Relying upon its experience and core competencies, LEAD is engaged with key stakeholders to design and implement projects and development initiatives in Pakistan's urban sector. MOUs have been signed with several municipalities and urban sector entities including the Urban Unit and Rescue 1122. The prime objective of the project is to make cities capable of exploiting their full potential; urban growth by attracting investment while continuing to retain sustainability. The initiative will support the government of Pakistan to realise its urban development vision through workable and sustainable interventions in all areas of governance in the major and medium-sized cities of Pakistan.

OBJECTIVES

The approach of the Sustainable Cities Initiative will anchor on its core competencies of Capacity Building, Research, Citizens' Voice, Public Policy Engagement, Knowledge Management & Learning and Networking & Partnership Development.

The Effects of Economic Growth on Women's Economic Empowerment

LEAD Pakistan will conduct the above study with the cooperation of the Urban Institute Washington, Egerton University Institute of Women Gender and Development Studies Kenya, Center for Public Policy Alternatives Nigeria. The study is funded by IDRC Canada and looks into relationships between economic development and women's empowerment in different regions of the globe. This two year project will improve local and national public policy initiatives by identifying best practices and areas for future research

From Survival to Sustainability: Nurturing Adaptive Livelihood Strategies after the Earthquake Disaster

IDRC-Livelihood project was implemented in 2007 in Balakot Tehsil of Mansehra District. The project was rolled-out in three successive phases. Case studies were also developed which provided a basis for developing capacity building modules on available alternative means and sources of livelihood. The trainings were delivered on five capacity building modules extracted from Action Research Study Report and five Cases Studies. Through these trainings Local Support Organizations (LSOs) capacities were enhanced to an extent that they in turn delivered similar trainings to the communities.

Water Pricing to Promote Equity, Efficiency and Sustainability in the Growing City of Faisalabad

This project aims to investigate the water pricing strategies that could help in improving the allocative efficiency, achieving equity and sustainability in an urban setting. This research built on existing data on water pricing to analyse residential household water demand, expenditure and pricing structures of a range of water sources/suppliers in Faisalabad.

Addressing Heat-Health in Rapidly Urbanizing Areas of Western India

LEAD in collaboration with CDKN, the Indian Institute of Public Health, the Natural Resources Defense Council and the Georgia Institute of Technology facilitated Ahmedabad Municipal Corporation in India to develop a Heat Action Plan. The Heat Action Plan has strong communication, early warning and response components which greatly reduced the number of deaths due to 2015 heat wave in India. Based on evidence gained from the project's first phase, and an increased interest from other municipal governments in India, the project has entered into its second phase. This is a 2 year project which began in 2014 and will run till 2016.

A Situation Analysis of Urban Disaster Risk Management in Pakistan

This study was undertaken in 2013 in collaboration with the Participatory Development Initiative (PDI) and with the support of Oxfam Novib (ON), with data harnessed through questionnaire-based surveys in Karachi, Quetta, Faisalabad, Rawalpindi, Peshawar and Gilgit and Key Informants Interviews. The information was then collated and analysed under HFA framework to try to discern common and specific patterns for these cities for establishing the state of Urban DRM.

Sheltering From a Gathering Storm

The project looked into the long-term economic returns of investing in such shelter structures, focusing on cities in India, Vietnam and Pakistan facing risks from typhoons, flooding, and extreme heat. A climate-based probabilistic cost-benefit analysis method estimated the probability of losses experienced by homeowners during extreme events via historical data, and integrated climate projections. By integrating the use of shared learning dialogues, consultations with the communities identified practical responses to extreme events which were also later incorporated in the analysis.

Renewable Energy Solutions for Punjab's Industrial sector: Evaluating the NAMA Approach in Sialkot City

LEAD and CDKN worked closely with the Ministry of Climate Change, Government of Pakistan towards developing a sub-national Nationally Appropriate Mitigation Action (NAMA) proposal, focusing on identifying and implementing renewable energy strategies for the industrial sector of Sialkot. This is an 8 month project which will end in 2015.

Future Proofing Indian Cities

Developed with technical assistance from Atkins, Future Proofing Cities (FPCs) - an integrated approach to urban development- focused on helping cities in the developing world respond to the risks associated with Climate Change and resource scarcities in the cities of Bangalore and Madurai. The longer term objective of FPCs was to reduce urban poverty and catalyse economic development in both cities by supporting the identification and implementation of investments which trigger environmental, social, and economic benefits.

Multi-stakeholders Dialogue on Urban Resilience

LEAD convened a multi-stakeholder dialogue on Urban Resilience in August 2014. The event stimulated debate towards formulating a set of important recommendations and set the initial agenda for the Sustainable Development Initiative (SDI). Stakeholders identified LEAD's role in increasing urban resilience in Pakistan and the possible challenges in key areas of concern such as Resilience, Governance, Research and Collaboration.

Finding the Finance: Climate Compatible Development in Asian cities

The project is currently being implemented in collaboration with partners such as Germanwatch, the Vasudha Foundation, Institute for Essential Service Reform, Institute for Climate and Sustainable Cities and Eberswalde University for Sustainable Development. The project aims to assess the climate finance needs and gaps for climate compatible development in second-tier cities across three countries; India, Indonesia and Philippines.

Investigating Post Flood Opinions on Climate Change and Possibilities for Local Adaptation Strategies

LEAD Pakistan implemented this project in 2011 and formed the National Alliance for Climate Action (NACA) to mobilise community action on Climate Change. This survey was conducted with the support of the British High Commission, and focused on disaster prone districts. The survey identified knowledge gaps existing as to what training and help can be imparted to rural communities to help them cope with the effects of Climate Change.

Drought Relief and Improved Emergency Response Project, Balochistan Province

Mercy Corps International implemented a drought and emergency relief response project in six districts Balochistan with the financial support of European Commission Humanitarian Aid Office (ECHO) in 2012. LEAD Pakistan used a participatory approach in the external evaluation study of the project and identified the lessons learnt from the project and the future course of action.
