The TMO agrees with your advice that we should defer the submission for now until we know a bit more as to where we are with Leadbitter - there is another meeting scheduled with them for next Tuesday to review costs, but if you could sensitively manage the expectations of the Planning Officer concerned in the interim please and we'll be in touch.

As the LPA are not happy with the current proposals in any event (hence the forthcoming submission) and as we are just finalising our current redesign, it may seem more prudent to wait to agree the details properly that are affordable before we undertake the resubmission process.

This of course means that achieving planning permission is also delayed so Leadbitter will not be getting started on site for the scheme, which is the downside.

If we submit our current proposals now and then go back for an amendment, there is a risk that it will be deemed so different from the approved scheme that the LPA will require a new application, with all the associated submission (and consultants) fees to the LPA which are £5.5k. The benefit is that Leadbitter can get started on the site. However, I think that we may all look rather foolish - not least the TMO as we will have to write to tenants a fourth time to tell them that a further application has been submitted.

I know that the LPA are not supporters of render, proved through other schemes, and I would be surprised if they felt any differently on this scheme. They have expressed a clear preference for metal cladding (not trespa) on Grenfell. It could certainly be a time consuming negotiation.

Considering the above, my recommendation would be to seek with the LPA to put the application on hold while we establish what we can afford then submit the revised details.

Based on the comments below, how much scope do we have to go back with something fairly radical ie. including sto render or other cost effective solutions...?

Please treat this information sensitively at this stage as we need to manage the process sensitively, but we have a significant cost discrepancy with Leadbitter, not least of which is on the cladding, and so have to do some work with them first to ascertain the real gap and any VE options (they have indicated a £300k saving to switch from zinc to aluminium).

I understand from Paul that you were going for formal resubmission today....? Is this the right strategy given the above or would we be better submitting as planned today and deal with any subsequent changes retrospectively...?

Thank you for the note. That is where we are. Though I would say that the AAP didn't say use bright colours in their notes. It read:

• despite a good budget and the use of expensive materials the current choice of cladding finish is dull and lifeless, offering little visual improvement compared to the existing profiled and textured concrete finish. Alternative designs and materials or mix of materials should be explored that would be more visually stimulating and would foster a more heartening identity (e.g., copper or enamelled steel).

As i said to you, we would welcome exploring the use of metal finishes (eg bronze or copper), which is about colour, but also could be about texture.

I'm writing to confirm the content of our telephone conversation earlier.

The green and yellow elevations we discussed on Wednesday were presented to you Executive Director who expressed the following opinions:

• The colours need to be calmer and more muted, more reflective of RBKC and the buildings in the area. This is contrary to the steer we were given by the AAP.

• The preference is for natural colours, greys or blacks. Accent colours would be acceptable, at entrances for instance.

• Trespa to be avoided because of its plastic appearance. The preference is for metallic, textured or materials with some surface interest. (We will retain the zinc.)

No comments were made as the form of the proposal. We will prepare colour options early next week and you will provide feedback as soon as possible.
