Putting your signature on the enclosed petition is your first step in holding members of Congress accountable for the promises made to America’s veterans.

Please sign your Petition to Protect Veterans’ Rights and mail it back today in the pre-addressed envelope I’ve enclosed.

Past budget cuts, the increasing number of men and women returning from service in Afghanistan and Iraq, plus the growing population of aging veterans from other wars, have already pushed the Department of Veterans Affairs (VA) to its limits.

You probably saw the alarming news reports that veterans seeking medical care at our VA hospitals were being forced to wait more than 200 days for a doctor’s appointment. Appointments with a specialist were taking even longer.

When pressured to shorten the waiting times — but without having the resources to do the job — VA officials created phony records to make it appear that veterans were being seen within 15 days of requesting an appointment.

This was a betrayal of everything we stood for during our military service.

But what happened in Phoenix was only part of a long-standing culture of mismanagement that’s infected the entire VA system.

False reports of patient wait times were discovered in nearly two-thirds of the VA’s facilities. Twenty-six VA hospitals are now under investigation. Most alarming is that despite repeated warnings that linked the decline in patient care to widespread mismanagement, no one was held accountable.

Shinseki quickly resigned, followed by one of his executives.

Bringing in new leadership was a necessary first step. But to restore trust in the VA, Congress must change the agency’s culture and give its new leaders the tools and resources needed to meet the promises made to America’s veterans.

To do this, I need you to sign your Petition and mail it back to me today.

Your Petition to Protect Veterans’ Rights is addressed to your two U.S. Senators and your U.S. Representative. It urges them to:

• Resist attacks on promised benefits. The health care promised to veterans is again under attack. In an era of budget cuts, Congress must resist any cuts in the benefits promised when you enlisted.

• Ensure the stability of VA funding. A substantial portion of the VA’s budget must still be authorized by Congress each year. The American Legion is calling for Congress to authorize “full advance appropriations” for all VA programs, benefits, and services to shield your benefits from Washington’s annual budget battles.

• Provide adequate pay for those on active duty and proper housing for their families. Housing for military families is often second-rate and low pay forces many military families to accept food stamps. Congress must appropriate funds for improved family housing and adequate pay for those on active duty.

•Post-traumatic stress disorder (PTSD) often goes untreated and the stress on returning servicemen and women has reached such a high level that suicides now outnumber combat deaths. The American Legion calls upon Congress to provide the necessary resources to provide veterans the medical, rehabilitative, and employment assistance they need to transition to civilian life.

• Equipment and people shortages make deployments too long and too frequent. Now that we’re ending the longest period of sustained conflict in our nation’s history, Congress must provide funds to replace and upgrade equipment, continue training for our troops, and ensure that we maintain a strong national defense.

Now, with an uncertain economy and a newly elected Congress taking control in Washington, we need you to stand with your fellow veterans and mail back your signed Petition to Protect Veterans’ Rights today.

Don’t expect Congress to act if you fail to speak out. Only about 18% of the politicians serving in Congress have ever served in the military.

You can’t expect politicians who haven’t experienced the sacrifice of military service to appreciate the difficulty servicemen and women have adjusting to civilian life. Or, to understand the hardships military families endure during their loved one’s repeated deployments.

About The American Legion

• And in response to the recent crisis over long wait times and fraud at our VA hospitals, The American Legion has established a new network of “Veterans Crisis Command Centers” to help veterans enroll in VA health care, file for benefit claims, and gain access to grief counseling.

These victories were never easy. We succeed only with the support of our American Legion members. But this is your fight too and now is the time for you to join with your fellow veterans and become a member of The American Legion.

Restricted Membership

When the United States Congress approved The American Legion’s charter in 1919, they limited our membership to members of the military who served in time of war. Some of us served overseas and others served stateside but we all served during a time Congress defined as wartime. Only 7% of the entire U.S. population qualify for

Q. How do I join The American Legion?A. Simply complete the enclosed Acceptance Certificate and mail it back today with

your annual membership dues. A pre-addressed envelope is included to speed your reply.You can also join online by going to www.legion.org/mailoffer or over the phone by calling 1-888-805-6180.

Q. How do I know if I qualify for membership in The American Legion?A. Look on your Acceptance Certificate. If it lists your dates of military service, and if you

served honorably, at least one day of active duty, you qualify for membership in TheAmerican Legion. If you are still serving on active duty, in the Reserves or NationalGuard, you also are eligible to join.

Q. Why is membership in The American Legion limited to certain periods?A. The American Legion was chartered by the U.S. Congress in 1919 as an organization of

wartime veterans. Our membership eligibility dates parallel dates set by Congress forwartime service.

Q. Why should I join The American Legion?A. Your membership in The American Legion allows you to take full advantage of your

status as a wartime veteran and receive additional American Legion benefits to whichyou are entitled. With your membership, you also support the troops presently servingand honor the other men and women in the United States military who have given somuch for our country. And as a Legionnaire you’ll have the opportunity to buildfriendships and camaraderie with fellow wartime veterans and continue your service to America.

Q. What types of service activities are Legionnaires involved with, and how dothey contribute to my community?

A. The American Legion was instrumental in the creation of the Veterans Administration(VA) and having the VA elevated to a cabinet level agency and designated as theDepartment of Veterans Affairs. The American Legion is also universally recognized asthe originator of the GI Bill of Rights and it continues to work to maintain the rightsand benefits earned by veterans through service to their country. Legionnaires are alsodeeply involved with community activities ranging from hospital services and blooddrives to youth programs such as the Boy Scouts, the National High School OratoricalContest, American Legion Baseball, scholarships and the annual American Legion BoysState/Boys Nation programs.

Q. If I join The American Legion, how involved in its service programs will I become?

A. That’s strictly up to you. Some members are more involved than others, but allmembers are encouraged to find a level of involvement that’s comfortable for them.

Whereas, Housing for military families is often second rate and low pay for active duty servicemen and women has forced many military families to accept food stamps; and

Whereas, Growing numbers of men and women are returning from active duty and need help adjusting to civilian life; and

Therefore, I strongly urge you to oppose any attempt to reduce the programs, services, and benefits promised to me, my fellow veterans, and our families.

Furthermore, I urge you to support full advance appropriations for all VA benefits, provide adequate pay for active duty service, improve housing for military families, and provide adequate funding to maintain a strong national defense.
