Liverpool :- Our Challenges
Liverpool’s employment and skills profile
Liverpool’s Employment Rate 63.5% (74.3% UK Rate)
34% Worklessness rate in our most deprived areas
(which is nearly twice the regional rate)
23% of Liverpool’s working age population has No or
Low qualifications
78% of all Liverpool’s worklessness have
qualifications below Level 2.
Of Which: 45% have No Qualifications
Liverpool :- Our Strategic Response
ECONOMIC DEVELOPMENT & ENTERPRISE PARTNERSHIP
Working together to achieve ‘Economically sustained skilled
working communities’
Integrated employment & skills
Adding value to mainstream delivery
Streets Ahead – engaging local people through proactive
methods
Step Closer 2 Work project
City Council Transitional Employment Programmes – a
demand led approach
Aspire Programme - retention and progression programme
to support sustainability.
Key Issues:- What’s Working
Locally a more mature joined up approach
Greater understanding and awareness – strategically
and operationally at a local level
Building strengthened partnerships through:
Transparency and trust
Clear lines of communication and dissemination
A ‘Marriage’ of local actors
One voice will be heard many different voices will not
Understanding self interest to reach the consensus
Partner secondments and staff exchanges
Key Issues:- What could be better
If there wasn’t an LSP would we want one?
Outcomes not process
Shared ownership – shared reward
Partnerships ‘A cast of thousands’ or non-inclusive
Central Government:-
A renewed relationship
Local problems need local solutions
More support less direction
Mutual trust based on actions
Keep your eye on the ball
