Introduction This Forest Management Plan (FMP) is prepared to meet Forest Management General
Provisions 10 (1) of the Tolko Industries Ltd., Norbord Inc., and La Crete Sawmills Ltd.
(Companies) Forest Management Agreement (FMA) updated November 20, 2015. Acceptable
FMPs are approved by the Executive Director, Forest Management Branch (FMB), Forestry
Division, Alberta Agriculture and Forestry. This Approval Decision presents the rationale and
establishes Conditions of Approval for the 2016 FMP received on December 14, 2017.
The Conditions herein are consistent with the terms of the FMA and failure by the Companies to
fulfill the direction provided in this Approval Decision may place the companies in default of their
FMA. The Conditions contained herein are non-negotiable.
The FMP has been validated by a Regulated Forestry Professional (RFP). The department
recognizes RFP-validated work as complete, accurate, and prepared with professional due
diligence. The FMP has been appraised by government RFPs.
Forest Management Planning Area The forest management planning area under consideration is FMA 0200040, allocated to Tolko
Industries Ltd., Norbord Inc., and La Crete Sawmills Ltd. through legislative Order-in-Council
(O.C. 16/2011) updated November 20, 2015 (the assignment of the FMA from Footner Forest
Products Ltd. to Norbord Inc.).
The FMA area is located in northwestern Alberta; it falls predominately within Central Mixedwood,
Lower Boreal Highlands, and Northern Mixedwood natural sub-regions. The FMA area is located
within the Lower Peace Land-use Framework planning region.
Background The Companies’ last FMP was approved on January 26, 2004, effective date May 1, 2003. The
2016 FMP has been prepared according to the Alberta Forest Management Planning Standard
(ver 4.1, 2006; hereafter, FMPS), it replaces the previous plan and its spatial harvest sequence
(SHS) and introduces new information used in planning, implementation and monitoring of
forestry operations on the FMA area.
The publication of this Approval Decision concludes the department’s appraisal of the
Companies’ 2016 FMP.

Approval Decision Scope This Approval Decision addresses the Companies’ 2016 FMP dated December 14, 2017. It
supersedes previous FMPs, timber supply analyses, and completed approval conditions.
All tenure holders within the FMA area shall conduct their activities in accordance with the
approved 2016 FMP, this Approval Decision and associated conditions.
The Companies shall meet the requirements of the FMP Approval Conditions unless the
Executive Director, FMB, agrees to alternate requirements in writing.
In this document, bolded text identifies specific timelines, requirements, and the department
senior manager accountable for the review. Non-bolded text presents the rationale for the
condition and specific considerations to be addressed to meet the condition.
Company specific standard operating procedures are referenced in the FMP to provide
practitioners with confidence that a process exists to address a concern or value. The FMP
approval decision does not cover the content within those standard operating procedures, work
instructions, and woodland operating guidelines.
In the event of an inconsistency between the FMP, the Approval Decision, company procedures,
as indicated above, and existing, new or revised legislation or regulation, the legislation or
regulation shall apply.

This FMP is a follow up to 2003 FMP, the first joint FMP in the province prepared by two
independent operators managing a single (dissolved) landbase while jointly delivering sustainable
forest management practices. Despite the approved timber supply analyses being based on a
dissolved landbase, the non-FMA timber dispositions have not been updated to reflect this
change. This FMP continues with approval of historically accepted primary and secondary
(incidental) AACs for all quota holders except DTAF260003. The FMA holders’ and DTAF260003
AAC are defined as total volume. For DTAF260001, DTAF260002, DTAF260004, and
DTAF260005 dispositions, the deciduous primary volume is defined as deciduous volume
produced from the D broad cover group stands. DTAF260006 has rights to deciduous volume

from CD and DC cover group stands. Lastly, CTPP has rights to total volume derived from C, CD,
and DC cover group stands.

Alternative utilization standard (FMP Section 7.12) for coniferous is not approved.
Authorization The FMP for FMU F26 dated December 2017 is approved subject to the Approval Conditions and
Annual Allowable Cuts (Tables 2 and 7) presented in this Approval Decision.
This FMP replaces the 2003 Detailed FMP approved January 26, 2004 including approved
interim SHS on May 1, 2013.
The AACs are effective beginning May 1, 2016. The AACs are predicated on companies
harvesting the species profile in the proportions identified in the spatial harvest sequence (SHS),
within the variance thresholds, and implementing the silviculture prescriptions and other activities
as presented in the plan.
The SHS is effective beginning May 1, 2016.
The next FMP is due by May 1, 2023.

Forest Management Plan Approval Conditions The Approval Conditions direct the Companies to complete additional work after approval of the
FMP. The department posts approved FMPs on its website to support public access to plans. The
Companies remains obligated to make the approved FMP available to the public.

1.0 Public and Indigenous Consultation Alberta delegates the responsibility for public and Indigenous consultation on proposed FMPs to
the FMA holders through the FMA Order-in-Council and Alberta’s Indigenous Consultation
policies and guidelines.
The Companies’ First Nations consultation has been deemed adequate and in alignment with
Alberta’s current policies. The Companies engaged in reasonable and ongoing public and
stakeholder consultation, and addressed the issues raised to the extent possible given the limited
scope of the FMP. The Companies are encouraged to maintain their efforts to conduct
meaningful public and Indigenous consultation throughout the FMP implementation.
Approval Condition 1.1 Public Consultation
i. The Companies shall keep written documentation of the issues and comments raised
by the public during operational plan consultation, as well as responses and actions
to address the concerns. This documentation shall be made available to the
Government of Alberta (GoA) upon request.
Approval Condition 1.2 Indigenous Consultation
i. All tenure holders shall adhere to the provincial policies and guidelines for Indigenous
Consultation.
Approval Condition 1.3 Indigenous Consultation Commitment and
Site-Specific Concern Integration
i. When the Companies become aware of sites with specific concerns or values to First
Nations or Metis Settlements, including but not limited to, historic campsites,
ceremonial sites, burial sites or historic artifacts, the sites are to remain undisturbed.
GoA shall be promptly informed with included associated mitigation. GoA may require
an immediate amendment to the applicable Annual Operating Plan (AOP) and/or
Forest Harvest Plan (FHP).
ii. Identified site-specific concerns shall be stated in the record of consultation (ROC)
and require reasonable and timely mitigation strategies to be developed for these
concerns. The Companies shall postpone obtaining AOP approvals for activities that
could negatively affect the site-specific concerns until an appropriate mitigation
strategy has been identified or the appropriate review period expires; the outstanding
concerns shall be specific and directly linked to a proposed cutblock. The Companies
may submit an AOP, but it should have no activities requiring mitigation strategies.
GoA shall review and may propose appropriate mitigation strategies within an

appropriate timeframe. If any Company identified mitigation strategies fail to reach a
reasonable outcome, GoA reserves the right to determine and/or propose appropriate
mitigation strategies to the Companies, First Nations and Metis subject to the risk
involved for all parties. GoA has the rights to defer activities from high-risk areas and
or cutblocks from harvesting until an appropriate resolution to site-specific concerns
is in place.
iii. This FMP enables establishment of community management zones (CMZ), a buffered
area of approximately 10 km radius around First Nations and Metis settlements or
other areas of interests (e.g., Indian Cabins and Bistcho Lake). For each agreed CMZ
an associated management plan shall be developed based on respective nation’s or
community specific set of objectives. The Companies shall facilitate the development
of CMZ plans; and the Companies may engage with First Nations and Metis on
bilateral basis during the development process. The department understands that the
Companies have committed to provide the necessary resources for the development
of the CMZ plans.
iv. The development of the CMZ management plans shall adhere to the commitments
made in Section 6.3.32 VOITs including but not limited to the following conditions:
a. All outcomes of the management plans shall follow current laws and regulations;
b. The Companies shall comply with all commitments agreed in the CMZs;
c. No harvesting shall take place in CMZs until the Companies, First Nations and
Metis reach acceptable agreement;
d. The GoA retains rights to assess the wildfire risk in CMZs and may determine
required harvesting levels to minimize the wildfire hazard;
e. The CMZs may contain, for example, specific management commitments regarding
timber harvesting and access, reforestation requirements, mechanical site
preparation and/or chemical vegetation control;
f. The CMZs shall be identified, developed and agreed prior to the next FMP;
g. The agreed CMZs shall be incorporated in the next FMP.

2.0 FMP Integration with Regional Plans The Land-use Framework (LUF) provides building blocks for land-use management and decision
making on Alberta’s land and resources. Introduced in 2008, regional plans provide the regulatory
provisions to enable achievement of strategic directions, and actions for a region over the course
of the plan. Following the approval of new regional plans or their amendments, the forest
management plans must be updated to reflect new regional direction.
Approval Condition 2.1 FMP Integration with Regional Plans
i. Once approved, the Lower Peace Regional Plan will provide the strategic direction and
associated action for the area. The Companies may be required to amend their FMP.
ii. The GoA is currently preparing range plans for woodland caribou in areas that
overlaps the FMA. Once approved, the Companies shall review both their FMP PFMS
and approved SHS to ensure their alignment and compliance with range plan
requirements. Based on obtained results, the Executive Director, FMB may require
amending the Companies FMP.
3.0 Forest Health The mountain pine beetle, spruce beetle, spruce budworm, disease infestations or spread of
noxious weeds could pose a serious threat in the FMA area. The implementation of this FMP is
not to control the current insect or disease outbreaks. Instead, it directs harvest to the most
susceptible stands to create a forest that is more resistant to such outbreaks by reducing the
overall susceptibility of the future forests. Company ongoing and timely communication with local
department staff is essential to access affected timber.
4.0 Alberta Vegetation Inventory The forested landscape in the High Level Forest Area is undergoing rapid change due to
anthropogenic development and natural disturbances. Maintaining current forest inventory
information is critical to making reliable forecasts during forest management and operational
planning. The update and maintenance of forest inventory in the FMA area is of the highest
priority.
Approval Condition 4.1 Alberta Vegetation Inventory
i. By August 1, 2018, the Companies shall submit an inventory development plan. This
plan shall reflect the current AVI program schedules and it shall be acceptable to the
Director, Forest Resource Analysis.

ii. By May 1, 2022, the Companies shall complete, submit and have approved new AVI for
entire FMA area acceptable to the Director, Forest Resource Analysis.
5.0 Spatial Harvest Sequence The mapped SHS is the most important output of the FMP as it provides the implementation
strategy the Companies must follow to achieve the forecasted future forest conditions. The
Companies have committed considerable resources preparing and agree with the operationalized
SHS. While dependent on many factors, the future condition is largely influenced by harvest
patterns, intensity and schedules. It presents spatially and temporally how the integration of
environmental, economic, and social values will be achieved on the FMA area.
The Companies must remain committed to harvesting mixedwood (CD and DC) stands as
planned in the SHS to maintain the coniferous and deciduous harvest levels throughout the
planning horizon. Monitoring adherence to the SHS during FMP implementation will be done by
both the Companies and the department.
Approval Condition 5.1 Spatial Harvest Sequence
i. All tenure holders shall ensure lands are eligible for operational harvesting to
proceed, specifically considering municipal or federal land ownership in operational
plans.
ii. All tenure holders shall follow the approved (mapped) twenty-year SHS developed to
meet this approval condition.
iii. All tenure holders may modify the approved SHS by deleting and replacing stands
provided that the following thresholds are met:
a. The additions include no more than 20% of the total SHS area in each
compartment (e.g., Basset 2) in any decade by 16 yield strata (e.g., provincial
base ten yield strata split by density classes) used in this FMP.
b. Harvesting does not exceed 100% of the total area within the approved SHS by
compartment in any decade by each of the 16 yield strata used in this FMP
c. No tenure holder shall have more additions than combined area in deletions
and deferrals by compartment in any decade. Preference shall be given to the
second ten-year period for additions.

iv. The companies shall track and report the variance using additions in Strata
Description Tables (SDT) according to methodology described in the Interpretive
Bulletin: Stewardship Reporting Requirements. The SHS adjustments due to special
no harvest zones and input from First Nations could be identified and tracked
separately; however, these adjustments shall be part of the overall variance.
v. Repeated deferral of any SHS stand is unacceptable; areas of known SHS stand
deletions or deferrals cannot be substituted. All deferrals from the previous FMP shall
be harvested within the approved FMP SHS period or marked as deletions and
removed from contributing landbase in the next FMP.
vi. Not contradicting requirements described in (v), the additions to the approved SHS
may be sourced from:
a. Non-contributing landbase subject to department approval.
b. The same strata as identified in deletions and deferrals within a compartment.
vii. Should harvesting exceed the thresholds described in (iii), the Forestry Manager, High
Level Forest Area, may require the completion of a Compartment Assessment and the
Director, Forest Resource Management, may recommend the reduction of the
approved AAC to reflect the impact of the variance.
viii. The department requires any deviation from the approved SHS to be reported annually
as per the Operating Ground Rules reporting requirements. The five-year Stewardship
Report shall include an analysis of the deviation from the approved SHS, describe the
impacts of the deviation on forecasts made in the FMP, and a review of the
unharvested approved SHS for the period.
ix. Generally, the department will not request a modification to the approved SHS unless
required by a change in legislation, a policy approved by the Minister, or a deviation
from acceptable SHS thresholds.

6.0 Stand Level Structure Retention The Companies shall follow the stand level structure retention strategies identified in this FMP;
however, they shall adhere to requirements detailed in this approval condition.
Approval Condition 6.1 Stand Level Structure Retention
i. All tenure holders shall leave at least 3% stand-level structure retention across the
FMA area. Structure retention shall be representative of the harvest opening area and
consist of the contributing landbase in the FMP Classified Landbase. The minimum
3% stand-level structure retention target shall be met without contribution of areas
defined as proximal retention or required riparian buffers as defined in operating
ground rules (OGRs). Structure should remain on the landscape for at least a rotation
defined by minimum harvest age of 90 and 70 years for coniferous and deciduous
stands, respectively.
ii. Consistent with 2003 FMP strategies, all previous identified merchantable stand-level
structure retention shall be retained on the landscape. Stand-level structure retention
patches shall be removed from SHS without substitution and shall not be harvested.
iii. By September 1, 2018, all tenure holders shall submit a plan for reporting stand-level
structure retained volume drain to the Director, Timber Production Auditing and
Revenue.
iv. All tenure holders shall follow the provincial stand level retention policy on structure
retention when updated. Company operating ground rules shall be updated to reflect
this policy.
v. In the absence of a provincial stand level retention policy, all tenure holders shall
follow the stand level structure retention objectives identified in the FMP.
7.0 Mixedwood Stand Management The FMP Section 9.3.2 identifies “…stands that have significant deciduous incidental
[merchantable volume] without a facility to deliver it to, the operators will … leave the deciduous
stems standing.” In these stands, the Companies are committed to plant coniferous seedlings.
GoA requires further clarification of the mixedwood stand management described in the FMP.
Without additional information, such management approach could create uncertain future forest
conditions. GoA requires agreement on the mixedwood management assumptions deployed in

the FMP including but not limited to the landbase classification, reforestation and monitoring,
updates to the silviculture matrix and Growth and Yield Program, and TSA.
Approval Condition 7.1 Mixedwood Stand Management
i. By November 1, 2018, the Companies shall finalize and submit Mixedwood Stand
Management Plan for approval. This plan should include detailed process,
assumptions, and monitoring program that reflect FMP mixedwood stand
management practices. The Mixedwood Stand Management Plan should be submitted
and acceptable to the Director, Forest Resource Management.
8.0 ARIS Records Reconciliation Making reliable forecasts during forest management planning is contingent on using complete
and accurate source data. Therefore, the Department requires all timber disposition holders
demonstrate the data used in the regenerating landbase is consistent with the records contained
in Alberta Regeneration Information System (ARIS).
Approval Condition 8.1 ARIS Records Reconciliation
i. By August 1, 2018, ARIS records found to be inconsistent with submitted landbase
classification shall be resolved to the satisfaction of the Director, Forest Resource
Analysis.
9.0 Seed Collection Plan The department identified seed zones and species within the FMA area with seed inventories that
may be unable to meet future reforestation needs depicted in the SHS. The companies should
provide the Stream 1 seed shortfalls by providing a seed collection plan or showing where Stream
2 seed inventories will be used instead.
Approval Condition 9.1 Seed Collection Plan
i. By October 1, 2018, the Companies shall submit an updated seed collection plan that
supports reforestation obligations for the SHS to the satisfaction of the Director,
Forest Health and Adaptation.

10.0 Seral Stage Sensitivity Analysis Alberta FMPS VOITs define and require establishment of landscape level seral stage targets for
the contributing and non-contributing landbases. The Company pine (C-P) cover type projections
indicate that the mature and old seral stages on the contributing landbase will no longer be
present in 100 years.
The department needs to quantify risks associated with the Company forest management
approach in their FMP. The department also needs to ensure that old forests remain on the
landscape and do not decline below the natural range of variation throughout the planning
horizon in the next FMP.
Approval Condition 10.1 Old Forest Area
i. By October 1, 2018, the Companies shall prepare a sensitivity TSA run with the mature
and old forest upper seral stage targets on the contributing landbase for all cover
types depicted in Section 6.3.1 Table 6-2 (page 140) of the FMP document. This shall
be acceptable to the Director, Forest Resource Analysis.
11.0 Access Management Plan The FMA grants the holder the right to access Crown fibre. The Companies road construction and
related stream crossing construction will follow rules and guidelines contained within the Upper
Hay Timber Harvest Planning and Operating Ground Rules as they relate to non-Department
License of Occupation (DLO) roads. DLO road construction and related stream crossing
construction will follow rules and guidelines contained within the DLO conditions.
Approval Condition 11.1 Access Management Plan
i. By November 1, 2018, the Companies shall finalize and submit a corridor plan
describing the permanent road network needed to access the landbase and implement
the SHS acceptable to the Forest Area Manager, High Level Forest Area.
12.0 Growth and Yield Program A credible and comprehensive Growth and Yield Program gathers key information for use in the
next timber supply analysis and to monitor current FMP timber growth and yield assumptions.
The Companies shall implement the approved growth and yield program and meet its
commitments stated in the growth and yield plan. Stewardship report shall provide an update on
the progress of meeting the growth and yield commitments.

Approval Condition 12.1 Growth and Yield Program
i. By May 1, 2019, the Companies shall report on the plot measurement commitments
stated in the Growth and Yield Program acceptable to the Director, Forest Resource
Analysis.
ii. Reports required in Approval Condition 12.1.i shall be submitted by May 1 and be
acceptable to the Director, Forest Resource Analysis.
iii. The Companies shall provide a summarized overview of completed Growth and Yield

be acceptable to the Director, Forest Resource Analysis.
13.0 Delivered Timber Volume Monitoring and Reporting Program Delivered timber volumes must be monitored and reported to allow comparisons between
forecasted and harvested volumes as per the FMP. Collection and analysis of this information will
be used in conjunction with growth and yield data to adjust future yield forecasts.
Approval Condition 13.1 Delivered Timber Volume Monitoring and
Reporting
i. By November 1, 2018, the Companies shall develop a program that compares
delivered merchantable timber volumes to harvested area yield forecasts. Results
shall be reported annually and summarized in the Stewardship Report (Approval
Condition 15.1). This program must be acceptable to the Director, Timber Production,
Auditing and Revenue.
14.0 Timber Harvest Planning and Operating Ground Rules The Companies make a number of commitments and propose strategies for mitigating risks
within the FMP. Upon completion of the negotiations, the OGRs shall be in line with the FMP. The
relevant pieces of the standard operating procedures, work instructions and woodland operating
guidelines referred in to in the FMP may be included into the applicable OGRs. The OGRs shall
define how structure retention is determined to be "representative" of what was harvested.

Approval Condition 14.1 Timber Harvest Planning and Operating
Ground Rules
i. By December 31, 2018, the Companies and department shall complete negotiations to
updated OGRs acceptable to the Director, Forest Resource Management.
15.0 Performance Monitoring and Reporting Five-year Stewardship Reports monitor and document the operational performance of each
tenure holder’s activities implementing the approved FMP.
Approval Condition 15.1 Performance Monitoring and Reporting
i. The Companies shall prepare five-year Stewardship Reports. All tenure holders shall
cooperate in providing supporting information to the department. Where deviations
from the planned outcomes exist, analyses shall discuss the reasons for the
deviations and describe each tenure holder corrective action, taken or proposed.
ii. By November 1, 2018, the Companies shall submit a Stewardship Report, covering the
period from May 1, 2012, to April 30, 2017, and a second report, to cover the period
between May 1, 2017, to April 30, 2022, due by November 1, 2022. These reports shall
be acceptable to the Director, Forest Resource Management and follow the Alberta
Forest Management Planning Standard Interpretive Bulletin: Stewardship Reporting
Requirements.
16.0 Future Forest Management Plans The Companies shall prepare a subsequent FMP for department review by May 1, 2023, unless
otherwise approved by the Minister.

i. By May 1, 2023, the Companies shall submit a new FMP for department review that
meets the FMPS unless otherwise approved by the Minister.
