Ethical/Legal/Policy The U.S. has been in the midst of a prescription drug abuse epidemic for the past decade, with individuals now switching from prescription opioids to heroin due to the accessibility and lower cost of the drug. The growing demand for addiction treatment has resulted in a growing opportunity for parties to profiteer from health care fraud, waste, and abuse.

The speaker will discuss unethical behavior in the addiction treatment industry resulting in fraud, waste, and abuse, such as certain billing practices and pricing rules, deceptive marketing practices and advertising, patient brokering, urine drug testing schemes, and placing profit before patient needs. He will provide analysis on how such schemes violate the letter and the spirit of the law, including state and federal health care fraud and abuse laws (e.g., federal Stark Law, the Anti-Kickback statute, the Criminal Health Care Fraud statute, and the False Claims Act; and state fee-splitting and patient brokering laws). The presenter will discuss recent case law and provide attendees with an understanding of how the health care industry can comply with these laws, maintain high ethical standards, and provide quality care in order to protect the safety of patients and prevent civil and criminal violations.

In this presentation we will discuss the connection between vulnerability-based trust, honesty, transparency and organi-zational health, as described in Patrick Lencioni’s book The Advantage. We will also look at the personal dynamics that prevent individuals from reaching their leadership potential, and the necessity as Steve Jobs indicated “to look back and connect the dots.” We will also discuss the importance of storytelling as a leadership tool and the sense of connection that is created when we allow people to know us at a deeper personal level.

Executive and Administrative: Process Not Models – Transforming Care Using Data-Thinking Through the TransformationThe behavioral health field is undergoing great transformation due to external and internal forces, most notably because the combined power of the Affordable Care Act (ACA) and the Parity Act (Parity) is operating in an environ-ment of mergers and acquisitions, internet marketing, and the possibility of unrelated income from processes such as urine drug testing (UDT).

Providers are at a crossroads and must decide how to invest in clinical care, what it means to measure the effectiveness and outcomes of their services, and how to teach staff how to use numerous metrics collected which are intended to improve the accessibility, quality and results of their services. All this occurs in a setting where the latest fad offered by competitors is a powerful distractor.

The panelists will help the participants read the tea leaves, prepare for change, develop a plan for transformation, and decide how to best (clinically, ethically, legally, etc.) implement elements of change. Dr. Cerise will discuss her experience with Counselor “Tool Kits” in resource poor environment and Ms. Parsons will discuss the challenges in getting payers to allow a diversity in the continuum of care which supports the development of resilient recovery.

Clinical Management: Using a Change Theory to Progress Towards Process-Driven Care“Treatment is an adjunct to self-change rather than the other way around” (Carlo DiClemente). Clinicians often focus on their treatment model and program as what contributes most to helping people change. Actually there are many paths to personal change – paths that are as varied and unique as the people we serve. As such each participant finds his or her own solutions for solving substance, mental and physical health challenges. This presentation will highlight seven science-based principles that facilitate the change process. It will suggest how clinicians, programs and agencies can begin their own change process to shift to process-driven care away from program-driven care; to person-centered services away from clinician-centered perspectives; and to feedback-informed treatment away from compliance-focused care.

Service and Support: Customer Service – Finding Its Place in Behavioral HealthHow would you like to increase treatment retention? Enhance treatment outcome? Increase you admissions and en-hance your reputation? Heighten the perception of the quality of the services that you provide? Increase staff morale? Increase referral satisfaction? Reduce costs? Better manage a waiting list if you have one? Reduce staff turnover? Increase your conversion ratio for people who call for service? This workshop can help you achieve all of these goals. Did you know that 20-57% of outpatients do not return for treatment after their first session and of those who do return, 37-45% attend only two sessions? The workshop will identify the relationships between customer service, treat-ment retention, treatment engagement and treatment outcome. Distinctions will be made between clinical work and customer service. Recommendations will be made for developing such an orientation in general with specific activities at the different points in treatment, identifying the “customers” (more than just the clients/patients), and its application to public and private behavioral health treatment programs and individual practitioners.

An Outcomes Focus Treatment Process How do you decide what people need so you can get a sustainable resilient recovery? Declare Intention, Set Direction and Put into Action

This presentation will address the fact that blanket implementation of the so-called evidence-based practices will not necessarily improve treatment outcomes. Individualized treatment requires more detailed diagnostic, demographic and, clinical documentation to more appropriately address patient needs. A sample of more than 7,000 cases will show how individuals with the same DSM-5 diagnosis may require different treatment goals. Another sample of more than 13,000 will document how demographic and clinical variables not typically considered can yield a prognosis varying from about 25% to 70% abstinence at 12 months post-treatment. The presentation will also show how assessment based on the ASAM Criteria can indicate substantially different treatment plans within the same level of care.

Better Care Using TechnologyProviders of behavioral health care have used technology to attract patients from the internet with SEO and Pay for Click keyword campaigns, conduct standardized assessments, document care with electronic medical records (EMRs), and bill for services. We are in the early stages of using telemedicine to reach our patients before and after care or those who are rural/re-mote from treatment and using computer assisted therapy (CAT) to support our care plans. But, we are only using the tip of the iceberg when it comes to technology advances and how it has been implemented in care delivery and coordination in health care. Steve Munini, the developer of the world’s first non-profit personal medical record, will share his vision of how technology will continue to transform healthcare. Additionally he will update us on Enterprise Level applications of technology today.

The Future is NOW: Using Technology in the Outcomes Focused Treatment Process A wide range of options and opportunities exist to increase our reach using technology in the treatment of substance use disorders. These options range from automating standard process with electronic medical records, to using technology to import expanded data sets into the record with back-in fixes that allow your EMR to communicate with laboratories, payers, and other providers, to using these same processes to export information to payers, collaborators, and the patient himself. In addition to data mining with analytic tolls that can help you identify processes which provide better, or at least generate more highly rated patient satisfaction scores (predictive of greater chance of continued engagement), technol-ogy in the form of computer assisted treatment (CAT) can be used to guide patient behavior or provide surrogates for care with populations of individuals who heretofore may not have experienced recovery, despite large expenditures over long periods of time. The strategy most like sitting with the patient on the other side of the desk is telemedicine - most have heard of it, more have contemplated it, few have tried it.

The discussion will focus on innovations in the use of technology to improve our efforts at treating substance use disor-ders, particularly using current technology to reach rural and remote populations and/or to overcome internal, external, and structural barriers to care. There will also be emphasis on technology as tools to support aftercare monitoring and integration. As with any other tool, there are adjustments one must make to use it safely and effectively. The panelists will discuss experiences using telemedicine to reach patients spread over a great geographic areas and other techniques which can be used to reach patients.

Providing Better Care While Getting Better Payment/Reimbursement – A Payor’s PerspectivePayers are adjusting to new rules of Parity and the expanded coverage provided by the ACA. This keynote will allow payers to report what internal processes are occurring as they meet the requirements of the law and the needs of more insured. Their reports will put emphasis on what they are looking for from providers and how providers can deliver clinical care responsive to the needs of patients.

Outcomes Driven AftercareAfter reviewing the treatment outcomes literature in 2002 for ONDCP, Dr. Barthwell coined the phrase, “some treatment is better than none, more is better than less but treatment is best when it is driven by assessment, buttressed with case management, and completed with follow up care in the community.” We have just spent the past three days looking at processes and strategies to improve treatment. In this plenary, Dr. Barthwell will review findings from our work and discuss issues for consideration to get the kinds of outcomes that will lead to long-standing resilient recovery. Dr. Barthwell will focus on transitional phases, monitoring, and supportive services pre- and post- treatment.

Johnny AllemJohnny Allem brings 30 years of activism and leadership as a leading national advocate for addiction recovery issues. He is founder and president of Aquila Recovery Clinic in Washington, a pilot outpatient clinic bridging the gap between primary and addiction health care.

Formerly President and CEO of the Johnson Institute and Director of Operations of the District of Columbia mental health system, he is an author and lecturer, consulting on advocacy and other recovery issues.

With more than 55 years of experience in journalism, business, government, political consulting, and advocacy, he is Past President of the DC Recovery Community Alliance, a local recovery advocacy organization in the nation’s capitol. He served for 12 years on the Board of the Stepping Stones Foundation, which maintains the historical home of Bill and Lois Wilson, and was a founding Board Member and Treasurer of Faces and Voices of Recovery. Allem’s addiction recovery story is featured in Gary Stromberg’s book: Second Chances: Top Executives Share Their Stories of Addiction & Recovery. He was also featured in the 2013 documentary, ANONYMOUS PEOPLE.

Michael C. Barnes, JDMichael C. Barnes is the managing partner at DCBA Law & Policy in Washington, DC. He has served as a strategic advisor to executives at multinational corporations, primary legal counsel to national health care service providers, and compliance officer for multi-state providers of behavioral health care. Mr. Barnes has authored more than 10 scholarly articles, presents frequently at conferences nationwide, and performs legal analysis for radio and TV networks, including CNN, HLN, and FOX News. Mr. Barnes is also the executive director of the Center for Lawful Access and Abuse Deterrence (CLAAD), a national non-profit working to reduce prescription drug abuse. He previously served as confidential counsel in the White House Office of National Drug Control Policy.

Andrea Barthwell, MD, FASAMAndrea Grubb Barthwell, M.D., F.A.S.A.M., is the President of Two Dreams Outer Banks. President George W. Bush nominated and the U. S. Senate confirmed Dr. Barthwell to serve as Deputy Director for Demand Reduction in the Office of National Drug Control Policy (ONDCP). Dr. Barthwell was a principal advisor in the Executive Office of the President on policies aimed at reducing the demand for illicit drugs. Dr. Barthwell received a BA from Wesleyan University, and an MD the University of Michigan Medical School. Dr. Barthwell is a past President of the American Society of Addiction Medicine (ASAM).

Donna Bernstein, MPHDonna Bernstein, MPH is the Executive Vice President at Jeri Davis International. For over 20 years, Donna Bernstein has been a leading authority in behavioral health strategic development. As the EVP at JDI, her role is to identify, develop and act on strategic growth opportunities. With the ever-changing financial and competitive landscape, successful addiction programs need to foresee the impact these changes will have on their operations and be able to interpret them into an actionable approach. Ms. Bernstein utilizes her experience in healthcare business development, marketing communications, market research, Web marketing, strategic planning and sales to uniquely position behavioral health programs for future growth.

Ms. Bernstein has been responsible for both the start-up and growth of national healthcare corporations. Donna is the architect of the Total Solutions© Marketing Program for behavioral health, which has earned her a national reputation as a pacesetter and innovator in behavioral health strategy.

Prior to joining JDi, Donna held senior officer positions in behavioral healthcare corporations. Her career has also included executive positions in long-term care, physical rehabilitation and nuclear medicine. She has assisted in dozens of national start-ups where she was instrumental in the systems development and revenue generation strategies that elevated the bottom line of her clients.

A frequent speaker and trainer Ms. Bernstein has worked with over 200 behavioral health care institutions and treatment centers throughout the United States. She also serves on various board’s and committee’s to help special population’s access behavioral health care.

Keith Booher, MBAKeith Booher, MBA, is a high-energy, results-oriented leader with over 20 years of experience partnering with physicians and hospital-based facilities in these areas of Revenue Cycle Management, Managed Care contracts, Client Development, CBO operations, Process Improvement/TQM, Technology Development (database/software), including expertise with SQL, Excel, Access, HL-7, and .Net. Keith is currently the Chief Operations Officer for MedPro Billing. He was previously the Vice President of Innovation at Sheridan Healthcorp where he used his role as Innovator was to leverage technology to increase revenue and growth at Sheridan healthcare and its 3500+ providers. Prior to that Keith held the position of Senior Vice President of Healthcare Financial Systems where he managed and directed all areas of the company.

Deni Carise, PhDDeni Carise, Ph.D is a Clinical Psychologist and part of the recovery community for over 28 years. She is currently Chief Clinical Officer (CCO) of Recovery Centers of America (RCA), a start-up company whose goal is to get 1,000,000 American’s into meaningful recovery. Dr. Carise was previously Deputy CCO of CRC Health Group, and CCO at Phoenix House, each company representing over 100 treatment programs. Prior to that she was an NIH, ONDCP, UNODC and SAMHSA funded researcher from 1993 to 2010. Her goal has always been to find ways to enable others to achieve meaningful recovery from substance abuse and a better quality of life. Her work has focused on making treatment more accessible and effective by developing and implementing new interventions, systems, trainings and technology. She has published over 100 articles, books and chapters. She has been featured in numerous news shows and worked in the media and film industry to guide the accurate portlrayal of addiction, treatment and recovery.

She has worked extensively internationally, with treatment providers in Nigeria, Mexico, Thailand, Egypt, Greece, Singapore, Brazil, and China and numerous other countries to help develop national treatment systems.

Gary ColbyGary Colby is the founder, and Executive Director, of The Counseling Group and Family Institute. Mr. Colby spent 25 years in the financial services industry, holding a variety of leadership positions. In 2003, he returned to Graduate school to pursue a mid-life career change, following his passion for a career in the helping professions. He graduated from Fairleigh Dickinson University in 2005, with a Master of Arts, Counseling, and is a Member of Psi Chi, the National Honor Society in Psychology and the American Counseling Association. Mr. Colby is currently the Co-Chairman of C4 Recovery Solutions, Inc., which is an international non-profit organization focused on the development of outcomes based programs for the treatment of alcohol and drug addictions. Due to the unique combination of Mr. Colby’s business and counseling experience, he was occasionally invited as guest lecturer to 4th year Cadets at the United States Military Academy at West Point, as well as other venues, to speak on Family Systems theory and counseling practice. He currently lives in Portsmouth, NH.

Brian Coon, MA, LCAS, CCSBrian Coon is Pavillon’s Director of Clinical Programs. His duties include direction of the evaluation and treatment of the medical and other professionals served at Pavillon, development of organization-wide clinical programing, clinical staff education, internal and external training, outcome evaluation, research and publication. Brian leads pre-admission clinical coordination and approval for admissions to Pavillon’s residential programs. Furthermore, Brian is responsible for development and integration of the use of technology within Pavillon’s clinical services. He holds an undergraduate degree in psychology, a master’s degree in community/clinical psychology, is a licensed clinical addictions specialist, and certified clinical supervisor. Brian has over 25 years of experience in addressing co-occurring substance use and mental health disorders in roles ranging from clinician to clinical supervisor and manager of multiple treatment programs. His clinical background is in cognitive-behavioral psychology and evidence-based treatment of co-occurring disorders in various residential and outpatient modalities and levels of care.

Jeri Davis, MBAAs an innovator and behavioral health industry leader, Jeri Davis MBA, president of JDi, has worked on national research projects which identify and quantify healthcare markets and new product opportunities. She has been a pioneer in the field, writing the first industry textbook in behavioral healthcare marketing, and helping to launch the first national corporate marketing campaign.

Samuel Dresser, MBA, LADCSam Dresser has more than 20 years’ experience as a Licensed Alcohol and Drug Counselor and also holds a Master’s in Business Administration. He has presented nationally and internationally at the Family Firm Institute global conferences, and has become a key advisor to many top family business consultants and their clients impacted by substance abuse and mental health issues. He has presented nationally and internationally to financial and business leaders serving family enterprises. Sam works closely with single/multifamily offices along with attorneys and advisors to family businesses to create tailored, long-term, effective strategies to promote positive change in addicted family members, their families and employees by collaborating with providers with the highest standards and proven track records of superior care.

During his time at the Hazelden Foundation he served in multiple clinical and management roles, and tapped to lead and execute several key strategic initiatives. As clinical director he successfully led the design and implementation of Hazelden’s first EMR, followed by a pioneering web based patient centered interactive case-management system called The MORE Program providing 18 months of personalized web and app based recovery support now used in all of The Hazelden Betty Ford Foundations programs, and US Department of Defense.

Sam attended St. Olaf College and Bethel University and received his MBA from the University of St. Thomas.

Matt FeeheryMatt Feehery, Sr VP & CEO of Memorial Hermann Prevention & Recovery Center (PaRC) since 2002, began working in the addiction treatment field in 1979. He has served as a counselor, consultant, Executive Director and CEO for numerous alcohol and drug treatment organizations and psychiatric hospitals throughout the country. Matt has served in leadership roles for the Texas Association of Addiction Professionals (TAAP) and the Behavioral Health Services Council for the Texas Hospital Association (THA). Matt has a MBA in Healthcare Management and is a Licensed Chemical Dependency Counselor (LCDC) in Texas.

Lee FeldmanAfter studies in immunochemistry and physics, Lee began his professional career in 1973. As a result of inventing a novel radar technology that year, Lee moved over to work with the US Department of Defense developing radar suppression technologies. In 1977, he began investigations related to complex, multi-criteria decision-making with the Defense Intelligence Agency where he served as Chief Scientist for the U.S. Indications and Warning Intelligence Task Force (established by President Carter to deconstruct intelligence failures in Iran). This work led to the development of the “High Integrity Policymaking Methodology” [HIP] that helps decision-makers appropriately apply qualitative, quantitative “fact-finding,” hyper-complexity, and quale-based methods to integrate the scientific, technical, ethical, and other influences in multi-factorial decision-making. A particular emphasis of Lee’s work involves methods for evaluating the integrity, rigor, and utility of the foundation information used in a decision-making process with a focus on quantifying uncertainty and increasing the appreciation of risks that derive from the unexpected and unknown.

After many years of work applying the HIP methodology to a broad range of problem domains (for the U.S. government, European Parliament, UN, and many large commercial enterprises), Lee and his team started Collaborative Health Innovations (CHI) in 2010 to apply HIP to healthcare. Collaborative Health Innovations intends to apply the HIP methods and technology to re-imagine Comprehensive Primary and Behavioral Health care delivery systems. Lee and his team are building a “Hyperscale Optimized System of Integrated Care (HOSIC)” service for the behavioral health field. CHI systems will help improve health outcomes, reduce the incidence of avoidable episodes of care, coordinate transition of care services, and reduce system-wide costs. The goal is to optimize health systems covering everything from small provider groups to larger health systems with many thousands of lives (e.g., ACO’s, ACC’s, large employers, insurance carriers, and public payers) while preserving an ethical and effective focus on individual patient care– a critical challenge around the world.

Laura Fenster Rothschild, PsyDLaura Fenster Rothschild, PsyD is the Director of Education and Training at Rutgers Center of Alcohol Studies. She received her bachelor’s degree from Lafayette College and Masters and Doctorate from Rutgers University. Dr. Fenster Rothschild is a school psychologist whose expertise is in preventing and intervening in unhealthy and maladaptive health behaviors, including alcohol and drug use. She has considerable experience in bringing research scientists together with clinicians to promote translation and advance biobehavioral health programs. Her work in this area has focused on developing effective educational experiences that support professionals, at all levels, working directly with at risk populations in their communities. Dr. Fenster Rothschild serves on the C4 Recovery Solutions board of directors and in a leadership role at the American Public Health Association.

Mike FergusonMike Ferguson is the Founder and CEO of Ferguson Behavioral Health Consulting. As the leader of an independent behavioral health consulting firm, Mike and his team are able to direct families and their loved ones to appropriate programs based on their specific needs. Mike has personally visited over 400 therapeutic programs around the globe and is deeply passionate about finding the perfect fit for every client. He works diligently to help clients find long-term recovery and help families heal themselves. At Ferguson Behavioral Health Consulting, Mike’s extensive network of professional contacts provides access to a diverse range of mental health, therapeutic, and addiction treatment options for clients and their families. Mike specializes in building and developing individualized and custom therapeutic options, often utilizing his extensive array of resources to put together out-of-the-box solutions for those in need. Mike travels frequently to meet with families, visit programs, engage in trainings, and speak nationally. Ferguson BHC is a proud member of the National Association of Addiction Treatment Providers, the National Association of Therapeutic Schools and Programs, and the Association for Experiential Education. Mike resides in Santa Monica with his lovely wife and two dogs, and is an avid Chicago sports fan.

Gary Fisher Gary Fisher is the Director of Operations for the Cirque Lodge. The Cirque Lodge consists of two facilities, the 50-bed Studio and its flagship 16-bed Lodge located in the picturesque mountain setting of Sundance, Utah. Gary has been the Director of the Lodge since 2000. His knowledge of 12-step programs combined with his management and marketing experience has been instrumental in the success of the facility. In a relatively short time span the Lodge has gained a national following as one of the finest experiences available in residential addiction treatment.

Gary has been involved in the behavioral health field for the past twenty years. He sits on the Board of Directors for the Utah Council for Crime Prevention, the Board of Directors for the Recovery Management Alliance, and the Board of Directors for the National Association of Addiction Treatment Providers. Gary is the past chair for NAATP Leadership Convention and the current membership chair. He also serves as the President of the Cirque Lodge Foundation. The Foundation provides patient aid for clients who lack resources to secure care. He has worked tirelessly in our industry to weave the threads of collegial nature between facilities, always giving of his time, energy, and experience to help those organizations and individuals in need. Most importantly he has, and continues to serve tirelessly in his in his local 12-step community, carrying the message of hope to the addict and alcoholic who still suffers. In 2010 he received the Promises Foundation award for Distinguished Service in the Field of Recovery.

Gary has been in recovery from addiction for the past 26 years.

William Ford, PhDDr. Ford was trained as a clinical psychologist and, upon graduation, was appointed to develop a client data system for the Nebraska human services agency, then becoming the director of the Nebraska State substance abuse agency. Subsequently he became the deputy director of the State human services agency followed by becoming superintendent of a State psychiatric hospital.

After 15 years of State service, Dr. Ford moved to the private sector, where he held several leadership positions, including being an executive director of a managed behavioral health clinic, a vice president of a large national insurer, and an executive with several other managed behavioral health organizations. He also has been director of and supervised several initiatives funded by the Substance Abuse and Mental Health Services Administration (SAMHSA). As project director for the Center for Substance Abuse Treatment (CSAT)-sponsored State Health Care Reform project, Dr. Ford assisted States in applying managed care technologies to solve service delivery issues.

Dr. Ford led an evaluability assessment of the Federal substance abuse block grant program for CSAT. Dr. Ford has published and presented extensively on topics ranging from outcome evaluation for substance abuse treatment to purchasing substance abuse treatment outcome to the impact of wraparound services on client retention and outcome. He was also recognized with a lifetime achievement award for his pioneering work in substance abuse treatment needs. Dr. Ford currently has a consulting practice.

Norm Hoffmann, PhDNorman G. Hoffmann, PhD, a clinical psychologist, has evaluated behavioral health programs and provided consultations for over 35 years. He has worked with private organizations and governmental agencies in a variety of countries. Dr. Hoffmann has developed a variety of assessments instruments and has also designed student surveys to assess needs and evaluate prevention impacts. Currently he is President of Evince Clinical Assessments and adjunct professor of psychology at Western Carolina University.

Brenda IliffBrenda J. Iliff is the executive director of Hazelden in Naples, Florida, where the facility provides an innovative, accessible community model for patients and families seeking recovery from addiction to alcohol and other drugs. Hazelden Naples offers comprehensive adult services ranging from on-site residential treatment to day treatment to intensive outpatient treatment, as well as family education and support.

With more than 20 years’ experience in the addiction field, both as a clinician and as an administrator, Brenda enhances treatment at Hazelden in Naples by bringing strong clinical experience into a setting with real life recovery. Prior to her career in Chemical Dependency, she worked in management positions in centers with older adults.

A native Minnesotan, Brenda received her B.A. in Gerontology and Chemical Dependency from Metro State University in Minneapolis, MN. She went on to obtain her M.A. in Counseling from Regent University, VA.

Brenda first joined Hazelden in 1994, and over the years has served in different roles including: counselor, case management supervisor, program supervisor, and executive director of Hazelden’s St. Paul. She was the first clinical director of Hazelden in Center City’s Women’s Recovery Center when it opened in 2006. She was also part of the start-up of Hazelden in Naples, and served as the clinical director for the first year of operation. She has been back at Hazelden in Naples as Executive Director since December, 2012.

With her background in gerontology as well as chemical dependency she has become a national expert on boomers and older adults and chemical misuse, abuse and addiction. She has developed a program in Naples, FL to deal specifically with the needs of people 50 plus.

She is the author of A Woman’s Guide to Recovery, (Hazelden, 2006) as well as many other articles on addiction and recovery concerns. A public speaker and presenter on addiction issues nationally, Brenda is also a media spokesperson for Hazelden on addiction and its impact on women and older adults.

Brenda lives in Naples, Florida with her husband, Alan Lawver who recently retired from the Air Force.

John F. Kelly, PhD ABPPDr. Kelly is the Elizabeth R. Spallin Associate Professor of Psychiatry in Addiction Medicine at Harvard Medical School-the first endowed professor in addiction medicine at Harvard. He is also the founder and Director of the Recovery Research Institute at the Massachusetts General Hospital (MGH), the Program Director of the Addiction Recovery Management Service (ARMS) and the Associate Director of the Center for Addiction Medicine at MGH. Dr. Kelly is a former President of the American Psychological Association (APA) Society of Addiction Psychology, and is also a Fellow of the APA and a diplomate of the American Board of Professional Psychology. He has served as a consultant to U.S. federal agencies and non-Federal institutions, and foreign governments. His clinical and research work has focused on addiction treatment and the recovery process, mechanisms of behavior change, and in reducing stigma and discrimination among individuals suffering from addiction.

Judith Landau, MD, DPM, LMFT, CAI, BRI IIJudith Landau, MD, DPM, LMFT, CFLE, CIP, CAI, a child, family and community psychiatrist and neurologist is a former professor of psychiatry and family medicine, who has devoted her career to developing Evidence-Based, Best Practice collaborative care systems and resilience models. She enjoys overcoming challenging patient and family issues, and unraveling complex systems. Dr. Landau has consulted with treatment centers, mental health professionals, consultants, organizations and interventionists around the world. Former professor of Psychiatry at the University of Pennsylvania, Psychiatry and Family Medicine at the University of Rochester, and Senior Consultant to the Trauma Studies Program at NYU and Columbia, Dr. Landau is Co-developer of the Evidence-Based, Best Practice ARISE Continuum of Care. Dr. Landau draws upon 40+ years of research and experience aimed at facilitating long-term healing for addicted individuals and their families.

Author of over 200 publications, she has taught in over 80 countries, trained more than 2000 Certified ARISE Interventionists, been principle investigator on research conducted through WHO, NIDA and NIAAA, SAMHSA and has consulted to UN, WHO, NIMH, NIDA, NIAAA, SAMHSA, and several international governments. A Senior Fulbright Visiting Fellow, and Fellow of Orthopsychiatry, Association, AAMFT and NCFR, she is the recipient of awards for AAMFT’s Outstanding Contribution to the Field of Marriage and Family Therapy and AFTA’s Innovative Contribution to Family Therapy.

Currently recognized as a global addiction and trauma pioneer, Dr. Landau continues to change the future of addiction and its interface with mental and physical health by identifying trauma that spans generations. Her recent TEDX talk, Family Stories, Secrets and Survival, has become legendary and is one of the most sought-after presentations on the subjects of family resilience, trauma, and

Jeffrey LynneJeffrey C. Lynne, Esq. is an honors graduate of the University of Florida in Criminal Justice and an honors graduate from the University Of Miami School Of Law. After serving as a state prosecutor in the Economic Crimes Division and then for the City of Boca Raton as an assistant city attorney, Mr. Lynne was recruited to join the zoning and regulatory compliance team as a Shareholder in the national law firm of Akerman LLP. In 2010, Mr. Lynne moved his practice to Delray Beach, Florida where he now focuses his representation on behalf of individuals and business entities relating to zoning, real estate, business structuring, marketing, regulatory compliance and litigation pertaining to substance abuse treatment facilities and sober living residences. Mr. Lynne has been recognized across the nation as an sought-after speaker and thought leader in the progressive public dialogue about the role that substance use disorder treatment has within our communities and the fundamental need and right to provide safe and affordable housing for those who are both in treatment for addiction and alcoholism as well as those who are established in their recovery. Mr. Lynne most recently served as co-counsel in the case of The Caron Foundation of Florida, Inc. v. City of Delray Beach, which case reaffirmed that government agencies may not discriminate against providers of treatment services with regards to local zoning and housing. Mr. Lynne is a regular contributor to the blog “SoberZoneLaw News” where he discusses emerging legal and business trends in behavioral health care and specifically Substance Use Disorder treatment and associated housing.

Doug Lyons, CADC IIDoug Lyons has more than 20 years’ experience as a Certified Alcohol and Drug Counselor and holds a Certificate in Family Business Advising from the Family Firm Institute. He is a Principal at Clere Consulting. His expertise is in working with families and organizations who have been impacted by substance use disorders; much of his work focuses on working in collaborative settings with multi-family offices and wealth advisors. He is a highly sought-after lecturer and speaker, having presented to the Family Firm Institute, the Northwest Institute of Addiction Studies and Hazelden Foundation’s continuing education programs.  In his 15 years with Hazelden’s Treatment Center in Newberg, OR, Doug chaired the Clinical Leadership Team, co-chaired Hazelden’s National Chemical Dependency Health Team and directed clinical services for seven years. He was also a member of the executive operations team at Hazelden Springbrook. Doug has been a regular presence at the Family Firm Institute’s national and international conferences and a resource for their members. He addressed a multi-national audience in Chicago in 2005, and spoke on addiction in Brussels, Belgium, in 2012. Doug was invited to speak again in San Diego, CA, in 2013, along with Sam Dresser of Clere Consulting and Dr. Marvin D. Seppala, Chief Medical Officer of Hazelden Foundation.

Cherlyne Short Majors, PhDCherlyne Short Majors, Ph.D., has held senior executive level positions in marketing, business development and administration for numerous internationally recognized, behavioral healthcare treatment providers including Charter Behavioral Health (National Director of Managed Care), Betty Ford Center (Executive Director of Business Development), Cirque Lodge (National Director of Business Development), UCLA-affiliated Summit Centers (Executive Director) and, most recently, Constellation Behavioral Health (Chief Development Officer; Senior Strategic Advisor). Additionally, she introduced an innovative pharmacotherapy for substance use disorders to the European market by embedding the product in the leading Swiss clinics (Director of International Business Development). Dr. Majors’ experience in the fields of child/maternal health and behavioral health spans over 30 years in a variety of settings, including treatment of alcohol and drug dependent children and adults as well as the creation and direction of programs designed to provide such treatment. Her consulting practice includes domestic and international strategic business development, and quality improvement for behavioral health treatment providers. Dr. Majors’ education includes a Ph.D. in Addiction Studies (International University of Graduate Studies); Masters of Liberal Arts (Southern Methodist University); Masters of Arts in Medical Anthropology (Southern Methodist University); Master Addiction Counselor (National); Licensed Chemical Dependency Counselor (Texas); Clinical Member of the American Association of Marriage and Family Therapists (Inactive); Certification in Small Business International Management (Small Business International Trade Association of Oregon); and a Lifetime Teacher’s Certificate (Texas). David Mee-Lee, MDDavid Mee-Lee, M.D. is a board-certified psychiatrist, and is certified by the American Board of Addiction Medicine (ABAM). Dr. Mee-Lee is Chief Editor of The ASAM Criteria and is Senior Vice President of The Change Companies. He is also a Senior Fellow, Justice Programs Office (JPO) of the School of Public Affairs (SPA) at American University, Washington, DC. Dr. Mee-Lee has over thirty years experience in person centered treatment and program development for people with co-occurring mental health and substance use conditions.

Richard Mocker, MPPRichard Mocker, MPP, acts as a senior advisor to health- and behavioral-health focused investors and entrepreneurs who share his commitment to transforming healthcare. A seasoned healthcare leader, with proven ability to drive success in new markets, Richard’s background spans public and private healthcare, business and product strategy and development, community relations, and marketing. Most recently, he served as SVP New Markets and Innovation for Optum’s Specialty Networks business, where he led the creation of the industry’s most comprehensive sleep program, policy and program development for tele-behavioral health, and relationships with the investment community. Previously at Optum, he served as Chief of Staff for Behavioral Solutions, and had the opportunity to lead strategy and business planning for Optum’s public sector business. Steven MuniniSteve has been Dossia’s Chief Operating Officer since 2008 where he led leads Dossia’s personally controlled health care record technology development, implementation, and operations initiatives. Prior to that, Steve had been with Intel for 5 years, where he was a senior member of Intel’s consulting organization, Intel Solution Services, an organization formed to help organizations improve time-to-market, reduce risk and maximize the benefits of emerging Intel technologies. Working with Fortune 500 organizations, he led technology strategy, enterprise architecture, business analysis and engineering consulting services.

Steven Munini’s areas of expertise are large-scale technical systems architecture, new product development, professional services and business development. He has a successful history of understanding customer requirements and creating game-changing new technologies and services to capitalize on market opportunities. He also has extensive experience in building engineering and professional services teams, leading product development projects, and driving business development activities to acquire customers.

Prior to joining Intel, Steve held a Chief Systems Architect position for a human resources software company in the Boston area where he designed new product architecture, led the development team through entire development lifecycle of the product including development, beta testing, early implementations and general availability.

Steve earned his B.S. in Computer Engineering at Boston University, and his M.S. in Computer Engineering at Syracuse University.

Mike NeathertonMike Neatherton is an industry leader with a career spanning more than 30 years. When Mike joined Northbound he immediately began to transform the corporate culture by building on the transformational leadership principles of transparency, authenticity, and collaboration. Douglas Nemecek, MD, MBAAs the Chief Medical Officer for CIGNA’s behavioral health division, Dr. Nemecek is responsible for the oversight of all clinical programs including behavioral, lifestyle management, health coaching, and wellness programs. Within this role, Dr. Nemecek oversees the quality improvement of associated clinical outcomes, patient safety, treatment compliance, and utilization management in addition to program development. He engages in clinical guideline development for mental health disorder treatment and utilization and guides the building of a provider network for treatment. Dr. Nemecek has experience with developing clinical guidelines for inpatient, residential, partial hospital, and outpatient mental health treatment and has worked to enhance collaboration between these programs and primary care medical providers. Prior to joining CIGNA, Dr. Nemecek served as Executive Medical Director for Allina Behavioral Health Services in Minneapolis, overseeing five outpatient clinics and four inpatient mental health units with over 80 mental health providers. He also has 10 years of clinical experience with an inpatient and outpatient psychiatric practice in Minneapolis. Dr. Nemecek received his M.D. and completed his psychiatric residency at Washington University in St. Louis in 1993. He is recognized as a Distinguished Fellow with the American Psychiatric Association, is board certified by the America Board of Quality Assurance and Utilization Review Physicians and holds an M.B.A. from the University of St. Thomas in Minneapolis.

Eileen L. ParsonsEileen L. Parsons, is a shareholder at Ver Ploeg & Lumpkin, P.A., with offices in Miami and Orlando. Ms. Parsons concentrates her practice on health care litigation, managed care litigation, health, life and disability insurance, professional liability, and directors and officers insurance actions. Her clients include health care providers, physician organizations, and medical and behavioral health facilities primarily with respect to health care litigation and reimbursement disputes with third party payers. Ms. Parsons also provides her provider clients with advice and representation regarding health care reform including the ACA and Parity, as well as contract negotiations.

Ms. Parsons is an active member of the American Bar Association’s Health Law Section and the American Health Lawyers Association. Ms. Parsons also served for six years as Co-Chair of the Health, Life and Disability Sub-Committee of the ABA’s Insurance Coverage Litigation Committee of the Section of Litigation. She is a current member of the Florida Bar’s Health Law Section, and current member and past chair of the Federal Court Practice Committee of the Florida Bar. She also has served as a member of the Florida Bar’s Committee on Professionalism. Ms. Parsons is AV-Preeminent rated by Martindale-Hubbell and is repeatedly recognized by Florida Super Lawyers, Top Lawyer Florida and similar publications and recognitions. Ms. Parsons routinely lectures on health care litigation, health care reform, managed care, behavioral health issues, health insurance and other coverage matters, and ERISA and employee benefits.

Janice L. Pringle, PhDDr. Pringle is an epidemiologist by training with extensive experience in health services research. She is the founder and Director of the Program Evaluation Research Unit (PERU) within the University of Pittsburgh, School of Pharmacy. Her particular area of expertise includes addiction services research, especially research involving the application of screening, brief intervention and referral to treatment (SBIRT) within various healthcare settings. She has conducted numerous health services research studies and program evaluation efforts involving innovative addiction treatment, intervention and prevention models. She is the Co-Chair of the Pennsylvania Department of Drug and Alcohol Program’s Clinical Standards Committee, and is a consultant to the Substance Abuse Mental Health Services Administration (SAMHSA) in their review of state behavior health homes.

Dr. Pringle was selected as an Innovation Advisor within the Center of Medicare and Medicare Innovations (CMMI). She has also conducted health services research involving community pharmacy services. She led the evaluation of a Pharmacy Quality Alliance (PQA) funded initiative within Pennsylvania and one funded by Merck conducted in Tennessee that has involved the application of SBI techniques by community pharmacists for the purpose of improving medication adherence. Dr. Pringle has also conducted a number of other medication adherence studies involving the application of other strategies within different healthcare settings. Throughout her career, Dr. Pringle has secured over $120 million in grants from a variety of sources, and she has developed healthcare policy research and briefs that have been used to inform policy development at both the state and federal level.

Ruth Ann RigbyRuth Ann Rigby is Director of Business Development for Capstone Treatment Center in Searcy, AR.

She travels nationally marketing and developing new business for Capstone. She recently was with Pine Grove Behavioral Health for 9 years. She previously worked for St. Dominic Behavioral Health in Jackson, MS, for more than 8 years, where she was an Alcohol and Drug Abuse Counselor. With 17 years of behavioral health experience to date, Rigby has also been in recovery from addiction for more than 18 years. She previously worked in sales management and marketing.

Rigby pursued a degree in Education from Belhaven College and William Carey University after graduating from The Education Center in Jackson, MS.

Active in her community, Rigby is past Board Member of the Mississippi Drug Court Advisory Board, to which the Governor appointed her. She is past president of the Board of Directors of the Central Mississippi chapter of the National Council on Alcoholism & Drug Dependency and also chaired its largest annual fundraiser. She is past board member for the Mississippi Association of Addiction Professionals, as well as the American Diabetes Association. She also is on a task force for First Responders. Rigby resides in Jackson, MS and is a member of Broadmoor Baptist Church in Madison, MS.

Drew RothermelWith a strong personal commitment to addiction treatment and recovery, Drew Rothermel is an unabashed advocate of delivering innovative quality treatment based on the 12-step program of recovery to patients and their families. With over a decade of experience building and growing addiction treatment organizations and armed with a strong education background, having earned JD and MBA degrees from the University of Richmond, VA, he has a long history dedicated to bringing his considerable executive experience to bear for organizations seeking to provide only the highest quality to the clients they serve. Through strategic lobbying with the State of Florida and successfully defending both the Fair Housing Act and Americans With Disabilities Act, he was able to improve care and secure important rights for people in active recovery from chemical dependence. He also gives back to the community through his involvement with the Berkshire Charitable Foundation and the Hanley Family Foundation, just to name a few. Other addiction related efforts include consulting with and advising numerous addiction treatment centers to cooperatively share best practices and performance benchmarks in order to improve overall treatment quality throughout the industry.

Combined with his proven, successful financial and legal management work for a NASDAQ registered bank holding company and a corporate law firm, Drew is someone who knows how to bring together the relevant resources necessary to solve problems and create a solid foundation for corporate growth. This makes him a perfect fit for Origins as it continues to maintain its standing as a leading provider of modern, innovative addiction treatment techniques and programs. Under his experienced leadership Origins will continue to improve its ability to help those currently suffering under this debilitating disease discover the strength to live happy, productive lives free from the burden of chemical dependence.

Terry A. Rustin, MDDr. Rustin provides telemedicine consultations in psychiatry and addiction treatment with JSA Health, and serves as a consultant to industry in developing smoking cessation programs. He served on the faculty of the University of Texas Health Science Center at Houston for more than 20 years, teaching addictions and the clinical assessment of patients to medical and nursing students and psychiatric residents, retiring in 2010.

Dr. Rustin has a special interest in nicotine dependence, and has developed a treatment program for nicotine dependence based on addiction-recovery principles. He has written a series of books and videos for clients describing this recovery process, and a companion volume for treatment professionals to assist them in developing such programs.

He is certified in Internal Medicine by the American Board of Internal Medicine; in Addiction Medicine by the American Society of Addiction Medicine; and in psychodrama therapy by the American Board of Examiners in Psychodrama, Sociometry and Group Psychotherapy. He is a Fellow of the American Society of Addiction Medicine and serves as the President of the Texas Society of Addiction Medicine. He has been listed in “The Best Doctors in America” in Addiction Medicine each year since 1996.

Gerald Shulman, MA, MAC, FACATAGerald Shulman, MA, MAC, FACATA is a clinical psychologist, Master Addiction Counselor and Fellow of the American College of Addiction Treatment Administrators. Gerald has been providing treatment or clinically or administratively supervising the delivery of care to alcoholics and drug addicts full time since 1962. He provides training and consulting in behavioral health, with an emphasis on the ASAM PPC-2R, moving to evidenced-based treatment and older adults with substance use disorders. He was an author of the ASAM Supplement on Pharmacotherapy and Workgroup Facilitators for two CSAT TIPs.

Michael SmithMichael began his work in marketing at the age of 13 selling newspaper subscriptions door to door. At the age of 21 he began working in direct response marketing for large call center group using radio, TV and print advertising and became a sales trainer by the time he was 21. Michael currently is the CEO of Chapter House in Dallas, Texas a sober living environment and intensive outpatient provider for young adult men with a failure to launch. He was a founding member of CORE conference and a planning committee member for C4. His core strengths include marketing, information technology, behavioral health, and operations. Michael has been featured in an episode of A&E’s Intervention and worked with National Geographic on their show “How Drug’s Work.” Michael lives in Dallas with his wife, Heidi, and their 2-year-old son, Elliott.

John Southworth, CADC, NCAC, ICADC, BRI-IIJohn Southworth, CADC, NCAC, ICADC, BRI-II utilizes his knowledge as the driving force behind his motivation to educate others about addiction, it also plays a major role in his continued sobriety of 30 years. His experiences led to a deep desire to provide counseling and education, but also to provide addictions and mental health interventions. John consults and intervenes both nationally and internationally, for private individuals, public health organizations and commercial entities. John maintains positions on licensure, and addiction treatment association boards, within the United States and co-hosts yearly treatment provider cooperative conferences. A veteran of the industry, John has witnessed first hand the evolution of the treatment sector, the intervention process, and utilizes his experience and history in his work.

Fatimah Ann Tahil, MD, MPH, DFAPA, FAPMFatimah Ann Tahil, MD, MPH, DFAPA, FAPM is the Senior Medical Director at Magellan Complete Care FL, Magellan Health. Dr. Tahil is a dynamic, outcomes-driven physician executive with over two decades of demonstrated results with a proven medical and clinical leader across healthcare, public health, managed care, academic and clinical arenas. She prefers a systems-oriented, patient-focused, collaborative partnership approach to achieve optimal patient and population health within the framework of clinically-relevant integrated care. Dr. Tahil’s expertise includes strategic health systems planning, product innovation, policy development, and service delivery. Dr. Tahil was a member of Magellan Healthcare’s Clinical Practice Guideline Task Force for the “Introduction to Magellan’s Adopted Clinical Practice Guidelines For the Assessment and Treatment of Patients With Substance Use Disorder”.

Raymond V. TamasiMr. Tamasi is President and CEO of Gosnold on Cape Cod, a diversified addiction and mental health program.  Mr. Tamasi has forty years of experience developing and managing treatment, intervention, and prevention services.  The Gosnold continuum of care includes 175 beds that include acute, sub-acute, extended care, and assisted sober living.  Seven outpatient clinics provide partial hospitalization, intensive outpatient, ambulatory detoxification, medication assisted treatment,  and a full range of mental health and addiction services.  Supporting and extending these core services are a primary integration program that embeds clinicians in primary care offices, hospital based consultation services, school based counseling, recovery coaching, and the use of Smartphone technology to maintain engagement with patients.

Gosnold employs more than 425 professional and support staff and in the past year admitted more than 4,500 individuals to its inpatient programs and provided 71,000 counseling sessions in its outpatient clinics.

Mr. Tamasi is on the Board of the National Association of Addiction Treatment Providers, a member of the American College of Healthcare Executives, the Network for the Improvement of Addiction Treatment, the Cape Cod Hospital Board of Incorporators, and the Association for Behavioral Health.  Before joining Gosnold, Mr. Tamasi has a Bachelor’s of Arts in Economics from Rutgers University and a Masters in Education with a concentration in Counseling and Healthcare Administration from Cambridge College.

Becky VaughnBecky Vaughn has been working in the addictions field for over 30 years. She was a member of the founding board of The Georgia Association for the Prevention and Treatment of Substance Abuse (GAPTSA) in 1992 and became their first Executive Director in 1994. Her responsibilities included training and advocacy at the local, state, and national level. In July of 2000 GAPTSA merged with an Atlanta coalition creating The Georgia Council on Substance Abuse where she served as President and CEO until 2007. Her work continued there as an advocate at the Legislature and catalyst in the community on issues related to prevention, treatment, recovery, homelessness, and drug courts with the goal of reducing the impact of substance abuse on GA communities. Her work included passage of many bills addressing substance use disorder solutions as well as securing budget resources. Beginning in 2008 she took over the helm of the State Associations of Addiction Services (SAAS) as their CEO after serving on its Board since 2000. Since the recent merger of SAAS with the National Council for Behavioral Health, Becky is now serving as the newly created VP for Addictions at the Council with a goal of building the addiction presence and services at the Council. She has served on numerous state and federal committees and panels and speaks on the issue in a variety of settings. Becky received her degrees from the University of GA and GA State University. She grew up in Atlanta, but is enjoying being part of the DC community. As a former teacher and the mother of four, she is passionate about preventing and finding solutions to the far-reaching problems caused by untreated addiction.

Vanessa Vergnetti, ND, PhDVanessa Vergnetti, ND, PhD is the CEO of Sagebrush, and she takes a personal interest in the progress of each client. She is passionately committed to assisting those suffering from addictions, in identifying blockages to health and the joyful experience of life. Creating sacred space where transformation can occur is at the core of her life’s work. Addictions can only be adequately relieved by identifying and addressing the root causes of illness. Restoration of a sense of purpose in one’s life, a deep knowing to who and what they belong, and the knowledge of what their life is about is the central focus of healing. While she has 20 years of experience in alternative treatments to addictions and other chronic and degenerative disease, she remains a perpetual student of life, healing, spirituality and truth.

R. Corey Waller MD, MS R. Corey Waller MD, MS is an addiction, pain, and emergency medicine specialist in Grand Rapids, MI. He works within the Spectrum Health system, a fully integrated health system with 11 hospitals and over 1000 employed physicians. He is the Medical Director of the Spectrum Health Medical Group Center for Integrative Medicine, the Medical Staff Chief of Pain Medicine to the Spectrum Health Hospital System, the President of the Michigan Society of Addiction Medicine, as well as SUD Medical Director at Lakeshore Regional Partners (Community Mental Health-Region 3). Dr. Waller earned a Master’s of Science in neuromolecular biology at Southwest Texas State University and earned his Medical Degree at the University of Texas Medical School in San Antonio. Dr. Waller completed his Emergency Medicine residency at Thomas Jefferson University in Philadelphia.

Dr. Waller’s special interests include understanding the biopsychosocial and financial impact of high cost complex patients, pregnant patients with a substance use disorder, and the complex interaction of pain and addiction.

Michael WalshMichael Walsh is a Certified Intervention Professional and a Master’s Level Certified Addiction Professional with extensive knowledge, experience and understanding of the treatment industry from the pre-admission through the intervention, admissions process, case management, referent relations, and client services and after care coordination for patients. He has presented at many national and international conferences including the CCSAD, West Coast Symposium, USJT, NCAD, Florida Lawyers Assistance, Southern Conference on Addictive Disorders, All-Party Parliamentary Drug Misuse Group and UKESAD to name a few. He has a deep understanding of the issues relating to performance measurement, payment and UDS reform and he has been actively involved in the addiction treatment field for over two decades.

Stephen Wyatt, DOStephen Wyatt, D.O, is an addiction psychiatrist and the Medical Director of Addiction Medicine for the Carolinas HealthCare System. He is charged with addressing the problems of harmful substance use across the System and throughout the many regions served by Carolinas HealthCare System. The System is among the nation’s leaders in addressing the country’s current health care challenges. They have identified the importance of integrating behavioral health including addiction medicine services in meeting this challenge. They have made an unparalleled commitment to these services, including innovations in both treatment and delivery. Dr.Wyatt practiced Emergency Medicine in Michigan for 13 years. He then went into psychiatry training; finishing in a NIDA clinical research fellowship at the Yale School of Medicine. He has spent his career focusing on comorbid illnesses in adults and adolescents. He is a Co-PI on the SAMHSA granted Provider Clinical Support System initiatives and was a Co-Chair of their Buprenorphine Expert Panel. Dr. Wyatt is a past president of both the American Osteopathic Academy of Addiction Medicine and the Connecticut Society of Addiction Medicine. He served on the Executive Board for the Connecticut Board of Mental Health and Addiction Services and is on the Executive Committee of the Coalition of Physician Educators in Substance Use Disorders. Dr. Wyatt presents across the country on various problems associated with substance use and their treatments.
