Welcomed fellow councilors and members of the public Minutes of the last meeting held Monday 12 th August 2019 having previously been circulated were agreed as a True Record and signed by The Chairman after the following amendments were made, 1. Proposal was put forward by Cllr Cooper to allow Chairman discretion in purchasing to the value of £500 out of the Community fund. 2. TDALC Janet Russell is the Secretary 3. A letter should be written to TDC regarding the caravans along Frinton Road. Declaration of Members Interest: There were none. Public Discussion: A120 roadworks – Evening in July 91 large lorries passed through Tendring Road and this keeps occurring. Roadworks should have been finished end of June but work/diversions are still in place now. ACT - Can the Parish Council invite someone from Highways to advise on delays and re-route diversion away from Tendring Road. – Emailed 10 th September 2019. Concerns on any further work in the future and the same thing re-ocurring.

• Landermere Road school parking – park so close to junctions so you cannot see when coming out of junctions. ACT – Write a letter to TTC. – Letter sent 10th September 2019

Chairman’s Report:

• General update on planning – Landermere road development sold 8 so far and built 25. Abbey Gardens continued problem with rubbish collection, they’ve got their wheelie bins now.

• HR Update – Recruitment of new Clerk Jess Ball starting November 2019. Thanks to those involved in the recruitment process.

• It’s a Knockout – Brilliant event and stall holders raised lots of money. Supported whole heartedly by the Parish Council. Suggestion next year for more of the Parish Council team to man stand next year.

• Container – Company on Rice Bridge estate. Suggestion that things for Parish Council can be stored. Add to agenda for next month.

• Meeting today with Essex County Council regarding footpaths as paths are not being cut.

• Essex County Council have now confirmed go-ahead for SWAS drainage scheme in High Street.

Discussion around getting a Community Speedwatch group for the village. ACT Cllr Erskine to find out name of officer and details. Correspondence/e-mails:

• TDC re local plan – Gone back into consultation where residents in affected areas can comment.

• Essex Air Ambulance would like a donation however this is not something we do otherwise it opens this up for other charities.

• ECC Foster Carers are recruiting • Priory Meadow Cares in Tendring will be closing.

Appeal Decisions: NEW PLANNING APPLICATIONS: 19/01136/OUT – Recommendation: Approval. Proposal for approval by Cllr Carpenter,

Comments – Stipulation that speed limit is 30mph. Footpath from one end of the development to the other. Extension on pavement to the end of the development boundary that side of the road. Extension of street lighting. Fibre optic broadband 19/01157/FUL – Recommendation: Refusal as per previous comments 19/01096/FUL – Recommendation: No objection 19/01213/FUL – Recommendation: No objection Fibre High Speed Broadband: Cllr Ewart reported that BT openreach have employed more staff with the view of pushing this through quicker. Cllr Ewart is chasing the estimated time this should be rolled out. BMX Track – Cllr Raftery looking into having a track on Playing Field. Discussions held were positive however issues around disposal of cut vegetation. Should really do it properly – right distances, keeping it maintained. ACT – Cllr Coulter to approach probation. CHEQUES FOR SIGNATURE, STANDING ORDERS AND DIRECT DEBITS; It Was proposed by Cllr Powell seconded Cllr Ewart, all in agreement that the cheques be signed and the Standing Orders and Direct Debits were agreed. 00245 - Dan Land £350 payment for further CILCA Payment

002447 – Rolph school association payment of £500. Cancellation of cheque 002442 due to incorrect name of organisation County Councillor’s Report:

• Lighting inspection is still ongoing. Sub Committee Reports: Lockyers Wood: Positive comments in Village Magazine on recent project. Nothing to report as Cllr Coulter absent.

Christmas Lights: Essex County Council Christmas lighting tests, proposal to pay £50.00 – Unanimously agreed. Highways & Pavements: nothing to report. Parish Footpaths & Village Greens: nothing to report. Playing Field: nothing to report. Street Lighting: nothing to report. TDALC: nothing to report. Thorpe in Bloom: Hanging baskets will be taken down in due course. Date/Time/Venue of next meeting: MONDAY 14th October 2019 7pm at the Baptist Church Schoolroom. Close of Meeting: There being nothing further to discuss the meeting closed at 8:25pm
