Family Planning Clients Served

• The total number of clients visiting Michigan’s Title X Family Planning Agencies decreased every year between 2010 and 2018.

• In fact, between 2010 and 2018, there was a 44.7% decrease (from 113,461 to 62,707) in total clients.

Title X’s Target Population – Low Income Individuals/Families

• In 2018, 52% of clients served were at 100% or below of the HHS poverty level.

• Interestingly, the percent of clients over 250% of the HHS poverty level increased each year with a total increase of 76.1% (from 4,394 to 7,736) between 2010 and 2018.

Title X: The Uninsured

• Between 2010 and 2018:

o The percent of publicly insured clients increased from 24.2% to 31.6%.

o The percent of privately insured clients increased from 9.1% to 27.8%.

o The percent of uninsured clients decreased from 65.0% to 39.7%.

• The percent of female clients under 25 years of age that received a Chlamydia test remained steady between 2010 and 2015, then increased by approximately 40% between 2016 and 2018.

• Between 2010 and 2018, the percent of female clients aged 15-44 who reported relying on a LARC increased each reporting year.

Title X: The Importance of Reproductive Health

• Recognition:

• Title X providers are leading experts in delivering high-quality reproductive and preventive health services based on national standards of care and contraceptive best practices.

• Title X providers link clients to other local health programs like WIC, Immunizations, MIHP, et cetera.

• Title X providers address social determinates of health with medical and social referrals providing health insurance assistance or navigation services to uninsured clients.

• Title X programs foster significant savings on contraceptives and other medications by utilizing the 340B Drug Pricing Program.

Title X: The Importance of Reproductive Health

Recognition:

• Title X providers counsel on pregnancy intention every visit and supports clients with client-centered counseling.

• Title X providers screen for STD/HIV exposure to reduce transmission and adverse health consequences.

• Title X providers screen for cervical and breast cancer to foster early detection and treatment.

• 87% of clients served in 2018 qualified for subsidized or no-charge services.
