Background• The African Political Leadership decided to develop and

adopt a Transformative Agenda to:– develop productive capacities, – strengthen productivity, to foster diversification and value

addition, – accelerate integration process, and thus – raise competitiveness of the continent enabling her to join

regional and global supply chains.

• While globally, Agenda 2030 together with Addis Ababa Action Agenda were developed in response to the fundamental challenges facing the world today.– eradicating poverty and – achieving inclusive and sustainable development

Objective of the Conference of Ministers

• Effective implementation, coordination, monitoring and evaluation arrangements at the national, regional and continental levels

• Mobilization of resources for implementation at the national, regional and continental levels

• Provision to enhance the capacities of national, regional and continental institutions involved in the execution of the common framework

• Raising awareness among institutions and organizations at the national, regional and continental levels responsible for the design, implementation, monitoring and evaluation of the common development goals

Harmonization, synergies and sensitization: The need for a coherent development approach

• A steering committee comprising AUC, NPCA, UNECA, AfDB, ACBF and ASSD was established to;– provide oversight for the entire process of developing the

measurement framework for The First Ten Year Implementation Plan of Agenda 2063;

– Management of the review / validation processes and;– Preparation of the Reports to AU Policy Organs.

• The key deliverables of the Steering Committee include – Measurement Framework (indicators) for the First Ten Year

Implementation Plan of Agenda 2063; – Costed measurement framework; – Revised SHaSA; and – Draft Score Card for The First Ten Year Implementation Plan.

Convergence of the two Frameworks

• Agenda 2063 has more goals (20) than SDG (17) that addresses African peculiarities.

• You may recall that Agenda 2063 address Cultural and Political/Governance issues, in addition to the Social, Economic and Sustainability issues that SDG addresses.

• The three additional goals talk to African cultural renaissance (Pan Africanism), United Africa, and Continental financial and monetary institutions established and functional

• In addition, Agenda 2063 goals are further elaborated into Priority Areas. As a result, the mapping of the two Frameworks is more relevant at Priority Area against SDGs.

• This is demonstrated by some of Agenda 2063 goals corresponding with more than one SDG Goals

Integration of the results framework• Agenda 2063 and the 2030 Agenda for Sustainable Development

will provide the framework for sustainable structural transformation in Africa.

• The first ten-year implementation plan is a mechanism that is designed to facilitate the implementation of both agendas at all levels.

• Through a process of domestication, the first ten-year implementation plan attempts to integrate the two agendas.

• The measurement framework developed revealed convergence between the two agendas at the target level, which enabled common indicators to be identified.

• The Commission, together with all the partners has developed Indicators for the First Ten Year Implementation Plan, which were approved by Director Generals of National Statistics Offices.

Integration of the Frameworks into National Planning Systems

• The process of integration of the Frameworks started in the fourth quarter of 2015 and it is aimed at – Building state institutions’ /citizens’ awareness, engagement and

ownership of Agenda 2063 in order to catalyze and sustain a momentum for change and transformation;

– Ensuring that Member States translate commitments enshrined in Agenda 2063 into national visions and plans for medium term socio-economic development and transformation; and

– Facilitating collective progress of Member States in implementing Agenda 2063, leading to the transformation of the continent and ensuring that Africa assumes her rightful place on the Global stage, including her ability to finance her own development.

1. Level of awareness and receptivity to Agenda 2063:

High level of receptivity and Interest in Agenda 2063. In many countries visited missions accorded audiences at very High levels (e.g. Prime Minister and Cabinet in Lesotho; Office of the Prime Minister in Benin; National Parliaments; Ministers of Finance, etc.

However, the level of awareness, particularly, of Agenda 2063 needs to be significantly extended beyond the narrow circle of ministries and to the general public. Planning entities beyond the national level (i.e. district/provincial/local level) woefully inadequate

Need to capitalize on the high level receptivity to strengthen commitments for implementation and assure continuous political backing

Develop and roll out in close collaboration with Member States awareness raising sensitization activities, including mobilizing national press and media on Agenda 2063

Work closely with National Parliaments, and through PAP and Regional parliaments as well as ECOSSOC to ensure acceptance by all parties across the political spectrum to adopt Agenda 2063 as part of national visions

2.National Planning Processes Sound planning

systems/processes and structures in place in most member countries although institutional instability is a recurring challenge.

Domestication readily finds an institutional home in existing National Planning Entities.

Furthermore, most countries visited are in the process of revising or developing new medium-term plans which affords a unique opportunity for domestication

UNDP is playing a central role in supporting country level national planning processes.

The window of opportunity for domestication is finite and Commission needs to act to capitalize on it and provide top class technical assistance at the sector/thematic group/taskforce level

The national planning entities in many instances lack the financial resources, therefore the need for AUC in partnership with AfDB to mobilize catalytic funds to support domestication efforts

Need to devise a strategy to work with UN entities, especially UNDP at country level.

Linkages with the SDGs

Most institutions at Member State level view Agenda 2063 as a more comprehensive framework that fits well with their national development visions.

They see the SDGs as part of their global commitments and also see the convergences with agenda 2063.

Maintaining close working relationships with national planning entities is necessary

Harmonizing to the extent possible the indicators and sources of data

4. Role of the RECs 1. These institutions as

the proximate entities to Member States are indispensible to the domestication process and Member States would like to see them more involved

2. RECs are undertaking their own internal domestication/alignment processes

Discussions are ongoing with RECs on the domestication process and their roles

As much as possible missions to Member States will involve the concerned RECs

RECs need to free up internal resources (both technical and financial) to support domestication at Member State level

Monitoring and evaluation

• The Commission, together with NPCA and RECS, supported by UNECA and AfDB have started the process of developing Monitoring and Evaluation System.

• This is aimed at leveraging their respective strengths towards evolving an overarching M&E framework that would ultimately enhance their roles, individually and collectively, in the implementation of the First Ten Year Plan of Agenda 2063.

• An outline of Monitoring and Evaluation Framework will be in place in May 2016.

• To have an M & E driven Organizational and institutional analysis for implementation of the first 10 year plan in the second half of 2016.

• To that effect, Member States, RECs and all other implementers have agreed to adopt a unified implementation, Reporting and Monitoring Platform.

• To avoid overburdening policymakers, it will be essential to develop a common platform for continues review of the findings of reports on the progress of both agendas.

• Therefore, by implementing the First Ten-Year Plan of Agenda 2063, Africa will be implementing SDGs.

Financing

• Both Agenda 2063 and the 2030 Agenda for Sustainable Development require substantial amounts of financial and non-financial resources from all sources.

• The Addis Ababa Action Agenda calls for: – establishing an infrastructure platform aimed at coordinating

investments in infrastructure;– developing a technology facilitation mechanism to support

innovation, science and technology; – strengthening international cooperation on tax matters to

stem the tide of illicit financial outflows; and – improving capacities for domestic resource mobilization.
