There is economic imbalance between the inner core of the GIZ (London, Paris, Rhine-Ruhr area) and other parts of the EU 27+.

It has been suggested that the way forward is to seek to establish a number of balancing GIZ’s outside the core.
Initial analysis suggests that it might be more feasible to move towards better urban balance through the progressive linking of individual inter regional areas around the outer EU, particularly within the Baltic, Danube and Mediterranean areas.

The concept of the Pentagon that has been equated to the GIZ is also a matter for debate.
Around the inner core GIZ are a number of bridging areas with strong links to the GIZ and outer areas.
They also have their own distinctive role to play and polycentric relationships to establish and maintain. Itmay be that a more useful approach would be to recognise an inner and outer core area with the outer core having distinctive bridging functions.

Discussion Note 2 suggested that better urban balance through polycentricity might be progressed by considering the Europe of the EU27+ as comprising 18 inter related inter regional areas, or Tiles.
Connectivity is an issue within each tile, between neighbouring tiles and from each tile to the wider Europe, particularly the inner GIZ, and beyond.
