Dear Tivoli Lakes Homeowners,

Tivoli Lakes was born more than twelve years ago with the first homes under

construction and residents moving in. Our residents are fabulous, friendly, and

thoroughly enjoy being "active," as indicated by the number of clubs, social ac-

tivities, card groups and tennis teams. These provide tangible and intangible

benefits and show the soul and spirit of the community, and gives Tivoli Lakes

the "brand" as a really cool, thriving place in which to live!

Since 2005, other than routine maintenance, little has been done to improve the

reputation of Tivoli Lakes as an upscale, intimately-sized 55+ community. Our

fine community is beginning to look tired with certain areas looking worn out

after twelve years of use. We deserve better. And you have told us you

want better as shown in the community-wide survey.

Since Tivoli Lakes was built, we have seen a number of 55+ communities devel-

oped around us in Boynton Beach, Lake Worth, and Delray Beach. They com-

pete with us dollar for dollar for home sales. This directly has an impact on you

and all of our home values. Almost all of these nearby communities, both older

and newer, are undergoing extensive renovations to expand or enhance their

lifestyle beyond their original plans. They are offering new amenities and updat-

ing existing ones to attract and retain homeowners (See Exhibit 1 for exam-

ples). These are the realities we face, and must address if we are to remain in

the mainstream of 55+ premier communities.

After two years of hard work your neighbors who have served on the FACE

(facilities and community enhancement) Committee are excited and proud to

offer you a well thought-out program that addresses the expressed needs of the

community, and will allow us to go forward as a desirable community in which to

spend your retirement years. In arriving at the proposals you will be voting on,

the FACE committee has used experts in various fields, such as architects,

planners, decorators, and construction experts. With the support of the Board of

Directors, we have been judicious in using community funds to minimize ex-

penses balanced against obtaining as accurate information and costs as possi-

ble.

In the pages that follow, you will get a clear picture of our proposals to offer ad-

ditional amenities and a modernized clubhouse to bring our wonderful commu-

nity up to a standard and quality of living we all want and deserve and of which

we can be proud. These proposals have gone through many iterations, cost

analyses, value engineering and reviews by your FACE Committee to optimize

the value for the dollars requested to bring these items to fruition. In addition,

these proposals have been thoroughly reviewed and approved for your consid-

eration by your HOA Board of Directors.

As should be expected after 12 years of completing only routine mainte-

nance, the funding of the expenditures for each of our proposals will at least

partially require a special assessment. The approval of each of these ex-

penditures will require a minimum of 179 “yes” votes, representing 55% of

the 324 homeowners in the community.

Remember that a homeowner not voting will be considered as a "NO" vote.

The total cost of these projects is approximately $2M. Financing options for

the special assessment will be discussed in a following section. This is the

first time in twelve years that you will be assessed aside from $500 several

years ago.

The FACE Committee and your HOA Board of Directors believe this invest-

ment in our future will reap both intangible and tangible rewards for all of us,

for many years to come, and we urge you to vote YES on each of the three

proposals.

CLUBHOUSE: The centerpiece of our proposed renovation is the Clubhouse and expanded Social Hall. The FACE Committee and the Board of Directors strongly believe that these two projects should be vot-ed on as a unit. An expanded, modernized Clubhouse large enough to hold our social gatherings, per-formances, clubs and special meetings will not just be the hallmark of the rebirth and renewal of Tivoli Lakes, it will be "the heart" of the community, and enhance the intangibles of warmth, friendship and memories many of us desire. The Tivoli Lakes brand will be alive and refreshed. We believe our “After” renderings will make you proud to bring your guests and family members to your clubhouse.

Our proposed Clubhouse Renovations are listed in Exhibit 2. We will rejuvenate the Great Room and our Foyer, and dramatically expand the current Multi-purpose Room, making it large enough to be the showcase for all major functions that take place at Tivoli Lakes. We desperately need more space. The FACE Committee and our consultants looked at several options to expand the current Great Room to serve as a Social Hall, but none of them met our perceived needs or made economic sense. Expand-ing the Multi-purpose Room to create a Social Hall is the most cost-effective way to give us the space, the lifestyle and community spirit we want.

As an example of the stunning difference that updating can make, here are before and after photos of our recently-completed Women’s Card Room renovations.

LANDSCAPING DESIGN: The Landscaping and Beautification Committee

has proposed a unified re-landscaping plan for the front entrance and medians

along Tivoli Lakes Blvd. (TLB) consisting of two major elements - Softscape

(trees, plants and flowers) and Hardscape (man-made elements) which repeat

along the various medians for continuity.

Currently, in the front configuration, the fountains, guardhouse and pergolas are

each done in a unique style and don’t contribute to the overall intended Tuscan

ambiance. We concluded that what might look better is a singular approach that

would bring a unified look.

Currently the medians along TLB consist of four uninspiring softscapes filled

with Slash Pines, Saw Palmetto, a few Palms and a sprinkling of flax, croton,

and other green, but otherwise drab plants. There is no continuity in the front

entrance and as you drive down the boulevard there is a lack of color or interest.

What would tie the fountains and the guardhouse together is adding the block

and grout line pattern matching the lower wall of the fountains to the guard-

house columns. Plus the addition of matching columns on the East and West

sides draws the entire front entry into one visual whole.

Patterned columns topped with planters would also be added to the new median

design. The objective is to create a more open landscape with lots of color

throughout the year.

As you drive onto TLB from Boynton Beach Boulevard, you will be presented

with a panoramic view of our entrance. Plantings are low and colorful. The addi-

tional columns give a hint of what’s to come as one drives past the guardhouse.

The first and subsequent medians have majestic Bismarck Palms at the begin-

ning and at the end. A canopy of three Hong Kong Orchid trees with reddish-

purple flowers highlights the first island. Verawood trees with brilliant yellow

blooms populate the second. Continuing the drive on TLB we come upon medi-

ans three and four where the Pink Powder Puff (red, pink or white blossoms re-

sembling soft, fluffy powder puffs) and Purple Glory trees (royal purple blos-

soms) are the focal point. The tropical look is enhanced by Montgomery Palms

that project above the smaller trees’ canopy.

This is the vision for the newly landscaped Tivoli Lakes.

AMENITIES: PICKLEBALL and BOCCE BALL

In addition to enjoying our first-class Tennis Center and Program, a

beautiful pool, and a well-designed and equipped Fitness Center,

many of our residents are requesting that we add Pickleball and

Bocce courts to our amenities list to round out the number of physi-

cal activities that our neighbors of all ages can enjoy.

Pickleball is the fastest growing sport in America for 55+ communi-

ties and is requested by just about every potential new homeowner

that comes through our front gates. The game is played with a pad-

dle and a wiffle-style ball on a court similar to, but smaller than, a

tennis court. It is fun and easy to play, and is not as hard on the

limbs as tennis. Pickleball is often played by four players on a sin-

gle court with plenty of mixed doubles for social exercise and enjoy-

ment. Most nearby upscale communities either currently have or are

developing plans to add pickleball to their amenities list. Our pro-

posal is to add two courts as we anticipate a good number of our

neighbors will want to take up the sport as soon as we can install

the courts.

Bocce ball, usually referred to as bocce, is a less strenuous game

played with eight large balls and one smaller target or object ball

called a pallina. Bocce can be played by anyone, athletic or not.

Rules are easy to follow. It is a great game for socializing on the

back lawn. Again, it is a fun game for men, ladies or mixed

play. We can thank our Italian immigrants who came to America

and brought this intriguing game with them, with many

courts throughout the northeast and in Florida. Many of our resi-

dents miss their bocce time and have requested we add this ameni-

ty. Our proposal is to add two bocce courts.

see the locations where we are proposing pickleball courts and boc-

ce courts.

INFORMATIONAL MEETINGS: After reading this brochure, we expect you will have some unanswered questions. You recently should have received a community wide e-mail from the FACE Committee advising that we will be holding five smaller group meetings in early February, as shown below, to answer any of your specific questions not addressed in this brochure. Please plan on attending one of these informational meetings, which we believe will help you have a greater understanding and appreciation of the importance of our projects. These smaller meetings and the information pro-vided are meant to augment — not replace — our Community-wide Town Hall Meeting, which is scheduled for February 16th. We encourage you to make every effort to attend the Town Hall Meeting. VOTING: Here’s a synopsis of the three project questions that will be on the ballot for the Membership Meeting on March 2nd. The actual language on the ballot may be slightly different than what you see here after legal review and approval.

You will be required to check YES or NO to each of the proposals: 1. Authorization for an expenditure not to exceed $1,872,000 for the expan-sion of the clubhouse to create a new social hall, and renovation of the re-maining areas of the clubhouse excluding the card rooms. 2. Authorization for an expenditure not to exceed $103,000 for the installa-tion of two pickleball courts and two bocce courts. 3. Authorization for an expenditure not to exceed $200,000 for the installa-tion of new landscaping and hardscaping at the front entrance and in the medians on Tivoli Lakes Blvd. Each of the three proposals must receive a minimum of 179 votes, or 55% of the eligible votes in order for that proposal to be approved (for example, if only two of the proposals receive 179 votes or more votes, only those two will be approved).

FINANCIAL PROPOSAL: After a contribution from our reserves of $200,000, the total investment required for all three proposals is approximately $2,000,000. We need to recognize that the cost of expansion of the clubhouse will require a special assessment, but will provide us with many years of satisfaction. The intent is to make the expansion large enough to serve the needs of our com-munity for the next decade or more. From planning to completion the proposed expansion will take about a year and a half in all, with the renovation of the remainder of the clubhouse occur-ring during that time as well. You can pay the entire assessment up front, and if you do, you will avoid all interest and handling fees; or, you can pay over time. If the expenditure for clubhouse expansion and renovation is approved, then payment of the re-quired assessment will be over five years, unless the homeowner has opted to pay the full amount up front. Otherwise any other assessment which might be required will be paid as a single lump-sum payment. Using the expenditure amounts in the proposals, the Board of Directors has proposed a payment schedule as shown in the following table:

The subsequent quarterly payments given above include interest charges and a handling fee paid to Castle Management.

IN SUMMARY: Your FACE Committee, the Landscaping and Beautifica-tion Committee, and HOA Board strongly recommend voting YES on all three Proposals to upgrade and refresh Tivoli Lakes clubhouse, landscaping and sports activities. We are both excited and proud to bring these lifestyle choices to you. Excited because we deeply believe you will have renewed interest and enthusiasm to participate in community social events and new activities. Proud because we believe we will have sustained our status as an upscale 55+ com-munity. We will all benefit from these investments, and we believe each one is necessary. We need your vote. Please vote YES for a vibrant and beautiful Tivoli Lakes!
