5. REPORTS
a) West Shore Arts Council – Lantern Walk
- Staff Report (Parks & Recreation)
MOVED BY: M. STEARNS SECONDED: COUNCILOR WADE That the Parks, Recreation, Beautification and Culture Committee recommend to Council: That Council approve the request to:
i. Allow the Westhills Park Parking lot to be closed for the exclusive use of the WSAC on the day of the Lantern Walk. WSAC is asked to consult with Westhills if a temporary parking location is available for the public and, if a location is found, WSAC is asked to post signage at the entrance of the parking lot directing the public to the alternate site.
ii. Bringing up to 4 portable toilets into the parking lot; iii. Allow stake lighting along the gravel trail within Westhills Park; this is contingent upon the Parks
department review and approval. Alternates may be suggested; iv. Zap-strap lighting to the park fence along the Westshore Parkway; v. Place tents in Westhills Park, however, they may not be staked – only anchor weighted.
vi. Allow placements of a variety of lanterns using LED lights along the route on city boulevards and trails;
vii. Permit a variety of artists and dancers along the route that does not impede or unduly distract vehicular traffic; and
viii. Allow the boulder to be decorated in lights that honour Canada’s 150 celebration. CARRIED.
6. CORRESPONDENCE

Re: Vimy Foundation Initiative – Vimy Oaks MOVED BY: COUNCILOR WADE SECONDED: A. STEARNS
That the Parks, Recreation, Culture and Beautification Committee receive the letter from the Vimy Foundation and recommend to Council: That Council: Approve the placement of a Vimy Oak Tree in Veterans Memorial Park with recommendations from Parks staff.

Memo TO: Parks, Recreation, Beautification and Culture Committee FROM: Mike Leskiw, Manager - Parks DATE: 2017-08-24 SUBJECT: Update on Current Parks Projects
The Parks Department would like to provide this update to the Committee on the status of current
capital and operational projects. Please see as follows:
1. Rugby Canada Fitness and Residence Facility:
-proceeding well, on schedule to open in November, 2017.
-roofing in progress to ensure the building is watertight.
-plunge pools being framed for concrete.
-plumbing and electrical installation well along.
-permanent hydro connected.
-drywall installation taking place.
2. CCP Artificial Turf Replacement:
-project started on time and finished on time.
-included the remediation of the north-west corner of the field including sidewalk and fence
replacement.
-testing was successful to meet World Rugby Standards.
-the first user group will be Westshore Rebels home opener on August 19.
3. CCP Mold Remediation:
-included the removal of contaminated mold material in drywall above the ceiling in the office
on the send floor of the arena.
-impacted Performance Plus Hockey Inc. and Accent Refrigeration.
-ceiling beam insulated to eliminate cold to warm transfer of heat to generate moisture.
-all mold remediation costs covered through insurance.
-completed on time and on budget.

4. Well Inspection/Replacement:
Veterans Memorial Well:
-since April of 2017 we have experienced silt and rust contamination within the water source
from this well.
-Several measures have been tried including replacing the well liner and pressure tank.
-In August it was determined that the well would be redeveloped including the replacement of
the intake screen at the bottom of the well.
-We continue to incur silt in the outgoing water and continue to surge the well to remove the
silt buildup. Over time the screen will clog with larger gravel particles which will limit the
amount of silt in the outgoing water.
Firehall Well
-In July 2017 the pump and motor in this well broke down.
-Professionals were brought in to perform a pump test on the well to determine the size of new
motor and pump requirements.
-3 quotes were received and Wellmaster is scheduled to install the new motor and pump on
August 22.
5. Vimy Oak Tree Planting:
-Norm Scott, President of the Royal Canadian Legion, Prince Edward Branch #91, approached
the City regarding the planting of a memorial oak tree to recognize the 100th anniversary of the
battle of Vimy Ridge.
-The Oak trees are grown from acorns that descended from a Quercus rubur (Vimy Oak) from
Vimy ridge.
-A location has been identified in Veterans Memorial Park and the Vimy Ridge Oak Tree will be
planted this fall. A plaque will be installed at the time of tree planting
6. New Employee – Landscape Design Technician:
-Tara McLellan started with the City on July 31. Tara comes to us most recently from Calgary
with stops in Edmonton and the lower mainland previously. Tara has great landscape design
experience completing projects in both the private and public sector. Tara will focus on
development review and coordination as well as landscape and graphic design and planning
initiatives.
7. Centennial Park Tennis Court Resurfacing:
-The tennis courts at Centennial Park had all the cracks routered and filled and was resurfaced in
August.
-the benches beside each court were also replaced.

8. Glen Cove Park wharf access decommissioning and wharf move
-in 2016 the beach access at Glen Cove Park was upgraded with a new access area and sand on
the beach area.
-the existing wharf access is at the end of its useful life and will be decommissioned by the end
of August.
-a new boardwalk will be installed at the new beach access location and the existing wharf will
be moved to the new location to provide fishing and water access for the public.
