What is Title I?

Title I is the largest funded

educational program in the United States of America.

Title I, the Elementary and Secondary Education Act,

provides supplemental funds to school districts to assist schools

with the highest student concentrations of poverty to meet

the school educational goals.

How do schools qualify to receive Title I Funds?

Schools qualify by demonstrating that the K-12, ages 5-17,

membership has a sufficiently high percentage of economically disadvantaged students. Title I

regulations require school districts to provide services to all schools where at least 75% of the

students qualify for free and reduced price meals.

12 School wide Title I Schools

There are twelve school wide Title I schools consisting of eleven

elementary schools and one middle school.

63.3% of Surry County Schools students live in poverty.

Why are Title I funds allocated to high poverty schools?

The purpose of Title I is to ensure that all children have a fair, equal and significant opportunity to obtain a high quality education and reach high academic achievement.

School wide Title I schools should be at least 40% or more poverty to qualify for funding.

The average poverty percentage for the Surry County School District is 63.3% as of July 2014.

How do Title I programs function?

Title I programs work to:

Identify the students most in need of educational help;Set goals for improvement;Measure on-going student progress;Develop programs that add to regular classroom instruction.

How are Title I funds allocated to schools?

Once a school qualifies, funds are then allocated in the spring based on a formula that projects the number of qualifying children at the school for the next year.

How can the Title I funds be used at the school site?

School wide Title I programs have the flexibility to use Title I funds to upgrade the operation of the entire school and to promote:

◦ High academic achievement for all children;◦ A greater focus on teaching and learning;◦ Increased stimulation for intervention/

instruction coupled with responsibility for student performance;

◦ Improved communication among schools, parents and communities.

How does Title I affect teaching?

The intent of Title I is to ensure that students receive an education from highly qualified teachers and staff.

These educators improve their skills through research based professional development.

Title I Programs provide funds to the district in order to assist schools with the highest levels of disadvantaged students to:

Improve achievement for all students

Improve staff development

Involve parents and community

What are the requirements of Title I?

School wide Title I Schools are required to:

Conduct a comprehensive needs assessment to identify goals and strategies to meet student needs;

Revise School Improvement Plans annually;

Provide supplemental instruction and intervention to meet student needs.

Title I funds can be used for many types of parent activities:

◦ Family Literacy Activities

◦ Parent Meetings

◦ Parent Trainings Night or Day

◦ Materials that parents can use at home to work with their children

Parents can help their children be more successful by teaching them ways that add to what the teacher is doing:◦ Find out what your child needs

to learn

◦ Keep in touch with your child’s teacher

◦ Make sure your child does his homework

◦ Attend parent –teacher conferences

◦ Talk with your child about school
