TORONTO and Halton youth who face bar-riers to employment will get job preparation training and work experience through the Government of Canada’s support for an em-ployment project. Mr. David Tilson, Member of Parliament for Dufferin–Caledon, and Mr. Mike Wallace, Member of Parliament for Burlington, made the announcements on behalf of the Honourable Diane Finley, Min-ister of Human Resources and Skills Devel-opment.

“In today’s environment, it is more impor-tant than ever that youth develop the skills they need to participate and succeed in the job market,” said Mr. Wallace. By supporting these projects, the government is helping Toronto and Halton area youth develop the skills, knowledge and work experience they need to reach their full potential.

FoodShare Toronto will receive $345,668 in federal Skills Link funding to support its Focus on Food project, which will help 20 youth fac-ing employment barriers develop life and job skills to ease their transition to work or return to school.

The Centre for Skills Development & Train-ing will receive $304,903 in federal Skills Link funding to support its Get in Gear program, which will help 30 youth facing employment barriers develop life and job skills required to obtain and maintain employment.

Skills Link focuses on helping youth facing barriers to employment, such as single par-ents, Aboriginal youth, young persons with disabilities, recent immigrants, youth living in rural and remote areas, and youth who have dropped out of high school.

“FoodShare is so grateful to the Govern-ment of Canada for prioritizing employment programs for youth at risk,” said Ms. Deb-bie Field, Executive Director of FoodShare Toronto. “These programs provide jobs, but they do so much more, by laying a foundation that helps our youth reach their full potential through skills and experience that establish lifelong patterns for healthy eating and liv-ing, and by cultivating civic engagement that results in deeply positive impacts across Cana-dian communities.”

“The Get in Gear program has allowed us to help young people identify a career direc-tion and learn about critical skills, such as communications, teamwork and working with others,” said Ms. Kathy Mills, Chief Adminis-trative Offi cer, The Centre for Skills Develop-ment & Training. “With this funding, our Get in Gear clients can practise those critical skills in a real work setting, which will better pre-pare them for their future careers.”

The federal government is working with the provinces and territories, community or-ganizations and other stakeholders to provide Canadians with the training, skills and oppor-tunities they need to get jobs and contribute to their communities.

Through the 2010 “Jobs and Growth Bud-

get,” the Government of Canada committed an additional $60 million to the Skills Link and Career Focus programs. This additional one-time investment will enable more young Ca-nadians to gain the experience and skills they need to successfully participate in the labour market while the economy recovers.

Skills Link is part of the Government of Canada’s strategy to create the best educated, most skilled and most fl exible workforce in the world. The Government underscored its com-mitment to this strategy in Canada’s Economic Action Plan. A key component of the Plan is to create more and better opportunities for Cana-

Old Age Security increaseHUMAN Resources and Skills Development Canada recently announced the quarterly benefi t rates for Old Age Security (OAS), ef-fective October to December 2010.

As of October 1, the basic OAS pension benefi t, paid to people 65 years and older, will be $521.62 per month. This is an increase of 0.6 percent compared with the July to Sep-tember rates. Payments under the Guaranteed Income Supplement (GIS) and the Allowances will also increase by 0.6 percent.

The OAS program consists of the basic pension, the GIS and the Allowances. The GIS and the Allowances provide additional benefi ts to eligible low-income pensioners and their spouses or common-law partners, as well as to eligible survivors. OAS benefi t

rates are revised quarterly (in January, April, July and October) to refl ect increases in the cost of living as measured by the Consumer Price Index (CPI).

The OAS program is funded through gen-eral tax revenues and enhances the quality of life of Canadian seniors by providing a mod-est base upon which to build additional in-come for retirement. It provided 4.6 million seniors with $34.7 billion in 2009−2010.

In Canada, literacy and essential skills pro-grams and activities are supported by the fed-eral, provincial and territorial governments, and by a variety of businesses and voluntary organizations. Through the Department’s broad range of labour market programs, which includes the Offi ce of Literacy and Essential

Skills, the Government of Canada works in collaboration to ensure that adult Canadians have the skills they need to participate fully in the labour market and in their communities.

“Low literacy is a big issue in Canada, with over 40 percent of the working-age population scoring below the minimum level needed to function in a knowledge-based economy,” add-ed Minister Finley. “That is an issue our govern-ment is addressing, as we take action to prepare our workforce for the jobs of tomorrow.”

The Offi ce of Literacy and Essential Skills also offers skills assessment tools that can help businesses and individuals identify and assess skill strengths and areas that may require up-grading. triOS announces launchof new Paralegal ProgramThe Law Society of Upper Canada accredits triOSCollege’s Paralegal ProgramTHE Paralegal program at triOS College has now been accredited by The Law Society of Up-per Canada (LSUC). As the governing body of Lawyers and Paralegals in Ontario, The LSUC has developed criteria by which post-secondary Paralegal educational programs are adjudicated.

Graduates of these programs will be eligible to enter the licensing process, and once they have successfully completed the process, can be li-censed to provide legal services in Ontario. This program has also been approved by the Ministry of Training, Colleges and Universities, and is pres-ently available at fi ve triOS locations (Windsor, London, Kitchener, Mississauga, and Toronto).

With Paralegals in such high demand, this 52 week program will provide students with the

core competencies and hands-on experience that will make them invaluable to employers and the public alike. Interested students can sign up now with start dates in the fall.
