Ballot Security Committee Report Alan Vera, Chair

ELECTION STAFFING

In an off-year, lower-interest election the committee was unable to staff 100 Democrat precincts with Republican alternate judges on Election Day. We were also not successful in attracting a meaningful number of volunteer poll watchers to ride herd on Democrat precincts. However, we did fully staff all 41 Early Voting locations with HCRP Supervisors, translators and clerks. With relatively minor problems and disruptions, the Early Voting and Election Day activities went well. That said, we expect that the upcoming runoff election will see some of the same old tactics that stained Harris County elections in years gone by. We have good reason to believe that the Democrat Party will field an aggressive effort to “bus” voters to the polls, and we’re not sure they’ll only be bussed to the precincts in which they’re legally registered to vote. One of the voter assistance groups that plagued elections last November has endorsed Sylvester Turner for mayor and is likely to try to influence voters’ selections by forcing themselves on voters as their assistants. The new guidelines on voter assistance from the County Clerk were a big help in the election just concluded. We’ll need to be sure that we continue to train our election worker nominees in the finer points of this excellent guide book. Further, with research we provided, the County Clerk succeeded in having the county attorney rule that the largest voter assistance “scam” group (TOP) is a political organization, not a public service non-profit. As a result, TOP will NOT be allowed to wear their t-shirts within the 100 foot electioneering boundary during the runoffs. We expect significant activity and some confrontations with this group in the runoff election that starts in early December. If any of the conservative candidates for mayor and city council are to stand a chance, we need at least 200 poll watchers and another 100 election workers to ensure the integrity of the upcoming runoff election. The Democrats are genuinely concerned about losing control of the government of the City of Houston and of all the money and influence that goes with it. They’re going to push the limits of election law to avoid losing Houston to the Republicans. We need each of you to step forward and take a stand for election integrity from December 1 through December 12. And we need each of you to find 2 other honest, conservative, adult, Harris County registered voters to join you. Go to the party web site and sign up in the “election worker” tab. We’re so close to a stunning turnover for Houston. Let’s get this done right so we can enjoy a blessed and victorious Christmas—and a truly bright and hope-filled new year.

The Engagement Committee engages organizations and sponsors events in communities that the Harris County Republican Party has identified a need to increase the Republican vote. The committee provides leadership, funding, and volunteers. We collect names and work with the HCRP to get contact information in Nation Builder for further follow-

up. Since getting votes is everyone’s job we must facilitate ways for the Harris County Republican Party and activists to be more active in engagement.

Since January 1st, we have sponsored and/or participated in about 30 events in the Asia, Indian, Hispanic, African-American and Jewish communities. We have collected names from about 350 attendees for follow-up. Many lean our way and/or are Republicans that regularly vote. In fact, we believe HCRP has signed up 3 Precinct Chairs as a result of our activities.

This last quarter we participated in the Fifth Ward Backpack , Logan’s War Memorial, Fiesta Patrias Parade, East End Festival of Houston and the Wings of Houston. In addition we have met and recruited new engagement people in communities that are underrepresented in our activities. We identify new people by attending organizational meetings and following up on contacts that we make. For example we regularly visit LULAC Council meetings and the Turk Chamber of Commerce.

We realize that we may be missing important organizations and/or events to engage with. Marcella Burke has agreed to head up our Engagement Committee effort in this area. She will be serving as our Research Coalition Director.

We encourage all of you to volunteer to man our booths and/or attend the events. We publish this information weekly in the HCRP newsletter.

Ron Plante and Jessica Vu are relocating. On behalf of the HCRP and our committee we wish them the best in their new jobs. We thank them for all the work they have done in our party. It is people like them that make a difference in winning elections and increasing Republican loyalty.

Candidates Committee Report

Vergel Cruz, Chair In conjunction with the Republican Party of Texas (RPT), the HCRP Candidates Committee held a comprehensive training workshop for prospective candidates at HCRP headquarters on October 23-24. Attendees were instructed on developing a campaign plan, creating a budget, direct mail, media and messaging, grassroots campaigning, using the party structure, minority engagement, fundraising, campaign ethics, opposition research, and data training. The Candidates Committee would like to thank the participants, presenters, and especially John McCord, Political Director at RPT, for making the workshop a success.

Young Leadership Development Committee Josh Sanders, Chair

We currently have 20 dues paying members. One Saturday a month we hold a class for our fellows on various topics. We invite subject matter experts to lead our discussions. Topics and speakers have included:

The main goal of our program is give our fellows an experience into the inner workings of the political world. We are currently working on a fundraising project that will benefit the 2016 HCRP Lincoln Reagan Dinner. Details about next year’s dinner are not available. Our members are currently planning two community service projects. The purpose of these projects is to bring goodwill to members of our community during the holiday season and to spread our conservative message. The projects are:

o November 21, 2015 Thanksgiving: Dinner at a local Low Income Housing Unit o December 5, 2015 Christmas: Star of Hope Soup Kitchen

HCRP Accounting Review Committee Virgil Vickery, Chair

The Accounting Review Committee has not met since the last Executive Committee Meeting, waiting on the completion of the audit. The audit is underway and was planned to be completed in time for the December Executive Meeting. Since that Meeting has been accelerated, the results of the audit will be reported to the Executive Committee at the Meeting which is expected in the first quarter of 2016. A meeting of the Accounting Review Committee is expected upon completion of the audit and before the next Executive Committee Meeting. REPUBLICAN JUDICIAL CANDIDATES PROMULGATED BY THE AD HOC COMMITTEE ON JUDICIAL STANDARDS

NOVEMBER 16, 2015 Pursuant to Article VIII, Section 2, Paragraph D of the 2014-16 Bylaws of the Harris County Republican Party (“HCRP”), the members of the Ad Hoc Committee on Judicial Standards appointed by the Chair of the HCRP, hereby unanimously promulgate the standards to be used by the Judicial Screening Committee for evaluating the eligibility and professional qualifications of candidates seeking the nomination of the Republican Party to serve in judicial offices with jurisdiction over Harris County. To be deemed qualified to run for a judicial office as a Republican nominee in Harris County, a candidate should meet the following standards:

1. The candidate must be legally eligible to serve in the office for which he or she is running.

2. The candidate should have sufficient professional experience and competence to perform the duties of the office for which he or she is running.

3. The candidate should have the type of background that is required to effectively represent the Republican Party as its nominee.

To effectuate the use of these standards, this Committee has promulgated an Application designed to provide the Judicial Screening Committee with the basic information it will need to use and apply the standards promulgated by this Committee, including the information it may need to conduct any further investigations and interviews of the candidates before providing its list to the Chair and Executive Committee as required by Article VIII, Section 2, Paragraph D of the 2014-16 Bylaws. Resolution Appointing the Primary Committee for the 2016 Republican Primary in Harris County, Texas

WHEREAS, the Texas Election Code states that a Primary Committee may be established in each county having a county Executive Committee and that the County Chair serves as chair of the primary committee, to perform certain primary election duties1; therefore, be it

(A) RESOLVED that, the Primary Committee shall:

1) Consider resolutions for statutory Primary business to be held at the Harris County Republican Party Executive Committee Meetings;

Resolution Designating the Method of Voting for the 2016 Harris County Republican Primary

WHEREAS, the Texas Election Code1 requires a political party’s county Executive Committee to adopt voting systems to be use in that party’s primary; therefore be it (A) RESOLVED that, the following voting systems shall be used for the 2016 Republican Primary and

Primary Runoff elections in Harris County, Texas: 1) The Hart E-Slate DRE voting system will be used for all in-person voting, including:

a) Early Voting and Election Day voting; b) Election Day voting by space flight personnel2 except as provided herein; and

2) The optical scan voting system will be used for: a) Early voting by mail for eligible voters;3 b) Late voting by eligible disabled voters;4 c) Late voting made eligible due to death in the immediate family;5 d) Electronic transmissions from eligible military or overseas voters;6 and

3) Voting via Federal Postcard Application will be used for eligible voters;7 and 4) For combined polling locations in which any precinct has a contested precinct chair

race, a unique ballot style must be provided so that each voter may not vote for a precinct chair for other than that voter’s precinct and as prescribed by the Texas Secretary of State; 8 and it is, further,

(B) RESOLVED that the County Chair may contract for services with the Harris County Clerk Chief or Elections Officer of Harris County to carry out the purpose and intent of this resolution, and that other matters related to the method of voting and the administration of the Primary Election not covered by this resolution shall be determined by the County Chair or his designee in cooperation with the authority contracted for election services.

Resolution Setting the Time and Place for 2016 Republican Precinct Conventions in Harris County, Texas

WHEREAS, the Texas Election Code1 and the Republican Party of Texas2 authorize a county Executive Committee to designate date, time, and places for 2016 Republican Precinct Conventions; and,

WHEREAS, the Texas Election Code3 provides that the County Chair shall give notice of the date, hour, and place for convening such Precinct Conventions, and the Republican Party of Texas4 requires that the place of such convention shall be large enough to accommodate the expected number of participants and meet the same requirements for access by elderly and persons with physical disabilities as a polling place; therefore be it

(A) RESOLVED, that the 2016 Republican Precinct Conventions in Harris County, Texas:

1) Shall convene at 7:30 p.m. or immediately after the last voter has voted, whichever is

later, on Tuesday, March 1, 2016; and

2) Shall convene at the polling location for the precinct or at the location posted on the public notice required for such purpose5; and

3) In the event of a combined polling location or other such condition where the polling location is not located within the physical boundaries of the voting precinct, the Precinct Convention shall be called to order at the location posted on Harris County Party’s website, or from 7:00 a.m. continuously throughout Primary Election Day at the polling location for said precinct if such notice is not publicly posted for the voting precinct; then immediately recessed for a period not to exceed one hour and before any additional business is conducted, followed by reconvening at a location within the physical boundaries of the voting precinct. If there is any discrepancy between the public notice required for such purpose and what is posted from 7:00 a.m. continuously throughout Primary Election Day at the polling location, the public notice location supersedes; and

4) In the event a Precinct Convention must move to another location due to unknown or unexpected circumstances, the Precinct Convention must convene at the time and place of notice described above, then immediately recessed for a period of not more than one hour, followed by reconvening at a location within the physical boundaries of the voting precinct, and a notice of the reconvened Precinct Convention time and place must be posted conspicuously at all entrances of the location where the previous notice of the Precinct Convention was posted, or the polling location if such notice was not posted, and such notice shall provide clear information designating the time and location where the Precinct Convention will reconvene and shall be descriptive in sufficient detail that a person not familiar with the specific location will be able to find it; and it is, further,

(B) RESOLVED, that a copy of this resolution shall be provided in each Precinct Convention

packet in every Presiding Election Judge’s supplies; and it is, further,

(C) RESOLVED, that if more than one person claims to be the Temporary Chair of the Precinct Convention, the incumbent Precinct Chair shall be presumed to be the Temporary Chair of the Precinct Convention; and if there is no incumbent Precinct Chair and there is an unopposed candidate for Precinct Chair, that person shall be presumed to be the Temporary Chair of the Precinct Convention; and if neither of the previous conditions apply, or if neither of the previous persons described have taken possession of the Precinct Convention packet by 7:01 p.m. on March 1, 2016, then the first person eligible6 to participate in the Precinct Convention asking the Election Judge for the Precinct Convention packet shall take possession of the packet and call the Precinct Convention to order at the appointed time and place as described above, and shall serve as the Temporary Precinct Convention Chair; and it is, further,

Resolution Fixing the Compensation of Primary Election Personnel for the 2016 Harris County Republican Primary

WHEREAS, Texas law1 requires a County Party Executive Committee to fix compensation for election judges and clerks for the Party’s primary election; therefore, it is A) RESOLVED, compensation for election judges and clerks for the 2016 Harris County Republican

Primary is as follows:

1) Presiding Election Judges, Alternate Judges, and Election Clerks shall be paid at an hourly rate and for times not to exceed the rates and times allowed by the Texas Secretary of State per hour and Alternate Election Judges and/or Election Clerks shall be paid an hourly rate not to exceed the amount allowed by the Secretary of State per hour2;

2) Per Texas regulations, an Election Judge, Alternate Judge, or Election Clerk should attend a Secretary of State-approved training class without compensation;3;

3) Per Texas law:4 i. The Election Judge or Clerk who delivers precinct election records or other election

equipment and unused election supplies after an election will be compensated for that service in an amount not to exceed $25.

ii. If more than one election officer delivers records and unused supplies, the Presiding Judge shall determine how the amount fixed for the service is be allocated among the officers;

iii. Harris County Central Counting Station technical support personnel may be paid an hourly rate determined by the pay scale established by the Harris County Clerk’s office;5 and

iv. An Election Judge or Clerk may not be paid for more than one hour of work before the polls open. In a precinct in which voting machines are used, an Election Judge or Clerk may not be paid for more than two hours of work after the time for closing the polls or after the last voter has voted, whichever is later.

Resolution Governing Precinct Convention Information in Combined Voting Locations for the 2016 Harris County

Republican Primary

WHEREAS, the Harris County Republican Party seeks to assure that information and instructions concerning 2016 Precinct Conventions are provided to Election Judges, Temporary Precinct Convention Chairs, and other interested parties for those precincts that have been combined with other precincts for voting purposes, or when the voters of such precincts will be voting at a polling place outside the physical boundaries of their voting precinct; and

WHEREAS, the Texas Election Code1 and the Rules of the Republican Party of Texas2 regulate political party affiliation and Precinct Conventions, and require every Precinct Convention participant to be (1) a registered voter of the precinct or a precinct resident who is eligible to vote a limited ballot, and (2) affiliated with the Republican Party by voting in the Party’s Primary (in person or by mail), being eligible to vote a limited ballot at the time of affiliating, or taking an oath of affiliation;3 it is, therefore, A) RESOLVED, that for every precinct having at least one registered voter, the Temporary

Chair for each Republican Precinct Convention in Harris County shall be furnished one complete Precinct Convention Packet; it is, further,

B) RESOLVED, that the Election Judge shall make available to the Republican Temporary

Precinct Convention Chair until 8:00 p.m. or 30 minutes after the last voter has voted on election day, whichever is latest, the list of persons who voted in that Precinct’s Republican Primary for that precinct; it is, further,

C) RESOLVED, that the Election Judge will record the name, address, telephone number, and other contact information of each person who receives a Precinct Convention packet with instructions for Precinct Conventions, including the blank form for Precinct Convention Minutes, followed by a request and keeping of record of the expected location for the convening of the Precinct Convention in such a precinct; then provide such information to the County Chair and Temporary Senatorial District Convention; and the Convention Chair shall deliver the originals and copies of the lists to the County Chair not later than the third day after the date of the Precinct Convention, except that if delivered by mail, they shall be deposited in the mail not later than the second day after the date of the precinct convention;4 and it is, further,

D) RESOLVED, that a copy of this resolution shall be provided to each Republican Election Judge with convention supplies provided by the County Chair or his Primary Director.

Resolution Designating the Method of Drawing of Ballot Positions for the 2016 Harris County Republican Primary

WHEREAS, the Texas Election Code provides that the Executive Committee of a county political party may delegate drawing for ballot positions on Primary elections to a Party Primary Committee1; and WHEREAS, rules for drawing ballot positions will help ensure equal opportunity for candidates to draw a preferred position and accuracy in recording the ballot positions as drawn; therefore, it is (A) RESOLVED, the 2016 Harris County Republican Primary ballot draw will be conducted as follows::

1) Drawing for ballot position shall be from a container with numbered ping pong balls;

2) The number of ping pong balls to be drawn will equal the number of candidates for any respective office on the ballot;

3) The ping pong balls shall be marked twice, once on each side, with easy-to-read numbers and underscored as needed (e.g., 6 & 9 ) to be distinguishable;

4) The container from which the drawing occurs, shall be constructed, suspended, or held so that the numbered balls are not visible to anyone drawing or observing the drawing;

5) Each candidate affected by the drawing is entitled to be present or have a representative present at the drawing;2

6) If a candidate is not present and does not have a representative present at the drawing, a member of the Primary Committee will draw on behalf of that candidate;

7) The order of drawing will be as follows: a) Ballot order of office (President to Precinct Chairman), then by b) Alpha-numeric order within office (e.g.., District, Place, or Precinct Numbers), then by c) Filing order (First to file, to most recent to file), or by alphabetical order of candidates’ last

name only if filing order is unknown d) Notwithstanding the foregoing, a candidate or a candidate’s representative who is

present shall draw before the drawing by a Primary Committee member on behalf of a candidate for that same office who is absent and not represented at the ballot draw;

8) The number drawn as indicated on the ping pong ball shall correspond with the ballot position for a particular candidate in a given contested race on the 2016 Primary Ballot;

9) Three persons named by the Primary Committee will independently record the drawing results and, if their records conflict but two recorders agree, that agreed number shall govern;

10) The drawing for ballot positions and recording of the results shall be continuously supervised by one or more members of the Primary Committee;

11) After drawing, each candidate shall be provided a form showing how the candidate’s name is to appear on the ballot and the corresponding ballot position, to be signed by the candidate to confirm the accuracy of the ballot name and ballot position; and

12) In the event of a Runoff Primary Election, the order of candidates’ names on the Runoff Primary ballot will be determined by a drawing conducted in the same manner as the regular drawing for position on the general Primary Election ballot.3

Resolution Determining Allocation of Gubernatorial Votes for 2016 Harris County Republican Precinct Conventions in

Precincts New or Redrawn Since 2014 Gubernatorial Election

WHEREAS, Rules of the Republican Party of Texas1 specify the entitlement and allocation of delegates from Precinct Conventions to Senatorial District Convention based on the number of votes cast in each precinct for the Republican candidate for governor in the most recent gubernatorial election; and, WHEREAS, in the event of boundary changes among, or creation or deletion of, precincts or districts since the most recent gubernatorial election, the Republican Party of Texas Rules2 authorize a County Executive Committee to apportion gubernatorial votes to modified or newly created precincts using any fair and equitable method; and WHEREAS, since the last gubernatorial election in 2014, Harris County changed voting precinct boundaries, and created and deleted voting precincts, effective January 2016; it is, therefore, (A) RESOLVED, that the following method will be used to allocate gubernatorial votes in 2016

among precincts that have had boundary changes since 2014:

1) Precinct boundary changes involving land not occupied by registered voters will be disregarded; and

2) New and changed precincts with registered voters will be grouped geographically with all other precincts with which the changes have a direct or indirect relationship; and

3) For each group of precincts, the total gubernatorial votes shall be allocated among the new precincts in the group pro rata based on the number of registered voters in each of the new precincts; and it is, further:

(B) RESOLVED, that the following rules and exceptions shall apply to this allocation process:

1) The voter registration data used in this process shall be dated after January 1, 2016, but before February 1, 2016;

2) The voter registration data shall be based on Harris County Voter Registrar records;

3) The geographical boundary data source shall be in accordance with the actions and minutes of the appropriate meeting(s) of the Harris County Commissioners Court; and

4) The gubernatorial vote shall be from any source of certified records; and it is, further, (C) RESOLVED, that should any anomalies, inequities, or other questions of fairness related to

allocation of gubernatorial votes to such precincts based on demographics, changes of land use character, or other reason, the Primary Committee may resolve such questions and modify the above allocation procedure accordingly if such questions are brought to the attention of the County Chair or his appointed Primary Director in writing at least twenty-one (21) days before the Primary Conventons; and it is, further,

Resolution Designating the Method of Appointing Election Judges for the 2016 Harris County Republican Primary WHEREAS, the Texas Election Code provides that the Republican County Chair shall appoint for each primary, with the approval of the Republican County Executive Committee, election judges for each voting precinct in which the election will be held in the County1; and, WHEREAS, a candidate in an election for a contested party office (other a precinct chair already declared elected2) is ineligible to serve in an election to be held on the same day as that election, as an election judge or clerk in any precinct in which the office sought is to be voted on; therefore, be it (A) RESOLVED, That the Executive Committee of the Harris County Republican Party adopts the

following procedures for the appointment of election judges for the 2016 Republican Primary election, if such persons agree to serve and are not otherwise precluded from serving for another reason, such as stated in the Texas Election Code:3

1) Those who are incumbent Republican Precinct Chairs immediately after the last quarterly

Executive Committee meeting in the year before the Primary Election year, and remain uncontested after the filing deadline set for December 14, 2015,4 shall be appointed as Presiding Election Judges for the 2016 Republican Primary Election; and

2) Those who are incumbent precinct chairs, but are precluded from serving as election

judge by law, who choose not to serve, or who cannot serve for any reason, shall recommend a person to serve as Presiding Election Judge in their precinct for the 2016 Republican Primary Election; and

3) If those persons described above are not able to serve, then those persons who are not

Precinct Chairs immediately after the last quarterly Executive Committee meeting in the year before the Primary Election year, but have filed for said office and remain uncontested after the filing deadline set for December 14, 2016, shall be appointed election judges for the 2016 Republican Primary Election; and

4) That the Alternate Election Judge shall be appointed by the Presiding Election Judge, and

in the event of his or her failure to do so, the County Chair may appoint the Alternate Election Judge after February 15, 2016, in order to give required notice to election judges;5 and

5) The County Chair or his designee may appoint all other election judges and election

personnel not included in this resolution; and it is, further, (B) RESOLVED, that a copy of this resolution shall be provided to each Election Judge along with

the notice of appointment.

RESOLUTION FOR THE REPUBLICAN PARTY OF TEXAS TO MOVE THE 2016 REPUBLICAN STATE CONVENTION FROM DALLAS TO ANOTHER TEXAS CITY THAT RESPECTS TRADITIONAL FAMILY AND

REPUBLICAN VALUES

WHEREAS, the Republican Party has a long history supporting and advancing traditional family values and opposing special privileges for any specific class of people and

WHEREAS, the LGBT community is aggressively pursuing a radical agenda that includes special privileges at the expense of others including allowing biological males and females to enter the restrooms of the opposite sex and

WHEREAS, allowing men into women’s restrooms and similar facilities poses a real danger to our mothers, wives, sisters and daughters and

WHEREAS, Houston Mayor Annise Parker and Houston City Council passed the Houston Equal Rights Ordinance which expanded rights for transgender persons including provisions to allow men into women’s restrooms and

WHEREAS, the voters of Houston overwhelmingly rejected by a 61% to 39% margin Houston’s Proposition 1, which would have implemented the Houston Equal Rights Ordinance, on November 3, 2015 and

WHEREAS, the Dallas City Council voted on November 10, 2015, just one week after the defeat of Houston’s Proposition 1, to expand protections for transgender persons which would allow men into women’s restrooms and

WHEREAS, the vote by Dallas City Council was an obvious act of contempt for conservative Republican values and the vote of a majority of Houstonians and,

WHEREAS, the Republican Party of Texas has selected the city of Dallas for its 2016 Republican State Convention to be held from May 12-­‐14, 2016 and,

WHEREAS, the city of Dallas should not be rewarded economically for its contempt for traditional values by hosting the Republican State Convention.

THEREFORE, BE IT RESOLVED that the Harris County Republican Party calls on the Republican Party of Texas to immediately move the 2016 Republican State Convention from the city of Dallas to another Texas city that respects our Republican values and does not allow for persons to enter the restrooms of the opposite sex and

THEREFORE, BE IT FURTHER RESOLVED that the Harris County Republican Party calls for the opposition of any ordinance, statute or law that permits a biological male or female to enter the public restrooms or similar facilities of the opposite sex and

THEREFORE, BE IT FURTHER RESOLVED that the Harris County Republican Party calls for the defeat of any candidate for office who votes for or supports any legislation by law, statute, ordinance or otherwise that makes it lawful for a person to enter the restroom or similar facility of the opposite sex on the grounds of gender identity or expression and

Resolution of Support for Jim Bigham, Candidate, Houston City Council District J

WHEREAS: Fiscal conservative and business leader Jim Bigham is a candidate for election to the Houston City Council, District J, the area of southwest Houston comprised of Gulfton, Sharpstown, Westwood, Braeburn Valley, and the Richmond Corridor; WHEREAS: Mr. Bigham has served the community for four years as the President of the Sharpstown Civic Association, the largest HOA in Harris county with 7,000 homes and 25,000 residents, where he developed and implemented a successful crime reduction program, resulting in a fifty percent drop in property crimes; WHEREAS: as a civic leader Mr. Bigham led the successful fight to de-annex over one hundred homes from the City of Houston Tax Increment Zone No. 20, which were placed inside the boundaries of the TIRZ without any notice to the property owners or HOA leadership, and threatened by potential eminent domain for some undeclared commercial use; WHEREAS: Mr. Bigham fought the implementation of a regulatory scheme by the City of Houston on operators of pet related care and boarding businesses, in a power grab by City Hall to charge operator fees and create rules and regulations for an industry with virtually zero complaints; WHEREAS: Mr. Bigham testified at The Texas House Committee on Special Districts this legislative session, in support of business owners improperly placed in special districts and taxed without property authority, in a scheme of taxation without representation; WHEREAS: Mr. Bigham was appalled that the current District J council member, along with Mayor Parker executed a letter, in their official capacities as elected officials, to the Texas Legislature in support of repealing HB2 relating to abortion, a position in conflict with their constituents beliefs; BE IT RESOLVED: that the Republican Party of Harris County supports Jim Bigham for the position of Houston City Council Member, District J.
