NOTICE A Notice of Intent for the following project submitted in accordance with §R307-401-1, Utah Administrative Code (UAC), has been received for consider-ation by the Executive Secretary, Utah Air Quality Board: Company Name: LeGrand Johnson Construction Company: Tremonton Concrete Batch Plant Location: 6800 West 10000 North, Tremonton, UT, Box Elder County Project Description: LeGrand John-son Construction Company (LeGrand Johnson) has requested a modification to their AO to replace the existing con-crete batch plant with a new concrete batch plant and increase production at the Tremonton concrete batch plant. The production limit of the concrete batch plant will be increased from 50,000 cu-bic yards of concrete per year to 110,000 cubic yards of concrete per year. Five concrete batch plants are per-mitted under the previous AO. Three of the plants are located at three separate sites. The other two plants are listed as portable plants. This AO will separate the Tremonton site from the other sites. The three permanent sites and two por-table plants will be separated into their own individual AO. The permanent sites include: this site (Tremonton), Logan, and Garden City. One portable concrete batch plant will be added to the existing portable AO. The other portable concrete batch plant was previously permitted un-der DAQE-560-94 as a permanent site at LeGrand Johnson’s Moab Pit; therefore, this concrete batch plant will be removed from this AO. Emissions previously calculated for the Tremonton concrete batch plant in-cluded emissions from mobile sources. Emissions from mobile sources were not included in this AO. Due to the pro-duction increase and removal of mobile source emissions, the potential emis-sions will change as follows: PM10 + 1.96, NOx - 8.80, SO2 - 0.74, CO - 3.50, VOC - 0.79 The change in emissions will result in the following, in tons per year, potential to emit totals: PM10 = 3.76 The completed engineering evalu-ation and air quality impact analysis showed that the proposed project meets the requirements of federal air qual-ity regulations and the State air quality rules. The Executive Secretary intends to issue an Approval Order pending a 10-day public comment period. The project proposal, estimate of the effect on local air quality and draft Approval Order are available for public inspection and com-ment at the Utah Division of Air Quality, 150 North 1950 West, Salt Lake City, UT 84114-4820. Written Comments received by the Division at this same ad-dress on or before April 18, 2009 will be considered in making the final decision on the approval/disapproval of the pro-posed approval order.
