No. F.No.39016/2(s/2014-Estt.(B) dt.25.4.2014 have been received through Ministry of Labour and Employment vide their letter nO.Z-13025/02/2010-SS I, dt. 19.5.2014 (copy enclosed), vide which it has been informed that JAIN COMMUNITY has now been notified as minorit; community in addition to the existing five communities viz. Muslims, Christians, Sikh.. Buddhists and Zoroastrians (Parsis). It has been requested that points given in annexure may kindly be kept in view while furnishing requiste annual consolidated data. It is therefore, requested to submit the revised report, if already submitted and if not submitted, the said report may kindly be submitted as per latest instructions in prescribed Proforma-I & II positively latest by 4thJune, 2014 or by return email ([email protected]) as the same is to be furnished to the Ministry of Labour and Employment, New Delhi on top priority basis (As directed by MOL&E). 2. It is requested that the requisite information, complete in all respect, inprescribed proforma may be sent directly to Adm.III Section of this Ministryunder intimation to this Division at the earliest. Since the matter relates to PM's15 Point Pragramme this may be accorded 'TOP PRIORITY'.

3. It may also be seen that if there is a decline in the recruitment of theMinorities during the year 2013-2014 in comparison to that year 2012-2013, thereasons for the same may also be furnished.

Subject: Prime Minister's New 15 Point Programme for' Welfare of Minorities -measures to give special consideration to minorities in recruitment -annual report for the year 2013 - 14 regarding.

The undersigned is directed is directed .to refer to this Department's O.MNo.39016/7(s)/2006 - Estt.(B) dated 08~01.2007 on the above mentioned subjectunder which all Ministries / Departments are required to furnish to this Departmentthe requisite data in the proforma enclosed for the period ending 315t March, in themonth of April. The report for the period 01.04.2013 to 31.03.2014 will become duein April, 2014. The progress made in this regard is reviewed by the Committee ofSecretaries and the Cabinet periodically.

2. In this connection, it is a brought to your notice that the Jain Community hasbeen notified as minority community in addition to 'the five communities alreadynotified as minority communities viz. Muslims, Christians, Sikhs, Buddhists andZoroastrians'Parsis) vide National Commission for Minorities' Notification dated2ih January, 2014. Accordingly, It may be ensured that data. relating to JainCommunity candidates are also taken into account in the annual consolidated data.

4. It may also be ensured while furnishing the annual data that in case there isdecline in the percentage of recruitment of minority communities with referencesuch recruitment for previous year, reasons for such decline may also be intimated.

5. Often it has also been found that the information furnished in the prescribecproforma contains a number of numerical inaccuracies and other discrepanciesinconsistencies. This entails further correspondence resulting in delay in compilatiorof the reports. Therefore, the points given in the annexure may kindly be kepin view, while furnishing requisite annual consolidated data.

Points to be kept in view while furnishing Annual Report on.""~.

.,',: recruitment in terms of DOP&T's O.M No.39016/7/(s)/2006-Estt.(B) dated 08.01.2007.

1. The annual report in proforma-II to this Department should includeinformation in respect of Ministry I Department proper and subordinate /attached offices, statutory / autonomous bodies as per the rows / columnsprovided in the Proforrna-ll (Copy enclosed) .

2. Information in respect of Central Public Undertakings (CPSUs) maybe sent to Department of Public Enterprises and not to DOP& T.

3. The reasons for decline in the percentage of recruitment of minority(J communities' candidates as compare to previous year's data may also be

intimated.

4. The persons appointed on transfer on deputation may not be included inthe report.

5. The report should be furnished in consolidated form and merely forwarding Ithe reports received from various divisions I offices to this Department may 1be avoided.

6. The nodal officer in the Ministry / Department nominated to coordinate thematter relating to implementation of Point - 10 of the Prime Mini~'ter:s New15 Point Programme for the welfare of minorities may scrutinize 'the reportbefore sending it to this Department to ensure that the factually correct andcomplete and does not suffer from numerical inaccuracies /inconsistencies.
