Pursuant to Section 2-2130(e) of the Code of Miami-Dade County, as created by the Board of County Commissioners via Ordinance No. 14-44, it is my pleasure to present the quarterly report from the Jackson Health System General Obligation Bond Citizens’ Advisory Committee, covering the period from October through December of 2018. The report was approved on January 29, 2019.

The Committee met once during the reporting period, and individual members have also participated in other activities related to their duties. I can confidently report that our members are upholding the words and spirit of the legislation, and that we are receiving appropriate support from Jackson Health System staff.

During the first quarter of FY 2019, the Jackson Bond Citizens’ Advisory Committee met once to discuss updates presented by staff. Eight projects were presented for approval during the reporting period. The cancellation of two projects and formal close-outs of five bond-funded projects were also presented to the committee.

Equipment and technology purchases under the bond during the period represent approximately $6.72 million of Miracle-Building Bond proceeds. The largest purchases in those categories included a radiology ultrasound, OR microscope, and surgical table at Jackson Memorial Hospital, computer networking at Jackson North Medical Center, a Trackcore system at Jackson South Medical Center, and supply chain asset tracking for the entire system.

As staff completes the purchases of previously-approved major technology and equipment, our aggressive negotiations and procurement procedures are resulting in substantial savings compared to budget and funds approved by the committee and the Public Health Trust Board of Trustees. These savings are detailed in the attachments to this report, just as savings from under-budget completion of capital projects are detailed in close-out reports.

This explains the net negative numbers in this quarter’s bond dashboard.

* The categories used in these graphics and throughout this report are administrative in nature and do not necessarily align with line-item purchase within a project. For example, a job may be categorized as an infrastructure project for reporting purposes even if that project includes the purchase of equipment. The above categories are consistent with the way in which funds are reviewed by the Citizens’ Advisory Committee and approved by the Public Health Trust Board of Trustees. Cost savings obtained through projects completed under budget or through defunding projects are credited back to the appropriate category in the most reasonable way possible.

Financial Update

Reimbursements received during the report timeframe totaled $24,151,000 bringing to $308,413,874 the total reimbursement received since the bond program began.

Small-Business Enterprise Contracting

During this reporting period, 73 contracts were awarded totaling $60,015,232. Eleven of those projects, or 15 percent, were awarded to prime contractors who are certified small business enterprises (SBEs). Those 11 contracts had a total value of $5,646,586, or 8.6 percent of the combined value of all bond-funded contracts awarded in this period. It is important to note that some subcontractors on those projects are not registered SBEs. Another $16,691,851 flowed to SBE sub-contractors through non-SBE prime contractors, representing an additional 34 percent of total contract value this quarter.

At the committee meeting on October 25, 2017, the committee requested the subsequent quarterly reports include a summary of the ethnic and gender data provided by the vendors for all contracts awarded during the reporting period. For the current reporting period, the following data was compiled:

These totals do not include bond-funded expenditures on non-construction items such as equipment and technology. The totals also do not include projects approved by the Trust Board that have not yet completed the procurement process. This list only represents contracts awarded during the reporting period – some projects include additional contracts detailed in prior reports or still pending award.

Major Projects

Rehabilitation Center

Construction of the Christine E. Lynn Rehabilitation Center for The Miami Project to Cure Paralysis at UHealth/Jackson Memorial is underway. Building foundation work was completed in October. Erection of the steel superstructure is expected to continue through March. Erection of the exterior precast panels is projected to commence at the end of January.

The City of Miami master permit was issued in December and approval from the Florida Agency for Health Care Administration (AHCA) is expected at the end of January.

Jackson West

Construction work at the Jackson West Medical Center campus is well underway with foundation work for the buildings complete, while site and utility work continue. Drainage and electrical underground work are nearing completion, and work on the water and sewer is commencing. Vertical construction work is proceeding on all three structures (the hospital, medical office building, and garage). Construction documents are under review by the City of Doral and AHCA for permitting.

There were no substantial changes to the timelines for already-announced UHealth Jackson Urgent Care centers during this reporting period. Construction on the North Dade Health Center site is expected to complete in January, with a targeted opening in spring 2019.

Designs plans for the UHealth Jackson Urgent Care location in Coral Gables at 3737 SW 8th Street and nearing completion. Permit submittal is expected in early 2019.

Additional Project Updates

Work proceeded on upgrades to the central energy plant at Jackson South Medical Center, with the new cooling tower and chiller installation in the west central energy plant. Renovations continue on the critical care unit, as well as the obstetrics unit at Jackson South. We have also begun the first phase of renovations in the behavioral health unit. Enabling work on the new intake entrance was completed during this quarter.

At Jackson North Medical Center, a ribbon-cutting was held to celebrate the opening of the newly remodeled main lobby, which opened in November. Work continues on the patient rooms and public spaces throughout multiple floors (2, 3, 4, 5, 6, & 7). Completion of the interventional radiology suite and physical therapy are projected for the first quarter of 2019. Work continues on the modernization of the first-floor guest elevator lobby area including the two guest elevators, with an expected completion in early 2019. The emergency department and surgical suite plans are still under review. The last guaranteed maximum price (GMP) has been finalized and executed.

Five bond-funded projects were formally closed during the reporting period, meaning the contracts were completed and all payments fully reconciled.

Scope

The Jackson Miracle-Building Bond program is the foundation of the capital plan, which includes work at all existing

Jackson campuses and the creation of new facilities across Miami-Dade County. The scope of the individual projects

are attached.

Fiscal Impact/Funding Source

The fiscal impact of individual projects is attached. The total fiscal impact for projects in this report is $54,402,887.

This includes $53,353,192 from the Miracle-Building Bond program and $1,049,695 from Jackson’s capital

contributions.

Track Record/Monitoring

All projects have been approved by staff. If approved by the appropriate Trust Board committees, the project would

be presented to the Jackson Bond Citizens’ Advisory Committee on October 31, 2018, before final consideration by

the full Trust Board. Monitoring would be overseen by William Seed, senior vice president for construction and design.

Background

Jackson Health System’s $1.5 billion capital plan is funded in large part by the $830 million Jackson Miracle-Building

Bond Program approved by Miami-Dade County voters in 2013. Consistent with the spirit of that program and

subsequent policy set by the Board of County Commissioners, all projects funded wholly or in part with funds from

the Miracle-Building Bond are reviewed by the Capital Steering Committee, Purchasing & Facilities Subcommittee,

Citizens Advisory Board, and Public Health Trust Board of Trustees, regardless of any applicable delegated authority.

Statement of Need: The master plan for Jackson South Community

Hospital includes a variety of high-priority projects

targeting clinical quality, patient satisfaction, new

technology, and regulatory needs. These include

construction of a pediatric emergency unit, which will

relieve the need to transfer children to other

facilities, especially as enhanced emergency services

at the hospital increase the visibility and volume of the

emergency department; renovation of the behavioral

health unit, which requires update of finishes and

safety features; renovating the areas associated with

maternity services, including the creation of labor

delivery recovery and postpartum rooms; the creation

of additional space for more intensive-care beds and

infrastructure upgrades to the central energy plants.

All projects were selected to maximize both the long-

term viability of existing service strengths and

immediate opportunities to expand needed services in

the community and yield positive financial

returns.

Scope and description: The comprehensive rehabilitation hospital will be

250,000 square feet, housing 80 inpatient

rehabilitation beds with shell to add 16 in the future,

as well as clinics, designated research space,

diagnostic and treatment areas, outpatient therapy

space, aquatic therapy, and faculty offices. The

hospital will deliver inpatient care, outpatient

services, and a wide array of support services for

patients with spinal cord injuries, brain injuries and a

broad spectrum of medical and physical conditions.

The hospital will be a translational center removing

organizational, cultural and physical barriers that

prevent people from working together, replacing

them with spaces that foster the type of interaction

that can lead to transformative discoveries.

Statement of Need: Based on recent master plan need and service

assessments for the rehabilitation service line, it

was recommended to consolidate all

rehabilitation service in a new facility on the

UM/Jackson Memorial Medical Center campus. In

addition, the project will integrate medical

research via our academic partnership to support

training, learning, and case study initiatives.

Statement of Need: The Imaging Department currently operates with

two inpatient MRI scanners and one mobile unit

that accommodate all inpatient, observation, and

emergency room volumes as well as certain

outpatient procedures. The scanners have reached

capacity, causing backlogs in outpatient services

as well as delays in admitted patients tests

performed. The lack of scanner availability

creates an average of 25 inpatients pending on a

daily basis, with 15 pending over 24 hours, which

impacts patient care, the ability to diagnose timely

and length of stay. In addition, without new

technology, JMH remains behind its competitors in

this modality. 3T MRI produces significant

increased image clarity, which is particularly

beneficial for pathological conditions involving the

Statement of Need: The east generator plant is nearly 40 years old, and

cooling for the East Tower, Jackson Behavioral

Health Hospital, and various life safety systems.

This restoration of the plant is more economical

than a full replacement, will extend the life of the

equipment approximately 15 to 20 years and will

take less time to implement.

The Jackson Miracle-Building Bond program is the foundation of the capital plan, which includes work at all existing

Jackson campuses and the creation of new facilities across Miami-Dade County. The scope of the individual projects

Cancelling the JMMC Emergency Medical Equipment Storage Containers project and recapturing $83,000

from the Miracle-Building Bond to reprogram for higher-priority projects.

Complete replacement of the units including UV

lights and HEPA filters, permits and record

drawings, rentals, labor equipment and

installation with 5 years of warranty.

Statement of Need:

The existing units are more than 25 years old and

past their useful life, which leads to increased

operational and repair costs. There have been

repairs and coil cleanings over the years as part of

the preventive maintenance. However, these units

have been identified as a priority area due to the

repair history and expenses. This replacement will

ensure they are functional for many years and help

us provide our patients with a proper environment

and care.
