Time Out 1 The annual Kotohira Shrine Festival, locally known as the Konpira-sama Festival was held on the 10 th of January in Yumoto. Yumoto Kotohira Shrine is one of the three greatest Konpira Shrines in Japan which originates from worshipping the Konpira god, believed to be the guardian of the sea, well-being of households, prosperity of businesses and traffic safety. On the day of the festival, traffic was controlled on the streets from Yumoto station to Kotohira Shrine. The streets leading to the shrine were filled with around 450 stalls selling festival food, talismans, daruma dolls, lucky charms and bamboo rake decorations. The shrine was filled with people drawing out fortune slips and people praying for their wishes to come true. The IIA held a workshop on Intercultural Understanding in the IT Training Room, Iwaki Industrial Innovation Centre, Latov on the 17 th of January. The coordinator of the workshop, Ms Kumi Kanoda, Consultant for Multi-Culturalism for the IIA and the 5 participants discussed how to live along together with foreign residents based on the consultation cases the IIA Consultant for Multiculturalism has dealt with. It was a small but an active workshop with lively opinion exchange between the participants and the coordinator on various topics regarding how to improve intercultural understanding between Japanese and foreign residents. One of the main topics for discussion was on international marriage and how to approach and solve problems in international marriage. and the coordinator on various topics regarding how to improve intercultural
understanding between Japanese and foreign residents. One of the main topics for
discussion was on international marriage and how to approach and solve problems in
international marriage. Workshops on the same topic will be held again in February

February 10th& 11th: Aizu Picture Candle Festival @ Aizuwakamatsu, Tsuruga-jo Castle& Matsudaira's Royal Garden (Oyakuen). From 5:30pm-9pm. Picture
candles are one of the traditional folk handicrafts of the Aizu region. This festival will be held so everyone can enjoy the fine craftsmanship of each picture candle on
display. Around 7000 picture candles will be beautifully lit up along the snowy scenery around Tsuruga-jo Castle and Matsudaira's Royal Garden. For more information

February 10th& 11th: Shinobu Sanzan Akatsuki Festival @ In and around Haguro Shrine, Shinobu Mountain, Fukushima City. Literally meaning "Dawn Pilgrimage
to the Three Peaks of Shinobu Mountain," the event is centered around Shinobu Mountain, located in the middle of Fukushima City. Beginning on the morning of the
10th and continuing into the following day, the festival attracts hundreds of people from all over the area. Tracing its history back to the Edo period, Shinobu Sanzan
Akatsuki Festival, has been a tradition in Fukushima City for over 300 years. The main attraction of the festival is a huge straw sandal, the largest in Japan, weighing
close to two tons and being over twelve meters in length. On the first day, the straw sandal is paraded through the city by energetic youths dressed in traditional

February 11th& 12th: Tadami Hometown Snow Festival @ JR Tadami Station Square, Tadami Town, Minamiaizu. Tadami Town is locally famous for this annual
Snow Festival, which marks its 40th anniversary this year. In this lively festival, huge sculptures and replicas of monuments are carved out of Tadami's abundant snow.
There will also be display of fireworks, ceremonial cleansing from evil influences, portable shrine carrying in the snow, game events and also stalls selling festival food,

The Ministry of Health, Labor and Welfare confirmed on Wednesday that unemployment benefits that were being paid to around 1,300 victims of the March 11
disaster will stop at the end of this month, after the government denied a petition to extend them.
Many victims lost their livelihoods in the coastal areas of Iwate, Fukushima and Miyagi prefectures, after the devastating tsunami struck the region on March 11 last
year. Following the disaster, unemployment benefits in certain coastal areas and in the exclusion zone around the Fukushima Daiichi nuclear power plant were granted
a special extension. Last October, 1,307 residents in the region petitioned the government to extend the unemployment benefits because work was not available, but the
labor ministry said this week said that it would not extend benefit payments, TV Asahi reported. It is thought that a further 2,700 recipients will lose their
unemployment welfare payments from next month. Last October, the ministry extended the first benefit period by 90 days for unemployed people in 55 municipalities
in Fukushima, Iwate and Miyagi prefectures. At that time, Labor Minister Yoko Komiyama said that further extending unemployment aid would not motivate the
jobless to look for work. She said the government would take steps to help unemployed people in the Tohoku area find new jobs. Job seekers in the area say that
although there has been an increase in the number of positions available in the construction industry due to a number of projects starting to rebuild the area, these
positions are only suited to the skill sets of a fairly small proportion of residents, TV Asahi reported.
The ministry says it is hoping to revive the agriculture, forestry, fishing and manufacturing industries in order to provide stable employment for those who have lost
their benefits.
Liberal Democratic Party President Sadakazu Tanigaki pledged Sunday to force the ruling Democratic Party of Japan to dissolve the Lower House as early as possible
so a snap election can be held to return the conservative party to power. "It'll be a final political battle this year. We'll drive them into a Lower House snap election as
soon as possible," the opposition leader said at the LDP's annual convention in Tokyo. Tanigaki, whose term expires in September, is rallying his party now because if
his dissolution gambit fails, he is unlikely to be re-elected. The Diet opens for business on Tuesday. "The LDP has to save Japan from national crisis," he said, raising
his voice. Tanigaki called the DPJ "a cheat" because it is trying to hike taxes despite promising not to do so during its campaign for the historic 2009 general election
that swept it into power. One of the highlights of the 150-day Diet session will be the DPJ's social security and tax reform plans, which Prime Minister Yoshihiko Noda
has vowed to push through even at the risk of damaging his political career. In early January, Noda's government approved a draft plan to raise the 5 percent sales tax
to 8 percent in April 2014 and to 10 percent in October 2015 to cover swelling social security costs. The DPJ, which will need cooperation from the opposition, which
controls the Upper House, officially asked its opponents Thursday to participate in talks on the grand reform plan before the bill is submitted to the Diet in March. But
the LDP and coalition partner New Komeito rejected the cross-party talks over the DPJ's broken campaign pledge. The LDP, ironically, agrees with the tax hike plan
itself, and said in its 2010 election campaign that it should be doubled. But the strident calls for a snap election are coming under fire from the nation's top business
lobby. Keidanren Chairman Hiromasa Yonekura, a guest speaker at the convention, asked the LDP to join the discussions on social security and tax reform. "Financial
reconstruction and social security reform are urgent matters. I hope the LDP will go forward with policies based on the perspective of the public and national interests,"
Yonekura said, referring to the bickering state of political disarray Japan has been stuck in since the March 11 disasters. Some LDP members echoed that view. Former
policy chief Shigeru Ishiba said on a program aired by Tokyo Broadcasting System Inc. on Wednesday that they "shouldn't grudge providing support for the country.
"Meanwhile, Yoshiaki Suda, the mayor of disaster-hit Onagawa, Miyagi Prefecture, said some of the party's tactics against the DPJ are unsatisfactory. Suda said it was
hard for people in the town, which was devastated by the quake and tsunami, to understand why the LDP had to submit a no-confidence motion in June against then
Prime Minister Naoto Kan, when the central government should have been working to restore essential services to the Tohoku region.

Relations for Iwaki City, Ms. Nam-Hee Kwon will talk about how to use power-point presentations to present and express yourself and your message to
the audience in a more interesting way. Competently conveying your message is also a key skill to making friends. We hope that we will be able to
deepen mutual exchange through this workshop.

Celebrating Valentines Day in Japan is a little different to how it is celebrated it in many other countries. It is not
simply a day for couples to celebrate their love, but in Japan it is a day when females express their love for a partner
or a prospective partner. Only males are meant to be on the receiving end of gifts on Valentines Day and traditionally
hand-made sweets or chocolates are the gift of choice. The reverse, when males express their love for a partner or
a prospective partner is on White Day, celebrated on March 14th. Nam-Hee

NPO Indian Village Camp will be holding a solar panel making workshop.
The primary industries of Iwaki city have been greatly damaged by the nuclear accident. As a result, the public opinion for reusable, green energy has
been on the rise. Through the hand-making of solar panels, we wish to learn about the structure and system of natural energy sources and make a step
towards reconstruction. The solar panels made at the workshop will be used to light up the tsunami damaged areas as the “Light of Hope”.
Date& Time: February 11th& 12th. The content of the workshop will be the same, please choose either one. From 9am~4:30pm. (Please bring your own
lunch box. There is also a convenient store nearby. Place: Third floor, Iwaki Meisei University, Regional Exchange Centre (Chiiki-koryukan).
Participation Fee: Free. Pre-registration is required. Participation is limited to Junior High school students and older. Please wear comfortable clothes
that are okay to get dirty.
