What is a TIO Program

What are the different parts of TIO?

7-141 (e) The testing program shall identify materials and tests to be performed on the project. The firm(s) and/or individual(s) to perform each of the required tests shall also be identified.

• 7-149 (b) The governing board or authority of a health facility shall select a qualified person or testing laboratory as the testing agency to conduct the tests.

• The selected person or testing laboratory must be approved by the architect or engineer in responsible charge. The governing board or authority shall pay for all tests.

• 7-141 (e) The testing program shall include, at a minimum, those tests required by applicable sections of the California Building Standards Code.

• Special Inspectors are not required, but may be used if the IOR cannot cover the work

• 7-141 (g) The observation program shall identify each professional that must, through personal knowledge as defined in Section 7-151, verify that the work is in compliance with the approved construction documents.

7-141 (b) All architects and engineers to whom responsibility has been delegated for preparation of construction documents as listed on the application shall observe the work of construction for their portion of the project.

Managing the TIO is part of this duty.

may name one or more persons to act as alternate(s) for observation of the work

of construction provided such persons are architects or engineers qualified under these regulations to assume the responsibility assigned.

FAQ #1Question: If I have only a few things on the TIO program then I do not need the IOR to inspect the work which is not specifically on the TIO.

Answer: Incorrect, 7-144. Inspection.(a) The hospital governing board or authority shall provide for competent, adequate and continuous inspection by one or more inspectors satisfactory to the architect or structural engineer or both, in responsible charge of the work, or the engineer in responsible charge of the work and the Office.

7-145. Continuous inspection of the work.(a) The general duties of the inspector shall be as follows:1. The inspector shall have personal knowledge, obtained by continuous inspection of all parts of the work of construction in all stages of its progress to ensure that the work is in accordance with the approved construction documents.

FAQ #2Question: I am being asked to do a specific test or inspection and it is not on the TIO, do I have to do it?

Answer: Yes, if it is a code minimum and the design professional says so…. 7-141. 7-141. Administration of construction.The administration of the work of construction shall be under the responsible charge of an architect or structural engineer. Where neither structural nor architectural elements are substantially involved, a mechanical or electrical engineer registered in the branch of engineering most applicable to the project may be in responsible charge of the administration of the work of construction.

How does the TIO affect the project

Is there another approval by the Office for the TIO?

• Yes, OSHPD Field Acceptance– Review any and all comments on the TIO Program• Items which are required to be followed up in the field

– All TBD on the Part B & C are completed or at least have one person or companies name in place.

• Question: My OSHPD field staff is telling me I have to do specific tests or inspections which are not part of my TIO and they are telling me to add it.

• Answer: The office approves the initial TIO program, it is a “living document”. Any edits (approve or remove) must go through the appropriate design professional who is on the permit who will determine if it is or is not required. OSHPD field staff must document their desire to do so, the designer will deem if it is or is not necessary.

What does the Responsible Design Professional do to the TIO

• All edits to the TIO– Updating Part B & C TBD items to an individual or

firm– Interview and approve all special inspectors, prior

to OSHPD field staff doing their interview and approval

– Maintains and manages the TIO program

• 7-149. Tests (a) Pursuant to Section 7-141, the architect or engineer in responsible charge shall establish and administer the testing program.

• Where job conditions warrant, the architect or engineer may waive certain specified tests contingent upon the approval of the Office.

What do the IOR(s) do the the TIO• Maintains all of the documents for Part B

– All test reports are held as evidence of conformance• Maintains all of the documents for Part C

– All inspection reports are held as evidence of conformance for that TIO Inspection Item

• Reports to the design professional, works under their direction– Design professional interprets and directs the IOR on their intentions.

• Reports any issues to the FDD personnel– If there are questions and concerns the IOR has between designers

direction. Then the IOR has no further involvement, what the designer and FDD decide that is it.

What do the Special Inspectors do to the TIO

• Provide documentation as evidence of conformance, or not.

• Do not need to give a verified compliance report for Part B or C items, their daily reports suffice.

• All deficiencies are required to be tracked and corrected, so you should know if the work is in conformance.

• Report to the IOR, provides personal knowledge to the IOR.

What do the Contractor(s) need to know on the TIO

• Needs to know what is open at all times• Needs to know what tests are required• Needs to know what inspections are required• Needs to know who is approved to inspect

multi IOR projects) is for specific work (usually determined by CSI Spec Section).

What do the TC’s need to know about the TIO

• Who is the IOR who is responsible to perform the work on their specific CSI spec section
