excavate underground facilities must require the excivator to complete the one-call notificationsystem training and education program." This amendment has led to all local governmentcontracted excavators to become a Certified Excavator, through Dig Safely Niw york, lnc.'sCertified Excavator Program.

Wrained?ThisbillwassignedintolawbyGovernorAndrewCuomoinNovember 2018 and takes effect May 2019 iequiring that excavators working for a localgovernment and their hired contractors, as well as excavators that work for Jn operator andtheir hired contractors, will be required to receive training and education from their local one-callcenter. To: Town and Village Members of the st. lawrence county self-lnsurance plan

As you are already aware, in 20!7, the St. Lawrence County Board of Legislators, under the authority granted tothem by Local Lavy 1 of 1956, modified the annual apportionment formula for Plan Contributions by individualPlan Participants. Under the prior formula, 50% of the apportionment formula was comprised of real propertytax values within your various jurisdictions. The remaining 50% of the formula was comprised of a combinationof risk, payroll and loss experience. The new formula is now 100% risk, payroll, and experience driven.

As part of the formula change, the County no longer covers the expense of volunteer firefighters / volunteerambulance workers who remain covered under the Plan. Those volunteers are now covered by the Towns,absent an agreement between any Town and Village to the contrary, and pursuant to a New york StateComptroller opinion (attached). While Towns are now responsible for the apportioned value associated withthe Volunteer Fire, the Plan since 2017 has made strides to be certain that the Towns have seen no increase intheir apportionment due to the Volunteer Fire / Ambulance Worker inclusion. Please note, when a VolunteerFire / Ambulance worker claim is made, that claim of loss is assigned to the Town in which the Volunteer FireCompany is located.

Triad Group as the Third Party Administrator for the Plan, has some recommendations as to how those claimsshould be reported to the Plan. Notwithstanding any existing agreements between an impacted Town orVillage, as it is important to accurately assign the loss to the appropriate plan participant, Triad Grouprespectfully requests that the injury reports indicate the Town responsible for the Volunteer Department, sothat claims may be attributed to same. Triad Group makes this recommendation to avoid any confusion as totlre soutce of the ilrjury and the attrlbutlon for Plan ramifications. While there is nothing that mandates thatthe rcporting of the injury by a Plan participont to the Plan occur as recorrmended, it is in the best interests ofall Plan participants that this recommendation occur so as to reduce any confusion regarding claim assignment.Further, this practice allows for the Town to have an accurate understanding of the claims that are reported andassessed against them.

The St. Lawrence County Self-lnsurance Plan and Triad Group, as the Third party Administrator, are alwaysavailable to answer any questions or respond to any concerns you may have. please feel free to contact usdirectly with any issues that may arise. To comply with Governmental Accounting Standards Board (GASB), Statement No. 10, entitled'Accountingand Financial Reporting for Risk Financing and Related Insurance Issues", this Office is providing participantsof the St. Lawrence County Workers' Compensation Fund the amount of their December 31, 2018 claimsliability for Workers' Compensation. This information will also be reported in the County's Annual FinancialReports and Audited Financial Statements.

The St. Lawrence County Workers' Compensation Fund is a municipal risk sharing pool that administers andinsures workers' compensation claims for employees of all the participants. The total outstandine liability forthe risk pool is $28.900,000 as of December 31.2018 (this represents a decrease of $100,000 from 2017). Theaccumulated reserve (cash) for this liabilitv is $7-755 3.01. leavins a balance of net liabilitv in.the amount of$21,144.456.99 (this is a decrease of $852,405.01from 2017)

Encloscd is a listing of participants in the risk pool and their respective share of the liability. This net liabilityshould be accounted for in each participant's general long term debt account group (debit account WI25,amounts to be provided for long term debt, and a credit to account W686, judgments and claims payable).

This information is reported annually; with a one year lag(2017 data is being given for 12/3712018). The lag isnecessitated by the need to compute the long term liabilities of the Fund and have it analyzed by an actuary andthe County's Auditors.

Dear Mr. Legault:

This is to acknowledge your letter concerning the lack of broadband between Louisvilleand Waddington. As a regional infrastructure provider we understand the need for broadbandfor everyone. We strive to do what we can to help with the issue, however we do not providelast mile internet connections. They are provided by companies like SLIC or Time Wamer.

As you noted in your letter, both local providers stated there are not enough residents inan area to cover the cost of installation. lt is for this reason the state chose to award the grantto Hughes Net to provide satellite coverage. You could petition the state to reconsider'its awardto Hughes, however we do not have a role in the state's decision making. We would besupportive of your request.

Subsequent to receiving your letter we did speak to SLIC in an attempt to see if therewas a way we could work with them to help deliver broadband to the area. Unfortunately, wedid not come up with any definitive solution that would dellver broadband to the entire area.

One item we did discuss was attempting to get some fiber west of the curent stop pointon NYS Route 37 by the Louisville Mini Mart. SLIC did express a potential interest in doing aportion of that build. i would encourage you to reach out to Kevin Lynch at SLIC, (315) 244-7738 or [email protected], to see if there is a way to get them to build a portion of theroute.

The Board asked how other towns/ Water suppliers handled leaks that the residents requested helpwith paying. Lisa and I have researched other towns about leaks. Massena does not give any credits.Potsdam use to give credits but the landlords abused it so it was eliminated. Norfolk and Waddingtondo not have meters. We called Town and village of Mexico and Town of New Haven {Deb at C2AE

suggested) and they handle it much the same as us-that is on a case by case basis.

WHEREAS, New York State prisons in Ogdensburg and Gouverneurprovideoutstanding careers for members of over 1,000 families across St. Lawrence County, and

WHEREAS, the correctional facilities provide more than a $100 million in payroll,benefit the citizens of the entire state of New York, while improving the quality of life andproviding quality jobs for citizens in Northern New York, and

WIIEREAS' in the sunmer of 2010, New York State Governor Andrew Cuomopersonally told the citizens of Ogdensburg and St. Lawrence County,.while he was marching inthe Seaway Festival Parade, that he felt the State of New York owed a debt of gratitude to thecitizens of the Maple City for the decision by the community in the eady 1980s to accept aprison at a time when other communities across the state were protesting and objecting to thelocation of prisons in New York City, Long Island, and elsewhere, and

WHEREAS, then Candidate Cuomo promised that if he was elected governor, he wouldkeep the Ogdensburg Correctional Facility open because the communityhad set an example forother communities across the State of New York by working hand in hand with the Deparknentof Corrections to provide a place where inmates could be treated with dignity and respect whilethey serve their sentences, and

WHEREAS, the citizens of Ogdensburg again helped the State of New York in the late1980s when New York City faced a severe jail crisis and Ogdensburg agreed to accept theconstruction of Riverview Correctional Facility at a tirne when the citizens of the largest city inthe State again were refusing to allow the construction of a jail to house their own citizens whowere facing dangerous conditions in the overcrowded and dangerous jail system in the New YorkMetropolitan area, and

WHEREAS, in i989, the St. Lawrence County Board of Legislators voted unanimouslyto offer financial assistance in the amount of $50,000 to assist the State of New York for landacquisition, infrastructure, and other costs to encourage the construction of an additional prison,and the offer helped lead to the choice to build the Gouverneur Correctional Facility, and

WHEREAS, the citizens of Couverneur agreed in 1990 to accept a medium securityprison, and later agreed to help the State of New York provide facilities for some of its mosttroubled inmates by agreeing to accept the construction of a Secure Housing Unit, within thefacility, to provide a safe place where people could serve their sentences, and

WHEREAS, the prisons in Northern New York have demonstrated they are less costlyto operate than downstate prisons, result in fewer injuries to staff and inmates, are more efficientin tenns of operations and a cost effective way to provide this important service to the people ofthe State of New York, and

Customer shall reimburse SIEMENS' costs ande)eenses (including reasonable attomeys' and witnesses' fees) incuned forcollection under this Agreement. lf Customer disputes any portion or all of aninvoice, it shall notify SIEMENS in Miting of lhe amount in dispute and thereason for its disagreement within 21 days of receipt of the invoice. Theundisputed portion shall be paid when due, and interest on any unpaid portionshall accrue as aforesaid, from the date due until paid, to the extent that suchamounts are tinally determined to be payable to SIEMENS.5.d Except to the extent expressly agreed in this Agreement, SIEMENS' feesdo not include any taxes, excises, fees, duties, permits or other govemmentcharges related to the Services. Although most local governments andschool districts maintain theit accounting records electronically, the tequirements are the sarne. Governingboards should farntliaize themselves with the chief fiscal officer's recordkeeping system, whethetmaintained manually or electtonical$ before attempting to review the records. Some basic and essentialrecotd keeping and teporting requirements indude the following

1. Maintain official bank accounts in designated depositories.

2. Deposit moneys received into an official bank account and propedy secure those moneys.

January and February for the Town of Louisville. Lisa has received

many calls questioning permit work.

over two property variance requests along with a subdivision foreach of the properties.

. Code book changes will be discussed at this meeting and finalized
