Underlayment Supports Room’s Floor CoveringQ: I’m planning to redo our second bedroom, which is where our son kept his two cats. The cats did a lot of damage to the carpet, including urinating on it -- so much that it soaked through the carpet and pad-ding. I plan to replace everything, including the plywood underlayment, and I’m wondering: Is there a better material than plywood for this job? Thanks. -- Carl in Wichita, Kan.

A: Underlayment is, as its name implies, a layer of support underneath a room’s fl oor covering (whether it be carpet, tile, vinyl or what have you). It sits between the subfl oor and the fl oor covering and padding, if any.There are four general choices for underlayment materials: plywood -- the layer in your son’s old bedroom -- fi ber board, cement board and isolation membrane. Which material to use depends on the type of fl oor-covering you plan to put in.• Fiber board -- a thin-but-sturdy underlayment for areas where a thick-er material might affect fl oor height. It’s usually placed underneath ce-ramic tile or vinyl fl ooring.• Cement board -- a stable material that deals well with moisture and is therefore best used in areas that are likely to get wet, such as bath-rooms or kitchens. It is usually only used for ceramic tile or stone instal-lations.• Isolation membrane -- For tile installations over a concrete fl oor (par-ticularly one that is cracked), isolation membrane protects the tile from movement occurring in such fl oors.

Isolation membrane can be installed over an entire fl oor, but is commonly used in strips to cover individual cracks.• Plywood -- What I’d recommend for your redo -- if you plan to just lay down new carpet and padding -- is a sturdy plywood. Exterior-grade, 1/4-inch AC (one side entirely smooth) is ideal, but if you are just installing new carpet it doesn’t need to be perfectly smooth -- just level and free of defects.

HOME TIP: When replacing underlayment, inspect the subfl oor closely after removing the old underlayment material, looking for loose seams or moisture damage.

Once it’s been dropped, it’s been dropped. Anything that is dropped on the fl oor will pick up just as many germs in that fi rst tenth of a second as it does after fi ve.• #12: The playground ball pits at fast food restaurants are home to venomous snakes and drug paraphernalia. FALSE. There has never been any report of injury or death in a play-ground ball pit due to snakes, drug needles, etc. If either story were true, they would have garnered intense media cover-age.• #13: Rice is bad for birds. You shouldn’t throw it at a wed-ding. FALSE. A bird could just as soon eat rice in a fi eld as it could on a sidewalk after a wedding. Their little bird tummies will not swell or explode.• #14: Please forward this email to all your friends and family! It is being tracked. For every forward, a well known corpora-tion will donate fi ve cents towards cancer research. FALSE.

JELL-O isn’t made from cow hooves, but it is made from gelatin, a product made from the collagen of cows and pigs. Collagen is collected from bones and skins by an extensive process that releases the collagen from the bones, which is then used to make gelatin.• #17: Eating carrots can improve your vision. FALSE. While carrots do contain Vitamin A, which helps maintain healthy eyesight, eating a lot of carrots will not improve your vision.• #18: Eating turkey will make you fall asleep. TRUE & FALSE. Turkey does contain the amino acid tryptophan, which helps the body produce a chemical that plays a key role in sleep. However, it is produced in such small amounts that eating

Dear Dave,What exactly is the Fair Tax, and how is it different than the system we currently have in place?

EvanDear Evan,The basic premise of the Fair Tax is that it’s immoral to tax someone’s income. If you work and make money, that money should be all yours. That may be a shock-ing statement in today’s socio-political climate, but I think it’s a reasonable statement. For all intents and purposes, the Fair Tax is basically a sales tax. People would only pay taxes on items they buy, except for food, basic clothing, and other kinds of necessities. This system would do away with the IRS, its massive mountain of regulations, and its thousands of employ-ees. It would also eliminate the need for the 401(k) and Roth IRAs, because you could just save your own money.The argument against the sales tax is that it’s regres-sive. This means it’s more of a burden on poor people, because they would pay a higher percentage of their overall income. But there’s a valid counter-argument. As I make more money, I also save more, give more and spend more. And if I spend more under the Fair Tax system, then I’m actually paying much more in taxes!More than anything, proponents of the Fair Tax are say-ing that our current method of taxation is wrong. They also believe that as much money, if not more, could be raised with a properly-implemented national sales tax as with an income tax. Keep in mind that nothing this

side of Heaven is perfect. We’d see a lot of job losses if the Fair Tax system were put in place. Tax prepara-tion services and things like that would simply cease to exist, but it would also take a lot of the politics and special interest garbage out of the system.Some people want you to think that Fair Tax support-ers are against taxes or government in any form, and that’s just not true. The rallies that have been held lately were made up largely of people who are against government waste, defi cit spending and debt. In part, the income tax is designed to motivate people to do certain things the federal government wants them to do, and the rallies are also against the idea of making government the big daddy with answers to everyone’s problems.

Dear Dave,We’re trying very hard to get out of debt. We were wondering if it would be a good idea to put giving our kids an allowance on hold until we get everything paid off.

ErinDear Erin,Don’t stop giving them money! What you’re doing can be a great lesson for your children. But you defi nitely should stop calling it an allowance. In my mind, there’s a lot of victim mentality attached to that word. You’re not “allowing” anything, you’re rewarding success!Kids should learn at an early age that money is con-nected to work. Even a kid who’s in kindergarten is old enough to begin doing some age-appropriate chores around the house.We did this kind of thing in our home, with all of our kids, but we called it a commission. If they did their jobs, they got paid. If they didn’t, they didn’t get any money. It didn’t take long for them to make the con-nection!

A turkey’s basic instinct is to huddle to its mother for shelter in the rain. A domesticated turkey, often without a mother, still has this instinct and will not know to get out of the rain, which can lead to death from exposure to the elements.

Anyone who has struggled to pay down credit card debt knows how diffi cult it can be to reduce those balances. When credit card companies apply rates of 29.99 percent Annual Percentage Rate (APR) or more, it can be nearly impossible to get out of debt. On a credit card balance of $10,000, approximately $250 per month must be paid just to cover basic fi nance charges at that rate.Credit card issuers (banks) currently have the right to change interest rates on existing ac-counts at any time for any reason – and they do. A customer who accepts a “fi xed rate” credit card offer of 12.9 percent APR can see that rate changed with only 15 days’ notice. And, there is no ceiling for the interest rate that can be charged. The major credit card issuers are headquartered in states that have no limits on interest rates.The Federal Reserve recently amended the Truth in Lending Act to allow greater protec-

tion for consumers against the more egregious practices in the credit card industry. But these changes don’t take effect until July 1, 2010. In the meantime, credit card issuers are trying to get ahead of the new regulations by increasing interest rates and penalty fees now. The worst practices in the credit card industry are largely confi ned to fewer than nine major banks that control 90 percent of the business. New regulations put in place to rein in their abuses will, unfortunately, have a negative im-pact on community banks and credit unions – institutions that tend to treat their cardholders more fairly.What should concerned cardholders do? Don’t wait for the new regulations to take effect! Move your card balances to a community bank or credit union that offers local service, reasonable rates and fair practices. But fi rst, confi rm that your fi nancial institution holds its own credit card portfolio. Many banks and credit unions recent-ly have sold their credit card portfolios to raise capital during this banking crisis. A card may be “branded” with a particular bank’s name, but the account might still be with one of the major card issuers. Be sure to ask!

Claim QuotasIf you’re fi ling a claim with the Department of Veterans Affairs, maybe you should hope that it isn’t the one a claims rater grabs off the stack

at the end of the day. Instead of getting a fair shake, you might just get a fl at-out denial so the rater can meet his or her quota for the day. A claims rater at the Houston VA Regional Of-fi ce was demoted in 2007 for working too slow-ly. She was required to fi nish processing 4.0 weighted cases per day, the “weighted” mean-ing that there were multiple issues in a given case. The fi rst time she was warned about be-ing slow, she’d been completing 3.78 cases each day. After the rater was demoted she took the matter to court and lost. She appealed and recently lost that case, too.The appeal-denial document is full of who did what when (such as the rater’s claim that the standards were lowered after she was demot-ed, which they were), but it doesn’t give a full picture from the veteran’s point of view. What’s

missing from the equa-tion is accuracy.Going strictly by the numbers (how many she completed), they’re missing the point, which is: How many did she do RIGHT? What I’d want to know before decid-ing the case is how many came back? How many were appealed and overturned based on something she did wrong or overlooked in her rush?So, keep this in mind: When you’re fi ling a claim, yours could be at the end of the day when the adjuster has to rush, has to complete just one more to meet the productivity quota -- and denies the claim.Makes you wonder how often that happens.

Adopting a CatDEAR PAW’S CORNER: I am planning to adopt a cat, and I have decided that the local shelter is the best place to do so -- not classifi ed ads or a cat breeder. Do you have any advice on things to look for? -- Sally in Branson, Mo.

DEAR SALLY: First, congratulations on your deci-sion. I agree that the local shelter is often the best place to look for a new cat. Shelters always have many pets looking for a home, but besides that, many of them offer pet ownership classes and dis-counts or rebates for medical procedures such as spaying/neutering.

You likely will be asked a few questions by the shelter personnel before you can even go and look at a pet. They need to make sure you are able to care for a cat throughout its life. Shelters do not allow college stu-dents or vacationers to adopt. They also will explain any fees or additional requirements for adoption.When it’s time to fi nd your new cat, look over each prospect closely and ask plenty of questions. How old is the cat? Is it already sterilized? What is its general temperament (sometimes hard to tell in a stressed en-vironment)? Does it have any known health issues? Shelter personnel will give you as much information as they can about each cat. Give prospects a visual once-over from nose to tail. Healthy cats have a clean nose with no wheezing, white teeth and pink gums, clear and lively eyes, and clean ears. Lift the tail and check for signs of diarrhea or distress such as swelling. The Best Way to Treat Sunburn

DEAR DR. DONOHUE: What’s the best way to treat sunburn? I get one every year. I know it will happen this year too, and I want to be prepared. -- D.J.

ANSWER: The best way to treat sunburn is not to get one.What makes you think you’ll get one this year? You’re doing something wrong. I have to repeat things that should be com-mon knowledge, so bear with me.Don’t go out into the sun during the hours of its greatest inten-sity -- 10 a.m. to 3 p.m. I have a feeling this is a rule observed more in its breach.Always wear sunscreen with an SPF -- sun protection factor -- of 15. If you are very sensitive to sunlight, use one with an SPF of 30. Apply it 15 to 30 minutes before going outside, and reapply it at least every two hours. Each application requires about 1 ounce. If you go into the water or are sweating heavily, apply the sunscreen more frequently.With a sunburn, in about three hours after exposure, the skin reddens and becomes painful and hot. Taking aspirin relieves pain and can lessen the damage done to the skin. Don’t give aspirin to young children -- they can take Tylenol. Cool baths or cool compresses make a person more comfortable. Apply a skin moisturizer, but don’t use butter or petrolatum. If blisters form, don’t break them. If they’re extensive, see a doctor.***DEAR DR. DONOHUE: For the past six months, I have had no energy. I teach third grade. My doctor checked my thyroid gland, and it turns out it’s not working well. I am now taking

replacement thyroid hormone. How long does it take for me to recover my former energy? Also, my cholesterol was high. Is that part of this deal? -- M.O.

ANSWER: It can take three to six months for your hormone level to reach a normal plateau. That’s when you’ll feel like your old self again.A person with low thyroid hormone often has a rise in blood cholesterol. No driver in the NASCAR Sprint Cup Series under-stands the obligations of his job more than Richard Childress Racing’s Jeff Burton.

Burton, 41, is cool under pressure. He is analyti-cal and articulate. He doesn’t often speak without gauging the effect and signifi cance of his words. This isn’t just handy in the media center. It’s ben-efi cial to the team. Burton isn’t just a team player by nature. It’s something he considers important. He’s right.Just as canny on the track, Burton was asked at Phoenix about the knack of formulating compe-tent strategy for the fi nal laps of races.“It depends on the kind of race,” he said. “Tal-ladega has the potential of being a 20-car pack, with 23 others in the garage, or a 35-car pack. The bigger the pack, the more the danger.“If something happens with three laps to go, and the fi rst four break away, then being in the front

is not as dangerous. Being in the front is danger-ous when the guys behind you can get momentum and come get you. ... I do believe, in the old car, you were more protected up front than you are in the new car. With the new car (once known by the acronym COT), you seem to be a little more of a sitting duck than you were in the old car.”In 2008, all three RCR entries made the Chase for the Sprint Cup, but the team won only three races, two of them courtesy of Burton.“I would stack our team up against anybody,” said Burton, a native of South Boston, Va. “I feel re-ally, really good about the way our cars go down the straights. What are all these people talking about? These are all quotes from older adults (75 years and older) about their exercise classes. Other class participants attend because it helps keep their diabetes under control, it has helped them recover from surgery faster, it makes them more steady on their feet, it helps control blood pressure, and above all, it’s fun!

Everyone benefi ts from regular physical activity and this is particularly true for older adults. The benefi ts cited by the participants include many of them, but there is also one more big benefi t: Exercise can help prevent an older person from falling.

Each year, one third of individuals 65 years old and older fall and half of those will fall more than once. Exercise that focuses on balance, strength, and fl exibility is proven to reduce the incidence of falls among adults 65 years old and older.

To prevent a fall, older adults can also:• Review the medications you take often with your health care provider• Improve safety inside your home by picking up throw rugs and adding grab bars• Have your eyes examined regularly• Eat a well-rounded diet for good nutrition and drink plenty of water for good hydration• Keep a consistent sleep schedule• Wear appropriate shoes and clothing• Be cautious on outdoor surfaces
