ADENDUM

"Vance Revolutionary War Records from the National Archives" by Paul J. Wecl<le, February 1988

Note: Rev. Paul Weckle was kind enough to make his book available to all Vance Family Association Members. His specific suggestion was to make "copies of the book in either loose form or bound form could be made available for general distribution to libraries and member/non-members across the U.S." With the advent of the Internet, the VFA has an opportunity to fulfill Rev. Weckle's wishes by posting a digitized copy of his book on its website.

Rev. Weckle did not have access to the Internet in 1988. Today, Fold3 is a provider of Revolutionary War records in digitized format from the National Archives that can be accessed in seconds on-line. Rev. Wecl<le only had access to microfilmed documents when he prepared this manuscript. His work was painstaking, but thorough and he combines a great deal of information on many Vance patriots of the Revolutionary War. In fact, this book in many instances contains more than can be found on Fold3, but Fold 3 has found a few missing records since 1988 and an addendum is needed after 26 years.

page 23: For Joseph Vance #37, there are now nine muster and pay "cards" (records) for his service in the 4, 8, &12th Virginia Regiments. These cards are labelled as "4, 8, & 12 VA" He may not have served in the 4th VA, but there are two separate cards for Pvt. Joseph Vance in the 8th Virginia Regiment. In some instances, there were reorganizations of the Continental Line that reassigned regimental numbers to certain units and merged some units into others that had suffered heavy casualties.

page 23: For Joseph Vance #38, regimental cards are listed here that are not from the 7th Virginia Regiment. Specifically, the first through the sixth cards were available on Fold 3 and they are labelled as the 11th Virginia Regiment. Only the last card was from the 7th Virginia Regiment; nonetheless, all these cards are for the same soldier.

page 23: for Joseph Vance #39, five pay roll cards and 4 muster cards from the 8th VA Regiment are available on Fold3.com.

page 25: For Joseph Vance #40, it is stated that there are "no cards," from the 11th VA and the reader is asked to "see also 7th VA" However, Fold3 now has eight cards for Pvt. Joseph Vance in the 11th VA

page 25: For Joseph Vance, it is stated that there are no cards from the 12 VA; however, Fold3 now has 11 pay roll and 12 muster cards from the 12 VA for Pvt. Joseph Vance.

Based on Rev. Weckle's work and family trees developed since 1988, soldier #35, #38, and #40 can be identified as Joseph Colville Vance (b. 24 Oct 1759 d. 16 May 1809), son of David Vance Jr. He would have been about 18 years old when he enlisted. He married to Sara Wilson in 1781 and they had nine children. He is acknowledged as a patriot by the Sons of the American Revolution.

Soldier #37, #39, and #41 are the same Joseph Vance who settled in Kentucky after the war. He applied for and received a pension from the government in 1818. His muster roll cards show he was at Valley Forge from Feb. 1778 through May 1778. He married while living in Kentucky, but the censuses show no children.

INTRODUCTION

The reader will find the Table of Contents a very helpful guide to finding the category of document that you want to examine. There are the Military Cards which lists the name of each soldier, the company they served, frequently the time they served, occasionally the amounts they were paid, then in some cases special "Description Lists" can be found for a s~ldier, especially if they deserted.

The second Chapter is a record and summary of manuscripts of those with the surname Vance. Those listed were not necessarily soldiers, but certainly they had contact of some kind with the Army during the Revolutionary War period.

The third Chapter is a record and summary of the papers of the Continental Congress during the Revolutionary War. This list is not limited to persons who served in the Army, but is a record of anyone by the surname Vance who corresponded with Congress during the Revolutionary War period.

Tne fourth Chapter is a record and summary of those of the surname Vance who served in the Revolutionary War and received a pension. There is one soldier who served by the name Vance, but later changed his name to Smith by act of Vermont Legislature.

I recommend you glance at the summary for each class of document first. Each class is a different microfilm, and therefor is information independent of the other Chapters.

Kindly remember that there was a fire in Washington D.C. that destroyed the majority of the Revolutionary War documents. Therefore we are very fortunate that we have what we do. That also will explain why the Pension documents cannot necessarily be "proved" by the remaining military record cards that are in existence {and included here.}

I have chosen to "abstract" the information for all four categories of information. The only exception to that, is that MOST of the data in the 3rd Chapter on PAPERS OF THE CONTINENTAL CONGRESS have been quoted in their entirety because they are letters, which reveal a better record of the person and their "situation" complete, as opposed to being abstracted.

HOW TO USE THIS DOCUMENT

This 74 page document has been compiled utilizing the microfilm at the National Archives. The procedure I followed is as follows.

First, soldiers with the surname: VANCE were looked up in an Index Roll. That roll stated a first name, the company he served, and the# of another roll to find more information.

What you see on pages 1-3, 32-33, 39, and 52 are exact duplicates of that first Index Roll for each kind of document.

Secondly, each specific Roll # was found and the VANCE data photocopied. Then, a 11 brief, 11 11 Condensed 11 form of the information found there was entered into the computer.

What you see on pages 9-31, 35-38, 40-51, and 53-74 is that condensed information. It is called an ABSTRACT.

When done entering ALL this VANCE data into the computer, it became clear that there were some interesting connections that could be drawn from all that information. Sometimes, a relationship is specifically stated, such as a brother who served out the remaining portion of his brother's term of service. Other times, the data infers a conclusion, such as two Vances who entered and were discharged from the same company on the same date, suggests a father­brother combination or two brothers who served together'~ Whenever this kind of information, or conclusion can be drawn, it has been gathered together into a SUMMARY, so a person can quickly find some answers. Undoubtedly, you will find other conclusions worthy of being included in the SUMMARY as well.

Lastly, I find it offensive when a reference document has not been indexed. That is why you will find not only a surname index, but also a place or location index at the very end of this document.

All of these structures: LISTS, ABSTRACTS, SUMMARIES and INDICES, are here to make your research easier and more thorough. I hope this clearly introduces you to the structure and process I used and makes the use of this document easier and more enjoyable as you continue your search for your ancestors.

I felt it would be very helpful if everyone knew just what it was that I was sending to Kathleen for the Vance Family archives today: Feb. 19, 1988.

The 11Master 11 copy will remain with me here in Nebraska, until you decide what you would like to do with the document.

While the board certainly has the prerogative to do as they desire, let me suggest several alternatives that have occured to me. Copies of the book in either a loose form or a bound form could be made available for general distribution to libraries and member/non-members across the U.S.

Another alternative: the Association could have two hard bound volumes, one for permanent storage and the other for general "library loan 11 use to members of the Association.

Another alternative: I find that looking back at an original document or package of documents frequently sheds further light on an ancestor. It is possible that important data was inadvertently missed in my research and should have been in the book. The. Microfilm, and the photocopies could be placed in a traveling 11 Suitcase 11 and shipped to member researchers who want to see for their own eyes a document, or want a signature of an ancestor.

I am open to suggestions, even updating the current book upon receipt of new research, or discovery of missing sources. And, while we researchers certainly take our work to heart, I would be glad to hear criticisms or words of approval regarding the book. Please don't be shy to inform rr~ as to what you see.

SUMMARY UTILIZING MILITARY CARD RECORDS

There is only one DANIEL Vance, he served in Capt. Mill•s Co. in 2 Conn. Regt., enlisted Sept. 1777 to Mar. 1778. Entry Cancelled on Roll. Does this mean he died or that he was mistaken for someone else?

There are three DAVID Vances and four separate records.

#3] enlisted April 29, 1776 for 2 1/2 years as a private in Capt. Clement Hall 1s Co. 2 North Carolina Regt; became a 1 Lieut. on June 8, 1778 & Captain at King•s Mountain in Oct. 1780. Also in Carter•s Co. North Carolina in 1782 for 18 months. He died 1813.

#4] is the same as #3].

#5] Was born in Ireland; he enlisted Mar. 12, 1777 in Capt. William Cross Co. & Lieut. Thomas Campbell Co., Colo. lambert Cadwalleder•s Regt. from the State of Pennsylvania. # 5 deserted Jan. 24, 1780, a card describing him is included in the data below.

#6] was a Captain in Col. Alexander Barr•s Pennsylvania Regiment on Feb. 11, 1778, certainly earlier also, but there is only the one card to go by.

#7] enlisted April 29, 1776 for 2 1/2 years into William•s Co. of the 5th No. Carolina Regiment and was discharged Nov. 10, 1778.

There is only one EDWARD Vance. He was a private in Capt. Elijah Squier•s Co., under Maj. Samuel Hayes of the New Jersey Regiment, the card specifies that he served only 8 days from Sept. 24, 1777 to Oct. 1, 1777.

There are two ELIJAH Vance records, but it appears that it is probably the same soldier.

#9] was in a Regimental hospital Feb. 6, 1778 for the 2nd No. Carolina Regiment.

#10] enlisted April 29, 1776 in William•s Co. of the 5 No. Carolina Regiment and was discharged Nov. 10, 1778.

There are two GEORGE Vance records, but it is probable that there is but one soldier.

#11] served as 2nd Lieut. in Samuel Drake•s 3rd N. Y. Regt. on Oct. 5, 1776.

#12] served as Lieut. under Col. John Hathorn•s N. Y. Regt. on Aug. 2, 1784.

There are three separate JAMES Vance soldiers.

#13] enlisted July 20, 1778 for 9 months into Childs Co. of the North Carolina Regiment and died on November 15, 1778.

#14] entered the service on Aug. 10, 1777 under Capt. Blain's Co. of Hathorn • s Regt. in the NY Militia. He is li'sted as being paid on July 19, 1784 also.

#15] served under Capt. Simeon Steven' s Co. in the Vermont Militia at Newbury, VT. on June 7, 1785.

There are many JOHN Vances.

#16] entered the service Aug. 10, 1777 to Capt. William Blain's Co. of Hathorn's Regt. in the N.Y. Militia.

#17] enlisted April 23, 1778 and deserted June 6, 1778 from Anderson's Co. of Col. David Hollis' Delaware Regt.

#18] enlisted Jan. 17, 17 __ , served as a Sergeant in Capt. Samuel Smith's Co. in Col. John Haslet's Delaware Regt. of the Continental Troops. Earliest true date in service was April 12, 1776. It is possible that he is the same man as #19 following.

#19] served as a Sergt. in Scott's Co., in Col. David Henley's Regt. of Continental Troops. Earliest date found was: Oct. 1, 1777 when he received wages. The last card in the , envelope said: "Deserted 1 Dec. '78 joined reinlisted for the War desertd 1 April '80.u

#20] served in Capt. Robinson's Co., Herrick' s Regt. of the Vermont Militia on Oct. 11, 1780, when he marched 60 miles in four days service.

#21] served in Capt. Steven's Co., of Col. Peter Alcott's Regiment in the VT Militia for 19 days as guard of prisoners and scouting alarms.

#22] is a John jr., who served 11 days with Capt. frye Bayley's Co. , in Newbury, VT in Co 1. Peter 01 cott • s Regiment of VT Mi 1 i ti a.

#23] served in Capt. Peter Dun's Co. of the 6.th VA {Hendrick's} Regiment, with the earliest date of May 1777 and the latest date being: feb. 1778. He was ill for 5 to 6 months.

#24] resided in Chester, NH., enlisted for 3 years into Capt. Ebenezer frye's Co., John Webster's 17th New Hampshire Regiment. [same soldier as #26, 27,34]

#25] served Aug. 10, 1776 in Canada in Col. Wingate's Regiment in

New Hampshire, the card describes how he was drawn from another NH regiment, either Col. Thornton's or Col. Bartlet's Regiment.

#26] served Aug. 23, 1776 in Capt. Joseph Dearborn's Co., Wyman's NH Regiment against Canada. [same soldier as #24,27,34]

#27] served in Capt. Ebenezer Frye's Co. 1 NH Regt. {Col. Joseph Cilley's Regt.} enlisted April 28, 1777 and was discharged May 1, 1780 while serving in Maj. William Scott' s Co. On furlough from Dec. 22, 1778 to June 1779. (same soldier as #24,26,34]

#28] entered service on May 4, 1775 in Capt. George Reid's Co. of Stark's 1 NH Regt. Latest date was Oct. 4, 1775.

#29] served in Capt. Hawkins Boon's Co. of Lieut. Col. Jossias Harmen's 6th PA Regt. dates unknown.

#30] served in Capt. James Knox's Co. of the 8th VA Regt. from May 25 to April 20, 1777. Died Sept. 16, 17 __ .

#31] Residence: Londonderry, NH., enlisted July 30, 1777 as Sergt. in Col. Henry Jackson's 16th MA Regt. He deserted April 1, 1780.

#32] same soldier as #31 above. #33] enlisted July 19, 1777, commissioned Nov. 26, 1777 as 2nd Lieut. in Kingsbury's No. Carolina Artillery Co. Latest date found: Sept. 10, 1778.

#34] served in Mcfarland's Co., in Nixon's Regt, of Massachusetts. Sick on Nov. 2, 1775.

There were only two JOSEPHS who served in the Rev. War. While the list of table of contents suggests many Josephs only two separate individuals could be identified from the military records.

#35] is the same soldier as #38 & #40. He enlisted Nov. 28, 1776 into Capt. P.B. Bruin's Co. of the 11th VA Regt. From July, 1777 on he was with Col. Morgan. Nov. 1779 he was mustered with Capt. William Johnston's Co. in the 7th VA Regt.

#37] is the same soldier as #39 and #41. He enlisted in Capt. Michael Bowyer's Co. of Col. James Wood's, 12th VA Regt. on March 6, 1777, serving from May, 1777 to Oct. 30, 1778 "In the Artillery" for part of the time. Another card states that he enlisted on Oct. 10, 1776 for 2 years.

The two ROBERT Vance listings #42 & #43 describe one person: #43] served as Lt. in Capt. James Sullivan's Co., of Col. William Russell's 13th VA Regt. from as early as Sept. 6, 1777 until at least March 17, 1778 & more probably Aug. 1778. He was commissioned Aug. 19, 1778 to his own company in the 9th VA Regiment. He served at least during: Oct. 1779 to Dec. 1779.

CHAPTER 1 MILITARY CARDS

There are three SAMUELS in the Military Cards, none appear to be Soldiers. The records show one from New Jersey and two from Virginia. The Virginians are probably the same person, who might have been a business man, for he sold two blankets to the U.S. through Peter Muhlenberg.

THOMAS Vance was enlisted April 1, 1777 or feb. 2, · 1777 in Capt. Jonathan Pierson's Co., Spencer's Regiment in New Jersey for the Continental Troops. He transfered to Capt. Maxwell's Co. and was discharged feb. 2, 1780. His normal pay was 6 2/3 dollars a month throughout his time of service.

There are three distinctly different WILLIAM Vances.

#48] enlisted into Coburn's Co., in Col. Ichabod Alden's 7th Mass. Regt., on May 12, 1778 for a 3 year term. He was discharged April 26, 1780. He was a Fifer.

#49] served as a Captain in Col. James Wood's 8th & 12 Regt., of VA. he was commissioned: Jan. 8, 1777 and served at least until Dec. 1779 which is the latest date on record. There is some possibility that this is a Wause not a Vance.

#50] The third William served in North Carolina under the name Wi 11 i am Ross.

On Roll #54 Robert Vance is a signature witness on a document dated: ~, Jan. 12, 1777, stating that Maj. Charles Simms paid 166 2/3 dollars for Bounty money for 28 men in the Continental Service.

Also on Roll #54 Robert Vance signs a receipt of Major Charles Simms that 136 and 1/3 dollars bounty money was received "for recruiting twenty men which sum I promise to apply to that purpose." Robert Vance, signature.

No mention is made of them in the funeral [?] arrangments that took place since. Are they entitled to Commutation?

Inclosed are Copies of our last Report to you under Dates of 30th Sept. lOth & 1st all to which beg leave to refer you, we have now the pleasure of acknowledging the receipt of your sundry favours of the 16 June 25th July & Oct. with a Copy of the Accot Sales of our Remittance fr the Negotic which will be noted to your Debit in conformity on the price of the Sugar & Coffee by that ship was L300 sterling & you'll please to credit us with the return of Premium accordingly we are sorry to hear of the bad Conduct of Captain Smith your account certainly speaks much against him, we are afraid he has been duped by a woman of Colour he carried with him from this Island tho' hope his Conduct may yet be cleared up to your satisfaction, as he had here every appearance of Industry & attachment to the Concern

We have Reed a Letter from Capt. Glassby dated at St. Lucia the 28th Deem and are glad to fnd the Baltimore has been so lucky as to escape from Damage in the late Hurricane there & think the Captain has done well for your Interest in the charter party he has made there with Mrss Barrow & Walker which will Insure you a good Freight home, he is to receive 74 for Cloyed & 716 for muscovado Sugar & for Coffee 84 & Ct to be loaded in all March & sail in April in case of a convoy or armed Ships offering, all Freight I if any I to be paid at the same Rate & the Cargo to be put on board at the Carriage without Expence to the Ship which we think is better than his going down to Jamaica when the Risque would have been so great & the uncertainty of her dispatch there is {illegible} before Mrss Vance & Co. would have shipped some Sugars on board on our Austy from their frequent provisions & Engagements to us for that purpose, but those Gentm have much disappointed us, they have no f ... {illegible} established at St. Lucia their {illegible} is here; they are yet indebted to us near L3000 Corg. the greatest part of which we were assured would have here remitted you thro that Channel & the disappointment has given us no sma 11 concern, we shall be ob 1 i ged to have Redress to our Court if the Balance is not speedily settled tho by that means we shall be considerable sufferers if matters are carried thru to an Extremity from the Effect of an Act that has been passed here by the Legislature which is, that all Debts due here upon which Executions have been or may be obtained that the Levy's made therefrom to be upon the Negroes & personal property & from that to extend to the real Estates, but instead of their being put up for Sale for Cash by the Marshall the Creditor is obliged to recieve such Property at an appraisment that shall be made by some Gent & what makes this the greater Hardship to people that have money to receive in the Country*, & the Government will not admit of a single Negroe being carried off to an English or Neutral Island, from this you may form an Idea of the poor Country and what the Inhabitants must suffer that have property or Debts in it, but we hope notwithstanding to

From the uncertain situation of the other Islands we both yet remain here, our Col did intend leaving it long ago if any object worth his while elsewhere, the uncertainty of Affairs in America makes it difficult for him to determine upon any plan for that purpose, there is nothing here to be done worth Attention, If any Ojbect should occur within your knowledge he would thank you · for your advice, as remaining here, under this Government is only a loss of so much time, our grand Object as we told you before was the reduction of your Debt which we must by some means fight thro' this year.

We sincerely wish Mr. Eden every Success in his Tour & should be happy in the sight of him on these Seas, we have read several Paragraphs with his name in the English Papers, you would do us great pleasure if you would send us out some of the English newspapers at different Times via Holland as there are frequently vessels arriving here from Rotterdam & Amsterdam - we shall write to you again by the next ship, in the Interim remain Dr Sirs

•To his Excellency President· and the Honourable the Continental Congress. The Petition of the Inhabitants on the West side of Laurel Hill and Western Waters humbly sheweth:

11That your Petitioners have long laboured under the most intolerable Grievances from the Unhappy dispute between the Common wealths of Virginia and Pennsylvania, with regard to the Right of Territory and Jurisdiction .in these Parts; both Common Wealths alternately claiming and exercising Jurisdiction within the same, establishing and disannulling their Courts of Justice, Militia Laws, and Commissioners Courts for Land affairs, , as sevited [?]their different Interests and to bring money into their Treasuries, at the Expense of the poor Inhabitants, who always thought they were complying with the Laws, and securing a legal Right to their Property; but unfortunately for them after having been drained of what little money they had they have found themselves in a more uncertain and precarious situation than before, and without any Certain assurance of protection, or being secured in their Persons or Property either by the Laws of the Commonwealth of Virginia or Pennsylvania. Your Petitioners conceive that they are entitled to all the Rights, Privileges and Immunities of the Citizens of America, as much as any in the Federal Union and have Contributed as much to the Common Cause of serving the Liberty and Independence of America as any Part of the United States, in Proportion to the number of their Inhabitants and Considering their infant settlements. They have furnished two Regiments and several Companies of their best men for the Continental Service, and have almost singly defended their own Country from the Ravages and Depredations of the Savages, by which means the best Blood in this Country has been Spilt; Thousands of lives Men, women and children have been lost; and for want of Unanimity among themselves they have been rendered much more defenseless than they otherwise would have been your Petitioners beg leave to represent to your Hounorable Body, that the Unhappy dispute between Virginia and Pennsylvania before alluded to has been the principal Source of most of their misfourtunes; The Minds of the People have been divided, their Passions raised by evil and Injurious Treatment, and their Resentments in many Instances, have been like, to have produced fatal

Consequences to both sides, while in the meantime the Frontiers have been left defenceless, or very insufficiently guarded. Your Petitioners beg leave to represent to your Honourable Body, that at the Risque of their lives and what Property they possessed, they have settled this frontier Country, under the Faith of various Proclamation and Acts of Assemblies of Virginia & Pennsylvaina, and they have and Conducted themselves as good Citizens and Subjects of both; They have been a Barrier or Bulwark to the States of Virginia Maryland and Pensylvania to save them from the Inroads and Depredations of the Savages, and in return for these Services they have been treated more like ' Slaves than free men, they have been bartered sold or Transferred from one State to another like Feudal Tenures of old or as they could be under the Arbitrary and Despotic laws of Russia or Tartary. your Petitioners conceive that it was for Liberty and the Security of Property, that the present war between Great Britain and the United States Commenced and as they have fought and bled in the Common Cause, that they are entitled to the Common Benefits, and at the Risque of their Lives and fortunes are determined to maintain the Rights of free men and free Citizens of America. Their Cause they are convinced is so Clear, that it only wants a fair hearing to redress their Grievances and render them happy, and it is to your Honourable Body alone under God that they can apply for Redress, and deliverance from impending Ruin, and the only effectual Means as appears to your Petitioners for this Purpose will be, to lay off a New State upon these Western Waters. This alone can unite them for the Common defence of their own Country, and render them more servicable to the United States. Your Petitioners Conceive that there is such a Power vested in your Honourable Body, where New Settlements are made upon vacant Lands, or where the Bounderies of any one or more States are so far removed from the Seal of Government as to create a different Policy and different Interest. Both these circumstances are truly the Case with your Petitioners. Their distance from the Seats of Government of either Virginia or Pensylvania is a Grievance of the highest Magnitude which your Petitioners labour under and must continue so, while they are annexed as appendages to any one of these States. God and Nature seem to have designed that the Inhabitants upon these Western Waters should be divided in their Internal Government from the lower States; by the Course of the Waters and the Immense Ridge of Mountains which lies between them distinct in their Internal Government, and yet united under one General Head which they hope will be vested in your Honorable Body and their Successors for ever. Your Petitioners likewise Conceive that the Charter of the Common Wealth of Pensylvania if Run according to the true meaning and Intent will not include your Petitioners, but that even if it should include part of them they conceive t hat this Matter is very little Material to the present Point Because when these Charters were originally granted, the Geography and Intent of the Country was but very imperfectly known, and that if all Charter Boundaries were to be strictly observed, nothing but anarchy and Confusion must be the unavoidable Consequence; and the Charter of the State of Connecticut would in that Case dismember Several States. Your Petitioners therefore conceive that the Ease Happiness and Convenience of the People ought to be the General Rule of the Limits, Extent and Government of human Societies: - Your Petitioners therefore conceive that they have a just Right and Title to the Lands upon these Western Waters, which they have settled and improved at immense trouble and Expence, and at the Risque of their Lives westward of the real and just Charter Boundaries of the Common Wealth of Pennsylvania, and that they are not nor of Right ought to be subject

either to the commonWealth of Virginia or Pensylvania; and that if they were, the General Rule of Convenience and the Happiness of mankind would induce your Hourable body to grant them Relief - Your Petitioners cannot but be greatly alarmed at an Act of Assembly of the Common Wealth of Pensylvania lately published for Consideration respecting the Inhabitants on the West side of the Laurel Hill, restraining and forbidding them to assemble together to consult about their own safety, or even to mention a new State within the boundaries of the Common Wealth of ' Pensylvania under the Penalty of being deemed guilty of and incurring the Pains and Penalties of high Treason. Your Petitioners Conceive that they are not within the Just limits of the Charter Bounderies of Pensylvania, and that if they were; they Conceive that any act of assembly restraining them from meeting or assembling together to consult about their own Happiness and Safety or from Petitioning your Honourable Body or the Legislative body of the Common Wealth of Pensylvania for Redress of Grievances or even for a New State is arbitrary oppressive and unconstitutional and would be depriving them of their most essential and unalienable Rights which as Free Men and free Citizens of America they are entitled to enjoy. - Your Petitioners therefore pray that your Honourable body will be pleased to take their unhappy Situation under your immediate Consideration and lay off a New State upon these Western Waters of such Extent of Territory as in your Judgement shall seem meet, and agreeable to your Resolves in such Cases made and Provided, and admit them into the Federal Union, by Reserving their Delegates in Congress as members of the United States. That the Honbl Memorialist did on the 21 day of May 1781 sail from the Port of Cork in the Kingdom of Ireland in the Ship .called the Countess of Clenbrazil, whereof he the Sd John Vance was Master, being Bound for the Island of Barbadoes having a Ladding ..... of Homegrown purchased by the Inhabitants of the City of Dublin for the Relief of the Distress in West Indies.

That on the 22nd of sd Month being at Sea he fell in with and was taken by the Privateer Furious [sp?] Bositus [sp?] from Salem in New England notwithstanding he John Vance had a pass from the Honbl Benjm Franklin requesting that his ship and Cargo might be permitted to go her voyage, that by Order of the Captn John Brooks Viz the Privateer he with his Mate was put on shore in Ireland while his Ship & Cargo were Detained as a Lawfull Prize and caused [sp?] for Salem.

We the Subscribers to the present, beg leave most humbly to represent to the Honourable the Congress that we conceive the actual [?] and Ceal advantages originating from Salt Springs and the Improvements thereof, to be of the utmost consequence to the Cultivation and Welfare of the extensive part of the United States; That the Inhabitants dwelling in the neighbourhood of the Waters of the Rivers Monongahela, Allegany and Ohio, have been hitherto constantly reduced and, and more expecially during the war to the greatest inconveniencies from the very great scarcity and excessive high value of that most important article Salt, so very necessary for their existance, as well as the health of their Cattle and Live Stock in Climates too remote from the Sea Shore, and which is even at present selling at Pittsburgh at thirty shillings per Bushel and in many other places in that Neighbourhood at a much higher rate. The Petition of Mary vance administratrix and sole heir to the estate of Joseph Curry deceased hubly sheweth, .

That the son of your petitioner Joseph Curry deceased, did at an early period of the late war, enter into the hoopital of the United States that he remained in that service in quality of Steward and Commissary until his death in September 1780 - that by the depreciation of Paper Currency his monthly pay was reduced to allmost nothing in consequence of which he expended what little property he was possessed of - and by that means a necessitour mother (your petitioner) was deprived of her only assistance and support - She was happy to see the Sufferers in that department recommended by your honorable body to the justice of Several States and equally to See a Law passed in the state of New Jersey ( of which state the deceased was a native) in their favor - Your memor'ialist by the assistance of her friends was at considerable expense & trouble in procuring the Certificate of Service (which the Law requested) and presenting them for Liquidation- the auditor made no difficulty to Audit the accounts - and give a Certificate of the Monies due the deceased. the Commissioners appointed by Law to examine the account with equal cheerfulness certified to the propriety of its admisson- had all the Officers of the State shewn a disposition to do equal Justice - your petitioner would not at this time benn compelled to trouble your honorable body on a pecuniary subject -but the Treasurer (where business in this affair was only executive) refused to pay or give his note for the Liquidated sum as the Law Pointed out - and by his Solicitation prcured a repeal of a Law that had been in part put in execution - by which means the liqidated account of the Auditors & ~, Commissioners was taken back and the original certificates given instead thereof - this your petitioner is constrained [?] to appeal to the justice of Congress for the depreciation of the pay of her Son - of whose fidelity & usefullness in the Hospital she can bring incontestible proofs from all the Physicians who served in the Department - the official Certificates of his Services accompany this petition - your Petitioner rests her cause with your honorable body under the fullest Confidence that Congress will not hesitate to do justice to the mem'l of a deceased servant.

The Board of Treasury to whom was referred the Memorial of Mary Vance, Administratrix, of the Estate of Joseph Curry, deed.

Beg leave to Report

That the Memorialist states, 11 that her Son Joseph Curry, now deceased entered into the service of the United States early in the late War in quality of a Steward and Commissary in the Hospital Department and continued in that capacity till his death, in the Month of December 1780.

That in consequence of the recommendation of Congress, the Legislature of the State of New Jersey (of which her deceased son was a native) past an Act to make up the Depretiation of pay to such of their Citizens so had served in the Hospital Department of the United States; which Act the Memorialist states, has been repealed, after the claim of her deceased son had been duly audited and previous to the issue of the State Treasurers Certificate, as is usual in such caes; and that he is therefore constrained to have recourse for relief in the premises to the justice of the United States ...

On the above Memorial, we beg leave to observe that as it appears to the Board from a report on this Claim by the Commissioner for settling the accounts of the Hospital Department, that the State of New Jersey has actually settled the accounts of such of her citizens as were entitled to the peprtiation of pay, it must be presumed that there are causes, which have obstructed the settlement of the Claim of the Memorialist, of which this Board are at present ignorant.-

They therefor beg leave to suggest, whether it might not be proper, previous to any its termination .on this Memorial, that Congress should obtain official information from the State of New Jersey whether the acts past by that State for making up the depretiation of pay, agreeably to the resolves of . Congress have been repeated previous to the complete execution of the same and in such case, of the reasons, which may have induced this measure.

From the result of this enquiry, Congress will be able to determine how far it might be propert to extend relief to persons, who in consequence of the repeal of the Law avoe mentioned, may have been deprived of that compensation to which by the resolves of Congress they were respectively entitled.

BACKGROUND: Came to Washington Co. when 10 or 11 with his dad. James Vance' uncle [unnamed] was wounded at Moravian Town, NC in 1781.

SERVICE: In 1776 Col. William Christian campaigned against the Cherokee Indians; He volunteered (not quite 16) under Capt. Robt. Craig of this Co. & served 2 mo. (late Aug.) and was honorably discharged. In 1777 James Vance was ordered to the frontier with other militiamen to guard against Indian hostilities (served 1 month) as private in Lieut. Samuel Newell Co.; Was at Cohen's fort at Long Island at Clinch River with Capt. Andrew Colvill under Col. Evan Shelby, Capt. Robert Trimble; was stationed at "house of old Wm. Robinson"; For a total of 5 months in different tours above.

In Fall of 1780 volunteered with Capt. Andrew Colvell Exp. to King's mountain (2 months) cared for Lieut. Samuel Newell who was wounded; In 1781 served 1 month with Capt. James Montgomery into Guilford Co., NC battle at Guilford Ct. house between General Green & Lord Cornwallis

for term of six months and marched immediately to Mount Independence on Lake Champlain and was employed during said term at that place in erecting breastworks & fortifications and in assisting to cut a road through the woods to Hubbardtown a distance of about 22 miles, and was discharged at Mount Independence in the month of Dec. 1776. John Starks Regiment for the term of 8 .months and was stationed at Winter hill near Boston Mass. 11 The 1st of Jan. when his time with the rest of the company expired, we were pravaded [?] for the purpose of being discharged, when Col. Peter Olcotts Regiment as a volunteer until the expiration of said companys engagement which was some of the last days of January or first of Feb. 1781 and was discharged at said Newbury . On or about the lOth Feb. 1781 he again inlisted into a company commanded by Captain Nehemiah Lovell in a Regiment of which Samuel Fletcher was Lieut Colonel Commandant and he continued to the close of the year 1781 .- and was discharged at sd. Newbury. He further states that he does not recollect ever to have had a written discharge from service and if ever, he has none now. He states also that he does not know that he can produce any more satisfactory evidence than that already adduced.

LETTER by Julia Elnora Richardson 412 S. Davis St., Kirksville, MO, Jan. 9, 1911 requesting data on: "David Nye my great grandfather ... " and "Co 1. John Smith, my grandfather on the Richardson side of the family ... after he came to Newbury, which was before 1789, as his name is found in an old account book of that year, in January. He began to clear land and built a log house on what is now called the "Guy Corliss Place, .. but about · 1790, settled whre his grandson, the present John Smith, has always lived. He kept tavern there for some years after and perhaps before 1802. When the war of 1812 came on, he was a major in the militia and served at the time of the invasion of Lake Champlain. Afterwards he was Colonel in the militia. His sword is owned by J.J. Smith. Col. Smith was prominent in his day, a man of pronounced opinions ... : his daughter ... Ruth J. was my grandmother. She married Thomas Richardson Dec. 18, 1827. She died in Minnesota, Aug. 29, 1862."

SERVICE: He marched from County of Pennsylvania to Winchester, VA., from thence to Williamsburg, thence to Georgia. Was in the battle of Germantown & was there wounded; invalid pensioner Virginia agency.

Pension received of $ 75 per annum from 4 March, 1836 Certificate & Money sent to Thomas Munroe, Woodstock, VA.

Nancy Vance, widow of John Vance, applied for the pension on 7 Sept. 1838 from Pendleton Co. VA., at the age of 82. She states in her deposition that she married John Vance in October of 1773 by Col. Wm Crawford who was magistrate of Co. "where she resided" & who was an officer in Rev. War, taken prisoner by Indians & burnt.

The Justice of the Peace: Jesse Henkle, in his deposition says that for 42 or 43 years he has known the Vances. That at the age of 56 years he is "well acquainted with their children, who are older than myself"

SERVICE: In John's deposition he states that in 1776 "I turned out as a VOLUNTEER under Capt. Stevenson as surgeon, clerk of the company .. marched to Williamsburg, then joined 8th VA Regt ... Col. Peter Onski? ... Milensburg ... marched to Charlestown, S.C. with 2 more companies to assist in the battle of Julian's? Island ... thence to Loonsbury, GA, under Gen'l Lee til our time of ·service was out, returned to Ft. Pendington & joined 13th VA Regt. Col. Crawford, Capt. Robt. Bell's Co. as Sergt. Major to said Regiment ... some of Regiment sent down to Philadelphia to Gen'l Washington ... where I then acted as adjutant for said Regiment of 3 months .... was at Battle of Brandywine & Battle of Germantown, got wounded in my leg in a very desperate matter & was also wounded through the cheek with a bayonet {at Germantown} sometime after the Battle General Millensburg gave me a very honorable discharge, - which I took good care of until my house was burned down by accident. And so I lost it. In the wound I received, my leg still continues to run & so disables me to walk, that I am unable to labor for my support, being now 67 years ... "

A DEPOSITION by David Steel, Capt. of 13th Regt . Pittsburg, dated: Nov. 27, 1813 affirms of John Vance's wounds & 3 mo. service.

A LETTER from Wm. Marteney dated: Jan. 24, 1814 states re: John Vance, that Wm. knew John for 16 years, "that John is a good citizen, that his ankle is a oozing sore at leg, is much swollen, can scarcely make out to walk without a stick, or a crutch, is upwards of 70 years old, actually poor, is employed as a school master teacher for children almost through an act of charity. I think him justly entitled to a pension." .

A LETTER from Thomas Miller dated: Sept. 7, 1838 Pendleton Co. VA., states that he, Thomas, is aged 64 and that he knew John & his wife for over 50 years, that he knew the eldest Vance daughter, Polly, who was the same age as he, Thomas.

LETTER dated: Jan. 6, 1840 from the War Dept. challenges evidence that the marriage of Nancy and John took place in 1770. {see frame 485} Mary Harper, deceased, John and Nancy's eldest child was born approximately in 1779. John Vance was called: John David Vance in this letter, who 11 1eft service soon after being wounded at the battle of Germantown, Oc~. 1777. 11

MARRIAGE: From an affidavit 'marked' by Nancy on Sept. 16, 1839, she states the following: John and Nancy were married by a Col. William Crawford, the "magistrate in the county where Nancy resided, .. no record of marriage. It took place in the 11 Western parts of Pennsylvania or Virginia, not sure of which state." Nancy resided near the river Yohogahey, 40 miles from Fort Pitt.

AGE OF NANCY: In an affidavit dated: April 1, 1841 Nancy says she is 84. {This would mean a birth year of: 1757.} She also states that they were MARRIED in 1773.

' FRIEND: Adam Mouse, aged 70 years, resident in Pendleton Co., VA deposed on May 8, 1839: that he was acquainted with Vances for 50 years, they had 4

. children, with Polly and Robert, the eldest two, being aged 7 or 8 and 5 or 6 when first met.

SON-IN-LAW: Adam Harper aged: 65 years, resident of Pendleton Co. VA, deposed on May 8, 1839: He married daughter of John and Nancy Vance, named: Polly. Also, that on her tombstone the following can be read: 11 Mary Harper, died April 22, 1829, aged 50 years and 6 100nths, 11 {This would indicate Po 11 y • s birth date would be Nov. 1778.}

SIGNATURE of Robert Vance, Nancy's son, can be found at frame 503, as a witness to his mother's deposition. Also, Aaron Boggs, signed as a witness. She also states here that she and John were married by Col. William Crawford in 1773, the same Col. Crawford who commanded her husband in the War. Removed to the county of Pendleton, Virginia 50 "odd years ago. 11

Duties: sacking beef & pork for army; and guarded storehouses of U.S. "Since the British were in Chesapeake Bay, it required that the storehouses be guarrded well at all times. 11 Was at Allen Point Storehouse in fall of 1779. He was orded to Bush town and commanded to clean the public arms; was engaged 5 months with the help of his younger brother [name not given.]

In the fall of 1780 was ordered by Dellum to take up arms to prevent the British in Chesapeake Bay from going up said Bay; Went in Capt. McConius Co. to Pool Island, but went with orderly sergeant and served 1 month; British turned back; He states that he served a total of 18 months and never received any pay. 11 He held himself liable to be called at any time. 11

ENTERED: 1774 in campaign against Shawnee Indians under Capt. Evan Shelby in General Lewis' army; was in battle at Pt. Pleasant, "where they fought the Indians from Sunrise unt i1 Sunset. " Then marched across the Ohio river past the salt licks when Gov. Dunaveer came over to the camp to stop. Removed to Dunamis' Camp, removed to Pt. Pleasant and were victorious with 140 of their men lost killed and wounded, "got but 19 skalps, the indians removed their dead in numbers and thrust them into the river", they were out 8 weeks.

MAY 4 or 5, 1777 VOLUNTEERED under James Montgomery in expedition against Pawnee Indians. To Ft. Morris - as orderly Sergeant, to mouth of Big Creek in VA as orderly Sergt. to guard that frontier, with Lt. George Brooks, Col. Martin was in charge of the Cherokee station. Went with Capt. Shelby to guard his house.

NEXT, under Capt. Colville with Col. William Campbell at Watonda River, marched over Yellow Mt into North Carolina across Broad River and by Corossens River, onto Kings Mt., where they surprised a British main guard and took them for Tories. They then dismounted and had a sanguinary battle for 1 hour, in which they were confidently victorious. This applicant was the officer of the guard of prisonsers condemned to be hung. 52 were condemned but only 9 were hung. He was at the battle of Kings Mt. as orderly sergt. and with the prisions taken in this battle as far as Wilkes Co. North Carolina, where he was verbally discharged by Campbell. He ·was in the campaign about 3 to 5 months.

VOLUNTEERED under Col. and late Gov. John Sevier and served aggainst the Cherokee Indians to Hiawasse River and had a battle at Big Hiwasse, they killed about 25 Indiansi on this tour about 1 month.

PROBLEMS: 3 page LETTER dated: Sept. 10, 1870 by Charity Vance, [SIGNATURE] requesting new certificate; "About one year si nee 1 ast April, as I was sorting over my papers to go to Virginia on business I asked the Lady of the house where I was boarding if she would be so kind as to keep my pension certificate." SUMMARY: So, she did. . Old Lady McCutcheon and her husband died. The boys refused to give the certificate back to Charity, until she paid up on what she owed them. An uncle has made the situation even more confusing and difficult by saying that he was the only one that was to receive any money on back rents due the McCutheons.

LETTER on be~alf of Charity Vance, widow, by Robert Avery dated: Oct. 25, 1870 requesting a new pension certificate. The certificate was left by Mrs. Vance, who is "poor and proud" with and old lady, McCutheon, and is now in the possession of her sons.
