Having lived
in the Western
Cape for
22 years, it
impresses me
that most visitors I speak to
comment on the clean, vibrant
energy of Cape Town. Some
of the main leaders in South
African corporate business
reside here with their families
but commute to Johannesburg
during the week. It is obviously
a safe and beautiful place
to live and work. We have
wonderful restaurants and
shops, no doubt due to our
exciting cosmopolitan lifestyle.
With undoubtedly, the most
well-run municipalities in South
Africa and job creation being a very high priority for the country, the
Western Cape is one of two provinces that had positive growth in job
creation in 2011. The political leadership in the region has already
received numerous international awards, testament to the positive
international sentiment to the region.
As Africa opens up to the rest of the world, the Western Cape is
becoming more desirable as a base for transcontinental industries.
With the world-class airport in Cape Town, access to the rest of Africa
is opening up with new fl ights from Cape Town increasing steadily.
With improvements in transport infrastructure, congestion and
parking in the Central Business District are being contained, while
getting goods to other regions of the continent is being improved all
the time.
The fi nancial sector continues to show high levels of business
confi dence, which will inspire an increase of economic activity in the
region.
The Western Cape has world-class sporting, cultural and
conferencing events that are always showcasing the region as a
unique and organised destination.
Education is a major benefi t with the highest pass rate in the country
among matriculants, and arguably some of the best schools and
universities in the country.
The political will to be a green region will pay dividends into the future
with our children’s children benefi ting from the excellent renewable
energy projects supported in the region. The main challenges facing
the region is to defeat poverty, with housing and sanitation projects
currently underway.
The region boasts a well-respected entrepreneurial community that
works hard on fi ghting some of the many challenges South Africa
face.
The Western Cape seems to be on a major growth trajectory – and
now, more than ever, investment in the province is sure to bear fruit.

economically one of the best
performing provinces in South
Africa.
Innovation is the buzzword, with
the establishment of the Silicon
Cape Initiative, which offers
role-players in the local internet
industry a vision and mandate
of making the Western Cape an
attractive location for start-ups
and companies in the global
market. The establishment of the Silicon Cape Initiative places the
province in the ideal position to benefi t from the growth of innovative
mobile products, businesses and services. Read more about the
initiative on page 76.
Cape Town and the Western Cape are leading the country in tackling
climate change and environmental issues. At the Local Climate
Solutions for Africa 2011 conference, the City of Cape Town was
hailed as a visionary city willing to commit and publicly register its
greenhouse gas reduction objectives, report on its performance
and showcase its climate actions. This commitment is evident in the
town of Darling, 70km north of Cape Town, boasting South Africa’s
fi rst commercial wind farm. Read more about the Western Cape’s
sustainability solutions on page 86.
Business tourism remains one of the major economic drivers in the
City of Cape Town. To drive the point home, Alan Winde, the Western
Cape Minister of Tourism offi cially opened World Tourism Month
by participating in a study to measure the travelling time between
the main hotels in the city and their nearest MyCiTi bus stops.
This information will be utilised to market Cape Town as part of a
marketing drive, which will have positive benefi ts for not only the City,
but the province as a whole.
The effectiveness of business tourism marketing is evident in the
success of the Cape Town International Convention Centre (CTICC),
located in the business hub of Cape Town. The CTICC’s success
has lead to the Centre winning the African Access National Business
Award in the Business Tourism category. This Award recognises
companies that have made a signifi cant impact on enhancing
business tourism in South Africa. Their success has lead to the
CTICC, the City of Cape Town and the Provincial Government of the
Western Cape announcing in March 2011 that funding has been
secured to expand the CTICC towards the east. The expansion of the
Convention Centre will include 10 000 square metres of retail space,
a hospital, an offi ce tower, numerous basement parking bays, as
well as the regeneration of Founder’s Garden, which will connect the
Artscape precinct with the new, larger CTICC.
The planned expansion and other urban regeneration projects
planned for Cape Town’s Central Business District is set to enhance
the City’s reputation as a globally competitive business destination
and contribute to major job creation in the City and the Western
Cape province.

NILS FLAATTENThe Western Cape today is a place full of di-versity, life and growth, with an optimism that stems from the breathtaking surroundings of the City of Cape Town. More importantly, business leaders and key organisations in the Province believe it holds the key to the Gateway into Africa.
Ultimately, the investment potential of the Western Cape will be driven by strategic companies that are committed to ensuring they drive business growth and entrepre-neurship. The Cape’s strengths in innovation, creativity and passion are the foundation for businesses to develop and implement investment and export strategies.
One way that Wesgro helps the Western Cape companies is with the implementa-tion of the Export Development Programme (EDP). The aim of the EDP is to create an environment that is supportive and develop-mental in nature which will enable emerging Western Cape exporters to gain access into international markets and opportunities which in turn will contribute to the develop-ment of the Western Cape economy.
It also assists emerging exporters to overcome barriers and constraints in ac-cessing the global market and business op-portunities by identifying their export needs and then addressing them through training and development with the focus of growth in exports.
With that said, Wesgro is at the forefront of its game using innovative methods and technology to get its message across. Our strategy is an indication of our commitment to the people of this region and how best we can service their needs.
Over a 10-year period from 1999 to 2009, Cape Town’s economy has shown consistent growth in the finance and busi-ness services sector and in the wholesale and retail trade sector. The overall Western Cape economy has been growing steadily during this period – to an average rate of 4.1 percent in 2008. This is higher than the national average (3.7 percent) at the same period, and the province has continually outperformed the national average over this period. Cape Town and the Western Cape needs to see this growth and South Africa’s strategic regional role as an opportunity, and take advantage of it to become a recognised global base camp for companies moving into Africa, before other major cities across the continent take our place.
Numerous Western-Cape based compa-nies such as Shoprite Checkers and Engen have already used their well-established base to expand in the rest of the continent. This investment naturally generates invest-ment in banking and financial services as their support base follows them.
In the period 2000 to 2010, growth in the real output of the financial, real estate and business services sector grew by 5.3 percent, indicating that the sector is beco-ming an increasingly important contributor to the local economy. The Western Cape real estate market is considered one of the most buoyant, mainly due to favourable market conditions and foreign investors. Services now account for over two thirds of the Province’s economy, with manufacturing ex-pected to make a significant comeback over the next five years. FDI Intelligence reports that foreign investment in manufacturing is expected to be the key growth driver for de-veloping economies. Both of these sectors fall within the national government’s plans to ensure that decent work is created for an additional 5 million people by 2020. With a complimentary balance across the sector spread, the Western Cape is well-placed to become the destination of choice for both foreign and domestic investors looking for opportunities to grow their business.
Ultimately, the investment potential of the Western Cape will be driven by strategic companies that are committed to ensuring they drive business growth and entre-preneurship. Our strengths in innovation, creativity and passion are the foundation for businesses to develop and implement investment and export strategies. With consumer spend on the African continent expected to increase from $860-billion in 2008 to $1.4-trillion in 2020, the opportuni-ties for these strategies are numerous.
The global business environment has changed, heralding a new era that will see Western Cape-based businesses take hold of and own new opportunities that will con-tribute to profitability and sustainability.

VIOLA MANUEL When Dickens penned his famous line, “It was the best of times, it was the worst of times,” in his A Tale of Two Cities, he may well have been summing up the past year.
We have experienced an immense sense of unity and pride after our outstan-ding performance as a host city for the FIFA 2010 World Cup™. We have also witnessed many businesses continue to struggle out of the financial mire left in the wake of the sub-prime crisis.
But the people in the Western Cape are nothing if not resilient. There is seldom a week that goes by when we don’t encounter a member company who has not only found a way to weather the global economic storm, but seized the opportunity to re-invent them-selves, create a new service or product, or in some way innovate.
It is the nature of the people in this re-gion to be enthusiastically creative and this is translating into a rather optimistic financial outlook for the region in general.
Our partners at Wesgro recently shared some of their economic data which encap-sulates this optimism.
Despite the less than perfect economic climate, the Western Cape has shown GDP growth consistently higher than the national average. We also outperform the other provinces, including our inland cousin, Gau-teng, in the average annual GDP growth rate between 2002 and 2009.
More important than these statistics though is some of the on-the-ground evi-dence we are seeing of companies who are genuinely looking to foster and monetise innovation.
The Cape Chamber of Commerce & Industry constantly strives to recognise this innovation and through annual awards such as our Exporter of the Year and our branch networks’ Excellence Awards, we highlight the achievements of our members.
This year, innovation will be a central theme, and we are working with the UCT Graduate School of Business to ensure we encapsulate the essence of true innovation.
A key challenge for the Western Cape is the lack of cohesion between public and private sectors, academia, NGOs and organised business. If growth and innovation are to be fostered in our local economy, we need to find commonalities around which we can unite.
Issues such as job creation, skills development, stamping out corruption at every level, and fostering and nurturing an enabling business environment are key pillars in many organisations. Yet we often find ourselves working in isolation. The time has come for meaningful collaboration, for setting aside our differences and finding ways we can support each other and focus on delivery.
We also need to set aside our parochial outlook and realise that the Western Cape has a real ability to market itself as the gateway into Africa. The tourism industry has been successful in this regard, but it is time for business in the region to find ways to make the Western Cape appealing to a more global audience.
Over the next year the Cape Chamber of Commerce will be driving a Pan African agenda. We will be actively and aggres- sively finding ways to make the Western Cape the first port of call for global busi-nesses looking to expand their African footprint. For this to succeed, we will need the support of all stakeholders, both public and private.
Publications like Top300 Western Cape are therefore key to profiling the region and the many opportunities open to businesses. We are delighted to be associated with the publication again this year and we are certain that you will find it both valuable and entertaining.

Top300 Western Cape – Research CriteriaThe criteria for appearing in Top300 Western Cape were developed in partnership with the Cape Chamber of Commerce, the Western Cape Provincial Government, Accelerate and Wesgro. Topco Media’s internal research department vetted a list of over 7 000 companies within the Western Cape and then focused extensive research on the resulting top 1 000. In drawing up the criteria, cognisance was taken of the fact that the Western Cape is home to roughly 10 percent of South Africa’s population, contributes almost 15 percent of national output and attracts over 16 percent of the country’s foreign direct investment.This stage of research resulted in a list of 350 companies, excluding parastatals, government agencies and structures, which was sent to our partners for final adjudication based on our criteria, to produce the final list, representing the Top 300 companies in the Western Cape.
The final criteria were drawn up and agreed upon between our partners, and included:• National turnover
• Western Cape turnover as a percentage of national
turnover or at least 20 percent of total national revenue
• Number of employees in the Western Cape: at least 100 employees or 20 percent of total national workforce
• Head office location and number of satellite offices in the Western Cape
• Percentage of income from exports
• Planned revenue growth over the next five years
• Planned staff increase over the next five years
• Peer consensus through feedback on top five competitors
