MIDOR is an Egyptian shareholding company established on 12 / 7 / 1994 under the Ministerial decree NO. 323 in accordance with the General Free Zone regulations and the Investment Law No. 230 of the year 1989 and its amendments; with the aim of performing the activity of crude oil refining and producing high-quality petroleum products, for domestic and international markets. MIDOR scope of activities is extended to include trading activities that involve purchasing and selling crude oil, products and petroleum derivatives, domestically and internationally. MIDOR refinery mixes and blends petroleum products, as well as stores crude oil, products and derivatives in its storage tanks.

• MIDOR is one of the most advanced refineries in Africa and the Mediterranean; based on technological complexity; reaching a standard of 12.2, according to Nelson Complexity Index.
• MIDOR refinery is designed to process a wide range of crude types with high operation flexibility to achieve ultimate economic processing using the most recent developed systems. The refinery designed capacity is 5 million tons/year; equivalent to 100,000 bbls/day.
• MIDOR refinery design is based on deep conversion (zero fuel oil production) of all heavy products such as low value gasoil into high quality light and middle distillate products equivalent to more than 87% of total production.
• MIDOR exports its refined products through its integrated export facilities at Dekheila port.
• MIDOR refinery depends on two sources of electrical power supply; its own integrated power station, and the national network of electricity. Furthermore, MIDOR has its own source of water supply.

Quality Policy
MIDOR is a cutting edge oil refinery specialized in trading activities, purchasing crude oil and selling high quality petroleum products. Midor’s approach is to assign and monitor contractor(s) for operations and maintenance processes.
1. Establish, maintain and continually improve an effective Quality Management System.
2. Meet the requirements of ISO 9001 standards, statutory and regulatory requirements.
3. Define and communicate the quality objectives throughout the Company in accordance with its strategic objectives. This policy shall determine external context (technological, economic…etc.) and internal context (values, culture…etc.) that are relevant to MIDOR purpose and strategic direction.
4. Focus on products quality aiming to meet the customers’ requirements and ensure timely products delivery.
The quality policy shall be periodically reviewed to confirm its adequacy and effectiveness.

OPERATIONINDICATORS • Maintain the ideal crude percentage for processing (API 31.6) and sulphur percentage (wt 2.1%) to sustain the
consistency of operational rates of processing units. • Processing 34,621,130 barrels (4,775,272 MT) crude in addition to 291,174 bbls condensates, 437,041 bbls
naphtha. Total amount processed in Crude & Vacuum Distillation unit reached 35,349,346 bbls. • Importing 49,923 MT naphtha for conversion to high-octane gasoline for exporting. • Treatment of 453,681 MT low quality Gasoil as per contract with international companies (15 cargoes). • Handling & storage of 40,917 MT condensates as per contract with DANA GAS (1142 trucks). Also, Dispatching
18,746 MT of these condensates and exporting one cargo through MIDOR facilities at Dekheila port. • Processing 34,873 tons of condensates to maximize gasoline and jet fuel production during February and July
2019. • Processing 6,000,000 barrels as “refining for others” as per contract with EGPC. • Optimization of refinery’s conversion units through selection of convenient blends; the average operational capacity
for Crude & Vacuum Distillation unit 103%, Hydrocracker unit 90%, the Delayed Coker unit 95%, Isomerization unit 94% and CCR unit 97%.
• Maintaining hydrocarbon loss at 1.1%, which is within the international percentage.

Current Modernizing Projects
Significant accomplishments of the expansion project to increase capacity by 60% and produce Euro V products:Projects
• Upgrade tank gauging system to be connected to ORACLE. • Executing continues emission monitoring system (CEMS) for new and existing boiler and fired Heaters stacks
and connecting it with the Environmental Affairs Agency to monitor emissions and pollutants. • Upgrade existing Coke Handling facilities to ensure continuous compliance with environmental laws as a
result of executing the expansion project at MIDOR refinery. • Upgrade the ESD System for current units to comply with the advanced control system of the new and
revamped units. • Implementing the Asset Integrity program for current production unit’s equipment, facilities, lines and
precision machines, in all its stages. • Implementing two new lines for white products. • Building two new gates for individuals and new equipment needed for the expansion project. • Backfilling, levelling and amending the soil condition of some areas within MIDOR refinery in accordance with
the requirements of the expansion project.
• October 14, 2018, MIDOR and Technip Italy (TechnipFMC) signed EPC contract for MIDOR refinery expansion project taking in consideration the presence of subcontractors; PETROJET as Construction contractor and ENPPI for Crude and Vacuum Distillation Unit, Solvent de-asphalting Unit and new cooling Water, KT Company for gas treatment unit, sulphur production unit, sour water treatment unit, amine treatment unit and new solid sulphur production train.
• January 14, 2019, MIDOR paid the advanced payment of the contract with an amount of $ 202.9 million. • January 22, 2019, opening documentary letter of credits for partial payment of the self-financing “Equity”. • February 20, 2019:
- BNP Bank sent a Condition Precedent Satisfaction Letter of the loan, for financial closure.- Issuing the final closing certificate of loan procedures before starting to withdraw and then sending it to the lending banks and SACE.- “Sherman & Stirling Office”, Consultant of the lending banks and SACE issued the legal opinion.- Achieving project financial closure and sending the first withdrawal request form the loan to BNP bank to pay SACE fees (US $ 157 million).

• February 21, 2019, Effective Date to start project execution • April 2019, issuing project’s VAT exemption letter for Technip and subcontractors. • On May 30, 2019, the competent authorities issued a certificate declaring MIDOR expansion area as a mine-
free site, as per the contracting requirements. • June 2019, finalizing HAZOP / SIL safety studies meetings for production units, utilities and facilities. • June 14, 2019, Technip issued the detailed EPC Schedule level 3 for the project. • June 27, 2019, electricity was supplied for the new tanks area and general contractor offices area through the
contract between MIDOR and Alexandria Electricity Distribution Company, while the rest of connections and transformers will be completed according to the planned time schedule.
• August 8, 2019, MIDOR and MIDELEC signed the contract for the additional quantities of electric power supplies required for expansion project.
• During April and September, Rambol’s “Environmental and Social consultant for Lenders” visited MIDOR as per the signed contract, where the project executive status was discussed and all relevant documents were reviewed.
• September 2019, replacement and renewal of free zone drinking water line located within the new tanks area and inauguration of new water line into service by MIDOR.
• December 20, 2019, Technip issued the planned progress tables & S Curves for the project, including the agreed planned shutdowns, and their executing methods.
• The project progress reached 16.77% for the general contractor and subcontractors till the end of December 2019.
• 212 purchase orders were issued, out of 383 planned purchase orders during the project implementation period.

• Executing 2019 shutdown including:

production units, as well as changing the expired catalyst of the hydrocracker unit.

HSE(Alexandria)
MIDOR pursues the Egyptian Environmental Law No. 4 of the year 1994 and its amendments for Law No. 9 of 2009, concerning preserving the work environment, employees and surroundings, in addition to implementing the sustainable development policy in NGOs and civil society.MIDOR was awarded a certificate of appreciation from the Egyptian Environmental Affairs Agency in Alexandria for its distinguished environmental performance role.
MIDOR is audited via internal authorities such as EGPC, HSE Prosecution and Petrosafe Company which is responsible for petroleum companies’ environmental audits. Petrosafe awarded MIDOR a certificate of excellence with “A” grade and the certificate credence from SGS. External audits were performed through TUV and Marsh International companies.
MIDOR Activities: Controlling different sources of pollutants and reducing their rates to preserve general health and natural resources in addition to their management within sustainable development.
1. Disposal of: • Dangerous hazardous wastes in accordance with environmental laws through an official contract with the
health landfill in Nasryah, Alexandria. • Solid non-hazardous wastes through an official contract with Final Touch Company; which has an environmental
approval to work within the field. • Electronic wastes through ITG specialized Company; where MIDOR has the lead within the Egyptian petroleum
sector. • Waste oils in accordance with environmental laws through Seham Petroleum Company.
2. Contracting With: • Alexandria Sanitation Authority to dispose employees’ personal usages wastes. • Atomic Energy Authority and Nuclear & Radiological Watch Authority to monitor safe use of radioactive sources.
3. Work: • Periodic Measurements of noise and illumination intensity in different workplaces. • Measurements of gas emissions from chimneys, furnaces and refinery’s surrounding air through the Higher
Institute for Studies and Research at Alexandria University, Geographical Area and MIDOR. • Issuing the required permits from (EGPC- Public Security Authority- Marsa Matrouh Civil Protection) for
utilizing sodium nitrate substance in reactors. • Monitoring and analyzing air quality within and outside refinery fences through MIDOR labs and Alexandria
Institute of Graduate Studies & Research, being the accredited entity at Environmental Affair Agency to perform environmental monitoring of pollutants.
• Monitoring and treating industrial wastewater using the latest technology, accomplish daily laboratory measurements and monthly random sampling to confirm the processing unit performance and ensure that the specifications of discharged water conform to the permitted levels of Egyptian Environmental Authority and Alexandria’s Ministry of Health and Agriculture laboratories.
4. Acquiring the environmental approvals for the expansions project by carrying out environmental impact assessment studies at the main Environmental Affairs Agency in Cairo and the Egyptian Petroleum Authority.
5. The environmental monitoring system for landfills and furnaces is being implemented and linked to the monitoring network of the Ministry of Environment through Emerson Global.
6. An industrial wastewater drainage license to West Nubaria drain is periodically renewed, in addition to the General Administration of the central laboratories at the Ministry of Health (Directorate of Health in Alexandria), taking samples periodically from the final sip of the industrial wastewater pipe.
7. Applying ZERO LIQUID DISDCHARGE system by using about 30% of treated water in irrigation of green areas and dust dispersing sprinklers in the coal loading area.

MIDOR is committed to apply quality international standards in Health, Safety and environmental activities1. The refinery abides to international safety standards.2. All Employees participate in decision making regarding HSE. Moreover, MIDOR provides protective materials
for all employees against work hazards.3. Periodical evaluation of risks using appropriate control methods. 4. “Safety Management Tours” system is activated to achieve effective communication between top management
and employees to implement HSE policy against any risks. 5. Annual HSE training for around 4000 employee to inform them about types of risks and methods of control and avoid.6. Performing daily, weekly and monthly training on expected emergency scenarios and setting, necessary plans
to avoid faults.7. Expansions project follow up and effective participation in daily tours to guarantee work is safely accomplished.8. MIDOR participated in “Egyptian Petroleum Sector safety week”, under the patronage of H.E. Engineer /
Tarek El Molla - Minister of Petroleum and Mineral Resources, which focused on safety culture, contractor’s management system and safe driving.
Continuous Improvement of the Environmental Performance Occupational Safety
MIDOR is committed to guarantee improving employees health; thus MIDOR offers an integrated medical insurance to employees and their families through specialized hospitals, performing periodical medical examination especially employees above 45 years and those whose work activities deserves check and early detect any pollutant to immediately eliminate it.
MIDOR is committed to international standards ISO 14001 / 2004 for refinery operations and activities and
complies with rules and legislations related to such standards.

MIDOR is keen to raise awareness among employees about the importance of sustainable development and its
objectives in accordance with the government’s and the Ministry of Petroleum’s strategy towards achieving goals
of sustainable development. HSE is a priority to MIDOR, as it is considered a major strength element in SWOT
analysis. Sustainable development aims to apply the highest HSE standards to protect “Human Element”, which is
the most valuable asset in MIDOR.
To achieve the above-mentioned goals, during 2019, HSE in cooperation with different departments handled the
following:
1. Providing personal protective equipment in compliance with the international safety specifications and
appropriate for all work within the building.
2. Issuing employees’ HSE training courses plan.
3. Performing three mock evacuations throughout the year that proved to be effective and implemented within
record time in accordance with international standards.
4. Training employees how to act during evacuation process.
5. Preparation for acquiring HSE ISO 45001 and ISO 14001 certificates.
6. Participation in the Ministry of Petroleum Blood Donation Campaign.
7. Smoking and drugs awareness sessions were held in cooperation with Red Crescent.
8. HSE conducted various training courses to all employees and technicians as well as the contractor’s workers to
raise awareness about HSE within their work scope such as “Permit To Work” - “Working At Height” programs.
9. MIDOR participated in the HSE Week held under the patronage of Ministry of Manpower at the Russian
University. It’s worth mentioning that MIDOR acquired a certificate of appreciation from the Ministry of
Manpower for the best 10 companies applying the HSE standards in Cairo Governorate.
10. On 24 - 25 December 2019, MIDOR Organized “Safety Walk Through” week under the patronage of Ministry
of Petroleum.

Under the patronage of H.E. Eng./Tarek El-Mulla, Minister of Petroleum and Mineral Resources, MIDOR participated in the petroleum sector initiative for blood donation in cooperation with the Ministry of Health and Population. The initiative witnessed an outstanding contribution from MIDOR employees.
MIDOR plays a vital role in fulfilling its corporate responsibility towards the Egyptian society in general and specificly the areas close to the refinery in Alexandria, in line with the Egyptian petroleum sector policy that aims to an active contribution to the wellbeing of our beloved Egypt.
MIDOR has participated in some developmental and social activities in all aspects, as well as supporting some infrastructure projects for several governorates; Alexandria and South Sinai in collaboration with Governmental entities and civil society institutions.
