans and traffic control with in-progress and final submittals.

4.17.5 Consultant shall design modifications to existing traffic signals in the surrounding vicinity if warranted.

Need to review moving traffic light from Main and Brooks to Main and Burnett. This is greatly needed for the buses exiting the Burnett TC and heading into town. Also need to analyze and incorporate potential bike movements from Burnett TC to Downtown.

4.17.6 Consultant shall identify, evaluate and design off-site improvements on area roadways, to include

signing, pavement markings, curbs, barriers and pavement.

4.18 SC&C Systems

The Consultant will design underground facilities to accommodate surveillance and communication and control (SC&C) systems. These need to be part of the design and installed by the contractor. Need to cover site and laydown yard.

4.18.1 The plans shall establish or incorporate:

4.18.1.1 The location of SC&C drill shafts for pole mounted cameras. 4.18.1.2 The location of SC&C at key points. 4.18.1.3 The location of all conduits and pull boxes required to allow for all systems to be operable from

within the facility, provide a SC&C room for viewing and maintenance purposes. The facility during off hours will be monitored at TranStar. Requires fiber optic connection to METRO’s fiber backbone along Main Street. Communication’s hub is located at southeast corner of Main Street and Brooks.

4.18.1.4 Any comments made during the design review process by METRO or other governing

agencies having jurisdiction over the project. 4.18.1.5 The location of the data closet

4.19 Schedule and Progress Reporting

4.19.1 Bi-Weekly Progress Review Meetings

Bi-weekly review meetings shall be conducted with the mutual agreement as to time, day and place, and full participation of the respective Project Managers and other members of the designer’s team, as necessary. Meetings shall start within five (5) minutes of the designated time. The agenda of each meeting shall pertain to relative subjects. The Consultant shall maintain minutes of all project-related meetings. A copy of every meeting’s minutes shall be sent to METRO’s Project Manager within five (5) working days after a meeting takes place.

4.19.2 Schedule

The Consultant shall provide a breakdown of time between review submittals, outlining; A/E design time, QA/QC, revisions, and printing and submittal to METRO so that adequate construction time remains to meet project deadlines. The Consultant shall provide METRO’s Project Manager with an updated printed schedule attached to each monthly progress report as well as an electronic copy of the project schedule formatted in Primavera P6.

4.20 Progress Reports

4.20.1 A preliminary design report is due for METRO review at the 15% design level of completion. The

preliminary design report shall include a summary of the project’s three concept options developed for METRO’s consideration. The concept selected by METRO as final for the project design.

4.20.2 Monthly progress reports shall be submitted to METRO’s Project Manager on the first working day of

each month, summarizing the work performed since the last report. The report shall be brief, informal and narrative in form, and shall include the following:

4.20.2.1 A quantitative description of overall progress, including but not limited to, the Earned Value

Report.

4.20.2.2 Work status per the categories of 1) initiated, 2) in-progress, and 3) completed.

4.20.2.3 Contract document list with scheduled percent completion and actual percent completion.

4.20.2.4 Small business participation status.

4.20.2.5 Problems identified that may impede performance, and the corrective actions proposed.

4.20.2.6 Work anticipated during the next reporting period.

4.21 Approval and Permitting 4.21.1 The Consultant shall obtain all approvals and permits from any public or private agency having

jurisdiction over the project. Jurisdictions include but are not limited to: City of Houston, TxDOT, Harris County, the Texas Department of Licensing and Regulations, and the Architectural Barriers Department. The Consultant shall also obtain:

4.21.1.1 A Notice of Intent (NOI) for storm water discharges associated with construction activity

under the NPDES general permit, for submittal to the Environmental Protection Agency (EPA.)

4.21.1.2 Sanitary and potable/irrigation water rights. 4.21.1.3 A storm water discharge permit.

4.21.2 The Consultant shall pay all filing fees, which shall be incidental to the overall design cost.

4.22 Value Engineering

METRO will conduct a Value Engineering (VE) study on this project following the 30% design level submittal (end

of preliminary design). The Consultant shall attend a kick-off meeting held on the day the study begins and a presentation meeting held on the final day of the study. The Consultant shall also provide technical support to the Project Manager to evaluate and implement VE recommendations.

4.23 Accessibility and Universal Design Consultant shall be responsible for identifying the most stringent accessibility standard when conflicts occur

arising from different requirements (Houston Building Code, TAS and the ADA), regarding specific accessibility elements. In addition, Consultant shall recommend universal design solutions that go beyond the minimum requirements of the Houston Building Code, the Texas Accessibility Standards and the Americans with Disabilities Act (2010 ADA Standards).

4.24 General

4.24.1 The Final A/E Design shall consist of: a) Detailed Construction Drawings and Standard Drawings,

approved as necessary by all agencies with jurisdiction over the project to complete the construction; b) Technical Specifications, c) Design Calculations and Analyses, d) Final Construction Cost Estimate, e) Construction Duration Estimate and f) Recommendations.

4.24.2 Each submittal shall include a transmittal letter specifying the submittal review phase and contents, actual

date of submittal and its scheduled date, and specifying all drawings or documents reflecting variances from the previous review submittals. The Consultant’s QA/QC Coordinator shall sign all submittals to confirm strict compliance with the QA/QC process. METRO will not accept submittals without this signature.

5.0 DESIGN SUPPORT SERVICES DURING CONSTRUCTION

5.1 General

The Consultant shall perform design support services during construction. The Consultant shall receive a separate Notice-To-Proceed (NTP) from METRO to start and continue until final acceptance and payment for the services has been rendered. Design services performed during construction shall include but not be limited to: reviewing and approving the Contractor's shop drawings and other submittals; checking and providing recommendations to the construction contractor’s submittals; and attending 12 coordination meetings and 8 site inspections as requested by METRO.

5.2 Criteria

5.2.1 METRO shall have overall administration responsibility for the construction contract. 5.2.2 At METRO’s written request, the Consultant shall review and approve or take other appropriate action

on the construction contractor’s submittals such as shop drawings, product data and samples, but only to verify conformance with the design concept of the work in accordance with contract documents.

5.2.3 METRO ‘s approval of a specific item shall not indicate approval of an assembly of which the item is a

component. 5.2.4 At METRO’s written request, the Consultant shall visit the project site to become generally familiar with

the progress and quality of the work. At no time shall the Consultant give direction to the Construction Contractor. The Consultant shall not be required to make exhaustive or continuous on-site inspections to check the quality or quantity of the work. Based on such on-site observations, the Consultant shall keep the Project Manager informed of the progress and quality of the work and shall endeavor to guard METRO against defects and deficiencies in the work performed by Construction Contractor.

5.2.5 The Consultant shall not have control or charge of, or responsibility for: 1) construction means, methods

techniques, sequences or procedures; 2) safety precautions and programs in connection with the work; 3) acts of omissions of the construction contractor, construction subcontractors or any other persons performing any of the work; or 4) the failure by any of those parties to carry out the work in accordance with the contract documents.

5.2.6 At METRO’s written request, and upon mutually agreed upon billing rates, the Consultant shall assist

the Contract Disputes Appeal Committee on claims, disputes, and other matters in question between METRO and the construction contractor relating to the execution or progress of the work or the interpretation of the contract documents.

5.2.7 The Consultant shall perform design consulting construction administration services including:

5.2.7.1 Attend Pre-bid 5.2.7.2 Provide Supplemental Instructions and Information as a result if Requests for Information

(RFI)’s are received from the Contractor.

6.0 DESIGN SUPPORT SERVICES AFTER CONSTRUCTION

6.1 Electronic CADD Files

The Consultant shall receive a separate Notice-To-Proceed (NTP) to start work after METRO has received red line drawings from the Contractor. Services shall continue until final acceptance and payment for the services has been rendered. The Consultant shall provide to METRO one (1) set of check prints with all markups for review prior to the submittal of CADD files. The Consultant shall revise the project electronic CADD files after construction has been completed to reflect the information provided by the Construction Contractor.

6.2 Mylars/Electronic Files

At METRO’s written request, the Consultant shall make an additional set of mylars/electronic files to show all significant changes in the work that occurred during construction, based on marked-up prints, change orders, drawings and other data furnished to METRO by the Construction Contractor. The mylars/electronic files shall be presented with a cover sheet that designates the mylars/electronic files as ’Record Drawings.’ All mylars/electronic files shall be dated and sealed by the A/E professional responsible for the set of plans.

7.0 PROJECT REQUIREMENTS DATA

7.1 The Consultant shall follow all necessary guidelines mandated by the METRO's Design Criteria Manual for METRO Park & Ride and Transit Center Facilities, Urban Design Guidelines, Crime Prevention through Environmental Design (CPTED), City of Houston Building Code (IBC 2012), State accessibility requirements (Texas Accessibility Standards) and the Americans with Disabilities Act (2010 ADA Standards), City of Houston’s Infrastructure Design Manual (COH IDM) (Dated July 2020 or any updated version) as well as recommendations that exceed the minimum accessibility requirements. (universal design), City of Houston building and fire codes, and all other applicable codes unless noted otherwise within this scope of services.

8.0 METRO-FURNISHED MATERIAL AND TECHNICAL DATA

METRO will furnish, and the Consultant shall have the right to rely on, the following materials and technical data pertinent to the Work Services under this Contract:

8.1 See Section 1.2 of METRO’s Design Criteria for Park & Ride and Transit Center Facilities, Urban Design Guidelines, Standard Details and CADD Standards.

8.2 Any available site Survey CADD Files. 8.3 METRO developed conceptual layouts, and technical specifications 8.4 METRO Standard and Directive Drawings

9.0 DESIGN DRAWINGS REQUIREMENTS

9.1 The Consultant shall submit for METRO review a list of all drawings that will be used for this project within seven (7) calendar days after NTP. Match lines between sheets shall be set and shall be the same for all curriculums.

9.2 Grading, horizontal control, drainage, storm, water line, sanitary line, fence/gate layout, paving, joint layout, traffic

signal, SC&C layout, landscape, irrigation, irrigation electrical, electrical layout and any other drawings deemed necessary shall be scaled at 1 inch = 20 feet (1” =20’). All other sheets shall be scaled as noted on drawings. The scale should be determined by the amount of information needed on the drawing. Text and details shall be of such scale that they may easily be read at half scale size. Drawings shall be numbered according to METRO’s numbering system, see METRO Drafting Standards.

9.3 METRO Standard and Directive Drawings will be supplied to the Consultant. The Consultant shall have the option

of modifying a proposed METRO Standards Detail as required to conform with project design requirements. Any proposed modification shall be placed in the plan set and METRO Standard Drawing Detail should be crossed out and labeled ’Not-In-Contract’ (NIC.)

10.0 PROJECT QUALITY CONTROL/ASSURANCE

10.1 The Consultant shall be responsible for the technical and professional quality, accuracy, adequacy, and comprehensiveness of construction documents for the project, including all documents produced by subcontractors, and shall provide all necessary supporting calculations and backup as requested by METRO.

10.2 The Consultant shall take appropriate corrective action upon receipt of all evaluations and respond. The

Consultant’s written response shall be submitted to METRO Project Manager with a copy to the Contracting Officer. 10.3 The Consultant shall submit a copy of its QA/QC Manual to METRO for approval within seven (7) calendar days

from receipt of the NTP. The Consultant shall establish a QC system for reviewing and checking all elements of the work, including that of its lower-tier subcontractors, to ensure conformance to terms and conditions of the Contract and the requirements of this scope of services. Upon approval of the QA/QC Manual, METRO’s Project Manager will set up a QA/QC orientation meeting with the Consultant at METRO’s offices at a mutually agreed upon time. This meeting may be included at the bi-weekly progress review meeting.

10.4 The Consultant QA/QC Manual shall include the Consultant’s proposed QC organization, with indication of the

responsibility and authority everyone has in the QC function. 10.5 The Consultant’s QC Plan shall include, but not be limited to:

10.5.1 Assurances that all construction drawings and specifications are consistent within themselves and with other drawings.

10.5.2 Identification of specific points in the project where QC activities occur. 10.5.3 Identification of specific individuals engaged in QC activities. 10.5.4 Specific procedures for ensuring continuity of work between the different organizations of the project

team, including all subcontractors and partners. 10.5.5 Method of reviewing, checking and approving construction documents and design changes.

10.6 Checklists for QA/QC are required from the Consultant and his sub-consultants. Forms used to document the

results of reviews and checking shall be included in the QC Plan. The type of forms used shall adequately cover the type of review being performed. If, during performance of this Contract, METRO deems QC Plan revisions necessary, the Consultant shall revise the QC Plan accordingly and resubmit it within five (5) calendar days after the request for revision was made.

10.7 Drawings must be signed and sealed by a professional engineer or architect, as applicable, registered in the State

of Texas. Intermediate drawings shall bear the appropriate note indicating drawings for review only. 10.8 To facilitate the METRO formal program design reviews, and to avoid change orders and time extensions during

the construction phase, the Consultant shall conduct an inter-disciplinary coordination check list and overlay checking process prior to submitting the drawings for METRO’s review. The coordination checking process shall not replace the single discipline technical reviews that are essential for quality assurance.

10.9 The Consultant is to adhere to the following production guidelines to avoid the most common coordination errors

and expedite the reviewing-approval process:

10.9.1 Comply with the Drafting and project Design Procedures Manual furnished by METRO.

10.9.2 Comply with the Guidelines for CADD Produced Drawings Manual furnished by METRO.

10.9.3 Where applicable, all north arrows shall point in the same direction. 10.9.4 Changes of scale should be avoided. 10.9.5 Match lines for all discipline design drawings should be consistent. 10.9.6 Terminology used on drawings should be consistent with the one used in the Technical Specifications and

Standard Drawings.

10.9.7 Avoid using the term ’by others.’ When applicable, use NIC. 10.9.8 Avoid duplication of information and details. 10.9.9 Cross-reference all details and sections to a specific detail and drawing number. Avoid use of notes

such as ’See Architectural ‘or ’See Structural.’

10.9.10 Avoid using the word ‘new.’ 10.9.11 Match Architectural Floor Plans to other disciplines’ floor plans. 10.9.12 The column location system and any other grid lines used in the project should be consistent for all

disciplines. 11.0 CADD FILES AND COMPUTER-GENERATED ENGINEERING DATA

The Consultant shall furnish CADD files and any other computer-generated data in accordance with the METRO Guidelines for CADD Produced Drawings, as applicable. The Consultant shall provide a means to transport files to METRO that is acceptable by METRO. The cost of all computer works and accessories shall be incidental of the engineering design work described in this Scope of Services. All CADD files shall be provided for each submittal. All CADD files and submittals shall be labeled with the project name and level of completion. 11.1 Technical Specifications The Consultant shall identify the required specification sections in the METRO Technical Specifications Guide for

Park & Ride Facilities and Transit Centers. The Consultant shall review the project drawings and all specifications selected for the project and compare them to Guide specifications. The Consultant shall submit to METRO a marked-up and sealed set of specifications that clearly indicate any changes made to project drawings and any differences existing between the project and Guide specifications. The Consultant shall follow these same procedures and use the same format for noting Special specifications not included in METRO standards and assign section numbers and titles to all sections not specifically covered. METRO Guide Specifications shall be used to the maximum extent possible.

11.2 Manufacturers’ Specifications The Consultant shall provide copies of manufacturers’ specification and catalog data for products proposed for

use in the project. 11.3 Design Calculations and Analyses The Detailed Design shall include applicable portions of the preliminary design analysis, design calculations, and

changes in basic and other applicable design features as necessary to substantiate final project design data. Final design calculations shall be signed and sealed by a registered licensed Professional Engineer of the state of

Texas. 11.4 Construction Cost Estimates (Preliminary, In-Progress, and Final) The estimates shall be of enough detail to show all quantities of material and unit cost. Labor, contractor’s

overhead and profit for the construction of the project shall be included within the unit costs. The Consultant is to include a 25% contingency with the preliminary cost estimate, a 15% contingency with the in-progress cost estimate, and a 10% contingency with the final construction cost estimate. The final construction cost estimate shall have all items broken down so METRO can compare cost detail to the construction contractor’s cost estimate. The Consultant’s Principal-in-Charge shall sign all cost estimates. Consultant’s estimate of construction costs represents Consultant’s judgment as a design professional familiar with the construction industry. It is recognized, however, that Consultant has no control over the cost of labor, materials or equipment, over the Contractor’s methods of determining bid prices, or over competitive bidding, market or negotiating conditions.

11.5 Project Drawings The Consultant shall furnish indelible inked construction drawings prepared by CADD on METRO title block (22-

inch by 34- inch) mylar drafting media for final submittal. (The building design may require a different size drawing to eliminate match lines; to be worked out with Consultant.) All civil plans shall be 22x34 full size. All text on half size shall be legible). The quality of the drawings shall permit clear and legible reproduction thereof at full and half-sized scales. Drawings shall be provided according to the provisions of the Drafting and Procedures Manual furnished by METRO.

11.6 Construction Submittals

The Consultant shall prepare a spreadsheet that must be submitted to METRO no later than with the final design submittal. The spreadsheet is to: 1) identify all submittals that are required; 2) state the specification associated

with each submittal; 3) list all materials to be supplied; 4) list all warranties; and 5) include columns labeled ‘Date Received’ and ’Date Approved’ for entry of submittal dates.

11.7 Recommendations

The Consultant shall furnish proposed recommendations for any project features that may warrant special consideration.

12.0 SUBMITTALS SCHEDULE

The Consultant shall submit design deliverables for each phase of the project as follows:

12.1 Design Services and Schedule

12.1.1 Within fourteen (14) calendar days after Notice-To-Proceed (NTP), the Consultant shall furnish to the Contracting Officer five (5) copies of a Program Outline of Design Services including a detailed schedule of activities for the services the Consultant will provide and a schedule of values for approval. Unless otherwise directed, the breakdown shall be in sufficient detail to permit an analysis of the direct manpower and cost requirements for all tasks, as required to conduct: 1) the Preliminary Design Report (15% level of completion); 2) Preliminary Design (30% level of completion); 3) a VE Workshop; 4) In-Progress Design (60% level of completion); 5) Final Design (100% level of completion); and 6) Final Submittal.

12.1.2 Design reports shall be submitted to conform to the requirements of METRO's Design Criteria for

METRO Park & Ride and Transit Center Facilities. Confirm with METRO the most current version available.

12.1.3 Technical reports and proposal within shall be submitted to conform to the requirements of the City of

Houston’s latest Infrastructure Design Manual Criteria. 12.1.4 The Consultant shall provide an overview of all software used in the design process. CADD software

must be consistent between all subcontractors. All CADD files shall be transported to METRO by means of CD-ROM, DVD, or flash drive.

12.2 Preliminary Design Report

12.2.1 Within seventy-five (75) calendar days after the issuance of the NTP, the Consultant shall submit ten

(10) sets of the Preliminary Design Report for METRO's review and comments. This submittal shall include information at approximately the 15% level of completion. The documentation included in this submittal shall consist of:

12.2.2 Within twenty-one (21) calendar days after NTP, the Consultant shall submit a draft Program

Development memo that will outline Consultant’s understanding of the project elements, assumptions, and questions.

12.2.3 Consultant and Client shall conduct a joint workshop subsequent to the submittal of the draft Program

Development memo. The workshop will review and address all project elements, assumptions, and questions, and provide clear direction to the Consultant regarding the design parameters for the project.

12.2.4 The Consultant will prepare a Final Program Development memo that will summarize the results of the

Program Development workshop and will identify the agreed upon design parameters for the project. 12.2.5 Three (3) conceptual alternatives for the project (all must stay within METRO's budget constraints). 12.2.6 An evaluation report for each conceptual alternative. 12.2.7 A review of the project budget and information furnished by METRO to ascertain the requirements of the

project. 12.2.8 Any copies of survey field notes with a computer ASCII data file containing the survey information. The

ASCII data file shall include the point number, northing coordinate, easting coordinate, and descriptive comments for all points tied in the field survey. The point numbers will correspond with the CADD file and field notes.

12.2.10 If necessary, two (2) topographic surveys and two (2) planimetric survey layouts, signed and sealed by a

Texas-Registered Professional Land Surveyor. 12.2.11 Preliminary re-plat document for the project (if required). 12.2.12 Availability of utilities: potable/irrigation water, telephone, electrical and sanitary services (if required). 12.2.13 Preliminary construction cost estimate for the project. 12.2.14 CADD files for all drawings (include surveyor’s ASCII file) on CD-ROM, DVD, or flash drive. 12.2.15 Site drainage calculations. 12.2.16 Preliminary list of technical specifications. 12.2.17 Preliminary list of standard drawings to be used. 12.2.18 The Consultant is responsible for presenting concept alternatives to METRO staff and for assisting in

the selection of the final alternative. 12.3 Preliminary Submittal

12.3.2 Within sixty (60) calendar days after receipt of METRO’s FINAL AND COMPLETE comments on the

preliminary design report, the Consultant shall submit the preliminary design for METRO's review and comments. This submittal shall include information at approximately the 30% level of completion. The documentation in this submittal shall include:

12.3.2.1 Ten (5) full size sets of bounded design drawings and standards. 12.3.2.2 Five (5) half size sets of bounded design drawings and standards. 12.3.2.3 Two (2) sets of CADD files for all design drawings on CD-ROM, DVD, or flash drive. 12.3.2.4 Two (2) marked up outlines of the Technical Specifications to be used, along with preliminary

specifications for new materials or items. 12.3.2.5 Two (2) sets of each Manufacturers' Specifications and Cut-Sheets for proposed lighting

12.3.2.8 Traffic Impact Study Reports. 12.3.2.9 Update of necessary utilities. 12.3.2.10 Two (2) copies of the updated construction cost estimate and preliminary construction schedule. 12.3.2.11 List of all permits required, and the time needed to obtain them. 12.3.2.12 Provide, if necessary, two (2) topographic surveys and two (2) planimetric survey layouts,

signed and sealed by a Texas-Registered Professional Land Surveyor. 12.3.2.13 Final sealed and signed plat or replat (if required). 12.3.2.14 Status reports-on crime analysis and security issues, plus any other matters deemed

significant, to include: 1) problems addressed; 2) alternatives considered; and 3) final selection with costs and feasibility rationale.

12.4 In-Progress Design Submittal

12.4.2 Within forty-five (45) calendar days after receipt of METRO’s FINAL AND COMPLETE review comments for the preliminary design submittal, the Consultant shall submit the in-progress design for METRO's review and comments. This submittal shall include information at approximately the 60% level of completion. The documentation in this submittal shall include:

12.4.2.1 One (1) full size sets of bounded design drawings and standards. 12.4.2.2 Five (5) half size set of unbounded design drawings and standard. 12.4.2.3 One marked up copy of the Technical Specifications to be used indicating additions or deletions. 12.4.2.4 One (1) set of electronic CADD files for all design drawings on CD-ROM, DVD, or flash drive. 12.4.2.5 Updated design calculations. 12.4.2.6 One (1) copy of the updated construction cost estimate. 12.4.2.7 Finalized requirements for all utilities, both public and private. 12.4.2.8 Responses to METRO’s Preliminary Design review comments.

12.5 Final Design Submittal

12.5.1 Within forty-five (45) calendar days after receipt of METRO’s FINAL AND COMPLETE review comments

for the in-progress design submittal, the Consultant shall submit the pre-final design for METRO's review and comments. This submittal shall include information at approximately the 100% level of completion. The documentation in this submittal shall include:

12.5.1.1 One (1) full size sets of bounded design drawings and standards. 12.5.1.2 Five (5) half size set of unbound design drawings and standards. 12.5.1.3 One (1) set of the technical specifications proof read and marked up. 12.5.1.4 One (1) set of electronic CADD files of all design drawings and standard drawings on CD-

ROM, DVD, or flash drive. 12.5.1.5 One (1) copy of updated construction cost estimate and schedule. 12.5.1.6 Provide responses to METRO in-progress design review comments.

12.5.2 The Consultant shall submit drawings to Texas Department of Licensing and Regulations, Architectural

Barriers Department, City of Houston, along with all other agencies and utilities having jurisdiction over this project.

12.6 Final Submittal (City-approved and permitted)

12.6.1 Within forty-five (45) calendar days after receipt of METRO FINAL AND COMPLETE review

comments for the final design submittal, the Consultant shall submit:

12.6.1.1 Original sealed, full size construction and standard drawing mylars/electronic files. 12.6.1.2 One (1) half size set of vellums of construction and standard drawings. 12.6.1.3 Ten (10) full size, bound sets of construction drawings and standards. 12.6.1.4 Ten (10) half size bound sets of construction drawings and standards. 12.6.1.5 Two (2) sets of electronic CADD files of all design drawings on CD-ROM, DVD, or flash drive. 12.6.1.6 Five (5) copies of the construction cost estimate and schedule.

12.6.1.7 One (1) full size set of prints approved by City of Houston Code Enforcement (approved for

permits). 12.6.1.8 All governmental approval documents.

12.6.2 Plans should reflect all comments from METRO, other agencies, and utilities.

13.0 ALLOWANCES

Allowances are provided for this project to cover additional services not identified in detail as part of the Base Project Scope of Services at the execution of this contract. If needed, a detailed scope of work and fee shall be negotiated by work authorization and can only be utilized with METRO’s written approval.
