Provide high quality language instruction:

Manteca Unified School District has adopted new ELA/ELD material that is aligned to the ELA/ELD standards. Manteca Unified School District continues to provide supplementary materials. High Schools will revamp their EL program to better serve newcomers and beginners. ELD offerings will increase as needed at some high schools. Supplemental programs such as System 44, Rosetta Stone, and English 3D will be used to support core programs.

Provide high quality professional development

With the new curriculum, the Professional Development Department has set up a forty hour per teacher training. A large percentage of that 40 hours will focus on English Learners. In addition, content specific Curriculum Coordinators for Math and Science have added to their content trainings, strategies specific to teaching content to English Learners. Program Improvement Schools received one full day of training on Integrated and Designated in Mathematics. Other schools will also receive this training. Program Coordinators at each site, along with the EL Coordinator will provide additional EL training beyond the forty hours. In addition, the EL Coordinator along with the Program Coordinators will team teach with teachers in order to build experts on EL instruction at each school and build demonstration classrooms at each site in all grade spans. At the high school level, English teachers will receive training on the new EL component of Study Sync, the adopted curriculum. High Schools teams in all content areas will continue to receive Rigorous Curriculum Design training for English Learners. High Schools will also utilize Structures and Strategies training to provide supplemental training across the content areas. EL Literacy Coaches will provide support.

Please describe the factors contributing to failure to meet desired accountability measures.

Manteca Unified School District’s base materials were not aligned to the current standards. Teachers were developing their own instructional materials pending adoption of aligned curriculum. Because of this, designated and integrated ELD was also developed site by site and teacher by teacher. Paraprofessionals who were to provide primary language support had not been trained on instructional methods. Professional development was less effective due to the lack of common instructional materials.

Manteca Unified School District has committed to improving instruction to English Learners and is utilizing multiple resources to meet the needs of English Learners. These improvements include a new ELA/ELD curriculum with new consumables EL materials provided annually to each student, grade span EL Coordinators, Program Coordinators at each school, supplemental training, a new EL walkthrough protocol for measuring implementation, quarterly needs assessments, site team visits, and increased professional development. The Professional Development Department is a part of the Department of Compensatory Education and because of this, their focus is on our at most at risk learners particularly our English Learners. Training on the new material, Wonders, focuses strongly on strategies to ensure language development and proficiency for English Learners. High school curriculum, Study Sync, now has a new EL component, which all English teachers will receive training on prior to the first day of school. The EL Coordinators along with the site Program Coordinators will build and deliver English Learner training modules. EL Coordinators along with the Program Coordinators will team teach with teachers in order to build experts on EL instruction at each school and build demonstration classrooms at each site in all grade spans. At the High schools, EL Literacy Coaches provide support. In addition, Curriculum Coordinators in Science and Math include English Learner training in their content training. The Teacher Induction Department will utilize the EL Coordinators to train preliminary credentialed teachers, interns, and pre-interns. Manteca Unified School District also uses supplementary programs for tutorials or supplemental classes. High schools will restructure their newcomers’ course offerings.
